Abstract

Cases of returning claims for Covid-19 patient care costs from BPJS Health often occur due to administrative and service problems. The number of claim submissions in 2021 was 282 pending files and 67 dispute files. This study analyzes the causes of pending and dispute claims for Covid-19 patient care costs at the Central Java Type B Hospital. The research method is descriptive by observing all (98) pending files and dispute claims for covid-19 cases in 2021. Data collection methods through documentation. Data analysis was carried out using the univariate analysis method. The results of the study show that there are still many obstacles in the service process. Therefore, it needs to be regulated by the provisions of service regulations. As for the claims process, health facilities find it difficult due to dynamic regulatory changes during the pandemic. BPJS health requires certainty in the policy of determining the end of the pandemic period. If Covid-19 benefits are transferred to JKN in the post-pandemic period, the source of financing may not only be done through the conversion of contributions, but there is also an option for assistance funds from the government.

Abstract

Dalam Implementasi rekam medis elektronik beberapa petugas rekam medis belum melakukan update user dan password secara periodik dan password secara unik. Penelitian bertujuan untukmendeskripsikan pelaksanaan kode etik perekam medis dalam menjaga keamanan data dan informasi pada implementasi rekam medis elektronik di Rumah SakitTelogorejo Semarang. Jenis penelitian ini adalah penelitian deskriptif dengan menggunakan metode kuantitatif dengan instrument penelitiannya observasi dan kuesioner. Responden adalah seluruh Petugas Rekam Medis 25 orang. Analisis data menggunakan analisis deskriptif terhadap hasil kuesioner. Hasil penelitian menunjukan bahwa petugas rekam medis di Rumah SakitTelogorejo sangat baik memahami implementasi etika profesi pada dokumen rekam medis elektronik. Persentase aspek menjaga kerahasiaan data mendapat 89%, ditunjukan dengan perilaku petugas yang menggunakan akun masing masing saat login walaupun ada 2 orang petugas yang tidak setuju menganti password secara periodik dan password unik. Aspek menjaga integritas data mendapat 85% dan aspek menjaga ketersediaan data mendapat 83%. Pada bagian ketersediaan data petugas sudah baik memahami lama penyimpanan dara rekam medis yaitu 25 tahun. Disarankan kepala rekam medis melakukan refreshing pemahaman tentang pentingnya mengubah password secara periodik serta menggunakan password secara unik.

Abstract

Medical records can be used for health research purposes. However, their disclosure must follow established procedures and adhere to patient data confidentiality principles. This study aims to examine the implementation of medical record disclosure for research purposes. The research method used is qualitative. The study was conducted from May to June 2022 in the medical record department of Citra Husada Hospital, Pangkalan Bun. Data were collected through observation and interviews. The data were analyzed descriptively and presented narratively. The findings revealed that Citra Husada Hospital, Pangkalan Bun, has established regulations regarding the disclosure of medical records for research purposes. The Standard Operating Procedure (SOP) for medical record disclosure aligns with the provisions of Minister of Health Regulation No. 24 of 2022 concerning Medical Records, which stipulates that medical record disclosure must be addressed to the head of the healthcare facility. Parties involved in medical record disclosure include the director, administration department, training department, and medical record department. The form of information provided is tailored to the researcher's needs with anonymized identities. To maintain the confidentiality of medical record data, Citra Husada Hospital, Pangkalan Bun, mandates that disclosure be conducted solely within the medical record room. However, field implementation does not involve accompaniment. It is recommended that medical record personnel accompany researchers when accessing medical records to minimize the risk of data breaches unbeknownst to the hospital.
