Abstract

Stunting merupakan kondisi kronis yang menggambarkan terhambatnya pertumbuhan karena malnutrisi jangka panjang, ditunjukkan dengan indeks Tinggi Badan menurut Umur (TB/U) dengan ambang batas (Z-score) kurang dari 2 Standar Deviasi (SD) dari data Kemenkes tahun 2011. Stunting sendiri merupakan salah satu permasalahan gizi yang menjadi perhatian utama dunia termasuk di Indonesia. Kaliamantan Selatan masih dalam kondisi rawan tentang stanting dimana masih berada pada level 24 % angka stanting yang ditemukan, Kota Banjarmasin dengan 5 kecamatan dan bebrapa kecamatan masih ditemukan anak yang styanting.Dengan kondisi yang terjadi sekarang ini, masyarakat masyarakat kota kota banjarmasin khususnya kelurahan antasan kecil timur masih belum sepenuhnya memamhami dan mengetahui tentang bahaya stanting. Hal ini terjadi karena masyarakat belum banyak menerima informasi. Program Dosen Wajib Mengabdi (PDWA) merupakan program kemitraan masyarakat yaitu antara Perguruan Tinggi dengan kelompok pemberdayaan masyarakat. Program ini tidak saja menawarkan pemecahan masalah (Problem Solving) mengenai penguatan kelembagaan namun mengetahui strategi pemasaran dalam penjualan hasil pengolahan hasil perikanannya. Dengan demikian program ini memiliki nilai komprehensif, bermakna, tuntas dan dapat berkelanjutan (Sustainable). Adanya dorongan masyarakat serta dari pemerintah sekitar mendorong untuk adanya kegiatan penguatan dan pengetahuan tentang stanting, program pengabdian masyarakat ini disusun dan akan dilaksanakan untuk menjembatani khalayak sasaran Masyarakat Antasan Kecil Timur untuk mendapatkan pengetahuan dan informasi yang lengkap sehingga masyarakat bisa mencegah sedini mungkin tentang stanting pada anak-anak mereka dan membantu pemerintah dalam penurunan angka stanting.Abstract. Stunting is a chronic condition that describes stunted growth due to long-term malnutrition, indicated by the height-for-age index (TB/U) with a threshold (Z-score) of less than 2 Standard Deviation (SD) in 2011 Ministry of Health data. Stunting itself is one of the nutritional problems that is of major concern to the world, including in Indonesia. South Kalimantan is still in a vulnerable condition regarding stunting where it is still at the level of 24% of the stunting rate found, Banjarmasin City with 5 sub-districts and several sub-districts are still found to have stunted children. With the current conditions, the people of the city of Banjarmasin, especially the Antasan Kecil Timur still doesn't fully understand and know about the dangers of stunting. This happens because the community has not received much information. The Compulsory Serving Lecturer Program (PDWA) is a community partnership program between universities and community empowerment groups. This program does not only offer problem solving regarding institutional strengthening but knows the marketing strategy in selling the processing of fishery products. Thus this program has a comprehensive, meaningful, complete and sustainable value. There is encouragement from the community as well as from the surrounding government to encourage strengthening activities and knowledge about stunting, This community service program is structured and will be implemented to bridge the target audience of the Antasan Kecil Timur Community to obtain complete knowledge and information so that the community can prevent stunting in their children as early as possible and assist the government in reducing stunting rates.. Abstract

This study aims to examine the implementation of the Gender Mainstreaming Program (PUG) in South Kalimantan Province by exploring stakeholders’ understanding, institutional awareness of the importance of gender perspectives, and the key challenges that affect the effectiveness of the program. It also seeks to explain how institutional capacity, structural factors, and cultural dynamics support or hinder the success of PUG. A qualitative approach with a case study design was used. Data were collected through in-depth interviews with key informants from relevant agencies (DP3AKB, BAPPEDA, BPKAD, and the Inspectorate), document analysis, and review of planning documents and Gender Responsive Budgeting (PPRG) evaluations for the 2023–2024 fiscal year. Data were analysed thematically using George C. Edwards III’s policy implementation framework, which includes communication, resources, disposition of implementers, and bureaucratic structure. The findings indicate that most agencies demonstrate an awareness of the importance of integrating gender into development policies, although such awareness remains largely normative and has yet to reach a transformative level. Key obstacles include limited human resource capacity, insufficient sex-disaggregated data, weak cross-sectoral coordination, and bureaucratic cultures that are not yet fully gender-inclusive. In conclusion, the implementation of PUG in South Kalimantan remains at a procedural stage and requires strengthened institutional capacity, improved gender data systems, and enhanced regulatory and cross-sector coordination to ensure its sustainable and effective implementation.

Abstract

The Public Service Law and PresidentiaI Regulation No. 97/2014 on the Implementation of 0ne-Stop Integrated Services mandate the central and local governments to implement this policy. This research aims to analyze the impIementation of the one stop service policy in Barito Kuala Regency. In addition to building an ideal model of one-stop service policy implementation, this research uses qualitative research based on the identification of premises and problems. The purpose of this exploration is to describe and dissect 1) the perpetration of the One- Stop Integrated Service Policy at the Investment and One- Stop Integrated Service Office of Barito Kuala Regency; 2) Aspects that support and hamper the perpetration of the one- stop service policy in Barito Kuala Regency. This disquisition uses a qualitative path with a case study of the phenomenon with the disquisition motive being DPMPTSP in Barito Kuala Regency. Data processing techniques used are interviews with informants in accordance with the formulation of the problem, document analysis and field observations in agreement with the exploration object’s, data analysis techniques are processed in data collection by reducing data. The results showed that the Barito Kuala Regency Government had implemented the PTSP policy, but in its implementation, the delegation of license authority occurred GAP between DPMPTSP and technical SKPD, out of 158 permits, only 54 permits were delegated to PTSP. Supporting and inhibiting aspects in policy implementation: 1) the tendency of local government and implementor attitudes, 2) PTSP coordination communication with technical SKPD occurs egosectoral 3) inadequate resources that understand limited information techniques (IT), 4) bureaucratic structure, Standard Operating Procedures (SOP) and Service Standards (SP) to match service promises. The suggested policy implementation models are, 1) improving the transmission of delegation of authority policies to be clear, 2) improving HR competencies with education and training, 3) frahmentation of support for local government attitudes regarding leadership commitment, 4) increasing government support committed to delegation of authority. From the results of the discussion that the DPMPTSP Implementor with the tennis SKPD related to licensing services procedurally coordination between SKPDs experienced obstacles where there was a GAP, because each SKPD had its own application of rules with different interpretations.

Abstract

This study aims to analyze and identify Community-Based Tourism Management in Riam Bajandik Tourism and examine the actors involved in managing the tourism both internally and externally. In addition to knowing the factors that influence the management of Riam Bajandik tourism. The results of the study show that tourism management is only formed based on deliberation meetings from the agreement of the residents, the management has support from the Regional Government even though in its implementation there are rules that are violated especially there is no legality nor is there a written letter, Actor involvement is only carried out by the surrounding community, namely the Village Head , Community Patrons, Religious Leaders, Pokdarwis Members and Tourism Managers. One of the principles in tourism development is that it leads to the concept of community empowerment and social participation, in which the tourism manager is only managed by the surrounding community and the spirit of mutual cooperation is high. Several inhibiting factors related to the management of Riam Bajandik Tourism, namely, frequent miscoordination and communication between managers, lack of budget for development, lack of human resources (HR) regarding Art Of Tourism (Art in Tourism), lobbying which is always accommodated by the government, and conflicts of interest in tourism business competition. Abstract

Waste management is essential to protecting the environment and minimizing its negative impact on human health and the ecosystem. The low participation of riverbank residents in maintaining and creating a clean environment in the river and its surroundings has prompted the Environmental Service to create a program called "River Maharagu" by holding river cleanliness competitions. This research aims to analyze the success of the Environmental Service program by formulating a strategy for handling waste from riverbank communities through a SWOT analysis. This research uses a qualitative approach with a descriptive type. The SWOT analysis results found that (1) Strategy (SO) encourages and facilitates stakeholders to collaborate with the Diaspora and universities to build and develop river ecotourism. (2) Strategy (WO) to build and increase the synergy of stakeholders and youth communities (Karang Taruna) in building and developing river ecotourism and coordinating with the Diaspora. (3) Strategy (ST): River management maintains self-sufficiency in collecting and transporting household waste and continues to motivate residents to dispose of waste properly. (4) (WT) The Environmental Service builds collaboration with universities in providing education to build awareness among riverbank residents.
