Abstract

This research discusses the implementation of good governance principles in public service delivery at Cakung Barat Sub-District, East Jakarta. The objective of the research is to analyze how principles such as accountability, transparency, openness, and the rule of law are applied in the sub-district. The research employs a descriptive qualitative approach involving in-depth interviews and Nvivo data processing. The findings indicate that good governance principles have been well implemented, particularly in terms of accountability and openness, through effective communication and the availability of suggestion boxes. However, several challenges were identified, such as delays in service delivery and limited human resources. This research also highlights the importance of enhancing public service quality through human resource training and the optimization of information technology usage. This research provides valuable insights for local governments to improve service quality based on good governance principles, particularly in creating efficient, fair, and transparent services for the  community.

Abstract

The lack of discipline among employees at the Secretariat of South Jakarta City Administration has become an issue that requires attention as it can impact the performance of civil servants, ultimately affecting the quality and quantity of government services. This issue is attributed to factors such as slow task completion, leadership style, and motivation. The aim of this research is to utilize the research problem formulation to identify, assess, and analyze the influence of leadership style and work motivation on the discipline of employees at the Secretariat of South Jakarta City Administration. This study is descriptive quantitative research, conducted on a population of 130 employees at the Secretariat of South Jakarta City Administration in the year 2023, with a sample size of 65 individuals (50% of the population). Data was collected through the distribution of questionnaires to respondents and analyzed using multiple regression analysis in SPSS version 25. From the results of the research and analysis, it can be concluded that leadership style partially contributes to 65,2% of employee discipline at the Secretariat of South Jakarta City Administration, work motivation contributes 42,8%, and when considered simultaneously, leadership style and work motivation together contribute 67,2% to employee discipline, with the remaining 32,8% influenced by other factors not included in this study.

Abstract

Residents in Kelapa Gading District, North Jakarta, face the problem of landfills because the daily volume of waste in DKI Jakarta continues to increase. In response, the government enacted Law number 18 of 2008 and Gubernatorial Regulation number 77 of 2020 concerning waste management. This research aims to analyze and evaluate the implementation of waste management policies through the waste bank program in the region. This research uses a descriptive method based on a qualitative approach with data collection techniques including observation, interviews and documentation. The informants consisted of 4 people, including the head of the Environmental Service, Chairman and members of the waste bank in Kelapa Gading District, as well as a public administration lecturer. The research results show that the implementation of the Waste Management Policy through the Waste Bank Program in Kelapa Gading District is in accordance with the regulations of Gubernatorial Regulation 77 of 2020 concerning Rukun Warga Waste Management and fulfills 4 research aspects, namely communication, resources, disposition and organizational structure. However, there are still obstacles in the communication and resource aspects that need to be improved to achieve optimal implementation. Barriers to implementing the policy include a lack of understanding of the policy, difficulties in socializing the program, limited infrastructure and adequate facilities, as well as the need to increase public awareness and face challenges in monitoring and changing policies. To overcome obstacles in implementing waste management policies through the waste bank program in Kelapa Gading District, efforts need to be made such as increasing inclusive socialization, establishing positive examples through pilot waste banks, strengthening supporting infrastructure, and carrying out good coordination and supervision.

Abstract

The research in this thesis discusses the Effectiveness of the Cash Social Assistance Program During the Covid-19 Pandemic in Tanjung Barat Village, South Jakarta City in 2022. This research aims to measure how effective the policies that the government has designed are to fulfill and guarantee basic needs and improve the standard of living of the Indonesian people due to the pandemic that has hit all levels of society, and has had a significant impact on the lives of Indonesian people, especially from an economic perspective. From the results of a survey by the Central Statistics Agency (BPS) for the South Jakarta area, the unemployment rate increased during the Covid-19 pandemic, therefore the author is interested in researching the problems previously described. Because Tanjung Barat is one of the areas in South Jakarta City.The theoretical framework that the authors use in this research is Public Policy and Policy Effectiveness. Then the research method used by the author is a qualitative method with a descriptive approach, as well as data collection through interviews with several sources concerned, observation by looking at the phenomenon directly and literature study through books, journals, news, etc. Then the results of this study indicate that the provision of Cash Social Assistance (BST) during the Covid-19 pandemic in Tanjung Barat Village, South Jakarta City was appropriate or effective, according to the effectiveness indicator used by the author. However, there are still a number of residents who fall into the underprivileged category in Tanjung Barat Subdistrict, South Jakarta City, who have not accepted or can be said to have not accepted for one reason or another. However, overall the assistance program that has been carried out by the government can be said to be effective.

Abstract

The quality of development planning in Indonesia continues to face challenges, including the limited capacity of planning officials, the lack of synchronization among planning documents, and constraints in development data. This study aims to analyze how planner competence can be strengthened through the integration of functional training, work motivation, and bureaucratic governance. The article is based on empirical data from Pusbindiklatren Bappenas, findings from previous studies, and theories of competence, motivation, and governance. The results indicate that functional training for planners significantly enhances their knowledge, skills, and professional attitudes. Work motivation particularly the need for achievement and power also contributes positively to the improvement of planner quality. Moreover, the effectiveness of training is influenced by evaluation models based on the four levels of training evaluation and perceived training benefits, which together measure reactions, learning, behavior, results, and overall training benefits. Strengthened by the principles of good governance and a modern bureaucracy, the integration of these components provides a strategic foundation for improving the quality of development planning documents at both the national and regional levels.

Abstract

Penguatan partisipasi masyarakat merupakan salah satu pilar utama dalam mewujudkan desa mandiri, khususnya dalam proses perencanaan pembangunan desa. Kegiatan ini bertujuan untuk menganalisis tingkat keterlibatan masyarakat serta merumuskan strategi yang efektif dalam meningkatkan partisipasi warga Desa Waru, Kecamatan Parung, Kabupaten Bogor dalam perencanaan desa. Rendahnya transparansi dan akuntabilitas pengelolaan dana desa ini berdampak pada kurang optimalnya peran RT/RW, BPD, LSM, dan lembaga desa lainnya dalam proses perencanaan dan pengawasan pembangunan. Melalui pendekatan partisipatif dan pemberdayaan, kegiatan ini berupaya memperkuat kapasitas masyarakat dan perangkat desa melalui pelatihan perencanaan desa, forum diskusi, dan pendampingan teknis. Hasil yang diharapkan adalah meningkatnya pemahaman masyarakat tentang mekanisme perencanaan desa, terbentuknya ruang partisipasi yang inklusif, serta terbangunnya tata kelola pembangunan yang transparan, akuntabel, dan berorientasi pada kebutuhan warga. Dengan demikian, penguatan partisipasi masyarakat dapat menjadi fondasi strategis dalam mempercepat terwujudnya Desa Waru sebagai desa mandiri yang berkelanjutan.
