Abstract

The village of Nusantara Jaya is a village located in Keritang district of Indragiri Hilir district, a village with eleven villages that are fairly large villages that require quite complex controls. With the program of DMIJ (Desa Maju Inhil Jaya) which is the flagship program of Indragiri downstream government to help the villages to be more advanced and rapidly development it is necessary a decision support system to determine the development fund of Nusantara Jaya village. In the process of developing the decision support system of determining the village development fund using Simple Additive Weighting (SAW) method, this method is chosen because it’s able to select the best alternative from a number of alternative locations (hamlet) which will be prioritized as the recipient of the development fund based on the criteria specified. Research is done by finding the weight value for each attribute, then done the ranking process and determine the alternative (optimal) is the best location. Based on the analysis, it can be seen that the recommended locations as beneficiaries are ranked according to the highest as follows: (1) Teluk Dalam 0,95, (2) Gemilang Utama 0,84, (3) Nurul Iman 0,84, (4) Selamat Abadi 0,83, (5) Pinang Teluk 0,82, (6) Nusantara 10,8, (7) Sungai Bulan 0,77, (8) P.4.S Riau 0,76, (9) Amanah 0,70, (10) Makmur 0,68, and (11) Usaha Damai 0,55.

Abstract

The ability to make fast and careful decisions will be the key to success in global competition and to make a decision certainly requires a careful analysis and calculation, depending on the many criteria that affect the problems that require a decision. Taking a decision with many criteria requires a special way of handling. For this reason, a model is needed before a decision is made. The DMIJ Systematics Program is a District Government Program through the Empowerment approach by streamlining the functions of the Village Government, Village Institutions and Village Communities to plan, implement, preserve and supervise development in a participatory manner. To help in solving these problems there needs to be a decision support system. Decision support system is an interactive system that supports decisions in the decision making process through alternatives obtained from the results of data processing, information and model design. AHP is a decision support tool that can be used to solve complex decisions. The application of the AHP method in the development of decision support systems for the use of DMIJ regional government program funds is determined by 4 criteria: infrastructure, welfare, health, and education. The final result of this research is the type of activity that becomes the main priority to be used as a priority for the use of the budget in the DMIJ regional government program is the Supporting Road. Priorities obtained by the Supporting Road (JPN) with a total value of 0.404 or 40.4%. The most influential indicators were Infrastructure at 56.3%, then Kesra at 25.1%, Health 6.1% and, Education at 12.5%. Keywords : Use of Funds, DMIJ, SPK, AHP

Abstract

Digital transformation in public services drives the need to evaluate information systems to ensure effectiveness and user satisfaction. This study aims to assess the success of the Nasi Uduk Application in population administration services at Sungai Batang District using the DeLone & McLean (2003) Information System Success Model. A quantitative evaluative approach was applied to 103 respondents selected through proportionate stratified random sampling. The analyzed variables included Information System Quality, Service Quality, and User Satisfaction, measured using five-point Likert scales and analyzed via Structural Equation Modeling (SEM). Results show that Information System Quality was rated high (M = 4.02), particularly in system responsiveness, while Service Quality was moderate (M = 2.40). User Satisfaction was moderate (M = 2.79) with a positive tendency in the intention to recommend the service. SEM analysis indicated that Information System Quality significantly influenced Service Quality, and together they explained approximately 35% of the variance in User Satisfaction. These findings highlight the need for simultaneous improvements in both system and service aspects to enhance public satisfaction. Theoretically, this study extends the application of the DeLone & McLean Model to the context of district-level population administration services. Practically, it provides evidence-based guidance for optimizing digital public service delivery. Transformasi digital dalam pelayanan publik mendorong kebutuhan evaluasi sistem informasi untuk memastikan efektivitas dan kepuasan pengguna. Penelitian ini bertujuan mengevaluasi keberhasilan Aplikasi Nasi Uduk dalam pelayanan administrasi kependudukan di Kecamatan Sungai Batang menggunakan Model Keberhasilan Sistem Informasi DeLone & McLean (2003). Pendekatan kuantitatif dengan desain evaluatif diterapkan pada 103 responden yang dipilih secara stratified random sampling. Variabel yang dianalisis meliputi Kualitas Sistem Informasi, Kualitas Layanan, dan Kepuasan Pengguna, diukur melalui instrumen berbasis Likert lima poin dan dianalisis menggunakan Structural Equation Modeling (SEM). Hasil penelitian menunjukkan bahwa Kualitas Sistem Informasi dinilai tinggi (M = 4,02), terutama pada dimensi responsivitas sistem, sedangkan Kualitas Layanan berada pada tingkat sedang (M = 2,40). Kepuasan Pengguna tergolong sedang (M = 2,79) dengan kecenderungan positif pada niat merekomendasikan layanan. Analisis SEM memperlihatkan bahwa Kualitas Sistem Informasi berpengaruh signifikan terhadap Kualitas Layanan, dan kedua konstruk tersebut menjelaskan sekitar 35% variasi Kepuasan Pengguna. Temuan ini menegaskan perlunya perbaikan simultan pada aspek sistem dan layanan untuk meningkatkan kepuasan masyarakat. Secara teoretis, penelitian ini memperluas penerapan Model DeLone & McLean pada konteks pelayanan administrasi kependudukan tingkat kecamatan, dan secara praktis memberikan dasar pengambilan keputusan berbasis data untuk optimalisasi layanan publik digital.
