This letters have a purpose to know and analyze authority basic of Constitution Lawcourt of Republic of Indonesia to judging the dispute from the results of district leader and district proxy leader election, and then transferring background about the authority to judging the dispute from the Results of District Leader and District Proxy Leader Election from Appellate Court to Constitution Lawcourt of Republic of Indonesia. So, to analyze basic of Constitution Lawcourt consideration that dispute objects of results of district leader and district proxy leader election don’t have the quantitative character only based on calculation voice results, but the qualitative character too, namely breaking the rules to general election principles, with the character likes ahead, general, free, secret, then downright and fairly that’s to influence the results of district leader and district proxy leader election. Analyze the election law is used by Constitution Lawcourt of Republic of Indonesia to judging the dispute in Undang-Undang Republik Indonesia No 24 Tahun 2003 about Constitution Lawcourt of Republic of Indonesia or Undang-Undang Republik Indonesia No 12 Tahun 2008 about Undang-Undang Republik Indonesia No 32 Tahun 2008 about District Governance, do not regulate punish the dispute event of district leader and district proxy leader election results.Result of letters indicate that massive and sistematic breaking is apart of the dispute from the results of district leader and district proxy leader election become legal consideration to sufficient the sense of public justice progressively cause from quantitative breaking aspect after candidate of district leader and district proxy leader has been elected based on recapitulation and calculation voice where their quantitative just with assessed breaking collision towards procedural and substantive justice both as siniquanom. Though attempt to accommodate overall of democracy aspects from sections and process district leader and district proxy leader election must be main essential to determine and set the results of recapitulation and calculation voice in district leader and district proxy leader election.As letters recommendation, needed regulation product ownself to regulate about mechanism of district leader and district proxy leader election where has been regulated in Undang-Undang Pemerintahan Daerah for all this time, so that affirmation that the district leader and district proxy leader election into the general election become less be clear. By conducting the ownself regulation, hence mechanism of district leader and district proxy leader election will be more clear, especially to overcome and solution the dispute from the results of district leader and district proxy leader election.

The rule of law provides guarantees for human rights and popular sovereignty through the constitution. The 1945 Constitution of the Unitary State of the Republic of Indonesia is the highest constitution of Indonesia as the foundation for the implementation of the rule of law of democracy. With the rolling of reforms by amending the constitution to establish new formats of regional government, including the construction of ideal regional regulations. The ideal regional regulation is one that is able to provide solutions to various community problems through binding regulations. The type of research used is normative legal research using a statutory approach or statute approach and a case approach or case approach. the statutory approach or statute approach is to use the regional regulation approach. The establishment of regional regulations is the authority of the Regional People's Legislative Assembly together with the Regional Head, but sometimes raises various problems, namely the role of the regional government more strongly than the people in the process of drafting regional regulations without accommodating the aspirations of the people, including the formation of regional regulations as a form of democracy and participation in the regions. Community participation in the process of forming Regional Regulation Number 2 of 2015 concerning Participatory Child Protection in the City of Tangerang Banten Province is very important to realize a democratic state of law through aspirational regional regulations.

Keberadaan kementerian negara dalam sistem pemerintahan presidensial diharapkan mampu membantu memperkuat tugas-tugas Presiden Republik Indonesia dalam merumuskan berbagai kebijakan di sektor perindustrian. Titik sentral kekuasaan negara dalam sistem pemerintahan presidensial berada di tangan Presiden, sehingga secara konstitusional Presiden membentuk kementerian negara yang bertanggungjawab dalam kebijakan perindustrian. Dalam sektor industri terdapat banyak hal yang perlu mendapatkan perhatian pemerintah, terutama integrasi regulasi yang diharapkan mampu merumuskan berbagai kebijakan yang tidak bertentangan dengan aturan lainnya. Since the reformation era in 1998 through amendments to the 1945 Constitution, which began in 1999 to 2002, it has impacted Indonesia's state administration system's structure. The direct election system's opening in the election of the President and Vice President and the legislature to the local leections (Pilkada). Local elections (Pilkada) candidates are a package for local leaders, which fascinating to examine. In Article 18, paragraph (4) to the 1945 Constitution does not mention the Deputy local leaders, thus causing problems. When the Deputy local leaders authority is limited by the constitution, which has an impact on conflicts of authority between the local leaders and Deputy local leaders, which results in disrupted government services. This study aims to provide a solution to this phenomenon so that it finds two options, namely, first to retain the position of Deputy local leaders in the local elections with the complaint mechanism method and precise judgment of taxation, and secondly to be consistent with the state constitution, the local elections (Pilkada) is held without a Deputy local leaders candidate with his position replaced. by the local secretary.

Abstract: This research is aimed to know the effectiveness with experiment learning method by using student facilitator and explaining model and the class which used conventional method in learning physics. This research belongs to Quasi Experimental research with Intact Group Comparison Program. The sample of this research was the first year students of SMPN 3 Singingi Hilir, which consisted of 55 students and divided into 2 classes: experimental and control class. The data of this research belongs to student collectivity and the results of the study after physics learning by using student facilitator and explaining model which analyzed descriptively and inferentially. Based on data analysis, students’ activity in experimental class was in a very good category. The students’ ability averagely as 81% was in effective category, while in the control class was in good category and the students’ ability averagely as 72% also in effective category. Based on the output independent sample t-test was concluded thitung> t table (3.007> 1.675) means that there are significant differences in learning outcomes of students with a class that uses experimental methods facilitator and student learning model explaining the conventional experimental learning classes It can be concluded that experiment method by using student facilitator and explaining model was effective in physics learning in the first year students of SMPN 3 Singingi Hilir.

Operator TV Digital harus bisa memberikan layanan yang terbaik terhadap penyewa dan pemirsa di wilayah-wilayah layanan dalam zona layanannya sesuai komitmen pada saat seleksi penyelenggaraan multipleksing. Pelayanan yang diberikan diantaranya dengan memberikan kualitas sinyal penerimaan (field strength) yang bagus di wilayah-wilayah layanannya.Tujuan penelitian pada tugas akhir ini adalah melakukan proses perhitungan field strength prediction untuk mengetahui kuat sinyal dari suatu wilayah test point dan wilayah perencanaan untuk kemudian dianalisis dengan menggunakan simulasi Radio Planning sofware. Berdasarkan hasil perhitungan diketahui bahwa terdapat 9 wilayah dari 11 wilayah (81,8 %) yang mendapat hasil perhitungan field strength diatas 45,402 dBμV/m, yang berpengaruh terhadap kualitas video. Wilayah yang mempunyai kualitas video baik sekali (Field Strength 110 – 80 dBμV/m) adalah wilayah Padang kota dan Jl. Indarung. Wilayah yang mempunyai kualitas video baik Field Strength 80 – 60 BμV/m) adalah wilayah Tugu Perjuangan, wilayah Teluk Bagan, wilayah Lubuk Begatung, wilayah Padang Kota, wilayah Siguntur, wilayah Pasar mbacang, wilayah yang mempunyai kualitas video cukup baik (Field Strength 60 – 45 dBμV/m) adalah wilayah Lubuk Kalung dan wilayah yang tidak dapat menerima sinyal video (Field Strength dibawah 45 dBμV/m adalah wilayah Pariaman dan Kampung Ladang.Kata kunci : multipleksing, coverage area, field strength prediction

Jumlah penduduk Kelurahan Paria sebanyak 2.496 jiwa dengan 864 kepala keluarga. Kelurahan Paria memiliki luas wilayah kurang lebih 12,22 Km². Dilakukan penyuluhan hukum sengketa tanah di Kelurahan Paria Kab.Wajo, yang diikuti oleh 25 orang dari berbagai kalangan masyarakat. Hasil wawancara dengan Lurah Paria bahwa masyarakat Kelurahan Paria sebagian besar masih menganut penyelesaian sengketa secara kekeluargaan yang dimediasi oleh lurah setempat, perangkat kelurahan dan tokoh masyarakat, tokoh agama untuk musyawarah dengan mempertemukan kedua belah pihak bersengketa agar terciptanya mufakat. Hingga saat ini belum ada masyarakat menempuh penyelesaian sengketa tanah yang dilakukan melalui jalur litigasi atau pengadilan. Meski begitu, masyarakat Kelurahan Paria Kab. Wajo tetap membutuhkan penyuluhan hukum terkait tanah, sengketa tanah dan penyelesaiannya sebagai langkah preventif untuk mencegah potensi terjadinya sengketa tanah di masa datang serta meningkatkan pemahaman masyarakat terkait hukum agraria, hukum pertanahan terkait hukum hak atas tanah (HPAT) dan hukum sengketa tanah serta penyelesaian sengketa tanah.
