Abstract

Otonomi Daerah yang dijalankan pemerintah, mau tidak mau membawakonsekuensi perlunya pembaharuan dalam memberikan pelayanan public dalamwujud reformasi birokrasi. Reformasi kultur dan struktur dalam tubuh birokrasimerupakan strategi mendasar untuk memberikan keyakinan dan kepercayaanpublic terhadap kredibilitas pemerintah. Reformasi birokrasi mencakup aktivitasperubahan nilai dengan pendekatan yang komprehensif , yakni : Retrospeksi,Reorientasi, Reposisi dan Reorganisasi. Untuk menjalankan reformasi birokrasitersebut, factor penentu keberhasilannya adalah adanya komitmen bersama,kesepahaman, kemauan diri sendiri dan konsistensi.

Abstract

The Regional Head Election as one of the instruments of democracy in elite turnover has always been a subject of study that has attracted many people. Capital is needed to achieve victory and material and social support in the election. Borrowing Bourdieu’s theory shows how social practices occur in a long-lasting disposition system (Habitus) and involve many economic, social, cultural, and even symbolic capital in the post-conflict local election domain owned by the election-winning pair Pemalang Regency. This study uses a qualitative method using a descriptive approach. Data collection is done by interviewing several informants such as the victorious team leader, volunteers, sympathizers, party leaders, and representatives of the Pemalang Regency. The results showed that the social capital owned by Agung-Mansur became one of the leading forces in the victory in addition to the existing political and economic prosperity; this study also revealed that political capital with many parties’ supports or coalitions did not guarantee success for the candidate pair.Keywords: Election, Social Capital, Concurrent Election  AbstrakPemilukada sebagai salah satu instrument demokrasi dalam pergantian elit selalu menjadi bahan kajian yang menarik banyak kalangan. Dalam pilkada untuk mencapai kemenangan dan dukung tentu dibutuhkan modal, baik materil maupun sosial. Meminjam teori Bourdiue, yang menunjukkan bagaiamana praktik sosial yang terjadi dalam sistem disposisi yang berlangsung lama (Habitus) dan melibatkan banyak modal ekonomi, sosial, budaya bahkan simbolik dalam ranah pemilukada yang dimiliki oleh pasangan pemenang Pilkada di Kabupaten Pemalang. Penelitian ini menggunakan metode kualitatif dengan menggunakan pendekatan deskriftif, pengumpulan data dilakukan dengan cara wawancara dengan sejumlah informan seperti ketua tim sukses, relawan, simpatisan, ketua partai pengusung dan perwakilan masyarakat Kabupaten Pemalang. Hasil penelitian menunjukkan bahwah modal sosial yang dimiliki Agung- Mansur menjadi salah satu kekuatan utama dalam kemenangan tersebut selain modal politik dan ekonomi yang ada, penelitian ini juga mengungkap bahwa modal politik dengan dukungan atau koalisi partai yang banyak tidak menjamin kemenangan bagi pasangan calon.Keyword: Pilkada, Modal Sosial, Pilkada Serentak

Abstract

Pengembangan ekonomi wisata (ekowisata) merupakan salah satu alternatif pembangunan yang dapat membantu mengatasi masalah minimnya kesejahteraan masyarakat lokal. Pemanfaatan ekosistem mangrove untuk konsep wisata (ekowisata) sejalan dengan pergeseran minat wisatawan dari old tourism yaitu wisatawan yang hanya datang melakukan wisata saja tanpa ada unsur pendidikan dan konservasi menjadi new tourism yaitu wisatawan yang datang untuk melakukan wisata yang di dalamnya ada unsur pendidikan dan konservasi. Oleh karena itu, selain memaksimalkan komunikasi pemasaran yang efektif maka juga diperlukan upaya yang serius untuk mengelola, mengembangkan serta memasarkannya agar terciptanya kelestarian lingkungan hidup serta meningkatnya kesejahteraan masyarakat setempat pada khususnya dan masyarakat Indonesia pada umumnya. Strategi komunikasi pemasaran ysang diarahkan pada upaya menemus situasi persaingan dalam era pasar global, menurut Keegan, menuntut adanya pola keseragaman (uniformity) yang relatif berskala global atau universal dalam beberapa aspek di antaranya strategi posisi, penamaan merk, penetapan harga dan stategi periklanan (Hermawan, 2002:67)Kata kunci : ekowisata, strategi komunikasi pemasaran, analisis SWOT.

Abstract

This research examines the transformation of political communication strategies in the digital era, specifically the use of Instagram by Tegal Regency's candidate Regents in the 2024 Regional Election. The high social media penetration in Indonesia, with 97% of Instagram users actively interacting, creates new opportunities and challenges in regional-level political communication. The research aims to analyze the digital personal branding strategies and political communication effectiveness of both candidates through Instagram. The research method employs a descriptive qualitative approach with social media content analysis using Nvivo 12 Pro, focusing on Instagram accounts @bimasakti19 and @ischak.mr during the September-October 2024 period. Research findings show significant strategy differences between the two candidates: @bimasakti19 implements an interactive approach with consistent hashtag #LOKENPANKAYAKIEBAE and actively reposts community support, while @ischak.mr focuses on field activity documentation and direct interaction. Word cloud analysis reveals the dominance of keywords related to public service and local issues. In conclusion, Instagram has become a vital instrument in local political communication transformation, creating a more dynamic dialogue space between candidates and voters, although still requiring balance between digital branding strategy and political message authenticity.

Abstract

Political communication plays an important role in political contestation. Political parties must maximize political strategies through party machines run by legislative candidates and political parties. PKB is the incumbent party in Tegal Regency which has a political strategy mission to maintain the most votes and seats. The strong emotional relationship between Nahdliyin and PKB is the key to the success of the political battle. The purpose of this study is to explore the success of the PKB party in maintaining the majority of legislative seats in the DPRD during three election periods. This study uses a qualitative methodology by taking samples from elected DPRD members from the PKB Faction and the Chairperson of the PKB Branch Representative Council of Tegal Regency. Data collection was carried out through interviews with various sources, including PKB DPRD members, leaders of the Tegal Regency National Awakening Party, and related literature reviews. The results of the study revealed that the political communication strategy used by PKB party legislative candidates is in line with the Philih Lesly planning model, characterized by focused organizational activities and the community being the main target of activities.

Abstract

The general election of regional heads as one of the manifestations of democracy is one of the national agendas that requires serious attention from various parties. Community participation in making this event a success is something that should not be ignored. One form of community participation is to supervise the election process. Effective participatory supervision is expected to be able to realize quality regional elections, so that the leaders produced really meet the expectations of the entire community.To increase community participation in the supervision of elections, the faculty of social and political sciences of Pancasakti Tegal University conducted community service in Balamoa Village, Pangkah Tegal District, which was attended by community leaders, village officials, using the method of lectures and discussions.The result of this community service activity is the awareness and determination of the Balamoa Community to supervise the election process in Tegal Regency, marked by a statement of attitude in the form of an integrity pact to realize safe, peaceful and quality elections.

Abstract

Political recruitment is an important process in a democratic system, as it determines the figures who will lead the regional government. Various political parties are developing different strategies in this process, ranging from internal cadre recruitment to approaches towards external figures who are considered to have electoral appeal. This research uses a qualitative method with a descriptive approach, collecting data through in-depth interviews with the leaders of the PDIP, PKS, and Golkar political parties in Tegal City, as well as party documents related to the recruitment process. The theory used by the author employs the Political Recruitment theory from Gabriel Almond & Powel, which has two processes: open and closed. The theory is used to describe and analyze the recruitment patterns carried out by the three parties. The research results show that political parties adopt various strategies in recruiting candidates, such as strict selection through electability surveys, internal party consolidation to maintain unity, and collaboration with community groups to increase public support. Factors influencing recruitment strategies include the level of popularity, candidate acceptability, financial capability, and commitment to the party's vision and mission. This research concludes that the success of recruitment strategies does not only depend on the internal mechanisms of the party but also on the party's ability to adapt to the aspirations of the community and build a solid coalition

Abstract

This study discusses social development based on religiosity and programmatic politics. Both are discussed in depth in this research so that readers can find descriptions and analysis points from various points of view. The urgency in this research is to find out that social development must be accompanied by innovation, citizen participation and the central role of the creator, namely the Tanjung Village Government. The construction of the Islamic Center in the village of Tanjung is a trigger for increasing religiosity, ease of access to educational facilities and in the long term will give birth to social piety and improve the quality of human resources in the surrounding community. The results of the research show that social development innovations involving external partners will produce optimal results but with the condition that there is active participation of its citizens. Good development starts from the aspirations of the residents and has been programmed, therefore the Head of the Tanjung Er Suwardi village is trying to make it happen, a good image as the figure behind the success of development will stick with him so that he will be able to be re-elected in the next Pilkades. This research has deficiencies that can be refined through further research by focusing more on the negative impacts of social development in order to further enrich the reader's knowledge that social development can also have undesirable impacts.

Abstract

Political dynamics in the modern era analyze the relationship between politainment (politics as entertainment) and public sentiment towards legislative candidates from the PAN Party and Gerindra Party. This study aims to analyze the influence of politainment on public sentiment through content towards PAN and Gerindra candidates. With the development of social media and the phenomenon of politics being increasingly influenced by entertainment elements, political parties, including PAN and Gerindra, are increasingly utilizing digital platforms to attract public attention. This research uses a content analysis method of various posts on social media Instagram and a survey to measure public sentiment towards legislative candidates from the two parties. This research uses a qualitative method with a phenomenological approach to data analysis using Orange Data Mining software and VosViewer 1.6.20, then data is taken from the comments of Instagram users from several posts on PAN and Gerindra legislative candidates to determine public sentiment. The results provide an overview of how entertainment elements in politics can influence public support and assessment of positive or negative images of legislative candidates, as well as the implications for future political communication strategies. This research contributes to providing deeper insights into how the public responds to and assesses PAN and Gerindra legislative candidates from among artists
