Abstract

The Office of Trade, Cooperatives, Small and Medium Enterprises in Province of Riau is the government agencies with the controlling duties in the goods circulation in the entire the Province of Riau. Tenayan Raya District is the area with the largest number of electronic stores in Pekanbaru. A controller is needed to ensure the goods circulation is in accordance with the Indonesian National Standard (SNI), as well as to ensure the protection of the goods for the community. But in reality, many electronic shop owners in Tenayan Raya Subdistrict do not understand which items are permitted or prohibited for sale related to SNI. This is caused by the lack of controlling by the Department of Trade, Cooperatives, Small and Medium Enterprises in Riau. The formulation of the problem in this study is how do the Riau Province's Office of Trade, Cooperatives, Small and Medium Enterprises supervise the goods circulation at Electronic Stores in Tenayan Raya during 2017-2018 and what are the factors that affect the controlling.The purpose of this study is to determine the controlling of the Department of Trade, Cooperatives, Small and Medium Enterprises of Riau Province on the goods circulation at electronic stores in Tenayan Raya during 2017-2018 and the factors that affected the controlling. The theory concept that the researcher uses is the function of controlling according to Bohari. This study uses a qualitative approach with descriptive methods. In collecting data, the researcher uses interview techniques and documentation. The results of the research are the controlling of the Department of Trade, Cooperatives, Small and Medium Enterprises of Riau Province on the goods circulation in electronic stores in Tenayan Raya Subdistrict during 2017-2018 were not optimal. It is proven by the number of items which are not in accordance with SNI provisions. The factors that influence this controlling are the condition of Human Resources in the Department of Trade, Cooperatives, Small and Medium Enterprises in Riau. The second factor is the role of the leader, in this case the Head of the Department of Trade, Cooperatives, Small and Medium Enterprises in Riau. The next factor is the lack of community participation in providing information to the mentioned department.. Keywords: Controlling, circulation of electronic goods

Abstract

The Pekanbaru City Transportation Agency is a government agency that has the task and function of supervision in the field of Shuttle Transportation within the Province (AJDP) operating in Pekanbaru City. A supervisory role is needed to ensure Transportation within the Province (AJDP) operates in Pekanbaru City in accordance with applicable regulations, thereby ensuring the safety and safety of the people who use these transportation services. This happens because there is still a lack of supervision conducted by the Pekanbaru City Transportation Department. The formulation of the problem in this study is how the supervision of the Pekanbaru City Transportation Department Against 2018 Provincial Transportation and Shuttle (AJDP) and what are the inhibiting factors that affect the supervision of the Pekanbaru City Transportation Department.The purpose of this study was to determine the direct supervision of the Pekanbaru City Transportation Department of the 2018 Provincial Shuttle Transportation Permit (AJDP) and the inhibiting factors that influence the supervision.The concept of the theory that I use for the supervisory function according to Brantas and the concept of Transportation theory according to Adisasmita. This research uses a qualitative approach with descriptive methods. In collecting data, the writer uses interview and documentation techniques.The results of the author's research are the supervision of the Pekanbaru City Transportation Department Against 2018 (AJDP) Transportation within the Province (AJDP). This can be seen from the large number of Transportation within the Province (AJDP) operating in Pekanbaru City which do not have route licenses. The factors that influence this supervision are the condition of Human Resources in the Pekanbaru City Transportation Department. The second factor is the lack of coordination between personnel who served in the supervision section of the Pekanbaru City Transportation Department. Abstract

Political Recruitment ensure continuity and sustainability of political party , as well as a way to recruit and train future leaders . There are various ways to do political recruitment , through personal contact , persuasion , or other means . The purpose of this study was to determine compliance with the requirements given to the Partai Keadilan Sejahtera (PKS) candidate Regional Head of Riau Province which will be supported and know the reason PKS in determining candidate Jon Erizal as Regional Head of Riau Province . The study was conducted in Pekanbaru , which is the key informants in this study is the Chairman of the Board of Regional Leadership ( DPW ) PKS Riau Province , General Secretary PKS Riau Province , Chairman of the Committee on Regional Election Campaign ( KPPW ) Executive Division of the Partai Amanat Nasional (PAN). In collecting the data obtained from the documentations and in-depth interview to the informant . Once the data is collected and analyzed using qualitative analysis. After research in recruiting candidates for regional head , PKS submit three (3 ) requirements that must be met by each candidate , namely : political support , financial support and social support . In fulfillment of financial support , the PKS does not specify the amount of funds to candidates as rumored Regional Head outside , but PKS submitted a proposal containing the winning program. Of the five candidates were selected , PKS sets provide support to Jon Erizal to advance the election of Regional Head of Riau Province in 2013 .Key Word: Political, Recruitment, Political Party

Abstract

There is a potency that should be viewed good enough to increase the Village Own Source Revenue (PADesa) of Teratak Buluh Village in Siak Hulu subregency of Kampar Regency that is a traditrional market. The establishment of the traditional market began from 2007, nevertheless it stopped in 2012 because of the proposals program of revitalization Teratak Buluh Village Market there is no establishment that accepted from 2012 until 2016 so that the development process of the market does not carried out well. The method that used in this research is descriptive method with qualitative kind analysis. The kind of research data are primary data and secondary data. Analysis data technique used is qualitative descriptive data analysis.The result of this research indicates that the effort of local government to revitalize Teratak Buluh Traditional Market get a decrease. Afterward, to re-increase the development of Teratak Buluh Traditional Market activity, the government of Kampar Regency re-established the traditional market. Began in 2007 until 2011 and in the next year 2012 until 2016 there is no sustainability development of the market. The inhibiting factors of establishment of the Teratak Buluh Traditional Market are the obstacle in Musrenbang Desa Teratak Buluh (The Conference of Development Planning of Teratak Buluh Village) and the second one is the limitation of budget obstacle.Keywords: Establishment, Revitalization, Traditional Market

Abstract

Pekanbaru City Government has the authority to regulate its own area, including the residence category of boarding houses. Pekanbaru City is the Megapolitan City as the Capital of Riau Province with a population of more than 1 million. The role of the Pekanbaru City Government is needed to organize boarding house management, so as to create order, control and control in the licensing mechanism of boarding house management. But in reality, boarding houses in Pekanbaru City do not have their own legal basis. This happens because the City Government of Pekanbaru has not been maximized in managing the management. The formulation of the problem in this study is how the arrangement of boarding houses in Pekanbaru City.The purpose of this study was to determine the governance of boarding houses in Pekanbaru by the city government. This governance can be seen from the processes, regulations and relationships between institutions that are interrelated in managing the boarding house management.The concept of the theory I use is governance according to Cagin. This research uses a qualitative approach with descriptive methods. In collecting data, the writer uses interview and documentation techniques.The results of the author's research is that governance by the Pekanbaru City Government has not worked optimally. This can be seen from the Housing Control which includes Licensing, Arrangement and Ordering conducted by the Pekanbaru City Government. In the form of Licensing, there are several things that have become obstacles for the establishment of boarding houses, namely: the enactment of the Draft Regional Regulation on Regional Spatial Planning, only the enactment of the Permit to Establish a Temporary Building since 2016 ago, but in the imposition of the hotel tax base the boarding house category has been in 2011 For the Structuring itself there are 2 types, namely the arrangement carried out by the boarding-related owner of the establishment and operation of the boarding house, then the arrangement is carried out by the City Government based on the Regional Spatial Plan (RTRW). The last one is Law Enforcement, this is done by the Civil Service Police Unit (Satpol PP) based on the existing Public Order (Trantibum) principle. Then the writer also looked at the relationship between institutions in carrying out their respective duties and functions that were good enough. Keywords : Governance, Boarding House, City Government

Abstract

Management of official cars is an implementation of management activities for government-owned cars and is used for the purpose of carrying out work for regional work units. Based on Mayor Regulation Number 118 of 2016 concerning Position, Composition, Organization, Duties and Functions and Work Procedures of the Regional Financial and Asset Management Agency (BPKAD), it has the authority to manage official cars in Pekanbaru City. The problem of this research is that the management of official cars in Pekanbaru City has not been optimal in 2018.The purpose of this study is to determine the management of official cars by the Regional Financial and Asset Management Agency of Pekanbaru City in 2018. The theoretical concept that the author uses for the management of official cars according to Mardiasmo in his book Autonomy and Regional Financial Management. This research uses a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniquesThe results of this study are first, the management of official cars by BPKAD Kota Pekanbaru in 2018 has been carried out but is not optimal because first, official cars that are in a badly damaged condition can no longer be proposed for maintenance because the goods that are in a badly damaged condition must be submitted to the manager for immediate removal. . Second, there is an overlap in the number of proposed maintenance and the cost of maintaining the budgeted assets. Third, BPKAD has taken control of official cars controlled by former officials. However, even though BPKAD has carried out the control, there are still official cars that have not been successfully controlled.Furthermore, the factors inhibiting the management of official cars by the Regional Financial and Asset Management Agency of Pekanbaru City in 2018 are: First, the low competence of human resources (HR). Second, there is a lack of coordination between asset managers and users of goods. Abstract

The condition of the Siak River in Pekanbaru City is getting worse due to pollution from household waste and industrial waste. The quality of the Siak River must be considered so that it does not cause harm to water users. The location of the river in the downstream area makes the pollution load experienced by the Siak River even heavier and weak supervision and law enforcement also affects the decline in the quality of Siak River water. This study found that the supervision carried out by the Pekanbaru City Government, in this case the Pekanbaru City Environment and Sanitation Service (DLHK) Against Siak River Pollution in the Settlement Area of Kampung Dalam Village, was considered inadequate, this can be seen from the level of Siak River pollution which is still high enough. The supervisory steps carried out by the Office are as follows: Establishing Supervision Standards, Establishing the Implementation of Supervision Activities, Comparing the Implementation of Supervision Activities, Implementing Corrective Actions against River Pollution. The form of supervision carried out by the government on Siak river pollution in Kampung Dalam Sub-district is in the form of Preventive Supervision, namely in the form of an appeal to the public not to throw garbage into the Siak River stream and Repressive Supervision in the form of imposing sanctions on people who are caught throwing garbage into the Siak River. Obstacles in the implementation of supervision carried out by the Pekanbaru City Environment and Sanitation Service (DLHK) are: 1) Inadequate human resources in both quantity and quality 2) There are no clear regulations to regulate river pollution, especially the Siak River in Pekanbaru City, 3 ) lack of facilities and infrastructure such as a set of tools used to carry out the process of activities to realize the objectives to be achieved, and such as official vehicles, both two-wheeled and four-wheeled, which will be used to go to the field to carry out supervisory activities, it is natural that the activities carried out by the Department of Environment and Sanitation (DLHK) Pekanbaru City is still not being implemented.  Keywords: Siak River Pollution Control

One of the district that is in Rokan Hilir District Fort Babussalam formed on thebasis of Rokan Hilir District Number 27 Year 2011 About Fort Babussalam DistrictFormation.From the author of phenomena encountered in the field are the symptoms thatarise include: still less optimalnya public services provided by District officials to postpemekaran particular community management Identity Card (KTP), Family Card (KK),Erection of Building Permit (IMB) and Business Site Permit (SITU) are still long in thesolution. Still a lack of knowledge and skills possessed by the district head officeofficials to penyelenggarakan Fort Babussalam this rule in the case of lack of ability touse the apparatus in facilities and infrastructure such as typewriter and computer use.The purpose of this study was to find out how the implementation of the publicservice in the District of Fort expansion post Babussalam and to discover the obstaclesof public services in the District of Fort expansion post Babussalam. The authors usethe theory in this study that is using the theory of public service. The method used in thisstudy is qualitative, that scrutiny to explain data obtained from observations andexplain its purpose as well strengthen a theory, to obtain information about the currentsituation. Abstract

One of beach tourist attractions in Bintan Regency is Trikora Beach, located in Malang Rapat Village, Gunung Kijang Sub-District, Bintan Regency. Trikora Beach has 4 sections which are Trikora 1, Trikora 2, Trikora 3, and Trikora 4. Trikora Beach 4 is one of beaches managed by The Government. Trikora Beach 4 was purchased in 2002 and was began preparations for constructing in 2004 managed by the Bintan Regency of Tourism Office. Trikora Beach 4 has the potential to be managed and developed. Trikora Beach 4 offers special attraction with calm waves and white sand. Due to the lack of funds which affects on the maintenance of facilities and infrastructure, causing Trikora Beach 4 is not optimally managed. The problem statement of this research is to find out why The Management of Trikora Beach 4 as A Tourist Attraction has not been optimally managed by Bintan Regency of Tourism Office, Riau Islands Province?This study aims to determine The Management of Trikora Beach 4 as A Tourist Attraction by Bintan Regency of Tourism Office 2016. This study used qualitative research with descriptive type of research. The information techniques used are interviews and documentation. Data analysis used is limited to data processing techniques or facts obtained by developing categories that are in accordance with the objectives of research and interpretation based on appropriate theories.The results showed that Trikora Beach 4 as tourist attraction is managed by Tourism Office and the employees are directly employed by Bintan Regency of Tourism Office. The Management of Trikora Beach 4 is not yet maximally managed, this could be seen from its planning, organizing, mobilizing, monitoring and evaluation.There are obstacles that make this area is not optimally managed, among others are the lack of funds that has an impact on the maintenance of facilities and infrastructure at the location of the tourist attraction, Technical Service Centre (UPT) is not yet established, non-optimal supervision by Bintan Regency of Tourism Office, and not having an Trikora Beach 4 Tourist Safety and Security Team.Keywords: Local Government, Management, Tourism

Abstract

Nasdem Party is one of the twelve political parties that successfully pass the verificationand become the 2014 election participants. Nasdem Party in Kuantan Singingi regencybegan to form in 2013. The establishment of Nasdem Party in Kuantan Singingi regencycan not be separated from the struggle made by Sukasmi, H. Adnan Amir, and AlpianHamid. After Nasdem Party in Kuantan Singingi Regency was formed, Sukasmi wasappointed as chairman of DPD Party of Kuantan Singingi District Nasdem period2013-2018 and Secretary namely Zulfahmi Abdah. But in the middle of the road, inJune 2016, Sukasmi dismissed by DPW from the position of Chairman of DPD PartyNasdem period 2013-2018 and replaced by Sarjan as chairman of DPD Nasdem Partyin 2016. This dismissal is done because Sukasmi is considered by DPW can not carrymandate ideals the ideals of the Nasdem Party and unilaterally determining decisions.On the other hand, Sukasmi considered that the dismissal and removal was doneunilaterally and not in accordance with the mechanism of AD / ART Party Nasdem. Thisis because Sarjan new people join the Party Nasdem. The person who has the right tooccupy the position of chairman of the Party DPD Nasdem Kuantan Singingi namely:H. Adnan Amir, Alpian Hamid and Zulfahmi Abdah. Sarjan served as chairman of DPDParty Nasdem District Kuantan Singingi approximately one year and was replaced byMuslims in July 2017 for stewardship in 2017.Problem formulation in this research is "why the occurrence of internal conflictDPD Party Nasdem Kuantan Singingi Regency Year 2015-2017". The purpose of thisresearch is to describe internal conflict DPD Party Nasdem in Kuantan SingingiRegency Year 2015-2017.The results of this study indicate that internal conflict DPD Party NasdemKuantan Singingi 2015-2017 originated from differences in support of candidate pairbetween Sukasmi and Sarjan in elections of Kuantan Singingi district head, the processof determining the chairman of the DPD Party Nasdem District Kuantan Singingi not inaccordance with the mechanism of AD / ART, the difference of political interest betweenthe board of DPD Party Nasdem District Kuantan Singingi.
