Abstract

This research is a study related to the impact of modern market growth (Alfamart and Indomaret) on traditional markets (department stores) in the city of Pekanbaru. The theories and framework used in this research are the concepts of development while the research method used is a qualitative approach delivered by John W. Creswell. Because of it, the expected results will be more comprehensive about the impact of the existence of the modern market on traditional ones (waserda). Meanwhile, the objectives of this study are 1. Consistency of the government of Pekanbaru City on the Implementation of Regulation Number 9, 2014. 2. Perception of traditional market traders on the existence of modern markets. 3. The impact of the existence of a modern retail market (Alfamart and Indomaret) on the business of traditional traders of all-around stalls (waserda). 4. Efforts made by traditional market traders (waserda) to maintain the existence of their businesses. From the results obtained in this research, it is expected to be able to provide input and advice to the community,government, and private sector on the impact of the existence of modern markets on traditional ones, and to make appropriate formulations in dealing with problems that occur. So that in the end modern markets and traditional ones can grow and develop together and complement each other in Pekanbaru City. Waserda, ritel modern, alfamart, indomaret.

Abstract

Tujuan penelitian ini untuk mengetahui proses collaborative governance untuk mengurangi dampak abrasi. Metode penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa terdapat kepentingan yang berbeda pada setiap stakeholder dalam penanganan abrasi, koordinasi dilaksanakan pada saat kegiatan penanganan berlangsung bukan pada tahapan face to face dialogue, kesiapan dalam aspek finansial yang kurang memadai dari daerah dalam penanganan abrasi, pemanfaatan teknologi yang masih belum memadai baik sebelum maupun sesudah abrasi, serta adanya dominasi stakeholder yakni masyarakat yang lebih dominan dalam penanganan karena adanya dampak langsung yang dirasakan oleh warga. Simpulan penelitian yaitu perlunya keterlibatan aktif baik dari Perguruan Tinggi, Lembaga Swadaya Masyarakat, masyarakat terdampak, sektor swasta, Dinas Lingkungan Hidup (DLH), Pekerjaan Umum dan Perumahan Rakyat (PUPR), serta Pemerintah untuk mengurangi dampak abrasi. Kata Kunci: Abrasi, Berkelanjutan, Collaborative, Governance.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas rehabilitasi sosial dasar bagi penyandang disabilitas fisik yang terabaikan di Unit Pelaksana Teknik (UPT) Pemberdayaan Penyandang Disabilitas Fisik di bawah Dinas Sosial Provinsi Riau. Penelitian ini berfokus pada pemahaman proses implementasi rehabilitasi sosial, bentuk layanan yang diberikan, faktor pendukung dan penghambat, serta pengalaman penerima manfaat dalam berpartisipasi dalam program rehabilitasi. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus deskriptif. Data dikumpulkan melalui wawancara semi-terstruktur, observasi partisipatif, dan dokumentasi. Partisipan terdiri dari penyandang disabilitas fisik yang menerima layanan rehabilitasi, pekerja sosial, instruktur, psikolog, dan staf terkait di UPT. Hasil penelitian menunjukkan bahwa program rehabilitasi sosial telah diimplementasikan melalui bimbingan fisik, bimbingan mental dan spiritual, bantuan psikososial, dan pelatihan keterampilan kejuruan. Program ini memberikan kontribusi positif dalam meningkatkan kepercayaan diri, interaksi sosial, dan motivasi penerima manfaat menuju kemandirian hidup. Namun, efektivitas proses rehabilitasi masih dibatasi oleh keterbatasan sumber daya manusia profesional, fasilitas dan infrastruktur yang tidak memadai, dan stigma sosial yang masih ada terhadap penyandang disabilitas. Studi ini juga menemukan bahwa rehabilitasi sosial bukan hanya bentuk bantuan sosial tetapi juga proses pemberdayaan yang menekankan pemulihan psikososial dan reintegrasi sosial. Studi ini berkontribusi untuk memperkuat pemahaman tentang rehabilitasi sosial berbasis pemberdayaan bagi penyandang disabilitas. Secara praktis, temuan ini dapat berfungsi sebagai bahan evaluasi untuk meningkatkan layanan rehabilitasi dan kebijakan sosial inklusif disabilitas. Penelitian lebih lanjut direkomendasikan untuk meneliti keberlanjutan pasca-rehabilitasi dan praktik rehabilitasi komparatif di wilayah lain.

Abstract

Clean water access is a fundamental need that significantly affects public health and quality of life, making Perumda Tirta Benteng Tangerang City responsible for providing reliable water services. This study evaluates the clean water service improvement policy by examining effectiveness, supporting and inhibiting factors, and public satisfaction. A descriptive qualitative approach was employed using interviews, observation, and documentation. The findings indicate that policy effectiveness remains suboptimal due to aging infrastructure, limited technical human resources, and weak inter-agency coordination. Digital complaint services support improvements, yet technical distribution issues remain dominant barriers. Public satisfaction varies across service areas. This study recommends accelerating pipe network rejuvenation, strengthening technical capacity, improving transparency, and enhancing inter-agency collaboration.

Abstract

This research examines the implementation of the Independent Curriculum policy in enhancing in-depth learning at SMPN 12 Singkawang. A qualitative descriptive approach was employed, with data collected through observations, in-depth interviews, and documentation. The findings indicate that the implementation has achieved a high level of effectiveness. Teacher readiness and institutional support are relatively strong, yet challenges such as administrative workload and limited school facilities persist. Internal facilitators are ineffective due to time constraints. The study concludes that while the implementation of the Independent Curriculum is positive, it requires a simplified administrative structure and technical support from an internal facilitator team to realize in-depth learning across all subjects.

Abstract

This study aims to evaluate the implementation of the electronic ID card (KTP-el) service innovation through the Peta Cinta program (Pelayanan Tuntas Cetak KTP-el di Kecamatan / Complete Sub-district E-KTP Printing Service) in Sumbersari District, Jember Regency. Developed by the Jember Regency Government through the Dispendukcapil (Department of Population and Civil Registration), this program serves as a public service innovation designed to expand access to e-KTP printing at the sub-district level. This research focuses on assessing the alignment between Standard Operating Procedures (SOPs) and actual field operations, as well as identifying various technical and administrative constraints affecting public service effectiveness. Utilizing a qualitative research method with a descriptive approach, this study draws on secondary data sources, including official Dispendukcapil documents, Government Institution Performance Accountability Reports (LAKIP), Central Bureau of Statistics (BPS) data, scientific journals, news articles, and regulations related to population administration. Data was gathered through documentation and literature studies, and subsequently analyzed using qualitative descriptive analysis techniques. The findings indicate that the Peta Cinta program is a progressive public service innovation capable of bringing e-KTP printing services closer to the community by expanding service points across sub-districts. This innovation supports the digital transformation of public services through integration with the J-SIP application and IT-based service concepts. Nevertheless, the program's effective implementation still faces several field challenges. The primary obstacles identified include logistical limitations such as ink, ribbons, and e-KTP blanks, internet network disruptions, printer malfunctions, and uneven technical capabilities among sub-district personnel regarding equipment maintenance.

Abstract

Digital transformation in Human Resource (HR) management within government institutions is a strategic mandate under Indonesia’s electronic-based governance and digital transformation policies. This study aims to analyze the readiness of Civil Servants (ASN) at the Magelang Regency Health Office in implementing the e-performance BKN application as part of national digital policy implementation. This research employs a descriptive qualitative approach using in-depth interviews, literature review, and observation for data collection. The findings reveal that digital transformation has improved transparency in performance evaluation and enhanced reporting discipline. However, ASN readiness still faces significant challenges, particularly disparities in digital literacy. Senior employees experience difficulties in operating the application’s technical features, while heavy public service workloads limit effective system utilization. In addition, inadequate infrastructure, such as unstable internet connectivity and slow server performance during peak reporting hours, further hinders implementation. As a result, the system is often used merely for administrative purposes rather than as a comprehensive performance management tool. Despite these obstacles, the e-performance BKN application has contributed to greater transparency and accountability in employee performance assessment in accordance with national regulations. The study concludes that successful digital transformation requires not only regulatory compliance but also reliable infrastructure, stable network systems, and continuous, adaptive digital literacy training for all employees.

Abstract

The success of the Family Hope Program (PKH) is highly dependent on the accuracy of the Integrated Social Welfare Data (DTKS). However, DTKS updates at the village level still face obstacles that cause the target recipients of assistance to often be missed. This study aims to examine the transparency and accountability of DTKS updates and PKH distribution in Pesanggrahan Village (Kesugihan Subdistrict, Cilacap Regency). Using a descriptive qualitative approach, data were collected through in-depth interviews, observations, and document reviews involving 15 informants selected purposively. Findings indicate that transparency remains weak: public access to information is limited, complaint mechanisms are not functioning effectively, and community participation in village deliberations is minimal. Regarding accountability, discrepancies were found between DTKS data and on-the-ground realities, leading to inclusion errors (7.9%) and exclusion errors (7.9%). Key challenges include limited human resources, inadequate information technology infrastructure, and insufficient outreach. This study contributes to the literature by simultaneously examining transparency and accountability mechanisms at the village level, a perspective still underrepresented in prior research. Previous studies have largely focused on macro-level evaluations of PKH implementation, while limited attention has been paid to village-level governance mechanisms in updating welfare databases. Recommendations include strengthening community-based information systems, enhancing the capacity of village officials, and optimizing village deliberations as a platform for participatory social verification. The findings demonstrate that procedural accountability does not necessarily guarantee substantive targeting accuracy in decentralized welfare governance.

Abstract

The acceleration of the Electronic-Based Government System (EBGS) demands a transformation toward transparent and accountable village governance. This study aims to analyze the influence of information transparency and digital accountability on public service satisfaction in Rancamanyar Village, Bandung Regency. Using a quantitative approach, this study relies on service users as the primary data source, collected through questionnaire distribution, and supported by secondary data in the form of a documentary study of the village’s official digital platform. Data analysis was conducted using descriptive and inferential statistics to test the significance of relationships between variables. The results indicate that information transparency and digital accountability simultaneously have a positive and significant effect on public service satisfaction in Rancamanyar Village. However, when examined separately, the documentary analysis and community perceptions reveal technical barriers, such as the lack of synchronization in data updates and the slow system response to resident complaints. These findings imply that the provision of digital infrastructure has not yet been fully matched by optimal bureaucratic responsiveness. This study recommends the need to strengthen standard operating procedures for periodic data updates and to improve the reliability of digital interaction channels in order to realize inclusive, user-centric public services

Abstract

This study aims to describe the magnitude of plastic price increases in Batam City and to examine their impact on community purchasing power. From late February to early March 2026, plastic product prices in Batam experienced a significant surge driven by geopolitical instability in the Middle East, which disrupted global energy distribution routes, particularly through the Strait of Hormuz, thereby raising the cost of petrochemical-based raw materials such as naphtha. This study employed a qualitative descriptive approach with data collection conducted through semi-structured field interviews, literature review, and documentation from credible journalistic and academic sources. Three informants were selected through purposive sampling: a plastic packaging distributor, a small and medium-sized enterprise (SME) representative, and a household consumer in Batam City. Data validation was performed through source triangulation by cross-referencing interview findings with media reports and academic literature. The findings indicate that plastic price increases in Batam City ranged from 50 to 100 percent depending on product type, consistent with patterns identified in national studies. The increases produced layered cost-push inflation effects across the supply chain: distributors faced sudden and unannounced price surges from suppliers; SME representative absorbed rising packaging costs to maintain customer retention; and household consumers reduced expenditure and shifted toward reusable alternatives. Cascading effects on the prices of related commodities, including cooking oil, were also observed. This study recommends short-term social protection interventions, fiscal incentives for eco-friendly packaging transitions, and structural strengthening of the national petrochemical industry to reduce Indonesia's dependence on imported plastic raw materials.
