Abstract

This research aims to determine the implementation of Papua's special autonomy on the economy of the Kokoda Muslim community in Malawele Village, Aimas District, Sorong Regency, Southwest Papua Province. This research has significant social relevance because it highlights the implementation of the special autonomy policy in Papua, and provides an understanding of its impact on the local community's economy and the community in Papua has rich cultural and religious diversity. We used the Mix Method (combination research), which combined qualitative and quantitative approaches. Data collection techniques were observation, interviews with key informants, followed by distributing questionnaires to 150 Kokoda Muslims. The data were analyzed using the theory of George C. Edwards III's four public policy variables, including communication, resources, disposition, and bureaucratic structure. The findings show that the implementation of special autonomy still faces obstacles and has not achieved the goals formulated based on the goals of special autonomy. Special autonomy should promise a better future for the Papuan people in general, especially communities we investigated in this study, especially in the economic sector because there are still many people who have not achieved prosperity in the special autonomous region in Malawele sub-district, especially Kokoda Muslims. The implementation of special autonomy in the economy of the Kokoda Muslim community is still very low, and welfare assistance in the economic sector has not been distributed at all. Still, there has been assistance from the regional government in the education sector.

Abstract

Pembangunan daerah pada tingkat kelurahan dan distrik menuntut tata kelola yang transparan, akuntabel, dan partisipatif. Di Sorong Timur, pemuda Karang Taruna memiliki peran strategis sebagai penggerak sosial yang mampu mendukung proses administrasi dan pelaksanaan pembangunan. Program ini berfokus pada implementasi tata kelola pembangunan berbasis partisipasi pemuda dengan tujuan meningkatkan kapasitas mereka dalam membantu proses pendataan kebutuhan masyarakat, penyusunan administrasi pembangunan, serta monitoring kegiatan pembangunan di wilayah Sorong Timur. Metode yang digunakan dalam program ini adalah metode pengabdian berbasis partisipatif (Participatory Community Engagement) melalui pendekatan pelatihan, pendampingan, dan praktik lapangan. Tahapan kegiatan meliputi: pelatihan administrasi pembangunan, workshop penyusunan data kebutuhan masyarakat, pendampingan keterlibatan pemuda dalam kegiatan musrenbang kelurahan, serta pelaksanaan monitoring dan dokumentasi pembangunan. Pengumpulan data didukung oleh observasi, wawancara, dan evaluasi kegiatan bersama pemuda Karang Taruna dan pemerintah kelurahan/distrik. Hasil implementasi menunjukkan bahwa program ini berhasil meningkatkan kompetensi pemuda Karang Taruna dalam memahami dan melaksanakan administrasi pembangunan, serta memperkuat partisipasi mereka dalam proses perencanaan dan monitoring pembangunan. Pemuda menjadi lebih terlibat sebagai mitra pemerintah kelurahan, mampu menyusun laporan pembangunan secara lebih sistematis, dan berperan aktif dalam menyampaikan kebutuhan masyarakat. Program ini memberikan dampak positif berupa peningkatan efektivitas komunikasi, transparansi, dan kualitas tata kelola pembangunan di Sorong Timur.

Abstract

This study aims to analyze the influence of the Special Autonomy Fund (Otsus) and local economic growth on poverty levels in Papua. The study uses a Mix method approach, namely quantitative data with survey methods, Questionnaires and reports on the realization of the Special Autonomy Fund and qualitative data namely interviews. Data analysis techniques include correlation tests and multiple linear regression. The results of the study indicate that Regional Economic Growth is Significantly Correlated with Poverty Alleviation The results of the Pearson correlation test (r = 0.765; p < 0.05) indicate that regional economic growth has a strong and significant relationship with poverty alleviation, the Special Autonomy Fund (Otsus) Has a Significant Impact But Is Not Yet Effective in Poverty Alleviation The results of simple regression show a positive coefficient (B = 0.532), the R Square value is only 25.8%, so the Special Autonomy Fund is only able to explain a quarter of the variation in poverty, while 74.2% is influenced by other factors (human resources, governance, infrastructure, income distribution). The Special Autonomy Fund and local economic growth simultaneously significantly influence poverty reduction, with an R value of 0.856 and an R Square of 0.873, meaning 87.3% of the poverty variable can be explained by these two variables. The Durbin-Watson value of 2.112 indicates no autocorrelation in the model. Partially, the Special Autonomy Fund has a positive and significant effect on improving access to public services and community income, while local economic growth also strengthens poverty reduction. Meskipun lebih dari dua dekade implementasi Otonomi Khusus (Otsus) dan pencairan lebih dari Rp 138,65 triliun, tingkat kemiskinan Papua tetap berada di angka 26,03–34,26% jauh di atas rata-rata nasional menampakkan paradoks mendasar antara desentralisasi fiskal skala besar dan hasil pembangunan inklusif. Studi yang ada telah menilai efektivitas Otsus terutama pada tingkat makro-fiskal, mengabaikan kualitas tata kelola sebagai variabel mediasi yang penting. Studi ini mengatasi kesenjangan tersebut dengan meneliti bagaimana dana Otsus dan pertumbuhan ekonomi lokal secara bersamaan memengaruhi kemiskinan di Papua, menggunakan desain penjelasan sekuensial metode campuran yang menggabungkan regresi linier berganda (n=240) dengan wawancara kualitatif sistematis terhadap informan kunci. Temuan menunjukkan paradoks struktural, peningkatan alokasi Otsus berkorelasi dengan kemiskinan yang lebih tinggi daripada lebih rendah (B=0,532, R²=0,258), suatu pola yang dijelaskan oleh penguasaan dana oleh elit, salah alokasi terhadap pengeluaran administratif dan konsumtif, dan dinamika pertumbuhan yang tidak inklusif. Secara gabungan, Otsus dan pertumbuhan ekonomi lokal menjelaskan 87,3% variasi kemiskinan (R²=0,873), namun pertumbuhan itu sendiri tetap tidak inklusif. Secara teoritis, studi ini menantang asumsi bahwa desentralisasi fiskal secara inheren mengurangi kemiskinan, menunjukkan bahwa kualitas tata kelola adalah kondisi mediasi yang kritis. Implikasi kebijakan menuntut reorientasi alokasi Otsus ke arah pemberdayaan ekonomi berbasis komunitas yang produktif, penganggaran berbasis kinerja, dan penguatan akuntabilitas kelembagaan.

Abstract

Pengabdian masyarakat ini bertujuan untuk meningkatkan literasi demokrasi digital sekaligus memberikan pemahaman mendalam mengenai dampak negatif media sosial terhadap perencanaan dan penyusunan anggaran finansial pribadi remaja. Kegiatan dilaksanakan di Pondok Pesantren SD, SMP, SMA Alam Inspirasi Kota Sorong dengan sasaran strategis siswa SMAkelas 11. Permasalahan utama yang diidentifikasi adalah tingginya paparan media sosial yang memicu gaya hidup konsumtif tanpa perencanaan keuangan yang matang, seperti perilaku top up game online, belanja impulsif di Shopee, serta pengaruh tren konsumsi di TikTok. Metode yang digunakan meliputi pendekatan partisipatif melalui tahapan survei pemahaman awal, pemaparan materi sosialisasi edukatif, dan diskusi interaktif. Hasil survei awal menunjukkan pemahaman dasar siswa tentang etika digital cukup baik, namun kendali terhadap pengelolaan finansial akibat distorsi media sosial masih sangat rendah. Pelaksanaan sosialisasi ini berhasil merumuskan langkah aksi nyata bagi siswa untuk bertindak kritis, etis, dan bertanggung jawab baik sebagai warga digital yang sadar demokrasi maupun dalam mengelola stabilitas ekonomi pribadi.

Abstract

This study aims at identifying the efforts and obstacles of the village government in promoting mangrove ecotourism in Teluk Dore village. This research uses a descriptive qualitative approach. The findings shows that the efforts of the village government in promoting mangrove ecotourism are carried out by extending market-share through promotion in social media and the establishment of gazebos for meeting places, performing tourist attractions, improving accessibilities, improving ecotourism services, and empowering the organizarions. Its main obstacles are the lack of funding sources and inadequate ecotourism facilities and security patrols. Although sub-district and district government support the efforts of Teluk Dore village government, the lack of cooperation with other parties contributes to the problems in developing mangrove ecotourism Teluk Dore at higher level.

Abstract

This study aims to determine and describe the form of government alignments in efforts to stabilize the social and economic resilience of the community in the implementation of Bantuan Tangan Kasih in Sorong City in 2021 to 2022. This research uses a descriptive qualitative approach. Location research was conducted in Sorong City, precisely at the Sorong City Manpower Office as the authorized agency in the implementation of Bantuan Tangan Kasih. Data collection techniques were carried out using observation, interview and documentation methods. The data analysis technique uses the Huberman and Miles interactive analysis model, namely, data reduction, data display, conclusion drawing. Bantuan Tangan Kasih is a social assistance program that focuses on people who are not validated as beneficiaries of social assistance from the government, for example, BPNT, BLT, PKH or other similar social assistance. The principle of no left behind is a form of government partiality to people who are economically disadvantaged but not validated as recipients of government assistance or complementary social assistance. The alignment aspect of the Sorong City Government is clearly visible after the implementation process which includes data collection of prospective recipients, distribution and reports on the results of the implementation of the Bantuan Tangan Kasih Assistance has been completed. From 2020 to 2022, the Hand of Love Assistance in Sorong City has been implemented well and received a positive response from the community. The form of government partiality can be interpreted through the process of creativity/innovation, implementation, commitment.

Abstract

The establishment of Southwest Papua Province under Law No. 29 of 2022 has created significant challenges for sustainable development, including limited institutional capacity, unequal public service accessibility, and inadequate digital infrastructure. Although collaborative governance and smart public services have received increasing scholarly attention, their integrated role in supporting sustainable development in newly autonomous regions remains underexplored. This study examines the influence of collaborative governance and smart public services on sustainable development outcomes in Southwest Papua. An explanatory sequential mixed-methods design was employed. Quantitative data were collected through a questionnaire survey of 412 respondents and analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM). The quantitative findings were subsequently validated and enriched through semi-structured interviews with 22 key stakeholders. The results indicate that collaborative governance has a significant positive effect on both smart public services and sustainable development outcomes. Smart public services further enhance sustainable development by improving service accessibility, efficiency, and transparency. Qualitative findings emphasize stakeholder participation, inter-organizational coordination, Indigenous community engagement, and digital innovation as critical drivers of governance effectiveness, while limited digital infrastructure and uneven internet access remain major constraints.
