Setiap Presiden mempunyai gaya komunikasi politik yang berbeda antara satu dengan yang lainnya. Gaya komunikasi politik ada yang menggunakan komunikasi politik high context dan komunikasi politik low context. Presiden SBY adalah salah satu Presiden yang menggunakan high context communication sedangkan Presiden Jokowi menggunakan low context communication, dimana bahasa yang digunakan mudah dimengerti, lugas dan tidak bersayap sehingga tidak menimbulkan penafsiran yang berlainan. Gaya komunikasi Presiden Jokowi dalam menyikapi isu-isu kebijakan publik di media massa tidak berbeda ketika melakukan konferensi pers, yakni ?main tembak langsung?. Demikian pula para menterinya sehingga terjadi kegaduhan politik karena tidak koheren antara Presiden dengan para pembantunya. Studi ini memuat rumusan masalah sebagai berikut; Pertama, apa saja isu-isu kebijakan publik yang disikapi oleh Presiden Joko Widodo dalam media massa. Kedua, bagaimana gaya komunikasi politik Presiden Joko Widodo dalam menyikapi isu-isu publik melalui media massa ? Studi ini menggunakan pendekatan kualitatif dan jenis penelitain deskriptif dengan strategi penelitian library research. Teknik pengambilan data menggunakan 1 (satu) jalan, yakni dokumentasi dari pelbagai media massa baik cetak maupun online. Hasil studi memperlihatkan ada 2 (dua) tipologi sebaran isu-isu kebijakan mengenai pemerintahan Presiden Jokowi, yaitu (a) isu-isu yang menjadi tranding topic di media online dan sosial media, (b) isu-isu yang popular di khalayak masyarakat umum sebanyak 12 (dua belas) isu kebijakan. Selanjutnya komunikasi politik Jokowi tidak terkelola dengan baik, seringkali terjadi perbedaan antara Presiden dengan pembantunya. Oleh karena itu Jokowi membentuk tim komunikasi politik yang bertugas memberikan informasi kepada publik. Gaya komunikasi politiknya bersifat low context communication menyesuaikan kultur budaya masyarakat karena dipengaruhi oleh tradisi dan budaya mataraman.

The condition of the Siak River in Pekanbaru City is getting worse due to pollution from household waste and industrial waste. The quality of the Siak River must be considered so that it does not cause harm to water users. The location of the river in the downstream area makes the pollution load experienced by the Siak River even heavier and weak supervision and law enforcement also affects the decline in the quality of Siak River water. This study found that the supervision carried out by the Pekanbaru City Government, in this case the Pekanbaru City Environment and Sanitation Service (DLHK) Against Siak River Pollution in the Settlement Area of Kampung Dalam Village, was considered inadequate, this can be seen from the level of Siak River pollution which is still high enough. The supervisory steps carried out by the Office are as follows: Establishing Supervision Standards, Establishing the Implementation of Supervision Activities, Comparing the Implementation of Supervision Activities, Implementing Corrective Actions against River Pollution. The form of supervision carried out by the government on Siak river pollution in Kampung Dalam Sub-district is in the form of Preventive Supervision, namely in the form of an appeal to the public not to throw garbage into the Siak River stream and Repressive Supervision in the form of imposing sanctions on people who are caught throwing garbage into the Siak River. Obstacles in the implementation of supervision carried out by the Pekanbaru City Environment and Sanitation Service (DLHK) are: 1) Inadequate human resources in both quantity and quality 2) There are no clear regulations to regulate river pollution, especially the Siak River in Pekanbaru City, 3 ) lack of facilities and infrastructure such as a set of tools used to carry out the process of activities to realize the objectives to be achieved, and such as official vehicles, both two-wheeled and four-wheeled, which will be used to go to the field to carry out supervisory activities, it is natural that the activities carried out by the Department of Environment and Sanitation (DLHK) Pekanbaru City is still not being implemented. Immigration Supervision is a series of activities carried out to collect, process and present immigration data and information on Indonesian citizens and foreigners in order to ensure compliance with the provisions of legislation in the field of immigration. Office. As a potential area for foreigners to enter, the city of Pekanbaru through its class 1 immigration office acts as a licensee and also oversees a Limited Stay Permit (ITAS) owned by foreign nationals. In Pekanbaru, immigration violations were discovered by foreign nationals, holders of limited residence permit cards have exceeded the time limit of residence or are known as overstay, and misuse of residence permits leading to forced repatriation or deportation to their home country. The formulation of the problem in this study are: 1) How is the supervision of the Class 1 Immigration Office Pekanbaru against foreign nationals holding limited residence permits (ITAS) in Pekanbaru City in 2017 ?; 2) What are the inhibiting factors for the supervision of the Class 1 Pekanbaru Immigration Office against foreign citizens holding limited residence permit (ITAS) in Pekanbaru City in 2017 ?. This study aims to: 1) Know the supervision of Pekanbaru Class 1 Immigration Office against foreign nationals holding Limited Stay Permits (ITAS) in Pekanbaru City in 2017; 2) To find out the inhibiting factors for the supervision of the Immigration Office Class 1 Pekanbaru against foreign citizens holding limited residence permits (ITAS) in Pekanbaru City in 2017. Based on the results of the study, the supervision carried out by the Pekanbaru Class 1 Immigration Office against foreign nationals holding the ITAS in Pekanbaru has gone quite well, although there are still some inhibiting factors. The following are the findings of the author: 1) Setting standards in granting licenses and supervision of foreigners in Pekanbaru is in accordance with established regulations; 2) Measures regarding the standards set by Pekanbaru immigration are good, but the implementation of field supervision is only based on reports from the community; 3) The corrective actions taken by Pekanbaru immigration are in accordance with the regulations. There are inhibiting factors for the supervision of the Class 1 Immigration Inspiration Office against foreign nationals of ITAS holders: 1) Lack of human resources, 2) Lack of budget, and 3) Lack of facilities (facilities and infrastructure). This research is motivated by lex number 2 of 2011 about politic party, containing about forming of cadres as one of prereqruiment to legal politic party. Golkar Party is mass – party and has 30 years on Indonesian politic. Party Golkar dominate has spread to all Indonesian region. However, in recent years a decline in the number of cadres, specially in Pekanbaru City.This qualitative research with indepht interview and documentation as data collection techniques. This research armed to explain forming of cadres implementate on Golkar Party in Pekanbaru 2011-2013. The theory used Political Party theory, Political education and forming of cadres system. Forming of cadres system is necessary for Political Party, cause forming or cadres is process to made human resources to be responsible leader.The result is, Golkar Party in Pekanbaru has not be able to implement forming of cadres as well. In 2011-2013, Golkar Party in Pekanbaru only do one education and training in 2013, that is orientation of fungsionaris. Education and traning carrie out least once a year. Consolidation is other of forming of cadres activity. Consolidation is also held once on 2012, which is this activity not appropriate to the concept. In order for an activity or market activity running smoothly then Pekanbaru City Government also issued a policy through a Regional Regulation Pekanbaru No. 6 of 2012 on Service Fees Market. Retribution market development efforts in each year with obstacles or barriers. Among them are obstacles or barriers concerning the behavior compulsory levy, the compulsory levy arrears payments market often do levy a variety of reasons. Receipt of arrears is then obtained can not be optimal. The problem of this study is what factors are influencing and any obstacles encountered in the implementation of Regional Regulation Pekanbaru (Study levy service market in 2014 at Cik Puan Pekanbaru City Market).The study authors do in Pekanbaru City Market Agency, the reason is because the choice of location less optimal symptom of Cik Puan market fee collection Pekanbaru, levy income earned is not in accordance with the target. The research is a qualitative descriptive method. This research using key informants as a source of information by using some interview questions to obtain research data is needed.Namely the implementation of research results Pekanbaru City Regional Regulation (Study 2014 Market Service Fees On The Market Cik Puan Pekanbaru City) in the category quite well. The obstacles encountered in the implementation of Sub Office Market local government policy in market fee collection in the city of Pekanbaru is a lack of awareness in the levy shall pay the levy markets, market infrastructure inadequate and officers less assertive in collecting levies.

Umrah pilgrimage tour is a series of umrah pilgrimage activities that include service development and congregational protection carried out by the ministry or umrah travel organizers. The regional Office of the Ministry of Religion has the task of providing guidance an in the implementation of umrah pilgrimage, the regional Office of the Ministry of Religion at the Provincial level is involved in the process of monitoring the implementation of umrah pilgrimage at the Provincial level. But what is happening today is that there are still many umrah travel agents who ceat to get big profits. Therefore, the Ministry of Religion of Riau Province must increase supervision so that it can be controlled from irregularities in the Umrah Pilgrimage. The formulation taken is how to supervise the Regional Office of the Ministry of Religion of Riau Province on the organizers of umrah pilgrimages in Pekanbaru City in 2018. The purpose of the study was to determine the supervision of the Regional Office of the Ministry of Religional of Riau Province on the organizers ofUmrah Pilgrimage in Pekanbaru City 2018. The research method used is qualitative research. This type of research is descriptive qualitative, the research location is at the Regional Office of the Ministry of Religion of Riau Province and travel agents for umrah pilgrimage. Data collection techniques by means of interviews and documentation studies. Data analysis technique by using qualitative data analysis or exposure and description in words or sentences of data that has been obtained to obtain conclusions. The results of the study indicate that the ministry of religion of riau province has not maximally supervised umrah travel agents so that there are still many umrah travel agents who commit fraud. This monitoring is carried out twice a year. The form supervised by the ministry of religion of riau province is registration, of financial management, travel plans, operational activities, congregational service, management and use of visas, indication of irregularities or certain cases and compliance with statutory provisions.Keywords: Control, Umrah Worship, Umrah Pilgrimage Trip, Umrah Travel Organizer

The Directorate General of Customs (DJBC) is a gate for export and import activity. As the entry and exit gates of commodities, it made Customs Agency known as Trade Facilitator. Import activities are very close with smuggling. Smuggling cause the state has material and non-material losses. The smuggling becomes the main concern of Dumai Custom Service and Supervision Office to oversee the commodities that in and out of this country besides their duty, customs service. The purpose of the research is to know the supervision process by Supervisory Custom Service Office (KPPBC) Middle Type Customs B toward onion smuggling in Dumai year 2015 – 2019 and also to know the obstacles in carry out the duty. This is a qualitative research. The techniques have been used in conducted the research is (1) interview and (2) documentation. The conclusion of this research indicates that the supervision duty by Supervisory Custom Service Office (KPPBC) Middle Type Customs B toward illegal onion has not been done maximally because the supervision has not been done effectively, measurement and the standard of supervision still poor, work evaluation at Customs Office is still not maximal, deviation improvement is not working. Factors that obstruct the implementation of Customs Service office Middle Type Customs B is the insufficient number of executive officers, inadequate patrol boats, and the numbers of People port’s as the entry point of illegal onion.Keywords: standard, working evaluation, deviation improvement

The title of this research is the Participation of Political Society in the Election of Head of Pelalawan Regency in Ukui Sub-district 2015. Based on the background The implementation of democracy in Indonesia is growing, one of which is realized in the implementation of regional head election. The existence of the election of regional heads of each individual or community group can manifest their will voluntarily, without influence from anyone. In this case every member of the community can directly vote in the election and be active in attending his political activities. But the liveliness of community members both in voting and campaign activities must be driven by an attitude of orientation that is so high. Besides that, awareness and motivation of citizens in political activity is very important to sustain the political participation level on the election of regional head. Due to the enthusiastic attitude of citizens in political participation it certainly leads to the consequences on a stable political order. So is the case in Kecamatan Ukui Pelalawan District where the low level of public participation against the election of Head of Region in 2015.The type used in this study is quantitative with Comparative Causal Studies. Data collection techniques used in this study are, questionnaires (questionnaires), interviews and documentation. The location of the research was conducted in Kecamatan Ukui. Based on the results of analysis conducted on research data to reveal and answer research questions relating to community participation in Pelalawan District elections in Kecuk ukui can be concluded that the participation of people in Ukui Sub-district is very low in comparison with other districts this is caused by several factors Namely socialization, social economy, political belief and political awareness.Keywords: Community participation, Election of Head of Region

Solop Ecotourism Area is one of the leadest tours in Indragiri Hilir Regency, which is a tourism concept that utilizes local resources by connecting amongst natural tourism trips that have vision and mission of conservation and environment love. The other, the concept of ecotourism is also directed to maintaining local culture. Solop ecotourism is jointly managed by Indragiri Hilir Regency Local Government with Pulau Cawan Village. The budgeted funds for Solop Ecotourism that are still very minimal, which is causing the development of the area and the procurement of facilities and infrastructure that must be going through a priority scale. This study aims to determine the policy of Indragiri Hilir Regency Local Government in developing Solop Ecotourism in 2018. The type used in this study is descriptive research with a qualitative research approach. The types of research data are primary data and secondary data. Data collection techniques in this study are interview and documentation. Technical data analysis used is qualitative descriptive data analysis. Based on the results of the study, policies carried out by Indragiri Hilir Regency Local Government in developing Solop Ecotourism are as follows; 1) Promoted and reintroduced by rebranding Solop Beach tours into Ecotourism Solop; 2) Synergize with the Cawan Island Village Government; 3) Encourage the development of facilities and infrastructure to support the development of Solop Ecotourism; 4) Issue Decrees that related to Solop Ecotourism (Destination Decree and Tourist Attraction Decree); 5) Conduct socialization and training on tourism and empowerment of communities around the Solop Ecotourism area; 6) Hold events in the Solop Ecotourism area. There are factors that influence the policy of Indragiri Hilir Regency Local Government in developing Ecotourism in Solop that:: 1) Internal factors: Local government policy in the form of Local Regulation regarding Solop Ecotourism development doesn’t exist, Lack of human resources, lack of budget, and lack of facilities (facility and infrastructure). 2) External factors: Far from location, and accessibility that is difficult to reach to the Solop Ecotourism area.Keywords: Local Government, Policy, Ecotourism

Green Open Space (RTH) itself can be interpreted part of open spaces (open spaces) an urban area that is filled with plants and crops to support the direct or indirect benefits generated by RTH for safety, comfort, well-being, and the beauty of urban areas .RTH which drafted by the Department of Public Works in the Village Pematang Reba namely 1) the city park; 2) park along the road; 3) Playgrounds; and 4) recreational park.From the research that the authors concluded that the implementation process of development in the Village Green Open Space District of Causeway Reba West Rengat Indragiri Hulu uses four stages: planning concepts are pretty good, but the concept of setting, implementation; and supervision has not been sufficiently well implemented, the government plays a role in the implementation process of development of green open space (RTH) in Kalurahan Pematan Reba District of West Regat Indragiri Hulu is the physical implementation delegated to the Department of Public Works in the field of Human Settlements, while the role of Local Government in the allocator budget, proposed, designed by the respective agencies appointed to carry out the activities carried out by the implementing activity Unit (SKPD).keywords: Green Open Space (RTH), Government Management, Role of Government.
