Abstract

The problem of sea transportation on Panjang Island, Batam City, is that it is inadequate for marine transportation such as a lack of safety buoys, excessive passenger capacity, and the absence of passenger safety insurance so that it greatly threatens the safety of passengers and is troubling for parents whose children are studying across the board. The purpose of this study is to determine the marine transportation services in Panjang Island, Batam City in the framework of governance, and to determine the characteristics of good governance in sea transportation services in Panjang Island in the framework of good governance. This type of research is qualitative descriptive, then analyzed qualitatively, namely by data reduction analysis techniques, data presentation, and drawing conclusions (verification). Research location in Panjang Island, Sijantung Subdistrict, Galang District, Batam City. There were 9 research informants and 1 person as the key informant. The theory used in this research is the theory of good governance, namely the public government and the private sector. The results of this study indicate that sea transportation services on Panjang Island move due to the interaction of the three actors involved first, the government, namely the Department of Transportation which provides safety equipment and the Education Office as an actor involved in providing transportation assistance for Panjang Island students who are passengers. Second, the private sector, namely the owner of sea transportation, which provides sea transportation. Third, the people of Panjang Island as passengers and connoisseurs of sea transportation services. If seen from the principles of good governance, the responsiveness of the government already exists but it is not sustainable and there is no supervision from the government and community participation is still very low so that their aspirations are not conveyed to the government and transportation facilities owned by the private sector are also not effective and efficient for used as a means of public transportation. The conclusion of this study is that the interaction of the three actors involved in sea transportation services on Panjang Island has not been running according to good governance so that sea transportation is not suitable for public transportation because it threatens the safety of passengers or connoisseurs of sea transportation services.

Abstract

Kuala Tungkal Ferry Port is a port managed by BPTD Region V Jambi. Kuala Tungkal Ferry Port serves 2 routes with 2 Ro-Ro ships . One of the important components in ferry transportation is safety. Safety is addressed not only to service users but also to crew members. On ships operating at the Kuala Tungkal Ferry Port , there are many safety equipment that have been damaged including life jackets, lifebuoys, lifeboats and the number of safety equipment that is not in accordance with the ship's needs based on the Safety Of Life At Sea ( SOLAS). The condition and number of safety equipment must be considered both in terms of the feasibility of the equipment and the completeness of the equipment so that in the event of an emergency the existing safety equipment can be used properly as a form of implementing aspects of passenger safety on board. The number and condition of safety equipment that is not in accordance with the needs can endanger the safety of the lives of passengers in the event of an accident. The number of safety equipment must be able to accommodate the number of passengers and crew on board. Author tries to analyze the problem so that conclusions can be drawn which can later be used as solutions or problem solving suggestions that can be proposed by the author in an effort to improve supervision of the condition and number of passenger safety equipment at KMP. Abstract

Ferry Port is a port specifically used for ferry transportation using Roro ships. Ketapang Ferry Port has an important role for the community because it is a Ferry Port that organizes crossings using ships to connect the islands of Java and Bali to travel such as work, tourism, or supply of agricultural products such as food, building materials and so on. The existence of the Ketapang Ferry Port will support economic development and the development of community activities as well as the growth of the population area (Hinterland). In its implementation, there are still many people who enter the port freely which should only be entered or passed by port officials and port service users who already have tickets to cross. This is very dangerous for service users and traders themselves. And there are still crossings between vehicles that will enter or leave the dock and the lack of supporting facilities for sterilization and traffic management at the Ketapang Ferry Port such as sign facilities. This is due to the lack of regulation regarding the zoning system, traffic flow patterns and traffic sign arrangements in accordance with the regulations, namely the Regulation of the Minister of Transportation Number 29 of 2016 concerning Fertilization of Ferry Ports, Decree of the Director General Number 242 of 2010 concerning Technical Guidelines for Crossing Traffic Management and Regulations. Minister of Transportation of the Republic of Indonesia Number 13 of 2014 concerning Traffic Signs. Port sterilization and management of traffic flow patterns as well as regulation of traffic signs are very important things at the ferry port in order to create a safe, comfortable, orderly and smooth ferry port.

Abstract

Human Resource Management is one of the fields of study that is very important in good and orderly management of agencies. Personnel management is planning, organizing, directing, supervising the activities of procurement, development, compensation, integration, maintenance of employees or employees in order to achieve individual, organizational, and community goals. The need for special lashing officers at the Tanjung Kalian Crossing Port is not yet available and poses a risk for ships that want to sail because the cargo is not lashed. This study uses a quantitative approach. The theory used is analysis in the special calculation of workloads. The results of this study indicate that each ship operating at the Tanjung Kalian Crossing Port averages 2-3 ships. Based on the workload analysis, it was found that each lashing officer has a workload of 14 hours per day. This is known considering that services at Tanjung Kalian Ferry Port have high productivity with trips available every day. Thus, the need for lashing officers at the Tanjung Kalian Ferry Port is urgently needed considering the tight schedule and high passenger productivity and affect the stability of the operating ship.

Abstract

Kuala Tungkal crossing port is a crossing Port located in Tanjung Jabung Barat regency, Jambi province, with crossings Kuala Tungkal - Dabo Singkep and Kuala Tungkal - Telaga Punggur. The port is operated by the Department of transportation of West Tanjung Jabung regency and supervised by BPTD Region V Jambi province. The condition of the facilities at the port is very important to review and make periodic repairs so as not to interfere with port operations. This study aims to determine the condition of the dock facilities in the form of fenders, Bolders, catwalks and various efforts to solve problems related to the condition of the dock facilities in accordance with the provisions. The method of analysis used in the form of observation, measurement of the dimensions of facilities and tides as well as, interviews to the ship operator. Based on the results it can be concluded that the condition of the dock facilities in a damaged condition and the absence of repair and maintenance of the port operator. Thus, it is necessary to plan the dock facilities in accordance with the needs and periodic maintenance so that the dock facilities are always durable.
