Abstract

The concept of Public-Private Partnerships (PPPs) has been accepted as one viable alternative to promote infrastructure development. Yet, recently some government institutions have applied PPPs for developing local tourism sites for their region. The situation is going to be more complex when the PPPs deal with some non-physical attributes and generate several shortcomings. Therefore the need for a specific model to cover PPPs as the concept and tourism development as its substance becomes essential. This research attempts to explore the model by using a specific review of the recent kinds of literature and theories. It is conducted by contextual approaches intended to adjust to Indonesian tourism development. The result of this research has described the specific model which is constructed from a series of literature discussions from previous studies. It has been designed to minimize the weakness and vulnerable points of PPPs for tourism development.

Abstract

The limitation of the government's budget is sometimes unable to accommodate the overall demand of infrastructure development which requires a large investment. Yet, the Public-Private Partnership (PPP) has been recognized as one of promising tool to build cross-sectoral collaboration to support insfrastructure development within the last few decades. Indonesia has several frameworks of PPP cooperation to accomplish development goals as stated in The Minister of Development Planning Act No. 4/2015. Despite several frameworks provided by the government. This research uses a qualitative approach which is conducted through interviews with several key informants as well as relevant observation. The result of this research shows that PPP has been fully implemented in Lamongan. Through the attractiveness of marine tourism, the local government of Lamongan Regency is looking for investment in tourism development through PPP. Wisata Bahari Lamongan and Mazola (Maharani Zoo Lamongan) are two tourist attractions that implement a private partnership funding system with the Build Operate Transfer (BOT) scheme. This mechanism is used sustainably as an operational effort for Lamongan and Mazola Marine Tourism (Maharani Zoo Lamongan). Abstract

Introduction: Badan Usaha Milik Desa or BUMDes in Government Regulation Number 11 of 2021 concerning BUMDes are legal entities established by villages or with villages to manage businesses, utilize assets, develop investment and productivity, provide services, or provide other types of companies. For the most excellent welfare of the village community. In its application, BUMDes (which in this study is "BUMDes Pandemas Mulya") is expected to be able to collaborate with stakeholders and other parties such as investors, communities, and the people to form a so-called Penta helix so that the capacity and capability of the BUMDes can increase significantly. However, in reality, BUMDes still need to catch up to the target set by the Ministry. Therefore, a tool was created that can increase the capacity and capability of BUMDes itself by utilizing digital technology called "BUMDes Institute Platform Learning." Method: In general, the implementation of creating the "BUMDes Institute Platform Learning" platform is divided into four stages: Needs Analysis, Mapping problems, Validating problems, and Designing applications. The Needs Analysis stage aims to identify issues and material needs for BUMDes actors that will be accommodated in the platform. The needs analysis results are then carried out through a mapping process based on predetermined criteria. The goal is to create clusters between problems and solutions in the form of learning materials that will be included in the platform. Next, the team will validate the results of the problem-mapping process in the validation stage. Then, the team conducts FGDs and internal discussions for the collection process materials to create a learning curriculum and requirements for the application design and development process. After that, the development begins. Results: the application can be implemented for BUMDes even though several improvements will be needed. Conclusions: BUMDes Pandemas Mulya still needs much improvement to develop business units, especially related to business design. So, there needs to be an application that contains information from technical aspects for management (application program) conditions in the field still need completion and periodic assistance that can help educate and teach business aspects.

Taxes have a vital role in Indonesian revenues. The contribution of tax revenues in the 2019 State Budget structure was 82.5 percent of Indonesia's total revenue. The tax authorities in Indonesia strive to support the achievement of tax revenue targets, among others, through the tax volunteer program. Based on the individual performance theory applied to the tax sector, this study measured adaptive performance, contextual performance, task performance, and counterproductive work behavior. A quantitative method was used in this research. It was conducted on tax volunteers who assisted in tax reporting by individual income taxpayers which were analysed by using PLS. The result was that task performance has become the dominant factor of tax volunteer’s performance. By using tax performance, it can evaluate tax volunteer performance and make designs to upgrade their quality.
