Abstract

Guidance of Territorial Center Village in Balai Jaya District of Rokan Hilir Regency in 2015 is all the effort, work, and activities related to the design, development, deployment, and control potential of the region with all its aspects conducted by the Military Command 08/Bagan Sinembah empowerment strength region in Balai Jaya District of Rokan Hilir Regency, in the interests of national defense essentially to embody Oneness People TNI and TNI fundamental duty to succeed.This research was conducted in Balai Jaya Distric of Rokan Hilir Regency which is one target area Military Command 08/Bagan Sinembah. The method used in this research is descriptive qualitative method, which in this study researchers tried to explain the implementation of The Guidance of Territorial Center Village in Balai Jaya District of Rokan Hilir Regency in 2015 were carried out using three methods The Guidance of Territorial Center, namely Bhakti TNI, Fostering Resilience Region, and the Development of Social Communication. The data collection techniques in this study using the technique of in-depth interviews and documentation relevant facts and data collection about The Guidance of Territorial Center Village in Balai Jaya District of Rokan Hilir Regency in 2015. Furthermore, the data obtained from the study site will be processed and analyzed further by way of outlining the facts which has been found from the study site.From the interview to the informant and based on the data and information obtained by researchers when doing research on-site research, it can be concluded that the implementation of The Guidance of Territorial Center Village in Balai Jaya District of Rokan Hilir Regency in 2015, conducted by the Military Command 08/Bagan Sinembah, has not been implemented optimally, there are still some obstacles in its implementation, both internally and externally. Inhibiting factors internal include: infrastructure is inadequate, there is a lack of personnel, the low level of welfare Babinsa, while factors external resistor among others : components outside the military who do not fully understand the coaching Territorial Army, as well as the influence globalization and the times that make awareness to defend the country, patriotism, and national awareness among the people especially the younger generation, increasingly weakened.Keywords: The Guidance Of Territorial Center, Military Command, Defence Area Empowerment

Abstract

In the Pelalawan Regional Election 2015, were won by Harris-Zardewan with a total of 68.618 votes, the writer found an interesting phenomenon, the most votes which got by Harris-Zardewan in district Langgam and Ukui which reaching 3.560 and 2.823 votes. The large votes that gained by Harris-Zardewan which that happen in district Langgam considered reasonable, due to the fact that district Langgam is the candidate's origin, Harris. However, But the quite large vote in district Ukui were questioning. This study aims to know what mechanisms and strategies of political communication patterns conducted by Harris-Zardewan to gained large votes in district Ukui.The method that the writer used in this research is qualitative method. There were 8 respondent in this research, consisting Pelalawan Election Commission secretary, Harris-Zardewan winning team, representatives of community organizations and representatives of the community. The data in this research was collected by interview and documentation. Then the data processed by using qualitative methods.From the research, the writer concluded that political communication mechanism strategy that used by Harris-Zardewan is by using their last period in their duty to being closer to Pelalawan Region people, especially in district Ukui. Therefore, their political communication pattern that used by Harris-Zardewan was direct and open campaign to Pelalawan Region people, in district Ukui, open discussion, and formal visits as incumbent in this regional election.Keywords: Communication Strategy, Regional Election, Political Communication

Abstract

Controlling is a procedure that really important for some work, especially in government. Less of controlling is a phenomenon that affect deviation and bad thing that makes disadvantageous for some parties, this phenomenon occurs in Kelurahan Simpang Baru Kecamatan Tampan , Pekanbaru City, which is the effectifities of controlling from Badan Pendapatan Daerah about collection regional income tax isn’t maximal, because there’s so many problem about the implementation of Badan Pendapatan Daerah that not going properly by the rules itself. Writer want to knows deeper about controlling from Badan Pendapatan Daerah about collection regional income in Kelurahan Simpang Baru, Pekanbaru City.The Purpose of this research is to know about the controlling from Badan Pendapatan Daerah Pekanbaru City for collection regional income tax, and to know about factors that affect the controlling that doing by Badan Pendapatan Daerah Pekanbaru City. This research method is qualitative descriptive, and types of data for this research are primer data and sekunder data.The result for this research is controlling from Badan Pendapatan Daerah about the collection regional income tax in Kelurahan Simpang Baru Kecamatan Tampan, Pekanbaru City isn’t maximal. So from this research , the conclusion are : (1) the implementation about controlling for regional income tax can be seen from all indicators , make a standar for controlling, take an assestment action , and take some correction action which is all of them are not going properly. (2) the factors that affect controlling from Badan Pendapatan Daerah for collection regional income tax in Kelurahan Simpang Baru Kecamatan Tampan Pekanbaru City can be seen from all indicators, human resource, facility, people participation and all of them are not going properly. The main problem is the human resource itself, lack of personil that have to controls many objective tax and subjective tax , and less of attention from people that want to pay the regional income tax.Keyword : Controlling, Collection regional income tax, Badan Pendapatan Daerah Pekanbaru City

Abstract

The Implementation of the Pre-service education and training program by Badan Pengembangan Sumber Daya Manusia (BPSDM) of Riau Province in Kuantan Singingi Regency in 2018 is  still not effective. This is indicated by the large number of government employees who have not optimally carried out their duties and roles as community servants. This study aims to find out: (1) material on national insights, the role and function of the State Civil Apparatus (ASN) and the position, obligations and rights of civil servants, and the mindset of ASN as a community service provided by BPSDM Riau Province; (2) the ability of participants in education and pre-service training in Kuantan Singing Regency related to national insight, the role and function of the State Civil Apparatus (ASN) and the position, obligations and rights of civil servants, and the mindset of ASN as a community service; and (3) effectiveness of the implementation of pre-service education and training programs by BPSDM Riau Province in Kuantan Singingi Regency. This research uses a qualitative method with a descriptive approach. Data collection techniques used were interview and documentation techniques. The results of the study can be concluded that: (1) material national insight provided by the political concept of the Indonesian nation which views Indonesia as an inseparable region (land-sea-air), which unites the nation and state as a whole in all areas of life including: politics , economic, socio-cultural and defense and security. Material on the role and function of the State Civil Apparatus (ASN) and the position, obligations and rights of civil servants is contained in Law Number 5 of 2014 concerning State Civil Apparatus. While the ASN mindset material as a community service is in the form of an ASN or PNS self concept; (2) the ability of the participants in the education and training of Kuantan Singing pre-service is in accordance with the material provided by BPSDM, but only a small portion of the material; and (3) the implementation of pre-service education and training programs by BPSDM Riau Province in Kuantan Singingi Regency is considered to be effective. Abstract

This research aims to describe the guidance and supervision of the Village Government on Village-Owned Enterprises (BUMDes) in Kampung Baru Village, Concong District, Indragiri Hilir Regency in 2015. In this case it will be seen how the Village Government conducts guidance and supervision of Village-Owned Enterprises (BUMDes) . To find out this, the task of the Village Government will be measured based on the supervision concept through three indicators, namely (1) Establishing work results standards in the implementation of BUMDes (2) Conducting assessments and evaluations in the implementation of BUMDes. The study was conducted with a qualitative method through a descriptive approach to further analyze the data obtained from research in Kampung Baru Village, Concong District, Indragiri Hilir Regency qualitatively. Data sources are obtained from library studies, observations or observations, and interviews with resource persons. Based on the results of the study, it can be seen from three indicators, namely in setting the standard of work results of the Village Government BUMDES drafting a Village regulation together with the BPD as a reference for the implementation of BUMDes but have not been able to find specific results standards. Kampung Baru Village conducts village meetings together with all village officials and communities to evaluate and accommodate community aspirations and submit reports on the implementation of BUMDes. Remedial actions taken by the Village Government in following up on the problems that arise in BUMDes are limited to accommodating the aspirations and complaints of the community without any concrete action to improve. Abstract

Behavior does not choose a conscious decision by someone to not use its voting rights by not attending the polling stations on the implementation of the general election. This study examines the behavior is not picking on people in the District of Pekanbaru City election of the President and Vice President in 2014. The authors are keen to do this research, because in democratic countries, elections or election of President and Vice President is an instrument of the implementation of democracy, but Pekanbaru City Subdistrict Subdistrict society many do not exercise their voting rights in the implementation of the democratic party. The research problems are "why some people do not participate in the election of President and Vice President in 2014?" This study aims to determine the reasons that dominate the public District of Pekanbaru City who do not exercise their voting rights by using three categories of reasons behavior did not choose that reason technical, political reasons and ideological reasons. This type of research is descriptive quantitative method with a sample of 100 people Pekanbaru Kota sub-district, and data collection techniques that do are questionnaires, interviews and documentation enclosed.The results of this study, that the reason for not selecting the most dominating are technical reasons such as work, pain, and out of town, which is about 57%. Of these three indicators, the reasons prefer to work rather than come to the polls to choose the highest reason in the category of technical reasons, This is because the majority of respondents work as traders that are more concerned with economic interests rather than participate in political activities. Abstract

The Civil Service Police Unit is a Regional Government apparatus in Peace and Public Order and enforcing Regional Regulations. The Pamong Praja police unit has the duty to supervise general freedoms, one of which is an internet cafe business in Pekanbaru City. Tampan Sub-district is a sub-district that has the highest number of internet cafes compared to 12 other sub-districts in Pekanbaru City. This research was conducted at the City Civil Service Police Unit in Pekanbaru City. The importance of the role of the Pekanbaru City Civil Service Police Unit in the internet shop business so that the operation of internet shop business owners participate in the standardization prepared by the Government.            The purpose of this study was to study the supervision of the Pekanbaru City Civil Service Police Unit on the stall business in Tampan District in 2018 and the factors influencing the supervision.            The theoretical concept used by the writer is the process of supervision. This type of research is a qualitative descriptive. The technique of collecting data is done through in-depth interviews with informants selected purposively and recording documents. Data analysis techniques using descriptive analysis method.            The observation of the Pekanbaru City Civil Service Police Unit on the internet shop business in Tampan District has not been running optimally. Pekanbaru City Pamog Praja Police Unit against internet cafe business is the number of supervisors that are still inadequate, facilities such as operational vehicles that are still lacking to conduct surveillance and supervision systems that are still not routine and are not suitable for supervision.    Keywords: Supervision, Internet Cafes, Tampan District.

Abstract            The research is motivated by issuance Regulation of the Minister of Public Works No. 20/PRT/M/2009 Regarding Guidelines for Fire Protection Technical Management in Cities. In implementing fire protection management for region that do not yet have specific regulation governing fire protection management, then the implementation of fire protection management in the region is implemented according Regulation of the Minister of Public Works No. 20/PRT/M/2009. Formulation of the problem in this research is how is the implementation of fire protection management in Pekanbaru City in 2015-2017 and what are inhibiting factors for the implementation of fire protection management in Pekanbaru City in 2015-2017.The purpose of this research is to find out implementation of fire protection management in Pekanbaru City in 2015-2017 and describe the inhibiting factors for the implementation of fire protection management in Pekanbaru City in 2015-2017. The method used in this research is descriptive research with qualitative approach method. The type of research data is primary data and secondary data. Data collection techniques in this study are interviews and documentation. Technical analysis of data used is descriptive qualitative data analysis.         The results of research indicate that the implementation of fire protection management in Pekanbaru City in 2015-2017 regulated in Regulation of the Minister of Public Works No. 20/PRT/M/2009 has not been run in accordance with the contents of the regulations that should be the guidance of policy implementation by Badan Penanggulangan Bencana dan Pemadam Kebakaran Pekanbaru city. The inhibiting factors in the implementation fire protection management is facilities and infrastructure are limited, deficient human resources, resistant situation and socialization has not been done optimally. The right solution to overcome these problems is increased human resources, budget, socialization activities by Pekanbaru City Government, BPBPK and Society in more responsive to fire problems.                 Keywords : Implementation, Fire Protection Management, Fire Prevention.

Abstract

Bukit Raya Subdistrict is the only subdistrict in Kota Pekanbaru which first innovate in terms of E-Government that follows the presidential Instruction No. 3 year 2003 about E-Government. It is also aligned with the vision and mission of Pekanbaru City to the civil city of Smart City. E-Government in Bukit Raya subdistrict started in July in 2017. This E-Government management has several stages in managing it, preparation phase, maturation stage, maturation stage and utilization stage. There are several theories, one of which is E-Goverment In Action by Richardus Eko Indrajit (2005:5) explaining the vision that proclaimed also should reflect the shared vision of the existing stakholeder, improving productivity and operational performance Government in serving its community, promoting clean and transparent government, improving the quality of people's lives through the performance of public services, ensuring the creation of a democratic state. This research uses a descriptive method with a qualitative type of research by conducting interviews and documentation in the field. Here are some applications of E-Government of Bukit Raya Kota Pekanbaru is integrated system of administration Services (Sipadu), E-Sapa residents, integrated Administration services System (snail), strategic database, E-PPBMRW, E-MTQ, website District.            Research results seen E-Government management in Bukit Raya Kota Pekanbaru in the year 2018 can be concluded, that has been done with maximum. With the phenomenon of E-Government management in Bukit Raya City Pekanbaru District, among others, there is no full support from Pekanbaru city government such as socialization and budget as well as the absence of experts or escort team of city government Pekanbaru. E-Government provides more effective and efficient administration management & Information disclosure on the way government system. Bukit Raya became the best district for the last 3 years in the performance of Pekanbaru city level.  Results in the starting field of August 2017 to 2018, now starting to optimal according to the field findings with a cooperation of 2,725 letters through Sipadu (E-Government) previously only done by manual can work on 627 Surat.  Factors affecting E-Government management in Bukit Raya District Pekanbaru is the political environment, leadership, planning, transparency, stakeholders, finance, technology and innovation. Keywords: Management, E-Government

Abstract

The background of this research is a case of illegal fishing in the waters of Anambas increasing by 2013-2015 and were carried out by foreign fishermen. This research seeks to know the form of surveillance in the eradication of illegal fishing activities by foreign fishermen in the Anambas Islands Regency and also find out what factors hampered in the exercise of supervision of marine resources and fisheries and also the eradication of illegal fishing activities in the waters of Anambas.This research was conducted in the Anambas Islands Regency namely Department of marine and Fisheries and the Anambas Islands Regency Office Satker Tarempa PSDKP. The research method used was qualitative approach that will produce the descriptive data aims to describe the real state of affairs in the field in a systematic and accurate facts or analysis related research, as well as observations based on the particular information or data. The technique of data collection is done with the interview, observation and documentation.The results of this study explains that there are three forms of surveillance in the eradication of illegal fishing in Anambas Island Regency. Three forms of surveillance are legislative surveillance by DPRD of Anambas Island Regency, judicial surveillance by the ad hoc judisial for fishery law enforcement, and administrative and supervision by a team of joint operational surveillance of fisheries resources in surveillance at sea of a foreign ship and permissions related standard catching fish. Restricting factors of supervision and the eradication of illegal fishing is the lack of communication and coordination between team members combined supervision, absence of home detensi immigration, the budget for the supervision of the supervisor, the ship is still inadequate, and also human resources (HR).Keywords: supervision, Marine Resources and fisheries, Illegal Fishing.
