Abstract

The gap between planning and implementation remains a critical issue in local government program management. Many regional agencies already have planning documents, performance indicators, reporting systems, and evaluation mechanisms, yet these instruments do not always ensure that programs are implemented according to targets and produce measurable results. This article aims to analyze the pattern of gaps between planning and implementation of local government programs by positioning performance based monitoring and evaluation as the critical point. This study uses a literature review method involving 20 scientific articles and a document review of 2 official documents from the Office of Industry, Trade, Cooperatives, Small and Medium Enterprises of Riau Province. The analysis classifies findings into several themes, namely performance planning, program implementation, organizational capacity, reporting systems, digitalization, and performance evaluation. The findings show that program gaps are not only caused by weak planning, but also by limited human resource capacity, weak coordination, fragmented performance data, and evaluation practices that remain largely administrative. Monitoring and evaluation have not fully functioned as mechanisms for correction, organizational learning, and program control. This article concludes that improving local government program implementation requires stronger outcome indicators, integrated data, tiered monitoring, substantive internal evaluation, and the use of evaluation results as a basis for program improvement.

Abstract

The rapid advancement of information technology requires organizations to optimize the implementation of Management Information Systems (MIS) to improve organizational effectiveness and efficiency. The success of MIS implementation is determined not only by the availability of technological infrastructure but also by the quality of Information Technology (IT) human resources responsible for managing and operating the system. Therefore, policies for the development of IT human resources play a crucial role and need to be evaluated to ensure the achievement of organizational objectives. This study aims to evaluate the policy of Information Technology human resource development in the implementation of Management Information Systems, identify supporting and inhibiting factors in its implementation, and formulate recommendations for improving policy effectiveness. The evaluation is conducted using a public policy evaluation approach that focuses on aspects of effectiveness, efficiency, adequacy, responsiveness, and appropriateness of the policy. The research employs a qualitative approach with an evaluative research design. Data are collected through in-depth interviews, observations, and document analysis involving stakeholders responsible for IT human resource development and Management Information System implementation. Data analysis is carried out descriptively to examine the implementation of the policy and assess its alignment with the established objectives. The findings of this study are expected to provide a comprehensive overview of the effectiveness of IT human resource development policies in supporting the implementation of Management Information Systems. Furthermore, the results are anticipated to serve as a reference for policymakers in formulating more adaptive human resource development strategies that align with technological advancements and organizational needs.

Abstract

Development of digital technology has changed the way of government communicates with public, especially through social media platforms. TikTok has become one of the media widely used by public officials to convey information, build closeness, and engage in direct interaction with the community. This study aims to analyze netizens' interactions on Governor Sherly Tjoanda's TikTok account in reflecting public trust in local government communication. This study uses a qualitative approach with content analysis methods in responses from netizens on comments section post from Governor Sherly Tjoanda's TikTok account. The observation period was set for 31 days in May 2026 because it is the latest period available at the time the study was conducted, so the data produced can represent the most current condition. Results of research indicate that public trust is reflected through various forms of interaction, such as support for government programs, appreciation of the governor's performance, positive responses to public service information, as well as active participation in discussions. These findings suggest that TikTok not only functions as a medium for information dissemination but also as a digital communication space that allows the public to express their views and level of trust in local government. Therefore, the use of interactive and responsive social media can be one of the supporting factors in strengthening the relationship between the government and the public in the digital era.

Abstract

This study aims to evaluate the effectiveness of the implementation of Standard Operating Procedures (SOPs) for population administration services in Kadungora Subdistrict, Garut Regency, and to assess their compliance with national public service standards. The research questions focus on the extent to which SOPs are consistently implemented and the factors that influence service quality. The research uses a descriptive analytical qualitative approach, with data collection through in-depth interviews with subdistrict officials and the community, direct observation of the service process, and a literature review of 15 scientific references related to digitization, service innovation, and population administration service standards. Data analysis was conducted using an interactive model including reduction, presentation, and conclusion drawing. The results of the study show that SOPs have been adequately implemented, with procedures and costs that are in accordance with standards. However, there are limitations in the use of digitization, uneven service innovation, and transparency of service times. Recommendations for problem solving include optimizing public e-services, expanding proactive service innovation in all villages, and increasing transparency of service times. These findings provide relevant empirical insights for the development of more effective and responsive population administration services.

Abstract

The expansion of public senior and vocational high school admission quotas in West Java has significantly affected the sustainability of private educational institutions. This study aims to analyse the impact of the policy and examine the adaptation strategies implemented by SMK Budi Bhakti Utama. A descriptive qualitative approach with a case study design was employed. Data were collected through in-depth interviews, observations, and document analysis involving school administrators and institutional records. The findings reveal that the optimization of class capacity in nearby public schools has substantially reduced the number of new student enrolments in the private school. The total student population decreased from 267 students in the 2023/2024 academic year to 233 students in 2025/2026. This decline directly affected the allocation of School Operational Assistance (BOS) funds and forced the institution to implement strict budget efficiency measures. The situation was further exacerbated by prospective students withdrawing their registration after being accepted into public schools. In response, the school adopted several adaptation strategies, including the development of a Content Creator curriculum, expansion of partnerships with retail industries, and the elimination of building fees. The study concludes that the public-school quota expansion policy has created significant managerial challenges for private schools and requires continuous innovation and institutional transformation to maintain competitiveness and sustainability.

Abstract

Penelitian ini bertujuan untuk mengevaluasi pelayanan Persetujuan Teknis Analisis Dampak Lalu Lintas (ANDALALIN) pada Dinas Perhubungan Provinsi Riau. Permasalahan penelitian meliputi pelayanan yang masih manual, masyarakat atau pemohon masih diharuskan datang langsung ke kantor pelayanan serta melakukan kunjungan berulang dalam proses pelengkapan dokumen dan revisi administrasi, belum optimalnya transparansi pelayanan, keterbatasan tenaga IT dan arsiparis, serta pengelolaan arsip yang belum tertata dengan baik. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelayanan Persetujuan Teknis ANDALALIN telah berjalan namun belum optimal, terutama pada aspek pelayanan digital, kecepatan pelayanan, dan pengelolaan arsip. Masalah lainnya, Pelayanan Persetujuan Teknis ANDALALIN belum terintegrasi dalam sistem OSS, meskipun Persetujuan Teknis ANDALALIN merupakan bagian dari persyaratan perizinan lingkungan yang telah terintegrasi melalui sistem OSS. Kebaruan penelitian ini terletak pada pengkajian ANDALALIN dari perspektif administrasi publik yang selama ini lebih banyak diteliti dari aspek transportasi dan teknik sipil. Selain itu, penelitian ini mengembangkan indikator SERVQUAL dengan menambahkan aspek digitalisasi pelayanan, pengelolaan arsip, dan transparansi pelayanan berbasis elektronik. Kata kunci: Evaluasi Pelayanan, ANDALALIN, Pelayanan Publik.
