Abstract

Pada tahun 2018, Kementerian Perhubungan memberikan bantuan 5 (lima) unit kapal bus air kepada Pemerintah Provinsi Sumatera Selatan. Pemerintah Kota Palembang sendiri mendapatkan bantuan kapal bus air sebanyak 3(tiga) unit, dan Pemerintah Provinsi Sumatera Selatan serta Pemerintah Kabupaten Banyuasin mendapatkan masing masing sebanyak 1(satu) unit bus air (Ditjen Perhubungan Darat,2018). Pemberian bantuan kapal bus air ini dalam rangka pengembangan angkutan sungai dan angkutan pariwisata yang ada di Sumatera Selatan serta untuk menyukseskan Asian Games tahun 2018 di Palembang. Setelah selesai pelaksanaan Asian Games tahun 2018 Pemerintah Kota Palembang akan mengoptimalkan pemanfaatan kapal bus air ini salah satunya sebagai kapal pariwisata (cruise) di Kota Palembang. (Dinas Perhubungan Kota Palembang, 2018). Menurut Rohani, dkk (2015) untuk menentukan kelayakan tarif  kapal wisata dapat dinilai berdasarkan Biaya Operasional Kapal (BOK), Ability To Pay (ATP) dan Willingness To Pay (WTP). Menurut Chen,dkk (2016) identifikasi faktor yang mempengaruhi Willingness To Pay (WTP) digunakan untuk meningkatkan pemasaran kapal wisata (cruise) di Pasar Asia.   Penelitian ini terkait  kajian tentang analisa perhitungan ATP dan WTP dalam rangka menentukan tarif bus air wisata di Kota Palembang berdasarkan ATP dan WTP penumpang. Kajian tarif rencana bus air wisata yang akan berlaku dilakukan pendekatan perhitungan BOK dengan metode dephub, daya beli masyarakat untuk membayar jasa dapat berupa proporsi alokasi budget dari total budget pengeluaran atau Ability to Pay (ATP) dan kemauan membayar yang didasarkan pada persepsi masyarakat atau Willingness to Pay (WTP). Metode dalam analisis Ability To Pay (ATP) dengan menggunakan metode household budget (anggaran rumah tangga) dan Willingness To Pay (WTP) menggunakan metode persepsi, dan dari hasil analisis di dapatkan BOK Biaya Operasional Kapal (BOK) didapatkan Rp.13.694,92/pnp-km untuk loadfactor 100%  dan Rp.19.564,17 untuk loadfactor 70%. ATP penumpang terendah yaitu Rp. 833/pnp/km dan ATP tertinggi yaitu Rp.22.633/pnp/km. Sedangkan dari analisis diperoleh WTP terendah yaitu Rp.2.600 dan WTP tertinggi Rp.30.000. Dalam hal ini ATP penumpang WTP penumpang dan diperlukan adanya evaluasi terhadap tarif yang akan diberlakukan karena kemampuan membayar lebih rendah dari pada keinginan membayar penumpang. Untuk mewujudkan konektivitas dengan angkutan umum maka diperlukan (1) Moda Penghubung (Connecting modes: access dan eggress), (2) Moda Utama (Main Modes), (3) Jaringan Multimoda (Multimodal Network: Main route dan Feeder Route), (4) Fasilitas peralihan moda (Transfer Point), (5) Fasilitas peralihan antar moda dengan jaringan berbeda (Intermodal Tranfer Point), dan (6) Peraturan

Abstract

To improve ferry operation services, adequate port facilities are needed in order to create safety, security, and comfort for passengers, vehicles and the ship itself. The land facilities at the port which have great importance are passengers’ waiting rooms, gangways, and weighbridge.This study is aimed to review the passenger’ waiting rooms, gangways, and weighbridge at Port of Kolaka which is located in the Province of Southeast Sulawesi. Data were collected using observation. The researchers also used secondary data to support the findings. To analyze the data, the researcher compared the existing conditions with the ideal conditions based on two government regulations (1) the Decree of the Minister of Transportation No.KM 52 Year 2004 concerning the Management of the Inland Ports; (2) the Decree of the Director General of Land Transportation No. SK.2681 / AP.005 / DRJD / 2006 concerning the Operation of the Inland Ports.The result of this study showed that the facilities at the Inland Port of Kolaka are not used optimally and accordingly which at some points can endanger the safety of the passengers. Therefore, improvements are needed to optimize the function of the facilities.

Abstract

Musi River is a river placed in South Sumatra, Indonesia. The Musi River is also the biggest river with a median width of 504 meters (the widest is 1350 meters round Kemaro Island, and the shortest 250 meters is positioned around the Musi II River Bridge).The only means of transportation that can reach the area is by boat via the Musi River. People use the Musi River as a transportation route to travel from one place to another around Palembang City or to areas far from Palembang City and use ships to travel in order to shop for daily needs, work and others. However, in the operation of the ship on its way there are still accidents, which often occur are accidents caused by human error, besides that there are often obstacles with natural conditions. For example, waves and on every bank of the Musi river, there are lots of tree plants that interfere with the smooth flow of traffic. Recently, in the Musi River there was an accident other than in Akibarka, the natural condition of the accident was caused by human negligence Two speedboats with the brand Rahendi Putra and Five Brothers collided while in the waters of the Musi River, Palembang, South Sumatra (South Sumatra), Wednesday (30/5/2018). Accidents in the Last Two Years Tuesday on the Awet Muda speedboat revealed new facts. In the last two years, the fast boat company has had two accidents that claimed lives.

Abstract

All users of sea transportation in Indonesia in particular and in the world in general, always prioritize safety and security issues, which are then followed by aspects of affordable costs, speed and timeliness, and aspects of comfort.The occurrence of ship accidents such as drowning, burning, etc. are issues related to the safety and security of marine transportation. For the implementation of this sailing safety improvement, the Directorate General of Sea Transportation has issued policies in the prevention of ship accidents such as making shipping announcements about improving shipping safety supervision for passenger ships, making announcements about marine weather conditions in Indonesia such as telegrams regarding bad weather readiness at sea.This study aims to analyze maritime safety and security policies in supporting the marine transportation system. This study used a descriptive method, because the data were collected in the form of words, pictures, and not numbers. The data comes from interview scripts, field observations/notes, Focus Group Discussion, videotapes, photos, notes or memos, and other official documents. Data analysis using ethical and emic approaches and triangulation processes. Determination of informants using purposive technique. Research results: Sea transportation in Indonesia has not been optimally developed, but has a strong potential to be developed, given its characteristics that are capable of mass transportation. Therefore, the safety and security system is a key factor that must be considered and as a basis and benchmark for decision makers.Government policies in the maritime sector, both the fishing industry and the shipping industry have not been implemented consistently in accordance with the applicable law. So far, the development of maritime potential has been hit by structural problems, and there has been no national political awareness of how great this economic, fishery and maritime potential is. Mas little is known about the potential content of Indonesia's marine resources, thus opening the door for various researches and development of such biodiversity.

Abstract

Tanjung Kalian Ferry Port is a ferry port that connects Sumatra Island and Bangka Island which has a distance of 30 miles. The Tanjung Kalian – Tanjung Api-Api route has 13 (thirteen) ships that operate for a travel time of 240 minutes or 4 hours. High productivity of passengers and vehicles on the Tanjung Kalian – Tanjung Api-Api route which causes the ship's carrying capacity to exceed the provided capacity, resulting in load accumulation. The method of analysis of the carrying capacity on the ship uses the analysis of the daily average load factor calculation. The primary data used is a survey of productivity data for departures and arrivals for 15 days from April 21 – May 5, 2021, survey data for ship sailing times, and survey data for ship layover time for the Tanjung Kalian – Tanjung Api-Api route. By looking at the increasing productivity of passengers and vehicles at the Tanjung Kalian Ferry Port, there is an increase in the needs of service users that must be met, including the frequency of ships and the number of ships operating. In accordance with the results of the analysis, Tanjung Kalian Ferry Port must increase the frequency of ships to 19 trips/day. This is used to overcome the number of service users who are not transported.

Abstract

Various methods are used by service users in ordering tickets, either by ordering directly to the counter or to the nearest agent with prospective passengers. Both ordering processes are less effective, both in terms of time and cost. For this reason, it is necessary to have an ordering process to be more effective both in terms of time and cost itself as well as making it easier, more practical and faster, of course, in ordering tickets using the internet. Port operators and service users can be seen from the technological aspect, the willingness aspect, the understanding aspect, and the trust aspect by using digitalization in the application of this online ticket. With full support from the implementation of Ministerial Regulation 19 of 2020 concerning Electronic Ferry Ticket Operators to be implemented at the Bira Ferry Port. Because it provides time efficiency, convenience, convenience for service users with the application of this online ticket.

Abstract

Ferry Port Tanjung Api-Api serves the Tanjung Api-Api – Tanjung Kalian ( Muntok ) route , as the main port that connects between Province need existence appropriate service _ with base law in order to implementation activity good port . However fact still there is a number of indicator service to passengers who don't in accordance with provisions . Based on from condition that , author To do studies literature to problems found in the Port.U for analyze passenger service problems by calculating the level of conformity of passenger service standards according to existing conditions based on related survey _ with service to passengers at the port . After that results than method _ this will be analyzed with level suitability in accordance with Regulation Director General Communication Land No. KP 5062 of 2020 About Guidelines Evaluation Standard Services at the Ferry Port . After being analyzed by the researcher, it was concluded that the percentage level suitability Standard Service Passengers at the Ferry Port Cape Fires by 23.67% and the discrepancy by 25.65% from 49.32% percentage maximum set _ for standard service passenger based on Legal Basis , then from that researchers also make proposal solving problem for Fulfill level suitability standard service Passengers at the Ferry Port Cape Fires in the District Banyuasin South Sumatra Province.

Abstract

Torobulu Ferry Port is a port located in Laeya District, South Konawe Regency, Southeast Sulawesi Province. This port connects between Konawe Selatan and Muna districts. At this time, the Torobulu Ferry Port has not implemented a zone system in accordance with applicable regulations, which causes many local residents to carry out activities in the port area, delivery vehicles or pick-ups are free to enter the port dock. a parking area ready to load vehicles and a parking area for shuttle vehicles, making delivery/pick-up vehicles often park in a ready-to-load parking area. To analyze this, an analysis based on the Minister of Transportation Regulation Number 29 of 2016 concerning Ferry Port Sterilization is used to analyze the zone system and the Decree of the Director General of Land Transportation Number SK.242/HK.104/DRJD/2010 concerning Technical Guidelines for Traffic Management Crossing for analysis of vehicle traffic flow patterns as well as analysis of the need for traffic signs supporting the zoning system and flow patterns referring to the Regulation of the Minister of Transportation Number 13 of 2014 concerning Traffic Signs. In order to create an orderly and safe ferry port, the results of the analysis are to establish a zoning system and regulate the traffic flow patterns of vehicles at the Torobulu Ferry Port and to support the zoning system and vehicle flow pattern settings, it is necessary to optimize facilities such as: adding tollgates, determination of parking areas for passenger/pick-up, determination of parking areas for ready-to-load vehicles, and traffic signs.

Abstract

Kuala Tungkal Ferry Port is a Ferry Port that serves inter-island crossings between provinces. The Kuala Tungkal Ferry Port is managed by the West Tanjung Jabung Regency Transportation Service. In the transportation system, security and safety are highly favored as a form of good service delivery. However, the loading of vehicles on ships operating at the Kuala Tungkal Ferry Port is not in accordance with the standards set out in the Regulation of the Minister of Transportation Number 115 of 2016 concerning Procedures for Transporting Vehicles on Ships and Regulation of the Minister of Transportation Number 30 of 2016 concerning Obligations to Bind Vehicles. This study aims to determine the existing conditions for the transportation of vehicles on the Satria Pratama Crossing Motor Ship in accordance with the Regulation of the Minister of Transportation Number 115 of 2016, implementing vehicle binding obligations according to Ministerial Regulation Number 30 of 2016 and evaluating the needs of vehicle binding officers needed to improve the transportation system. aboard the Satria Pratama Ferry Motor Ship. The research methodology used is observation, survey and documentation. Then to analyze this, it is guided by the Regulation of the Minister of Transportation Number 115 of 2016 and the Regulation of the Minister of Transportation Number 30 of 2016. The results of this study are that the existing condition of the procedure for transporting vehicles on the Satria Pratama Crossing Motor Ship is still not in accordance with the Regulation of the Minister of Transportation Number 115 of 2016, the obligation to tie up vehicles on the Satria Pratama Ferry Motor Vessel is still not in accordance with the Regulation of the Minister of Transportation Number 30 of 2016 and the need for an ideal vehicle binding officer is 2 vehicle binding officers.

Abstract

West Sumatra (abbreviated as sumbar) is a province in Indonesia located on the island of Sumatra with Padang as its capital. West Sumatra Province is located along the west coast of Sumatra and a number of islands off its coast such as the Sikakap, Sikabaluan, Siberut, and Tua Pejat Islands which are called the Mentawai Islands. There are 4 crossing routes in the Bungus Bay Crossing Port that connect to the Mentawai Islands, namely Padang - Sikakap, Padang - Sikabaluan, Padang - Tua Pejat, and Padang - Siberut and the existence of this route is very important in an effort to support economic development in the West Sumatra Province. The method used to analyze the existing problems is the calculation of the level of conformity with the minimum service standard with existing conditions. Using Ministerial Regulation no PM 39/2015 concerning Passenger Service Standards. Standard of Passenger Service at the Bungus Bay Crossing Port Not in accordance with the Minister of Transportation Regulation number PM 39 of 2015 concerning Transportation Passenger Service Standards because the port only meets 39% of the conformity percentage, namely in the aspect of reliability / regularity in the sale and exchange of ship tickets in less time for each person. From 1 minute, in the comfort aspect, the Mushallah is available but does not meet the standards and in the security aspect, there are security officers wearing uniforms. Based on the analysis, it can be concluded that there are still indicators that are still lacking and must be improved in several aspects of service such as in the waiting room for passengers, bathrooms / toilets whose conditions and numbers do not meet standards, lighting at the port at night, prayer rooms which are still adjacent to canteens, fire fighting facilities, evacuation routes or gathering points and special facilities for persons with disabilities and breastfeeding mothers who still do not meet the Minimum Service Standard requirements.
