Abstract

Management of zakat, donations, endowments, other religious assets and supervision of trusteeship in Aceh has not been realized as expected. This research was conducted to further study about the implementation of management carried out by Baitul Mal based on Qanun Number 10 of 2018, especially zakat as Regional Original Revenue (PAD). This study is a qualitative study using in-depth interviews with 11 (eleven) informants who are Baitul Mal Aceh apparatus and related elements, as well as observation and documentation. The results showed that, the implementation of the management of Zakat by Baitul Mal Aceh based on Aceh Qanun Number 10 of 2018 had not been realized optimally, because it was still focused on the management of zakat which was sourced from the income of the government apparatus. Theefforts to better understand about Zakat, PAD and Baitul Mal need to be done through increasing internal and external intensively socialization through mass media and electronic media, meetings and training, seminars, technical guidance, more regular work coordination, professional apparatus placement, adequate work facilities, clear and consistent work rules or SOPs must be followed up with various implementing regulations as a basis for implementing Qanun Number 10 of 2018. It is to adopt the organizational structure, duties, functions, authorities and work system as a single unit in the form of financial management patterns of regional public service center (BLUD) and stipulates zakat as a special PAD. The involvement of informants from relevant government agencies and the community from representatives of the people, academics, scholars of the dayah/pesantren and other general public is needed to obtain more varied research results.

Abstract

This paper discusses the impact caused by a virus outbreak called coronavirus disease (COVID-19). The virus initially appeared in Wuhan, China, in late 2019, then spread throughout the world, including the Asia-Pacific Region (APR). COVID-19 is believed to have damaged health and the global economy. Unlike the crisis that was caused by many previous disruptions, the impact caused by COVID-19 is wider and bigger. Many economic sectors have been paralyzed and suffered losses, such as production and trade. Export-import cooperation has become a dependency between countries, and this has also been hampered due to the rapid spread of this pandemic. Then, the closure of transportation access and the suggestion to stay at home has made the tourism sector sluggish. Meanwhile, another effect of this pandemic is the emergence of new poor groups due to the rise in layoffs. This study uses qualitative research methods to search for theoretical references relevant to cases or problems found in various works of literature, mainly scientific journals, books, reports, and actual and trusted news on the internet. This study aims to explore the potential of COVID-19 that not only threatens health, but also social, political, and economic spheres. From the analysis, it was concluded that COVID-19 could inhibit all global socio- economic activities that threaten the success of realizing Sustainable Development Goals (SDGs), but on the other hand, this pandemic can also be momentum for a more sustainable life order.

Abstract

Abstrak IndonesiaUniversitas Syiah Kuala adalah kampus yang dikenal dengan Jantong Hatee Rakyat Aceh memiliki 12 Fakultas dan 1 Pasca Sarjana. Kampus ini sendiri sudah memiliki begitu banyak keberagaman karena yang akan melajutkan studi di Universitas Syiah Kuala bukan hanya datang dari Pulau Aceh dan Sumatera saja melainkan hingga ke ujung Papua. Dari keberagaman suku budaya, dan adat bisa mempersatukan seseorang untuk saling mengenal di Universitas. Dan juga setiap makhluk yang hidup diciptakan oleh Allah SWT dengan kesempurnaan dan kekurangannya masing-masing tidak semua orang dilahirkan sempurna dalam keadaan fisik mapupun non fisik, oleh karena itu Universitas Syiah Kuala mengupayakan tersedianya aksesibilitas bagi penyandang disabilitas untuk memberikan kemudahan bagi mereka yang akan melanjutkan studinya ke tingkat universitas. Dalam Undang-Undang Nomor 8 Tahun 2016 tentang Penyandang Disabilitas sudah diatur bagaimana hak disabilitas tersebut dan dalam pasal 10 dinyatakan bahwa hak penyandang disabilitas yaitu mendapatkan pendidikan yang bermutu pada satuan Pendidikan di semua jenis, jalur, dan jenjang Pendidikan. Metode penelitian yang digunakan kualitatif, dengan cara mengambil data melalui wawancara oleh pihak yang sudah ditentukan sebagai informan. Hasil dalam penelitian  ini ialah mendapatkan hasil dari rumusan masalah yang digunakan, memahami bagaimana Universitas Syiah Kuala menyediakan aksesibilitas kepada penyandang disabilitas, dan juga apa kendala dari penyedian aksesibilitas tersebut. Sesuai dengan kebijakan yang telah dijelaskan fakultas yang ada di Universitas Syiah Kuala masih belum maksimal menyediakan aksesibilitas, dari kesedian hal yang mereka butuhkan untuk kegiatan dikampus. Kurangnya kesadaran dan juga kepekaan untuk lebih memperhatikan penyandang disabilitas dalam memberikan aksesibilitas. Dimana dalam penelitian ini juga hambatan yang terjadi karena fakultas yang tidak mempunyai disabilitas tidak bisa membuat aksesibilitas karena tidak adanya penyandang disabilitas. Saran yang peneliti berikan kepada Universitas Syiah Kuala untuk penyedian tersebut dimana Universitas Syiah Kuala lebih memperhatikan bahwa setiap hak manusia harus dipenuhi sesuai dengan Undang-Undang yang telah diatur dan juga untuk ketersedian fasilitas bukan hanya dalam ruang lingkup fakultas yang mempunyai disabilitas saja.            Judul B.Inggris : POLICY FOR FULFILLMENT OF ACCESSIBILITY FOR PEOPLE WITH DISABILITIES AT KUALA SYIAH UNIVERSITY TOWARDS DISABLED-FRIENDLY CAMPUSAbstrack Bahasa Inggris Syiah Kuala University is a campus known as Jantong Hatee Rakyat Aceh which has 12 faculties and 1 Postgraduate. This campus itself already has so much diversity because those who will continue their studies at Syiah Kuala University do not only come from the islands of Aceh and Sumatra but also to the tip of Papua. From the diversity of ethnic groups, cultures, and customs can unite someone to get to know each other at the University. And also every living creature was created by Allah SWT with their respective perfections and shortcomings, not everyone is born perfect in physical or non-physical conditions, therefore Syiah Kuala University seeks to provide accessibility for people with disabilities to provide convenience for those who will continue their studies to university level. In Law Number 8 of 2016 concerning Persons with Disabilities it has been regulated how the rights of disability are and in article 10 it is stated that the rights of persons with disabilities are to obtain quality education in education units in all types, pathways, and levels of education. The research method used is qualitative, by taking data through interviews by parties who have been determined as informants. The results in this study are to obtain the results of the problem formulation used, to understand how Syiah Kuala University provides accessibility to persons with disabilities, and also what are the obstacles to providing such accessibility. In accordance with the policy that has been explained, the faculties at Syiah Kuala University are still not optimal in providing accessibility, from the availability of things they need for campus activities. Lack of awareness and sensitivity to pay more attention to persons with disabilities in providing accessibility. Where in this study are also obstacles that occur because faculties that do not have disabilities cannot make accessibility because there are no persons with disabilities. The suggestion that the researcher gave to Syiah Kuala University for this provision is that Syiah Kuala University pays more attention to that every human right must be fulfilled in accordance with the laws that have been regulated and also for the availability of facilities not only within the scope of faculties who have disabilities.

Abstract

ABSTRAK, Kabupaten Aceh Jaya merupakan salah satu Kabupaten dengan angka Stunting yang tinggi, untuk mengurangi angka Stunting diperlukan penanganan khusus dalam rangka pencegahan dan penanggulangan malnutrisi. Untuk itu Pemerintah Aceh Jaya telah menginisiasikan program Sawue Ureueng Saket sebagai peran pemerintah dalam upaya memenuhi pelayanan kesehatan masyarakat. Program Saweu Ureueng Saket (SUS) merupakan bentuk penyelenggaraan layanan kesehatan di Aceh Jaya yang dilakukan oleh Dinas Kesehatan, yaitu dengan layanan kesehatan ke rumah-rumah warga termasuk pencegahan kasus Stunting. Pelayanan ini merupakan sebagai bentuk pencegahan sebelum melakukan rujukan. Dengan situasi tersebut, penelitian ini bertujuan untuk mengetahui dan menjelaskan program SUS yang dilakukan oleh Dinas Kesehatan Kabupaten Aceh Jaya dalam menangani kasus stunting dan untuk mengetahui kendala yang dihadapi oleh Dinas Kesehatan Aceh Jaya dalam menjalankan program SUS untuk pencegahan terjadinya kasus Stunting. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Data dalam penelitian ini diperoleh dari hasil penelitian lapangan berdasarkan observasi, wawancara dengan informan terkait, dokumentasi, serta literatur. Analisis dilakukan dengan merujuk pada teori pelayanan publik dan teori implementasi kebijakan. Hasil penelitian menunjukkan bahwa pelaksanaan program Saweu Ureueng Saket dalam menangani kasus stunting di Kabupaten Aceh Jaya sudah bagus dengan program andalan berupa sosialisasi/kampanye kepada ibu hamil tentang pentingnya 1000 hari pertama kehidupan, memberikan PMT (Pemberian Makanan Tambahan), vitamin untuk bayi dan balita, memberikan edukasi dan lain- lain. Kendala utama yang ditemui dalam menjalankan program SUS adalah kurangnya ketersediaan sumber daya manusia baik dari segi kuantitas maupun kualitas dan diperparah dengan lemahnya kesadaran dan pemahaman masyarakat dalam mensukseskan program Stunting. Kata Kunci : Saweu Ureueng Saket, Kasus Stunting, Pelayanan Kesehatan Analysis Of the Saweu Ureueng Saket Program In The Handling Of Stunting Cases By Aceh Jaya District Government ABSTRACT, Aceh Jaya District is one of the districts with a high rate of stunting, to reduce the number of stunting requires special handling in the context of preventing and overcoming malnutrition. For this reason, the Government of Aceh Jaya has initiated the Sawue Ureueng Saket program as the government's role in fulfilling public health services. The Saweu Ureueng Saket (SUS) program is a form of health service provision in Aceh Jaya that is carried out by the Health Office, namely by providing health services to residents' homes including prevention of stunting cases. This service is a form of prevention before making a referral. With this situation, this study aims to identify and explain the SUS program carried out by the Aceh Jaya District Health Office in handling stunting cases and to find out the obstacles faced by the Aceh Jaya Health Office in implementing the SUS program to prevent stunting cases. This research method uses a qualitative approach with descriptive research type. The data in this study were obtained from the results of field research based on observations, interviews with related informants, documentation, and literature. The analysis is carried out by referring to the theory of public services and the theory of policy implementation. The results showed that the implementation of the Saweu Ureueng Saket program in handling stunting cases in Aceh Jaya District was already good with a flagship program in the form of socialization / campaigns to pregnant women about the importance of the first 1000 days of life, providing PMT (Supplementary Food), vitamins for infants and toddlers, provide education and others. The main obstacle encountered in running the SUS program is the lack of availability of human resources both in terms of quantity and quality and is exacerbated by the weak awareness and understanding of the community in the success of the Stunting program. Abstract

The legitimacy given by the central government to Aceh through Law Number 11 of 2006 concerning the Aceh Government has resulted in a policy of managing Zakat as a source of regional income in Aceh by Baitul Mal Aceh (BMA). Qanun Number 10 of 2018 concerning Baitul Mal is the basis for realizing these ideals. This research tries to look at the dynamics of policy implementation in the local realm using George C. Edwards III's theory. The authors apply qualitative research to get the desired conclusion by observing and interviewing several respondents, especially those implementing the policy. In implementing Qanun Number 10 of 2018, Baitul Mal has experienced many obstacles; zakat management as local revenue cannot be implemented according to sharia regulations but must follow regional financial management guidelines. Therefore, it is necessary to make further adjustments to qanuns or derivative legal rules to make their management more optimal and follow Syar'i provisions.

Abstract

Dalam Qanun Aceh Nomor 11 Tahun 2013 Tentang Kesejahteraan Sosial, Pasal 46 ayat (2) menyatakan bahwa Upaya pencegahan dan penanganan gelandangan pengemis dilakukan oleh Dinas Sosial yang berkoordinasi dengan instansi terkait, aparat Kecamatan dan Gampong atau nama lain, tokoh masyarakat, ulama, tokoh agama lainnya dan masyarakat. Namun dalam kenyataannya di Kota Banda Aceh pengemis masih menjadi permasalahan sosial. Hal ini terjadi karena beberapa faktor, seperti kemiskinan, minimnya keterampilan kerja yang dimiliki, migrasi dari desa ke kota dan lainnya. Keberadaan pengemis di Kota Banda Aceh yang terus meningkat jumlahnya tentu saja meresahkan masyarakat karena terganggunya kenyamanan dan ketertiban di tempat umum. Tujuan penelitian ini adalah untuk menjelaskan upaya Dinas Sosial Kota Banda Aceh dalam penanganan pengemis serta apa saja yang menjadi hambatan dalam pelaksanaan upaya tersebut. Dalam penelitian ini penulis menggunakan teori kesejahteraan sosial dan teori ketertiban umum. Penelitian ini menggunakan metode penelitian kualitatif sebagai prosedur penelitian yang menghasilkan data deskriptif. Hasil dari penelitian ini menunjukkan Upaya yang dilakukan oleh Dinas Sosial Kota Banda Aceh dalam penanganan pengemis masih belum terlaksana secara maksimal, hal ini terbukti dengan masih terlihatnya para pengemis melakukan aktifitas meminta-minta di beberapa titik di Kota Banda Aceh. Upaya yang dilakukan oleh Dinas Sosial yaitu: operasi penertiban, pembinaan atau pemulangan dan himbauan melalui pamflet. Dalam menjalankan upaya ini Dinas Sosial Kota Banda Aceh bekerja sama dengan beberapa pihak salah satunya yaitu Satuan Satpol PP dan WH Kota Banda Aceh. Pengemis yang terjaring razia akan dibawa ke Rumah Singgah untuk dilakukan pembinaan fisik dan pembinaan aqidah. Pengemis yang berasal dari Kota Banda Aceh akan diimbangi dengan pembinaan keterampilan yang dimiliki sedangkan pengemis yang bukan warga Kota Banda Aceh  dilakukan pemulangan ke daerah asalnya. Dalam melaksanakan upaya tersebut terdapat beberapa hambatan yaitu keterbatasannya anggaran, dan kurangnya partisipasi masyarakat dalam mengindahkan larangan melayani pengemis melalui himbauan pamflet yang terdapat di beberapa titik di Kota Banda Aceh. Disarankan untuk Dinas Sosial untuk terus menjalin koordinasi yang baik dengan instansi-instansi terkait agar permasalahan ini dapat segera teratasi. Saat ini juga dibeberapa persimpangan lampu merah sudah terpasang CCTV, maka jika ada pengemis termonitor pada CCTV langsung menghubungi tim reaksi cepat untuk turun langsung ke lapangan.Efforts to Handle Beggars by the Social Service in Banda Aceh CityIn Aceh Qanun Number 11 of 2013 concerning Social Welfare, Article 46 paragraph (2) states that efforts to prevent and handle homeless beggars are carried out by the Social Service in coordination with relevant agencies, District and Gampong officials or by other names, community leaders, ulama, religious leaders. others and society. But in reality, in Banda Aceh, beggars are still a social problem. This is due to several factors, such as poverty, lack of job skills, migration from villages to cities and others. The presence of beggars in Banda Aceh City, which continues to increase in number, is troubling the community because of the disruption of comfort and of course in public places. The purpose of this study is to explain the efforts of the Banda Aceh City Social Service in handling beggars and what are the obstacles in implementing these efforts. In this research, the writer uses social welfare theory and general theory. This study uses qualitative research methods as research procedures that produce descriptive data. The results of this study indicate that the efforts made by the Banda Aceh City Social Service in handling beggars have not been carried out optimally, this is proven by the sight of beggars doing begging activities at several points in Banda Aceh City. Efforts made by the Department of Social Affairs are: controlling operations, coaching or repatriation and appeals through pamphlets. In carrying out this effort, the Banda Aceh City Social Service cooperated with several parties, namely the Satpol PP Unit and the Banda Aceh City WH. Beggars caught in raids will be taken to the Shelter House for physical training and aqidah coaching. Beggars originating from Banda Aceh City will be improved by developing their skills, while beggars who are not residents of Banda Aceh City will be repatriated to their original areas. In carrying out these efforts, there are several obstacles, namely budget constraints, and the lack of community participation in heeding the prohibition on serving beggars through the appeal of pamphlets found at several points in Banda Aceh City. It is recommended for the Department of Social Affairs to continue to establish good coordination with relevant agencies so that this problem can be resolved immediately. At this time, CCTV has been installed at several red light intersections, so if there are beggars monitored on CCTV, they immediately contact the quick reaction team to go directly to the field.

Abstract

Zakat has the excellent potential to overcome social welfare problems. Baitul Mal Aceh (BMA) is a body that can maximize the benefits of zakat funds for the welfare of the poor in Aceh province; therefore, it is necessary to strive for better management of zakat to obtain better results. This study aims to determine the management of zakat in BMA in terms of a good governance approach. The method used in this study is a qualitative descriptive method with data obtained through interviews, observation, and document study. The research results show that the zakat management in Aceh is quite good. Management should be based on the principles of good governance, such as openness and transparency; societal participation; accountability; and effectiveness and efficiency. Hopefully, BMA can continue to maintain and even improve its performance in managing zakat, so that it can improve the welfare of zakat recipients in Aceh.

Abstract

Aceh is a region with an autonomy in implementing Islamic law (sharia) and Baitul Mal is one of the institutions formed by the local government to support it. This article aims to discuss the authority of the state in managing zakat, infaq, and sadaqah (ZIS), and describe the authority of the Baitul Mal in managing ZIS as locally-generated revenue (PAD) in Aceh. The study used a case study approach by using the theory of authority as an analytical tool. Data collection techniques were carried out through interviews and document studies. The informants interviewed were the staff of the Baitul Mal and the staff management of the Ulema Consultative Council (MPU) in Pidie Regency and Sabang City. It found that the state, in this case, Baitul Mal, has the authority to manage ZIS which can be treated as PAD. This practice has contributed to poverty alleviation, scholarships, business capital, and community economic empowerment in Aceh. To facilitate the management of zakat funds, lex specialis can be applied as a position of Islamic law in the national legal framework.

Tujuan lebih mendalam tentang kualitas pelayanan publik: fenomena penunggakan pembayaran pelanggan (PDAM) Tirta Mountala Cabang Siron Kabupaten Aceh Besar. Selain itu perlu mendapatkan pengaruh kualitas pelayanan publik terhadap penunggakan pembayaran oleh pelanggan Perusahaan Daerah Air Minum (PDAM) Tirta Mountala Cabang Siron Kabupaten Aceh Besar dan Apal saja upayal yang dilakukanl Perusahaan Daerahl Air Minuml (lPDAM) Tirtal Mountala Cabang Siron Kabupaten Aceh Besar dalam mengatasi penunggakan pembayaran pelanggan. Metode dalam penelitian ini adalah Kualitatif dengan pendekatan deskriptif. Data dalam penelitian ini diperoleh dari hasil penelitian lapangan berdasarkan observasi, hasil wawancara dengan informan terkait, dokumentasi, serta literatur. Teori yang digunakan dalam penelitian ini yaitu teori pelayanan publik. Hasil penelitian menunjukkan Kualitas pelayanan publik terhadap penunggakan pembayaran oleh pelanggan Perusahaanl Daerah Airl Minum (lPDAM) Tirtal Mountala Cabang Siron Kabupatenl Aceh Besarl memiliki beberapa indikator dalam mengatasi permasalahan penunggakan pembayaran pelanggan diantaranya bukti langsung, keandalan, daya tanggap, jaminan dan empati dengan melakukan pendekatan tersebut direalisasikan sesuai dengan kualitas pelayanan yang diberikan oleh pihak Tirta Mountala Cabang Siron Aceh Besar.Upaya yang dilakukan Perusahaanl Daerah Airl Minum (lPDAM) Tirtal Mountala Cabang Siron Kabupatenl Aceh Besarl dalam mengatasi penunggakan pembayaran pelanggan dialakukan dengan pengecekan dan penagihan berkala serta penindakkan dengan pendekatan humanis dengan tetap memperhatikan konsep pelayanan publik yang baik dan semaksimal mungkin untuk pengembangan perusahaan serta efisiensi biaya terus diupayakan dalam rangka peningkatan laba usaha perusahaan. Diharapkan peningkatan kualitas pelayanan harus dilakukan secara terakomodir dari pengembangan perusahaan PDAM, dan faktor-faktor internal hingga eksternal lebih dahulu dapat diindentifikasikan secara menyeluruh tampa adanya satu hal pun yang terlewatkan. Quality of public services: the phenomenon of legacy customer payments to the local drinking water company (Pdam) Tirta Mountala, Siron branch, Aceh Besar districtABSTRACT The management of PDAM Tirtal Mountala has provided the best service for all the people of Greater Aceh. The cost of clean water that is imposed must be in accordance with the purchasing power of the community, because water is a primary need of the community which the government must be able to provide. A more in-depth objective regarding the quality of public services: the phenomenon of arrears in customer payments (PDAM) Tirta Mountala Siron Branch, Aceh Besar District. In addition, it is necessary to obtain the influence of the quality of public services on arrears in payments by customers of the Regional Drinking Water Company (PDAM) Tirta Mountala, Siron Branch, Aceh Besar District and what efforts have been made by the Regional Drinking Water Company (lPDAM) Tirtal Mountala, Siron Branch, Aceh Besar District in overcoming arrears customer payments. The method in this research is qualitative with a descriptive approach. The data in this study were obtained from the results of field research based on observation, results of interviews with related informants, documentation, and literature. The theory used in this research is public service theory. The results of the study show that the quality of public services for arrears in payments by customers of the Tirtal Mountala Regional Drinking Water Company (IPDAM) Siron Branch, Aceh Besar District has several indicators in overcoming the problem of arrears in customer payments including direct evidence, reliability, responsiveness, assurance and empathy by taking this approach. realized in accordance with the quality of service provided by the Tirta Mountala Siron Aceh Besar Branch. The efforts made by the Regional Drinking Water Company (IPDAM) Tirtal Mountala Siron Branch Aceh Besar District in dealing with arrears in customer payments are carried out by periodic checking and billing as well as taking action with a humanist approach by still paying attention to the concept of good public service and as much as possible for the company's development and cost efficiency continues to be pursued in order to increase the company's operating profit. It is hoped that the improvement in service quality must be carried out in an accommodated manner from the development of the PDAM company, and internal to external factors can be identified as a whole beforehand without missing a single thing.

Abstract

The COVID-19 outbreak is believed to have slowed economic acceleration in several countries, including Indonesia. Dramatic economic changes affect the country's performance in overcoming poverty and unemployment. This article aims to analyze the social and economic impact of the pandemic. It can be seen that the government, as the holder of the mandate of power, still and will continue to rely on social protection programs in dealing with the social and economic impacts that are currently being faced. The government can expand social security and assistance programs by strengthening collaboration between local authorities and non-state institutions. In addition to social protection, Indonesia, known as a country with a Muslim majority, has a religious instrument called zakat, which is believed to overcome the spike in poverty. Moreover, zakat is also considered a potential instrument to support some countries in achieving SDG goals as long as they are appropriately managed.
