Abstract

Perkembangan teknologi informasi di era digitalisasi dan globalisasi berdampak terhadap bidang pelayanan publik dan pemerintahan yang ikut bertransformasi ke arah elektronik atau dikenal dengan e-government. Transformasi digitalisasi pada bidang pelayanan publik dan pemerintah menghadirkan berbagai inovasi untuk mewujudkan transparansi, pengurangan korupsi, peningkatan kenyamanan, pertambahan pendapatan dan pengurangan serta terciptanya tata kelola pelayanan publik dan pemerintahan yang optimal dan lebih baik atau good governance, sehingga diperlukan kebijakan atau relugasi yang tepat agar dalam proses implementasi dapat mencapai tujuan yang diinginkan. Salah satu inovasi di bidang pelayanan publik yang ada di Dinas Kesehatan Kabupaten Bangka yang mendapatkan penghargaan dibidang inovasi pelayanan publik yaitu Aplikasi SMART IN PIRT pada tahun 2019, untuk memudahkan pelaku usaha dalam mendapatkan perizinan atau sertifikasi pangan bagi produk industri rumah tangga. Dalam pengumpulan data penelitian ini menggunakan metode penelitian deskriptif kualitatif yaitu wawancara, observasi serta dokumentasi dalam menganalisis fenomena. Teori yang digunakan dalam penelitian ini adalah teori Implementasi Kebijakan dari Merilee S. Grindle. Hasil dari penelitian ini yaitu implementasi kebijakan inovasi berbasis e-government yaitu aplikasi SMART IN PIRT cukup baik karena dinilai tepat dan memberikan perubahan yang cukup signifikan dalam jumlah penerbitan sertifikat PIRT. Serta dapat mencapai luaran yang diharapkan yaitu memberikan dampak terhadap masyarakat baik secara individu maupun kelompok dan memberikan perubahan serta dapat diterima oleh kelompok sasaran. Namun dipengaruhi oleh integrasi regulasi pusat dan daerah serta beberapa faktor pendorong dan penghambat lainnya.

Abstract

Agrarian conflicts in Indonesia, one of which occurred in the region registers 45 Mesuji Lampung. The conflict in the region registers 45 result people are not getting their rights as citizens. The problem area management register 45 that conflict has reached a scale where there is a negative impact on residents who often get unilateral acts of intimidation and arrest of the security forces. The conflict that left would pose a threat to one of the parties, special nature of conflict can be widened up to the global level, there is a violence that resulted from one of the parties. The purpose of this study is to map the conflict in the region registers 45 Mesuji of Lampung and explain the model of conflict resolution in the region register 45 based on Forest Plantation. Conflict in the region register 45 involves PT. Silva Inhutani, Community Register 45, State / Government, Land Speculators, thuggery, Megoupak and Media. Model of conflict resolution that can be done through Forest Plantation. The positive side is going to cause, among others, conflict resolution, improvement in the economic sector, development environments, forming jobs, alleviate poverty and improve food security in Mesuji district. Keywords:Land Conflict; Mapping Conflict; Conflict Resolution; Mediation; Forest Plantation

Abstract

This article aimed to identify the involvement of civil society organizations in the process of local policy arrangement. This descriptive-qualitative research accounted for the analysis of WALHI Bangka Belitung participation in the process of the arrangement of Regional Regulation Number 3 of 2020 concerning Zoning Plans for Coastal Areas and Small Islands of the Bangka Belitung Archipelago Province in 2020-2040. The result suggested that WALHI Bangka Belitung are actively having their contribution in organizing the zoning regulation in the forms of a series of criticisms addressed to the government and parliament through the mass media. However, it is formally recognized as unsubstantial or merely procedural participation. The involvement of elements of civil society in this case is solely in order to get around the procedure for drafting participatory legislation. On the other hand, the result emphasizes the participation of WALHI Bangka Belitung possibly is supported by the availability of political structure opportunities. First, the policy emergence seemingly representing the state’s interest to exploit the sea through tin mining instead of accommodating fishermen or coastal society interests. Second, the requirement of democratic policy arrangement is guaranteed by the Constitution by means of the availability of participation occasion.

Abstract

Abstract: The tin mining conflict in the marine area of Bangka Regency involves four main actors: the government and PT Timah as the spearhead of the tin exploitation, illegal miners, fishermen, and tourism businessmen. This research uses qualitative methods by collecting data through in-depth interviews and literature studies. This article found that economic factors are accounted for by the node that equalizes the motives of actors to be present in the socio-economic dynamics of the region. However, there are two different patterns of sea utilization, namely tin mining, which causes damage to 57.09% of coral reefs, reduces fishing hauls and threatens 16,000 traditional fishermen who depend on the sea for fishing, and the development of tourism, which requires the maintenance of marine ecosystems, on the other hand, it can cause conflict between actors. The unequal power network between actors causes the distribution of benefits over the sea in Bangka Regency to be unsatisfactory. The operationalization of state power through spatial arrangements in the form of mining business licenses has made the state the actor that receives the most economic benefits. Relations with state actors in the workings of the shadow state allow illegal miners to gain economic benefits because they can be connected to the global tin business chain. On the other hand, the combination of the lack of power, pseudo-participation in policy formation, and the stalemate of alternative participation has resulted in the marginalization of fishermen.

Abstract

Deforestation is currently a new challenge for Indonesia as a result of massive state enterprises or private actions that land conversion. Indonesian land conversion have an impact on environmental degradation are detrimental to society both in the surrounding woods. Policy at the government's Agrarian Reform Joko Widodo and Jusuf Kalla to be a solution to reduce land conversion action. This article wants to learn about the agrarian reform policy which has been running 3 years Administration Joko Widodo as well as models of indigenous community-based land redistribution. The method used in this article is a qualitative descriptive approach that describes the results of research, assessment and other references reinforced with empirical data based on literature, documents, and media.This article explains a few things, first, based forest management implemented for the public to support the welfare and maintaining the forest environment. Indigenous peoples in managing and protecting the forests have rules that have been derived from the ancestors. Forest management by indigenous peoples based on the belief give good impact to protect the environment. Second, the government agrarian reform policy Joko Widodo and Jusuf Kalla in the third year are still encountering a variety of problems that occur are confusion regulation occurs at the level of the central government, where the government issued Presidential Decree 88 in 2017 which is counterproductive to conflict resolution through agrarian reform. Object Land Agrarian Reform is not based on the needs of society but to refer the forest cover in accordance with the Regulations of Forestry, it makes Java, Lampung, and Bali sealed from agrarian reform policies. Agrarian Reform institutions to manage unclear because until now there is no institutional ad-hoc. Implementation of agrarian reform policies led directly by the president and multiple government agencies.

Abstract

Masalah penelitian dalam studi ini adalah tentang dampak sosioekonomi dari industri pertambangan timah di Kabupaten Belitung Timur, serta potensi pendapatan melalui skema Dana Bagi Hasil Sumberdaya Alam yang belum optimal dalam mendorong distribusi pendapatan SDA untuk digunakan secara efektif di daerah. Metode penelitian yang digunakan dalam studi ini adalah mix-method dengan melakukan analisis data dan statistik untuk menggambarkan hubungan antara kontribusi industri pertambangan terhadap pertumbuhan ekonomi, tingkat Indeks Pembangunan Manusia, dan dampak sosioekonomi lainnya di Kabupaten Belitung Timur. Hasil penelitian menunjukkan bahwa kontribusi dari industri pertambangan di Belitung Timur sangat signifikan dalam lima tahun terakhir, dan pertumbuhan sektor ini cenderung meningkat dari tahun ke tahun. Dampak sosioekonomi dari industri pertambangan timah di Belitung Timur termasuk penyediaan lapangan kerja, peluang bekerja dan berusaha dengan skema kemitraan, serta pembentukan kawasan ekonomi baru. Selain itu, sektor pertambangan juga berpengaruh pada berbagai aspek kehidupan sosioekonomi masyarakat seperti tingkat pengangguran, akses terhadap pelayanan kesehatan, infrastruktur, pendapatan perkapita, pertumbuhan industri kecil dan menengah, dan akses pelayanan perbankan semisal koperasi dan simpan pinjam. Namun demikian, potensi pendapatan melalui skema Dana Bagi Hasil Sumberdaya Alam (DBH SDA) yang merupakan salah satu instrumen untuk mendorong ruang “lebih” bagi kapasitas fiskal daerah kaya sumberdaya alam, ternyata belum optimal dalam mendorong distribusi pendapatan SDA untuk digunakan secara efektif di daerah, meskipun ditemukan fakta ada potensi peningkatan penerimaan daerah yang cukup signifikan di sektor ini.

The transformation of mining law policy in Law No. 3 of 2020 concerning Minerals and Coal has broad implications for mining law, including illegal tin mining. The high dependence of the tin extractive economy in Bangka Belitung has changed the landscape of this archipelago province as an area with a high level of natural damage and social disasters. The ability of governments through regulatory instruments to tackle illegal mining is an important ideal goal. This research was conducted using socio-legal methods, to produce a comprehensive analysis related to the environmental and social impacts of illegal tin mining after the renewal of the mineral and coal law. This study found that the transition of mining authority from the central government to the regional government directly has an impact on the proliferation of illegal mining activities. Substantive changes in the mineral and coal law have not provided a strategic solution because the tug-of-war over authority ends with the continued delegation of authority to grant community mining permits to local governments. Meanwhile, the unpreparedness of local governments has resulted in the continued marginalization of mining communities and has an impact on widespread environmental damage. The lack of fair decision-making processes for people mining licences is indicative of an immature tin mining management in Bangka Belitung. The purpose of this study is to provide a comprehensive overview of the implications of the latest mineral and coal policies on illegal tin mining activities, as a reference and consideration in strategic policy making to create an ideal and sustainable tin mining ecosystem.

Abstract

The ecological damage to the coast of Bangka has forced the community to carry out environmental conservation movements to improve their marine ecology. The environmental movement carried out by the HKm Gempa 01 Group in Kurau Barat Village is an ecocentrism activity that is the antithesis of anthropocentrism behavior that has damaged the environment in the Bangka Belitung Islands. On that basis, this research was conducted to analyze and know the Ecocentrism-based Mangrove Tourism Movement Strategy. This study uses a qualitative descriptive method with data collection techniques using observation, interviews with purposive sampling techniques, and documents, while the analysis technique uses data triangulation. The results showed that the HKm Gempa 01 Group mobilized three stakeholders, namely the government, the community, and tourists, to manage the Mangrove area based on ecocentrism behavior. The success of the management of the area forms a movement strategy that can pressure three stakeholders to transform anthropocentrism behavior towards ecocentrism behavior in the management of the Munjang Kurau Mangrove area.

Abstract

The local government agreed Boyolali and the Right Way to do the transmigration program Swakarsa Mandiri in 2006 to communities around Mount Merapi. Transmigration of citizens who participated in independent spontaneous transmigration program came from the village Gedongan Boyolali District of Cempaka Boyolali, Central Java. Communities that participate in the program Transmigration Swakarsa Mandiri as much as 25 families. Transmigration people placed in Way Kanan Regency Tanjung Rejo. The method used in the writing of this article is a qualitative descriptive approach which explains in detail about the welfare of the community in the village of Tanjung Rejo transmigration. Data obtained in the form of primary data in the form of an interview to the citizens and the government transmigration village accompanied by direct observation and secondary data such as documents, and literature.This study explains two things: first, to explain the top of people's lives in the village of Tanjung Rejo migrants. Every citizen is given the house and yard area reached 1,250. Very simple house has a yard that can be planted with seasonal agricultural crops such as cassava or another. The Government also provides land area of one hectare to the Community transmigration. Transmigration community also suffered eviction when it first occupied the house as well as manage the land given by the government. Evictions were carried out by indigenous communities as a result of the land the transmigration community is indigenous community land. The second describes the welfare society in Tanjung Rejo Transmigration. Transmigration displaced people's lives through spontaneous transmigration program has not been fully standalone wellbeing intact. The Society migrants did not get the land certificate from the government or government Tanjung Rejo Way Kanan. Community migrants only awarded the Certificate of Land (SKT) by the government. This then resulted in the transmigration prosperous society.
