Abstract

In Indonesia, Karl-L Bang research in 1994 on the relationship between traffic parameters was included in the Indonesian Road Capacity Manual 1997. The research has undergone many changes between 1994 and 2018 in the growth of traffic that may affect traffic flow and volume, speed and density all urban roads, roads outside the city in an area, In Aceh studies have also been conducted into the relationship between traffic parameters on different roads. On this basis, it is very necessary to know the characteristics of traffic flows that occur on the Banda Aceh - Meulaboh section 65+450 is located in Aceh Jaya Regency, in the province of Aceh. Given that this road is located in an extremely mountainous area, where there are many very steep curves and ravines and rocks on the cliff side of the road. Analysis using models Greenshields, Greenberg, and Underwood. The results of the study show that the Greenshields model is the most satisfying compared to the Greenberg model and the Underwood model with a coefficient of determination (R2) greater than 0.88. The model is by the traffic conditions on the Outer City Road. Then the traffic flow obtained can not reach optimum conditions, namely in a stable traffic flow condition. The relationship between speed and density (S-D) with the model equation is S = 36,525 - 0,815 D; The volume-density (V-D) relationship with the model equation is V = 36,525 D - 0,815 D2; The relationship of volume - speed (V-S) with the model equation is V = 44,835 S - 1,228 S2

Abstract

The limited funding of the Aceh Jaya regency government for development, including the construction of road infrastructure and the way in which road construction projects are still inaccurate and the process of budgeting unproportional work package by the Aceh Jaya regency government itself has not been able to fully meet the needs of road development in Aceh Jaya. Therefore, the need for priority scale that can be used as the basis of consideration in the process of development of road infrastructure development program. The purpose of this study is to determine the priority order of several road infrastructure development projects in Aceh Jaya regency by selecting or considering the appropriate criteria and according to development condition in Aceh Jaya regency using Multi Criteria Analysis (MCA) method. The weight of each criterion was calculated based on an assessment of the importance between the criteria obtained by interviewing stakeholders in Aceh Jaya regency government, while the alternative road performance score was obtained by analyzing and calculating the scale of the assessment quantitatively against each criterion based on secondary data obtained from related offices. Selected criteria are accessibility, environmental aspect, area development aspect, social aspect and development cost. Social aspect criteria get the highest weight of 0.279, it can be interpreted that social aspect is the main consideration in determining priority of road development in Aceh Jaya regency, because social aspect see influence of economic growth and social welfare of society from development of road infrastructure.  Based on the consideration of these criteria, the order of priority scale of road construction project in Aceh Jaya regency, where road in Calang city, Krueng Sabee sub-district is the first priority with score value 6,72.

Abstract

The increase in population has impacted on various existing resources particularly in transportation sectors. Motorized transport is one of the noise sources that could cause health problems and further interfere comfort to human. In this case, the noise level needs to be controlled based on the established quality standards as mandated by Ministry of Environment on Decree Number KEP-48 / MENLH / 11/1996 regarding Noise Level Standards. Most of the segments on Manek Roo Road, Sisingamangaraja Road and Gajah Mada Road located in Meulaboh, West Aceh District are roads located in government or private office, education and health buildings. Therefore, this study aimed to determine the noise level due to transportation activities. The study was conducted in the part of the Road and evaluated the buildings in part of Manek Roo Road, Sisingamangaraja Road and Gajah Mada Road located in Meulaboh, such as schools and hospitals to noise level concerning the standard of KEP-48 / MENLH / 11/1996. Data collection conducted in this research consist of primary data and secondary data. Primary data is data obtained directly from the observation such as traffic volume and noise level data while the secondary data obtained from the relevant agencies, and used to support the analysis. The result from the analysis reveals that the noise level due to transportation activities on the part of Road: Manek Roo, Sisingamangaraja, and Gajah Mada in Meulaboh West Aceh at 18 points of measurement is still above the quality standard (greater than 55 dBA). This noise level may disrupt the activities of schools, hospitals, etc. located along the road so that there is a need for such efforts so that the noise level received can be reduced and meet the specified quality standards.

Abstract

Routine maintenance on the Blangkejeren - Laweaunan road is done by self-managed and continuously every year with road length 65 Km. The committing officer undertakes work with the subcontractor who is deemed capable of carrying out the work and provides wages to the foreman who is a resident. To avoid risks, the Committing Officer undertakes the implementation of the Occupational Safety and Health Management System (OSHMS). Therefore, this study aims to identify the level of OSH risk in routine road maintenance work, identify the level of compliance of subcontractors and workforce employees in OSH implementation on routine maintenance work, and identify the selection of service providers in each routine road maintenance work. The identification of OSH risk level is made based on the Minister of Public Works Regulation no. 05/PRT/M/2014 criteria, and data collected by interviewing the owner's personal. Identification of labor compliance rates of subcontractors and foremen is based on Construction and Building Guidelines No. 004/BM/2006, judged from the use of Personal Protective Equipment (PPE). The analysis method used in this study is descriptive analysis. The result from the analysis indicates that the level of OSH risk in routine national road maintenance work for the routine maintenance of pavement, routine road shoulder maintenance, and routine maintenance of road equipment has a low risk. Whereas in routine maintenance work of sewer, drainage, trenching and heap have a medium risk. Labor compliance from subcontractors has shown a higher percentage about 59% compared to 40% for labor compliance from the foreman. It means that most of the subcontracted workforce is compliant, and almost half the workforce of the foremen adheres to the use of PPE. The routine maintenance work of sewer, drainage, trenching and heap, the right service.

Abstract

Transportation services in the city of Banda Aceh are currently supported by a public transport system, one of which is Transkoetaradja bus and labi-labi. At the beginning of its service, Transketaradja bus public transportation received a fairly good response from the community. To find out how Transkoetaradja buses can improve their service capabilities, then a study is needed that can convey information. The purpose of this study was to analyze the level of Transkoetaradja bus and labi-labi service. The method used is a quadrant analysis method by distributing questionnaires to 381 Transkoetaradja bus and labi-labi passengers. Based on the conclusions obtained, the performance of public transport in the city of Banda Aceh is currently in the medium category, because in some assessment parameters there are those that need to be improved again, and if seen from the quality of each parameter being examined, Transkoetaradja buses are better than labi-labi. The results show that not all factors are in quadrant A, which states that not all attributes are factors that influence the performance of Transkoetaradja buses and labi-labi. Of the 10 factors, only 6 factors are found in quadrants A and B for Transkoetaradja buses while the turtles have 7 factors. These factors include: rush hour, outside rush hour, travel speed, headway, travel time, service time, frequency, number of vehicles, waiting time and the start and end of the trip.

Abstract

The bridge assessment and checking is an effort to gain well performance and vouch for the decline condition of the bridge to ensure the bridges could be restored back under its stability based on its performance. The aim of this study is to check the bridge damaged by inspecting the condition value and damage code in the field by using BMS and Bridge Condition Rating (BCR) in order to obtain the accuracy in bridge maintenance. This research was conducted on 4 Bridges on the road Kr. Raya-BTS. Banda Aceh and Lambaro-BTS. Pidie, those are Kr. Angan bridge (STA. 013 + 400), Kr. Inong bridge (STA. 040 + 600), Kr. Geunapet A bridge (STA. 063 + 700), and Kr. Geunapet B bridge (STA. 063 + 700). Based on the BMS method, the writer found that Kr. Angan bridge was in 0 condition value,  the condition value for Kr. Inong bridge was  2,  the condition value for Kr. Geunapet A bridge was 0 and Kr. Geunapet B bridge was 0. Based on the results by using the BCR method, it can be seen that the condition value was 5,36 for Kr. Angan bridge, 5,52 for Kr. Inong bridge, 5,28 for the Kr. Geunapet A and 5,28 for Kr. Geunapet B. In the method of BMS the assessment of the condition of the bridge from good to bad starts from a small to large values namely from 0 to 5, while in the method of crack the assessment of conditions starting from bad to good is 7 to 1. Furthermore, referring to the  BMS and BCR comparison, it could be concluded that both BMS and BCR needed the same proposed treatment in the form of regular and periodic maintenance. While in the BCR method there was no assessment to handle floor drainage systems, backrests, and safety building.

Abstract

Based on the Banda Aceh Heritage City Action Plan (2012), Banda Aceh is one of 48 Cities / Districts involved in the Indonesian Heritage City Network (JKPI), participating in the Planning and Preservation of Heritage City Program (P3KP). In the draft of Qanun Banda Aceh No. 4/2009 on Urban Planning of Banda Aceh City in 2009-2029 in Article 49 section 5 Gampong Pande is designated as protected area, because there is Kandang XII tomb and also developed as a tourist area of history as mentioned in article 58 section 3. Some part of the area have been lost due to coastal erosion that occurred several decades ago. In addition, Gampong Pande is one of the worst affected by the tsunami that occurred on 26 December 2004. Historical buildings and other sites have been destroyed and lost by the tsunami. Furthermore, this historic area received less attention and care from the government. The problems in this study is what are the development characteristics (design guidelines) and the concept of the zone of the historical site area of Gampong Pande? The purpose of this study is to as producing design guidelines and the concept of zone of historical sites of Gampong Pande. The method used in this study is qualitative descriptive. The analysis of this study describes the theory of the urban design approach theory that proposedby Roger Trancik about figure ground, linkage, and place. The results of this study are expected to provide recommendations to the government related to the development of Gampong Pande as part of Heritage City in Banda Aceh. The results of the study has found some objects of cultural heritage based on interviews and literatures study. The community participated in preserving the cultural heritage of Gampong Pande. Many location points of cultural heritage were found as well as the discovery of cultural heritage objects in Gampong Pande.

Abstract

The good quality of road surface layers are strongly influenced by the materials used such as the aggregate composition, asphalt, and filler. Fine Aggregate from Jamur Ujung is a local aggregate that can be found in  Bener Meriah District. It has not been utilized maximally  due to its porosity and high aggregate absorption. This research is conducted to see improvement of the characteristics that can be done to the asphalt mixture using the fine aggregate from Jamur Ujung. It is expected that this aggregate is feasible to be used as an asphalt mixture material in accordance to the specifications set by Bina Marga. This research was conducted by producing test objects (specimen) to determine the optimum asphalt content using standard aggregate from Lepung Baleuh, Kuta Cot Glie, Aceh Besar District, then the test object with combination of standard fine aggregate mixture with fine aggregate of Jamur Ujung with the variation percentage respectively by 25%, 50%, 75% and 100% at 5.35%, 5.87% and 6.35% asphalt content in the mixture of AC-WC. The results of this study show the mixture that meets specifications that represent all Marshall characteristics is a mixture with substitution of 50% fine aggregate of Jamur Ujung at 5.87% asphalt content with a stability value of 1355.90 Kg. Results of this research also show that fine aggregate of Jamur Ujung can be used as road construction project especially for asphalt concrete work (AC-WC).

Abstract

Puddle is one of the damaging effects that can reduce the quality of pavement. The quality of road construction with asphalt pavement is determined by its stability, flexibility, and durability which are the determinants of the quality of pavement. In this research, Buton Rock Asphalt (BRA) was used as an alternative to improve the performance of asphalt mixture that can be impacted by the mentioned determinants. BRA is Asphalt Buton type 5/20 grain Asbuton type which has penetration value 5 mm and bitumen content of 20%. The aim of this research was to measure the best percentage of BRA level from percentage of BRA substitution (25%, 50%, 75%, 100%) as filler and Marshall mix parameter value of Pen 60/70 asphalt with the best BRA Substitution on immersion water with variation of immersion time 30 minutes, 24 hours. Based on Marshall test result with BRA substitution, percentage variation obtained the best stability at 50%, BRA percentage was 1450,78 kg, density 2,45 gr / cm3, VIM equal to 4,17%, VMA equal to 21,76%, VFA equal to 80, 86% and 2.5 mm of flow, and Marshall Quentient of 583.40 kg / mm. This suggested that the use of BRA as a filler substitute material at 50% percentage was the best percentage of BRA substitution with the highest stability value and it met the requirements of other Marshall parameters. The best stability value without substitution with a muddy water bath was 1098.95 kg, with the best BRA substitution of 1476.34 kg. This indicated that the use of BRA as a filler substitute material had an effect on increasing the stability value of AC-WC asphalt mixture to muddy water immersion.

Abstract

The retaining wall is a retaining construction so that the soil does not slide. This construction is used for a cliff that is somewhat steep or erect, if without a retaining wall, the cliff will slide. Southwest Aceh Regency, especially in Babahrot-Blangkejeren road, Singgah Mata Mountains of Babahrot Subdistrict often experience landslide disaster. The cantilever type retaining wall is considered to be better against the structure and is suitable for use in mountain areas. However, a construction project generally requires substantial cost, therefore the selection of appropriate construction can provide efficiency to prevent loss and yields that are less than optimal. Based on that, it is necessary to analyze the cost estimation of retaining wall construction on mountain cliff, in this case using cantilever method. Functionally, the estimated cost is also intended for the calculation of the volume of work, the preparation of budget plans and scheduling in the implementation process of a construction project activity. This research was conducted to calculate dimension and cost estimation of cantilever type retaining wall construction with representation of segment that exist in surrounding mountain cliff of Babahrot-Blangkejeren road STA 13 + 850 - 13 + 895 Singgah Mata mountains at Babahrot Subdistrict, Southwest Aceh Regency. By obtaining wall dimension data from previous measurements and planning, this study analyzes and estimates the volume, cost, efficiency of the cantilever type retaining wall construction. From result of research indicate with planning, minimum safety factor required sf greater than 1,5, hence budget cost for cantilever type wall worth Rp. 1.109.438.000, -.
