Abstract

The weak selection process for the feasibility of beneficiaries of funds and during assistance in using the Village Economic Business Fund-Savings and Loans (UEK-SP) Perdana Mandiri Sejahtera has an impact on the amount of refunds that have been distributed not in accordance with expectations, this is due to weak supervision carried out so that the employees do their own way without paying attention to what has become a reference.               The formulation of the research problem is how is the supervision of the Bengkalis Community and Village Empowerment Service (DPMD) on the Economic Business of the Perdana Mandiri Sejahtera Village of Savings and Loans (UEK-SP) in 2017 ?, and what factors are obstacles to the supervision of the Community and Village Empowerment Service (DPMD) ) Bengkalis Regency to Perdana Mandiri Sejahtera Economic Business Village (UEK-SP) in 2017 ?.               The research objective was to determine the supervision of the Bengkalis Regency Community and Village Empowerment Service (DPMD) on the Economic Business of the Perdana Mandiri Sejahtera Village of Savings and Loans (UEK-SP) in 2017, and to determine the factors that become obstacles in the supervision of the Community and Village Empowerment Service ( DPMD) Bengkalis Regency on the Economic Business of the Perdana Mandiri Sejahtera Savings and Loan Village (UEK-SP) in 2017               Supervision of the Bengkalis Community and Village Empowerment Service (DPMD) is only guided by the rules made by UEK-SP, determining the measurement of the implementation of activities in 2 ways, namely visiting directly to the business location and by telephone followed by sending data via e-mail, measurement implementation is to directly conduct checks in the field, in comparing the implementation, it is found that there are implementation standards that are not in accordance with the implemented practice, the inhibiting factor in supervision is the not yet established implementation standards and limited human resources. Keywords: Supervision, Savings and Loan (UEK-SP) Urban Village Economic Enterprises

Abstract

The purpose of conducting this research was to know Kabupaten Karimun local government coordination of prevention of trafficking in persons in 2017-2018. The main problem found in this research is the difficulty of preventing people who want to get a more decent life by working abroad because they have been given the idea of having high wages, then the difficulty of opening jobs with high salaries such as abroad. The theory used in this research was local government, supervision, government coordination, and human trafficking. This research used analytical descriptive method with qualitative research type. The type of data used in this research was primary data and secondary data generated through the results of direct interviews with informants who knew and understood the problems in the field, documentation and observation.Based on the explanation above, it can be concluded that the relationship that affected the implementation Kabupaten Karimun local government coordination of doing prevention of trafficking in persons is carried out on several interrelated factors, such were planning, communication, direction and control.In addition, there were factors hampered coordination of prevention of trafficking in persons, such were low levels of education, easy trust with the invitation of people about the lure of large salaries, Kabupaten Karimun have few job opportunities, and Kabupaten Karimun local government coordination of prevention of trafficking in persons in 2017-2018. Keywords: Coordination, Prevention of Trafficking, Local Government.

Abstract

Charges as one source of State income, to the State. Kuantan Singingi Regency has been a lot of development and dissemination of facilities and infrastructure that support the sector and in regional development in Kuantan Singingi Regency especially in the availability of development facilities. One of the availability of development facilities in Kuantan Singingi Regency is the availability of hotels and guesthouses for Kuantan Singingi district visitors. As the hotel develops and accelerates, it can affect local revenue through hotel and guest charges. In 2016, hotel and guesthouse charges revenues have decreased significantly from the previous year. Thepurpose of this research is to know the Implementation of Regional Regulation of Kuantan Singingi Number 02 Year 2011 About Hotel charges . This research uses descriptive research type because in this research to know the main problem that is Implementation of Regulation of Regency of Kuantan Singingi Number 2 Year 2011 about Hotel charges.The results of this study is the Implementation of Local Regulation No. 02 of 2011 on Hotel Taxes in the District Revenue Office of Kuantan Singingi conducted in accordance with the existing rules on the Regulation No. 02 of 2011 on Hotel charges. For hotel owners who do not pay the hotel charges will be followed in accordance with the rules on the Local Regulation No. 02 of 2011 on Hotel Tax, so Pelasanaan on Local Regulation No. 02 of 2011 on Hotel charges in Kuantan Singingi Regency can be quite well done.Keywords : Implementation, Local Regulation No. 02 Year 2011

Abstract

Forest monitoring is carried out to track and assess the implementation of forest management, so that the objectives can be achieved optimally and at the same time provide feedback for further improvement or improvement of forest management, regional governments also supervise forests, communities and individuals also play a role in forest monitoring. The regional government is also authorized to carry out monitoring, request information and conduct checks on the implementation of forest supervision. As for the background of this research are 1.) Communities do encroachment of forest areas that are used for oil palm plantations without a permit.2.) Lack of forest security personnel Riau Province Environment and Forestry Service.This study aims to determine the supervision of the Riau Province Environment and Forestry Office on Forests in Batang Gansal Subdistrict, Indragiri Hulu Regency in 2017 and the obstacles faced by the Environment and Forestry Office in implementing forest surveillance in Batang Gansal District, Indragiri Hulu Regency in 2017. This study uses qualitative approach with descriptive research types. Data collection techniques used were interviews and documentation. Data analysis was done by descriptive method, namely by giving a general description of the research obtained from the interview by connecting it qualitatively.The results of the study showed that the supervision carried out by the Riau Province Environment and Forestry Service was not optimal, there were still some illegal practice activities found in the Forest area. There are obstacles in the implementation of supervision including the lack of forest security personnel and the ability and Human Resources (HR) to carry out the policies set, the location is too broad, the people who still do not understand the rules of forestry in terms of the importance of forests and forest benefits, and budget constraints.Keywords: Local Government, Supervision, Forest

Abstract

Legislative elections are an opportunity for political parties to compete and support candidates for legislative members who will sit in representative institutions or better known as the Regional People's Representative Council (DPRD). Political parties along with members of legislative candidates prepare strategies to win and gain legislative seats. Partai Amanat Nasional is one of the political parties that is highly considered in Meranti Islands Regency, because the Partai Amanat Nasional is a party that consecutively emerged as the winning party in the 2014-2019 and 2019-2024 legislative elections. Partai Amanat Nasional succeeded in obtaining the highest number of votes, namely 16,210 votes and obtaining 5 seats in the Regional People's Representative Council (DPRD).The purpose of this study is (1) Knowing the strategies used by the Partai Amanat Nasional in the 2019 legislative elections in Meranti Islands Regency, (2) Knowing the factors supporting the victory of the Partai Amanat Nasional in the 2019 legislative elections in Meranti Islands Regency, (3) Knowing the factors obstacles to the victory of the Partai Amanat Nasional in the 2019 legislative elections in Meranti Islands Regency.This research uses a qualitative approach. The research location is in the National Mandate Regional Leadership Council, Meranti Islands Regency. Data obtained by means of documentation and interviews. While the data analysis technique is descriptive qualitative analysis.The results of this study indicate that the Partai Amanat Nasional's strategy in the 2019 legislative elections in Meranti Islands Regency uses several strategies, namely the offensive strategy (attack) is carried out in several ways, namely the recruitment of legislative candidates, party campaigns, formation of successful teams, consolidation of votes, and approaches figure. Meanwhile, the Defense Strategy is carried out by maintaining public support and maintaining legislative candidates who have served. The factors that influenced the victory of the Partai Amanat Nasional were creating a network of cadres from the district level to the sub-district level, the Partai Amanat Nasional conducting a political campaign together with the proposed legislative candidates. The factor inhibiting the victory of the Partai Amanat Nasional was the lack of funds from both between Partai Amanat Nasional and legislative member candidates.Word key: Strategy, Partai Amanat Nasional, Legislative Election

Abstract

The research is based on regional election in Pekanbaru City 2017 to choosed Mayor and Vice Mayor. Regional election was held on 15 February 2017. Candidates for Mayor and Vice Mayor is Syahril-Said Zohrin, Herman Nazar-Defiwwarman, Firdaus-Ayat Cahyadi and Dastrayani Bibra-Said Usman. The Mayor and Vice Mayor is elected incumbent candidates Firdaus and Ayat Cahyadi from coalition Demokrat party, Gerindra and PKS.The purpose of this result is to know recruitment mechanism from Demokrat Party, Gerindra and PKS to choose the candidates and to know factor the coalition. Method used in this research is descriptive methods with qualitative type. Types of data on this researchis primary and secondary data. The data collected in this research is documentation and interview. The technical data analysis used is descriptive qualitative data analysisThe result is Demokrat Party, Gerindra and PKS have their own recruitment mechanism. Democrat Party and Gerindra would selected and test the candidates and PKS would voted the candidates in publicly internal. Those who are selected candidates of Demokrat Party, Gerindra and PKS are chosen by the board of the leadership center party in Jakarta. Abstract

As a residential area, it turns out that Tampan District has a significant potential for waste production. The amount of potential waste generated in Tampan District requires special treatment so that the negative effects of accumulating unloaded waste can be avoided. But found in the field in several places in the District of Tampan, namely on Jl. Stork Sakti, Jl. Garuda Sakti, Jl. S.M Amin, Jl. Pekanbaru-Bangkinang, Jl. Cipta Karya Gg Keluarga, Arengka Morning Market, Tuesday Panam Market, there are still piles of garbage that have not been transported for days. The formulation of the problem in this study is, what is the role of the Pekanbaru City Environment and Cleanliness Office in waste management in Tampan District in 2016? What are the inhibiting factors of the Pekanbaru City Environment and Cleanliness Office in waste management in Tampan District in 2016? The purpose of the study was to determine the role of the Pekanbaru City Environment and Sanitation Department in waste management in Tampan District in 2016, to determine the inhibiting factors of the Pekanbaru City Environment and Cleanliness Office in waste management in the Tampan District 2016. The primary data source was through interviews and secondary data source. The data analysis technique was carried out with a qualitative descriptive analysis. The cause of the accumulation of garbage in the city of Pekanbaru, especially in the area of the District of Tampan is the inability of PT. MIG as a partner of the Pekanbaru City Environment and Sanitation Office transports waste, causing a pile of garbage in several places. And the rubbish that is discarded by the community that is not on schedule creates a buildup that must be carried by officers in the next schedule. Waste sorting has not yet been fully carried out by the people of the Tampan District of Pekanbaru City, and the demand for garbage storage facilities in Pekanbaru City is not fulfilled, including in the Tampan District area. Tampan District as an area with a large amount of housing apparently has no TPS as a temporary garbage collection place for the community. Abstract

This study aims to determine what strategies are used by the Coalition of Political Parties in the winning pair Zulkifli AS and Eko Suharjo at the General Election in Kota Dumai 2015. This study is an analysis of the offensive strategy (attack) and defensive strategies (last) used by the coalition of political parties supporting the Zulkifli AS and Eko Suharjo in Kota Dumai Election 2015. This research was conducted during a three -month high of May until the month of July 2016 in Kota Dumai precisely in Dumai Care Coalition Team Post Office and Branch Council (DPC) each Party Coalition. This study uses qualitative research is research that is descriptive and tend to use the analysis and based on the theoretical basis as a guide so that the focus of research in accordance with the fact the field. Data analysis techniques to analyze data is the data obtained and set forth in writing and developed through the theory to obtain a conclusion in accordance with the purpose of research.Research shows that the coalition parties supporting the pair Zulkifli US and Eko Suharjo has implemented several political strategy for pemengan at the General Election in Kota Dumai 2015 were divided into Strategic Offensive and Defensive Strategies.Keyword: Strategy, Coalition, Election.

Abstract

Election of regional heads (Pilkada) is carried out directly by the people of the local administrative regions who meet the requirements. Election of regional head and deputy regional head (Pilkada), one element that cannot be left out is the importance of the existence of political parties. Riau Province is one of the provinces that held a democratic party to elect the Governor and Deputy Governor on 27 June 2018. There are four candidate pairs in the 2018 Riau regional head election, one of them is the pair with the second order number, Lukman Edy and Hardianto. This coalition is supported by two parties namely PKB and Gerindra. This coalition was formed at the deadline and a new figure from Gerindra, Hardianto, was chosen to accompany Lukman Edy in the Riau regional elections in 2018. However, the results of the couple's vote was the lowest of the three other pairs.               This study aims to determine the dynamics of the formation of the PKB and Gerindra coalition in the Regional Head election in Riau Province in 2018 and to find out the causes of the PKB and Gerindra coalition defeat in the Regional Head election in the Province of Riau in 2018. Furthermore, the data sources used in this study are primary data and secondary data. Data collection methods used in this study were interviews and documentation.               The results of this study are the PKB and Gerindra coalition which leads to Arent Lijphart's theory of bargaining proposition because it was formed at the end of time with a small number of coalitions remaining. Hardianto was present because the Gerindra exchange rate was only as Deputy Governor. The defeat of Lukman Edy and Hardianto's coalition included the weak figure of Hardianto, carried by two middle parties while its opponents are carried by several parties, there is no regeneration of PKB figures, less solid political machinery and less mature coalitions, the smallest campaign budget funds. Keywords: Dynamics, Coalition, Political Parties, Riau Regional Head Election
