Abstract

Education is an important aspect in the development of a nation. Almost every country prioritizes educational development among other developments. Education is a right for every Indonesian citizen and an obligation for the state. Even though it is clearly stated that the minimum education that every citizen must complete is twelve years, in reality there are still children in Pekanbaru City who have dropped out of school. And of the 15 sub-districts in Pekanbaru City, the number of children dropping out of school is mostly found in Tenayan Raya District. The background to this research is that even though the Pekanbaru City Government has issued a policy to deal with out-of-school children, there are still out-of-school children in Pekanbaru City. The research method used in this research is a qualitative method with descriptive research type. The data collection techniques used were interviews and documentation. The data analysis technique used in this research has stages such as data collection, data reduction, data presentation and drawing conclusions. Based on the results of the research, it was concluded that there are no programs and fields that specifically deal with out-of-school children. The efforts made by the Education Department are by providing financial assistance sourced from zakat from employees within the Education Department and outreach to increase parents' understanding of the importance of education. However, these efforts have not yet run optimally because it can be seen that there are still parents who do not know about this. Keywords: Education, Dropout, Effor

Abstract

The writing of this thesis is based on the reality on the ground about the impact of the shift in the authority of gold mining management in Kuantan Singingi after the Law No. 23 of 2014 on Local Government. The purpose of this study is to find out how the Riau Provincial Government's authority in dealing with the problem of Unlicensed Gold Mining (PETI) in Kuantan Singingi Regency and How the Impact of Shifting Authority to Unlicensed Gold Mining in Kuantan Singingi After Law No. 23 of 2014 On Local Government. This research uses a qualitative approach. This type of research is descriptive research. The research location is Kuantan Singingi Regency. With the type of primary data, namely data obtained through interviews with informants related to research and secondary data, namely data obtained from reports, documentation, various books, the results of previous people's research regarding the Impact of Shifting Authority for Gold Mining without a Permit. Data collection techniques used interviews and documentation, then data analysis was, carried out using descriptive analysis with a qualitative approach. Based on the results of research and discussion, it can be concluded that the impact of the shift in gold mining authority in Kuantan Singingi Regency after Law Number 23 of 2014 concerning Regional Government is that the Regency and Provincial Governments do not have the authority to handle the issue of Gold Mining without a Permit. The Riau Province Energy and Mineral Resources Service, in collaboration with the Kuantan Singingi Regency Government, urges people not to carry out illegal mining. Abstract

ABSTRACT The village government is the organizer of government affairs and the interests of local communities in the government system of the Unitary State of the Republic of Indonesia. One of the functions of the village government in administering government affairs is to organize population administration. To bring order to population administration, the village government must make efforts. One effort that can be made by the village government is by implementing policies. This research aims to determine the efforts of the Pandau Jaya Village government in controlling population administration in 2020-2022 and to determine the inhibiting factors in controlling population administration in Pandau Jaya Village. The method used is a descriptive method with a qualitative research type. Data collection techniques use interview and documentation methods. The types of data in this research are primary data and secondary data. The analysis technique used is qualitative descriptive data analysis. The results of this research are that the Pandau Jaya Village Government has made efforts to control population administration through implementing the policies of Law Number 24 of 2013 concerning Population Administration, Kampar Regency Regional Regulation Number 8 of 2019 concerning Population Administration, and Pandau Jaya Village Circular Letter Number 470/ PEM/PJ/I/2018 Concerning Village Administration management. In this case, the Pandau Jaya Village Government has carried out policy implementation by conducting outreach to the residents of Pandau Jaya Village. The aim of this outreach is so that residents of Pandau Jaya Village who still have family cards outside Pandau Jaya Village can immediately move their family cards to Pandau Jaya Village. The existence of inhibiting factors means that the efforts made by the Pandau Jaya Village Government in controlling population administration have not achieved their objectives. So until now there are still many residents of Pandau Jaya Village who have family cards outside Pandau Jaya Village. Keywords: Policy Implementation, Population Administration, Inhibiting Factors.

Abstract

Drainage has become one of the most important urban infrastructure. The quality of management of a city is reflected in the quality of drainage in that city. The Office of Public Works and Spatial Planning is a government agency that is responsible for the management, development and maintenance of drainage in a city. The problem in this study is the slow construction of drainage by the Municipal Government of Dumai, as well as flooding in community areas. It is known that the construction of drainage to minimize existing flooding. This study aims to describe the performance of the Department of Public Works and Planning of the City of Dumai in constructing drainage. This study uses performance appraisal indicators consisting of productivity, service quality, responsiveness, responsibility and accountability. This type of research is descriptive qualitative in nature to describe and explain the performance of the Public Works and Spatial Planning Office in the construction of drainage in the City of Dumai. The subject of this research is the Public Works and Spatial Planning Office which is responsible for Cipta Karya. Data collection methods used in this study were interviews and documentation. Data analysis was carried out by analyzing qualitative data by summarizing, categorizing and drawing conclusions. The results of this study indicate that the performance of the Department of Public Works and Spatial Planning in the construction of drainage in Dumai City cannot be said to be good, the drainage that is built cannot function properly resulting in inundation and flooding, the drainage that is built does not meet existing standards, there is no it is clear where the direction of the existing channels and normalization of drainage must be carried out routinely. Abstract

The aim of this research is to determine the role of the village government in implementing the Direct Cash Assistance Program as an effort to handle COVID-19, Kasang Limau Sundai Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency and aspects that influence the success of the village government's role in implementing the Direct Cash Assistance Program as an effort to handle COVID-19. 19 in Kasang Limau Sundai Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency. The research method used is qualitative description, namely describing the current state of the object qualitatively using data obtained from research. The data sources used are primary data sources and secondary data with a total of 8 informants. Data collection techniques use observation, interviews and documentation methods. The analysis techniques used are data reduction, data presentation and drawing conclusions. The research results show that: First, the role of the village government as a regulator in Kasang Limau Sundai Village is to issue Kasang Limau Sundai Village Head Decree Number 14 of 2020 and issue a Certificate of Formation of COVID-19 Village Volunteers. Second, the role of the village government as a facilitator in Kasang Limau Sundai Village is to provide assistance through training, education and skills improvement, as well as working in the field of financing and capital by providing financial assistance to empowered communities. Third, the role of the village government as a dynamist in Kasang Limau Sundai Village is to invite community leaders to take part in the Special Village Conference (Musbangun) to determine potential recipients of Direct Village Fund Cash Assistance. The three aspects that influence the success of the village government's role in implementing the Direct Cash Assistance Program as an effort to handle COVID-19 in Kasang Limau Sundai Village include policy socialization, determining program recipient targets and coordination in implementation. Abstract

Kemuning District is one of the regions in Indragiri Hilir Regency that has experienced a significant increase in forest and land fire (Karhutla) cases. Therefore, a strategy is required by the Regional Disaster Management Agency (BPBD) of Indragiri Hilir Regency to address this issue. Karhutla in Kemuning District is usually caused by land clearing activities by local residents during the dry season. This research aims to examine the prevention and mitigation strategies for Karhutla by BPBD in Indragiri Hilir Regency, particularly in Kemuning District. The research location is in Indragiri Hilir Regency, specifically in Kemuning District, due to the significant increase in Karhutla cases in this area. This study employs the strategy theory proposed by Fred R. David, which includes formulating, implementing, and evaluating decisions to achieve goals, and it adopts a descriptive qualitative approach. Data collection techniques include interviews and documentation, while the data analysis technique follows the data collection methods of Miles and Huberman. The results show that the BPBD strategy in Indragiri Hilir Regency has not been fully successful in managing Karhutla, as there are still residents who are unaware of the disaster risks and relevant regulations related to Karhutla. Several obstacles were identified, including limited facilities and infrastructure, a lack of specialized human resources, and suboptimal budget allocation. Additionally, a large portion of Indragiri Hilir Regency consists of peatland areas, making it highly susceptible to Karhutla, especially during the dry season. Efforts by BPBD to prevent and manage Karhutla in Indragiri Hilir Regency include implementing various strategies such as disaster management programs/activities, starting from pre-disaster, emergency response, to post-disaster stages. However, there are still some programs/activities whose implementation is considered less than optimal. Keywords: Strategy, BPBD, Management, Disaster, Forest and Land Fires.

Abstract

In mid-2022, the Regional Government of Indragiri Hilir Regency faced a wave of criticism in the media regarding damaged public infrastructure, specifically the bridge on Section 17 in Sungai Piring, the bridge on Section 11 in Tekulai Hilir Village, the bridge on Section 43 in Igal Village, and Terusan Mas Parit 18 Road. This study applies agile governance theory to analyze each step taken by the Indragiri Hilir Regency government. The research method employed is qualitative, with a descriptive explanation. The types of data used include primary data, obtained from research informants, and secondary data, collected from relevant documents that support the study. The research location is within the Government environment of Indragiri Hilir Regency. The study results indicate that the Indragiri Hilir Regency government responded to public complaints about damaged infrastructure in 2022 mostly in line with the indicators of agile governance theory, though improvements and evaluations are still needed, particularly for the indicator of simple design and continuous refinement. The based on quick wins indicator focuses on the Regency government’s swift response, from the onset of media reports to the completion of infrastructure repairs. The business-driven indicator emphasizes the government's financial management ability in repairing the four pieces of public infrastructure. Good enough governance focuses on the local government’s communication strategy through social media to maintain public trust despite reports of damaged infrastructure. The human-focused indicator examines public participation, analyzing the power of community concern through media advocacy. Simple design and continuous refinement centers on the approach to reporting damaged infrastructure and implementing a simplified digital reporting design. The systematic and adaptive approach focuses on the systematic and adaptive steps taken by the government to prevent public infrastructure damage, particularly bridges and roads. Abstract

ABSTRACT The increase in the number of beggars in Pekanbaru City not only has an impact on public order and welfare, but also poses challenges in the enforcement of policies regulated by the government. Regional Regulation of Pekanbaru City No. 12/2008 on Social Order was formulated as a policy in dealing with the problem of begging. Although the handling in this regulation has been implemented, the reality is that the number of beggars in Pekanbaru City continues to increase, especially in the last three years, with a significant increase occurring in 2023. Therefore, this research aims to find out how the Implementation of Handling Beggars in Pekanbaru City in 2023. In this study, the theory used is the Theory of Policy Implementation from Gorge C. Edward III. The method used in this research uses a qualitative approach with descriptive research type. The data collection method in this study was carried out by interview and documentation. The results showed that the Social Service Office, as part of the government responsible for handling beggars based on the Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order, has not implemented the policy optimally. This is caused by several factors, including the delivery of policy messages that are still limited and not comprehensive, the absence of a special budget allocation for handling beggars, the absence of incentives for policy implementers, and the gap between policy implementation and the provisions listed in the regulation, so that many provisions in the regulation are considered unrealized. With this research, it is hoped that the Social Service can increase efforts in implementing Regional Regulations that become Policies in Handling Beggars to be more optimal and as an implementor the Social Service needs to coordinate with the government regarding policy provisions that cannot be implemented, this can include proposals for improvements or revisions to regulations.
