Abstract

The global trend of NbS is a new thing as a reference for government initiatives in determining the flood policies in Jakarta. However, NbS through the concept of river naturalization is considered as a causing of inconsistency in the implementation of flood policies. This research aims to analyze the phenomenon of flood policy inconsistency along with the impacts and obstacles in the implementation of NbS. This research uses a qualitative method by conducting in-depth interviews and document studies. The results of this study conclude that the implementation of NbS in Jakarta has not been optimal with various underlying factors behind it. These factors include the lack of collaboration among the actors involved; the lack of suitability of the topographical conditions of the area; and the lack of suitability of the community and natural ecosystems.

Abstract

This research aims to analyze and describe the evaluation of the PBB-P2 electronic SPPT issuance policy at UPPPD Penjaringan, North Jakarta. The research approach uses a qualitative approach with a descriptive type using secondary data from literature studies and document studies related to the main problem. The theory used is policy evaluation expressed by Dunn (2003). The background to this research is that due to the increasing number of taxpayers who download SPPT PPB-P2, there are still arrears in PBB-P2 payments, indicating that there are weaknesses in digitalization-based administration. The results of the policy evaluation show that the output achieved is less effective based on the amount of SPPT that must be paid and there are still arrears. The e-SPPT PBB-P2 publishing policy is quite efficient in increasing the number of taxpayers who download SPPT PBB-P2 electronically. However, tax officers are less responsive in increasing taxpayer knowledge so efforts are still needed to carry out outreach. The policy of issuing e-SPPT PBB-P2 is considered appropriate as an effort to increase PBB-P2 revenue from regional taxes in DKI Jakarta Province.

Abstract

Higher Education Gross Participation Rates and Human Development Index must be further improved in higher education. Recognition of Past Learning (RPL) is an important issue that must be paid attention to by the government and stakeholders. In this context, the government needs tools to identify issues and opportunities in RPL development, as well as develop effective strategies to achieve government goals in RPL development. Scenario Planning can be applied to almost any business problem that contains a level of uncertainty. This article will use qualitative methods which aim to describe and draw meaning from various existing planning scenarios. To be able to create Planning scenarios, the method that researchers use is TAIDA, namely Tracking, Analyzing, Imaging, Deciding, Acting. In terms of curriculum flexibility, RPL allows the development of a curriculum that is more flexible and adaptive to labor market needs and individual skill development. As for recognition of Non-formal and Informal Learning, RPL provides recognition of work experience, non-formal training and informal education, which is very important in recognizing skills and knowledge acquired outside formal education. While in cross-sector collaboration, implementing RPL requires strong collaboration between universities, government and industry.

Abstract

Integrity in public institutions is an important thing that needs attention in achieving bureaucratic reform. Indonesia has established a policy of developing integrity zones (ZI) in government agencies to improve the implementation of excellent public services, free of corruption, collusion, and nepotism. This study aims to evaluate the implementation of ZI development in Indonesian Central Government Agencies. The evaluation is carried out to see changes and the impact of policy implementation comprehensively. This study used qualitative methods through in-dept interviews and study documents. The study results concluded that the implementation of ZI Development policies in Indonesian Central Government Agencies had been quite good to regard ZI development as a series of implementations of Indonesian bureaucratic reform. New values have been formed in work units with ZI predicate WBK/WBBM. The Public Service Index for Central Government Agencies increases yearly, above the national index value. However, several obstacles are encountered, including awareness and understanding of the meaning/essence still needs to be optimized, and the number of PANRB Ministry human resources as supervisors and evaluators considering a large number of work units of the Indonesian government agencies.

Abstract

Community welfare is a national goal outlined in the Preamble of the 1945 Constitution. The Human Development Index (HDI) serves as a key indicator for measuring welfare across three dimensions: health, education, and a decent standard of living. This study aims to analyze the impact of fiscal transfers—General Allocation Fund (DAU), Special Allocation Fund (DAK), and Revenue Sharing Fund (DBH)—along with Local Own-Source Revenue (PAD) on HDI at the provincial level in Indonesia. The research employs a quantitative approach using panel data from all districts and cities in Indonesia for the period 2019–2023, resulting in 2,540 observations collected through a census method. Data analysis is conducted using Fixed Effect Model (FEM) regression to assess both direct effects and the moderating role of fiscal accountability mechanisms, measured by the Government Agency Performance Accountability System (SAKIP) and internal audit (APIP) scores. The findings reveal that PAD and DAK significantly improve HDI, while DAU has no significant effect. Furthermore, higher levels of fiscal accountability strengthen the effectiveness of fiscal transfers in enhancing community welfare. Conversely, weak financial governance and a lack of transparency hinder the optimal utilization of fiscal resources. This study concludes that strengthening oversight, financial governance, and accountability mechanisms is essential to maximizing the benefits of fiscal decentralization, ensuring more equitable resource distribution, and promoting sustainable improvements in community welfare.

Abstract

Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program pelatihan Fresh Graduate Academy (FGA), yang merupakan bagian dari program Digital Talent Scholarship (DTS) yang diselenggarakan oleh Badan Pengembangan Sumber Daya Manusia Kementerian Komunikasi dan Informatika pada tahun anggaran 2023. Program pelatihan ini dirancang untuk mengembangkan talenta digital yang siap kerja guna memenuhi kebutuhan industri yang terus berkembang. Penelitian ini menggunakan model evaluasi CIPP (Context, Input, Process, Product) dengan pendekatan post-positivisme, yang melibatkan wawancara dan studi dokumen untuk menganalisis berbagai aspek pelaksanaan program. Hasil penelitian menunjukkan bahwa program FGA telah berjalan dengan baik dan memenuhi tujuan utamanya, yaitu meningkatkan keterampilan peserta di bidang digital. Hal ini tercermin dari tingginya minat pendaftar pelatihan serta tingkat kelulusan sertifikasi yang meningkat setiap tahunnya. Respon positif dari peserta juga menunjukkan bahwa program ini memberikan manfaat dalam mempersiapkan mereka untuk bekerja di industri digital. Namun, terdapat beberapa kendala yang ditemukan dalam dimensi evaluasi input dan proses. Berdasarkan temuan dari kedua dimensi tersebut, sejumlah rekomendasi diberikan yaitu antara lain dengan penambahan jumlah panitia penyelenggara, penerapan metode pembelajaran yang lebih interaktif untuk mendorong keterlibatan aktif peserta, dan pelatihan secara luring (offline) dapat dipertimbangkan sebagai alternatif untuk daerah yang memiliki keterbatasan akses.

Abstract

Penelitian ini bertujuan untuk menentukan tingkat intervensi yang tepat serta mengidentifikasi aspek prioritas utama dalam pengembangan pendidikan vokasi yang membutuhkan keterlibatan Dunia Usaha dan Dunia Industri (DUDI). Studi ini menggunakan metode Analytic Hierarchy Process (AHP) yang dirancang untuk menganalisis perspektif pemangku kepentingan pendidikan vokasi seperti pelaku industri/usaha, pembuat kebijakan, dan akademisi.  Data dikumpulkan melalui kuesioner yang melibatkan berbagai pemangku kepentingan tersebut. Pendekatan AHP ini membantu menyelaraskan pendidikan vokasi dengan kebutuhan industri melalui proses perbandingan berpasangan yang digunakan untuk mengukur bobot kriteria dan subkriteria dalam menentukan prioritas intervensi. Hasil penelitian menunjukkan bahwa penyusunan kurikulum, penyediaan infrastruktur pembelajaran, serta pelatihan kecakapan hidup dan berkarir merupakan aspek utama yang membutuhkan keterlibatan dunia usaha dan industri. Model High Intervention dipilih sebagai alternatif terbaik karena menghasilkan keselarasan yang lebih tinggi antara kebutuhan DUDI dan lulusan vokasi. Penelitian ini juga menawarkan penggunaan metode AHP sebagai alat penting dalam pengambilan keputusan manajerial strategis untuk merumuskan kebijakan pendidikan vokasi.

Abstract

The One Data Indonesia policy, established through Presidential Regulation No. 39 of 2019, is a strategic initiative to support evidence-based decision-making through integrated and accessible data governance. This article explores policy learning in its implementation as a foundation for data-driven policymaking in Indonesia. This research uses a post-positivist paradigm where post-positivism uses theory as a guideline for research and acknowledges that values influence the interpretation of qualitative data. A descriptive qualitative method is used to explore the implementation dynamics of the policy in depth. An event or phenomenon of implementing the One Data Indonesia policy with policy learning theory as an analytical framework through semi-structured interviews and literature studies. The results show that the implementation of One Data Indonesia reflects three forms of policy learning (Howlett et al., 2017): cognitive-technical (improving data quality and interoperability), socio-political (cross-agency coordination), and institutional (strengthening regulations and data-based organisational culture). However, challenges such as sectoral ego, data fragmentation, and capacity constraints remain significant. In conclusion, strengthening the legal framework, data literacy, and interoperability is needed to optimise data-based policies in Indonesia. With an in-depth understanding of the policy learning process, this research provides strategic insights for policymakers in optimising the potential of data as a national strategic asset. Specifically, this study contributes by mapping concrete patterns of policy learning that can be replicated or adapted in future national data governance reforms. Effective implementation is expected to support more targeted and efficient development planning.

Abstract

Digital transformation is recognized as a key driver of change in public administration. Digital governance is a tool for building effective, inclusive, and accountable government in supporting the process of making government policies and providing services to the public. This research aims to analyze the current conditions and level of digital maturity of the DKI Jakarta Province Regional Financial Management Information System (SIPD). The research method used is qualitative with a descriptive approach. The data collection technique used was interviews with several key informants responsible for SIPD, namely Information Technology leaders, SIPD Conceptors, and SIPD users with indicators of strategy, leadership, development, user focus, and culture. The data analysis techniques used are data reduction, data presentation, and concluding. The research results show that the digital maturity level (DML) of the DKI Jakarta Province regional financial management information system is 4 categories at the early government level and 1 category is at the developing government level. The factor that obtained the highest results was the leadership factor which shows the digital awareness of stakeholders, but this digital awareness has not yet reached a sophisticated level. Apart from that, improvements are still needed regarding strategy, development, user focus, and digital culture factors.

Abstract

This study analyzes the readiness of local governments in Indonesia to implement talent management policies as part of bureaucratic reform, using the Organizational Readiness for Implementing Change (ORIC) theory. Although regulated under Permen PANRB No. 3 of 2020, policy implementation still faces challenges, including lack of leadership commitment, limited infrastructure, and organizational culture resistance. The research employs a qualitative literature review, analyzing policy documents, government reports, and prior studies. Findings reveal varying levels of readiness among regions West Java and Pontianak City have adopted digital talent mapping systems, while others still rely on less effective traditional methods. Key success factors include leadership support, transparent meritocracy, and human resource and IT readiness. Strengthening regulatory harmonization and digitizing personnel systems are expected to optimize policy implementation, enhancing the professionalism of State Civil Apparatus (ASN) and the effectiveness of regional bureaucracy.
