Abstract

The policy of the Ministry of Education and Culture (Kemdikbud) regarding “Merdeka Belajar, Kampus Merdeka (Free Learning, Independent Campus) as outlined in 5 (five) policies (Permendikbud) as a legal umbrella for this policy. This policy was launched on January 24, 2020 and is a breakthrough made by the Ministry of Education and Culture in the education sector in Indonesia. As a new policy, this policy is likely to experience obstacles, especially in its implementation. Therefore, effective communication is needed to achieve the objectives (outputs) of this policy. This research was conducted through literature review and monitoring of official online media as tools used by the Ministry of Education and Culture to socialize this policy. Policy communication could be effective if: (1) the policy can be received and understood as intended by the government; (2) the policy launched by the government can be approved by the recipient and followed up with the proper implementation as required by the government; (3) there are no significant obstacles to follow up and implement the policy. The results of this study indicate that there are still misinterpretations regarding the contents of this policy. The results of literature review state that educational institutions are still having difficulty implementing this policy in curriculum adjustments and learning activities. They also have obstacles to follow up on links and match programs for independent learning with industry due to it requires much budget and many universities have low budget.

Abstract

The Indonesian government has tried to develop tourism based on the potential and ability of people to manage tourism activities. This strategy is realized through the development of a tourism village, one of which is the Lombok Kulon Tourism Village in Bondowoso Regency. This study aims to determine the institutional capacity in developing Lombok Kulon Tourism Village. The study was conducted with a descriptive qualitative method. The results of this study indicate that at the organizational level, the POKDARWIS "Lombok Kulon" has shown functional capacity in aspects of external partnerships, aspects of tourism potential development, and aspects of promotion of tourism villages. While in the aspects of leadership and coordination, it shows a lack of capacity. While at the individual level, individuals have a functional capacity in pioneering the development of tourism potential. However, individuals have a lack of capacity in understanding and applying the village tourism concept.

Abstract

The use of social media today has become one of the vital needs both in society and institutions. The public can easily access a variety of information through their technological devices. In 2019, social media users in Indonesia had reached 150 million users, and health information accessed by the public can shape diverse public opinions on vaccination programs. Research is needed to search the relationship between vaccine information available on social media that is accessed by the public with the attitude taken by the community towards the vaccination program and what steps can be taken by the government of the Republic of Indonesia to make it well-implemented. This study uses a qualitative method by using a literature review of several national and international journals relevant to the research topic. The results showed that the majority (43%) of the information available on the internet presented incorrect information about vaccines. Furthermore, it can be seen that the top 10 websites in the search engines show an anti-vaccine attitude. With many social media users in Indonesia and the lack of scientific sources that the public can access regarding vaccines, this dramatically affects people's attitudes towards vaccination programs. In addition, the small number of followers from all social media platforms owned by the government in disseminating information about the vaccination program. Three main factors can influence people's attitudes towards vaccines. The first is socio-cultural and demographic factors. The second factor is health communication, and the third factor is political conditions or distrust of the government. Therefore, it is necessary to take anticipatory steps from the government following these three factors so that the vaccination program would reach successful implementation.

Abstract

The COVID-19 pandemic has an impact on public health and affects the economic conditions, education, and social life of the Indonesian people. The decline in these activities impacts the socio-economic conditions of the community, especially the vulnerable and poor. The COVID-19 pandemic has led to an increasingly diverse group of vulnerable groups with complex conditions in layers. In response, the government carried out several policies by providing some social assistance to the community. Social assistance from the government is distributed to the community through a mechanism for distributing aid that existed long before the pandemic. This study is intended to obtain an overview of the social assistance provided by the government of the Republic of Indonesia during the COVID-19 pandemic, whether it has been able to empower beneficiaries or not. This study uses a literature review and a limited survey. In evaluating empowerment, the researcher was guided by the theory of empowerment, self-determination, the use of processes, and the theory of use and action. The researcher concludes that the government's social assistance program to both individuals and MSMEs has not been able to empower the beneficiaries. However, some reasons for those conclusions are several factors. The most reason is the data on beneficiaries that have not been updated and the assistance that is not well-targeted. On the other hand, the assistance failed to improve the skills of the beneficiaries. The absence of evaluation and the confusion of the stakeholders responsible for this social assistance program lead the program to be more complicated.

Abstract

The decline in tourism numbers after the outbreak of the COVID-19 pandemic has had an impact on the reduction in hotel occupancy rates in Bandung. It was recorded that in 2020 there was a decline of 50% or around 3.2 million tourists. This number is lower than in 2019, which was 7.4 million. Meanwhile, foreign tourists in 2019 were only 350 thousand people. The condition of tourism and hospitality in Bandung is greatly affected by the conditions of global tourism and also Indonesia. The deteriorating situation of global and Indonesian tourism has significantly impacted the tourism and hospitality sector in Bandung. The significant decrease in the number of tourists, both local and foreign has caused the hotel to experience several obstacles. Data collection was carried out through interviews and limited surveys to find out the constraints faced by the hotel. The main obstacle faced by hotels is marketing. The pandemic period, which caused everyone to carry out social restrictions and the decline in the level of the economy, caused several marketing strategies carried out by hotels to not be able to increase revenue (revenue). Therefore, it is necessary to have breakthroughs that the tourism sector must immediately do so that tourism can rise and recover. Abstract

Based on data from the Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs (Kemendagri), there are 3.97 million residents who are married and divorced until the end of June 2021. This number is equivalent to 1.46% of the total population of Indonesia, which reached 272.29 million people. The family is seen as an easily broken institution, so it needs to be protected. The family certainly cannot inhibit the influence of other environments on the family environment. It takes the ability to manage all the resources that exist inside and outside the family to overcome family problems, which can protect the family from rupture. Therefore, the effectiveness of implementing family functions is expected to determine significantly family empowerment. The research method uses a quantitative survey method using a questionnaire instrument. The study was conducted in two sub-districts, namely Duren Sawit District as an illustration of urban areas and Jasinga District as an illustration of rural areas. The results showed that the level of empowerment in rural and urban communities was not good because most respondents (47.1% urban communities, 49.3% rural communities) were in the moderate empowerment category.

Abstract

The hospitality industry is one of the industries that has been hit hard during the pandemic. According to the chairman of the Indonesian Hotel and Restaurant Association (PHRI) during the pandemic, 62 hotels were sold in Bandung. Due to the decline in hotel occupancy rates during the pandemic due to large-scale restrictions. The hotel industry that survives is also required to implement strict health protocols which have an impact on reducing face-to-face interactions between hotel employees. The research was conducted through a limited survey. Researchers also observe and interview in which respondents answered questions that had been prepared by the researcher. The results showed that the majority of respondents answered that information system changes made by minimizing physical or face-to-face contact had caused misunderstandings in carrying out agreed tasks in online forums such as WhatsApp and other online communication features such as Zoom and Google Meet. The impacts that respondents complain about are communicators who misplace themselves in situations faced by other people, multiple interpretations messages, misunderstood messages, individuals less respect and not ready to listen to work-related complaints. It causes mistakes made by workers in the hotel industry which have an impact on the services provided to customers.

Abstract

This research evaluates cooperative learning methods for enhancing English writing skills in elementary school students. Emphasizing the importance of English proficiency in the globalized era, the study draws on Ministry of Education and Culture data, highlighting the widespread integration of English curriculum in Indonesian elementary schools. The research addresses the imperative of fostering writing skills, prompted by a national survey revealing that over 80% of elementary students in Indonesia struggle with expressing ideas in writing. Through an extensive literature review, the study explores the rationale, benefits, and challenges of cooperative learning in the elementary English language context. The methodology combines quantitative and qualitative elements, encompassing research design, population, sampling methods, and instruments to evaluate cooperative learning methods comprehensively. Critical examination of previous research findings informs the study's objectives, with the discussion section interpreting research findings and offering strategic recommendations for cooperative learning implementation. Considering the broader educational context, the discussion underscores the need for continuous professional development to optimize outcomes. In conclusion, the research provides valuable insights into the efficacy of cooperative learning in enhancing English writing skills at the elementary level, targeting educators, policymakers, and researchers invested in elevating English language instruction quality in elementary schools.
