Abstract

Evaluasi kinerja siswa merupakan elemen penting dalam sistem pendidikan, khususnya dalam mendukung proses pembelajaran yang berbasis data dan pengambilan keputusan akademik. Salah satu metode yang umum digunakan dalam analisis performa siswa adalah algoritma Fuzzy C-Means Clustering (FCM), yang memungkinkan klasifikasi data berdasarkan derajat keanggotaan dalam lebih dari satu cluster. Meskipun demikian, FCM memiliki keterbatasan signifikan, khususnya pada aspek sensitivitas terhadap inisialisasi pusat cluster yang bersifat acak, konvergensi lambat, serta ketidakpastian terhadap solusi optimal global. Penelitian ini mengusulkan pendekatan hybrid dengan mengintegrasikan algoritma ROCK (Robust Clustering using Links) sebagai metode inisialisasi pusat cluster dalam FCM. Algoritma ROCK, yang dirancang untuk data kategorikal, menggunakan pendekatan link-based similarity dalam menentukan kemiripan antar data dan membentuk struktur awal cluster secara hierarkis dan lebih stabil. Dataset yang digunakan dalam penelitian ini adalah Student Performance Dataset dari UCI Machine Learning Repository, yang mencerminkan berbagai atribut sosial, akademik, dan demografis siswa. Hasil pengujian menunjukkan bahwa model hybrid ROCK-FCM menghasilkan peningkatan kinerja clustering yang signifikan dibandingkan FCM konvensional, dengan akurasi meningkat sebesar 9,54%, Rand Index sebesar 10,84%, dan F-measure sebesar 8,61%. Temuan ini mengindikasikan bahwa integrasi ROCK dalam proses inisialisasi FCM memberikan kontribusi nyata dalam meningkatkan akurasi pengelompokan dan stabilitas model pada data pendidikan. Penelitian ini berkontribusi pada pengembangan pendekatan educational data mining yang lebih adaptif dan presisi dalam memetakan performa siswa.

Abstract

The development of information technology has entered an era of rapid digital transformation, where resource efficiency and data integration are key factors. Digital transformation, which not only affects the business industry but also the sustainable development sector, is driven by the emergence of the latest technologies such as artificial intelligence (AI) or artificial intelligence and distributed ledger technology (DLT) or distributed ledger technology or blockchain. Blockchain, with its decentralized and high security characteristics, offers great potential in various innovative applications, including in digital identity. Blockchain-based identity management systems have emerged as a solution to the problems of privacy, security, and control in digital identity management. In Indonesia, the launch of the Indonesia Digital Vision 2045 shows the government's commitment to encouraging the adoption of digital technology, including blockchain. This study aims to explore the potential of blockchain implementation in improving digital identity management as part of sustainable development efforts in Indonesia. The main focus of this study is on the key success factors needed for blockchain implementation in the context of digital identity in Indonesia, with the hope of contributing to further practice and study in this field.

Abstract

develops strategies to support the implementation of the Government Cloud First Policy. Cloud computing allows organizations to provide IT services such as computing power and data storage on demand, offering benefits such as cost savings, scalability and high availability. This research uses a qualitative approach with a literature study method collecting data from various regulatory documents, white papers and journals related to Cloud First policies from various countries as well as focus group discussions (FGD) involving stakeholders from the academic, business, government and community fields. This research produces a list of regulations related to cloud computing in Indonesia, an analysis of the challenges and problems of adopting the Government Cloud First Policy in Indonesia, as well as recommendations for implementing the government Cloud First Policy in Indonesia.Key Words: cloud computing, Government Cloud First Policy, Indonesia, digital transformation, public sector, SPBE,benchmarking, regulatory analysis.

Abstract

This study aims to design a comprehensive information system strategy for PT Jasamarga Tollroad Operator (JMTO) to enhance operational efficiency, optimize application usage, and support the transition from human-based to technology-based business processes. The research identifies key technology needs within the company through internal and external analyses, including SWOT, Value Chain, and McFarlan’s quadrant. The findings suggest that PT JMTO’s current IT infrastructure and application development processes require improvement to align with long-term business objectives. Using thematic analysis, the study recommends strategies for improving IT governance, data integration, and the development of applications that support operational sustainability. The proposed strategic plan highlights the importance of aligning information system strategies with JMTO’s corporate goals, advocating for better utilization of technology, and providing actionable steps for implementing a more efficient and sustainable IT framework. The implications of this research are significant for PT JMTO as it seeks to modernize its operations, improve service quality, and strengthen its position in the toll road industry. The study also contributes to the field of strategic information systems planning by addressing the challenges of technology adoption in the toll road sector. For future research, examining the effectiveness of these strategies post-implementation and exploring additional external factors impacting digital transformation could provide valuable insights for broader applications in the transportation sector.

Abstract

Penelitian ini menganalisis faktor-faktor yangmempengaruhi adopsi Smart Fish Feeder di SeinFarmmenggunakan metode Technology Acceptance Model (TAM).Smart Fish Feeder adalah teknologi pemberian pakan otomatisyang meningkatkan efisiensi budidaya biofloc. Penelitian inimenggunakan pendekatan kuantitatif dan kualitatif dengankuesioner, wawancara, dan observasi terhadap 30 petani ikandi SeinFarm. Hasil penelitian menunjukkan bahwa Smart FishFeeder diterima dengan tingkat penerimaan 90,4%. Faktorutama yang berpengaruh adalah persepsi manfaat (koefisienregresi 0,74) dan kemudahan penggunaan (0,68), yangmeningkatkan niat perilaku (R² = 0,79) terhadap penggunaanaktual.Kata kunci— Smart Fish Feeder, Technology AcceptanceModel (TAM), Adopsi Teknologi, Budidaya Ikan.

Abstract

Informasi merupakan suatu aset berharga yang harus dilindungi baik secara individu atau organisasi. oleh sebab itu dibutuhkan suatu perlindungan atau keamanan informasi yang bisa meminimalisir terhadap ketidakbenaran atau keancaman informasi itu sendiri. Berdasarkan regulasi atau aturan yang telah dikeluarkan oleh pihak yang berwenang, salah satunya Peraturan Menteri Kominfo No 4 Tahun 2016 Pasal 7, yang mewajibkan setiap penyelenggaraan sistem elektronik harus bisa menerapkan keamanan informasi sesuai dengan standar yang telah ditetapkan. Oleh karena itu, berdasarkan regulasi di atas, maka peneliti melakukan penelitian terhadap objek penelitian yakni Dinas Komunikasi dan Informatika Pemerintah kota Ambon yang mana penelitian menggunakan metode kualitatif dengan pengumpulan dan validasi data secara wawancara, observasi serta kuesioner, analisis data menggunakan gap analysis dan mengukur tingkat kematangan dengan indeks CMMI serta penambahan kriteria dengan meninjau Permenpan 59 Tahun 2020.hasil penelitian menunjukan bahwa tingkat kematangan dari objek penelitian berada pada nilai 1,84 dan berada pada posisi (Repeteable) itu berarti Dinas Komunikasi dan Informatika Pemerintah Kota Ambon masih melakukan prosedur atau kebijakan secara sebagian atau belum menyeluruh atau dengan kata lain Terdapat proses yang telah dilakukan tetapi belum didokumentasikan atau belum sesuai dengan prosedur yang berlaku.

Abstract

Indonesia is a country with great potential to play a significant role in globalization. Indonesia's potential lies in its highly strategic territory, cultural and biological diversity, and abundant human resources. However, this enormous potential requires sound management to achieve prosperity for the Indonesian people. The government is the most important component in the state administration that runs the wheels of government. However, to date, the government is considered slow and ineffective in making strategic decisions. To make strategic decisions, tools are needed to assist leaders in carrying out their duties. This paper presents an EIS architectural design containing techniques and technologies divided into layers: collection, processing, analysis, presentation, and management. These layers are mutually supportive and integrated, serving as a guideline for the development of an Executive Information System (EIS) that functions to support strategic decision-making within the government sector.

Abstract

The industry is currently faced with challenges in managing massive data and operational complexity, including the oil and gas sector. Sustainable development is one of the main pillars for a company to survive in the era of technological change. Therefore, the implementation of enterprise architecture is very crucial for companies today, considering that this aligns with the Sustainable Development Goals (SDGs), especially Goal 9, which focuses on Industry, Innovation, and Infrastructure—driving economic growth through industries and quality development. The method used in this research is the approach of the TOGAF 9.2 framework in the design of enterprise architecture, with each phase including Preliminary Phase, Architecture Vision, Business Architecture, Information System Architecture, and Technology Architecture. The outputs produced in this research are artifacts in the form of design concepts and flowcharts for each phase of TOGAF ADM 9.2, including the oil and gas production process, the design of company data and applications, and the flow of technology use from the office to the drilling field location based on the current conditions applied.
