Abstract

Pedestrian is an area reserved for pedestrians i.e. sidewalks, pedestrian plot and no plot.The scope of this study is limited to the government's supervision of the use of pedestrian in the form of sidewalks.The sidewalks in this study refer to the ones in the center of Pekanbaru city that and sepecifically in the Ramayana shopping center area.The aim of this study is to find out the supervision that has been done by the Ministry of Transportations Communication and Informatics along with the Municipal Police of Pekanbaru toward the use of pedestrian in Pekanbaru. The data used in this study consist of primary data and secondary data with 17 informants. The informants were selected by using purposive sampling technique. The data was analyzed using descriptive qualitative method.Based on the research done by the writer, it can be concluded that the pekanbaru government’s supervisionin this case is the responsibility of the Ministry of Transportations Communication and Informatics along with the Municipal Police of Pekanbaru of the use of pedestrian, it is done through three stages of supervision, i.e. (1) Determining the pedestrian supervisory standards which are divided into three standards: determining actor supervisors, determining how to control and specifyingthe penalties of the violations. (2) Takiing assessment action. At this stage, assessment is divided into two: checking the completeness of the pedestrian facilities and disciplining the street vendors and illegal parking. (3) Doing corrections. The correction to the infraction is divided it into three: the socialization of pedestrian, increaseing the number of supervisor and finallygiving punishment to the offender. However, the number of supervisors actually is still lacking and government have yet to do the socialization about pedestrian. Also the punishments that have been given to the offender are still not explicit which results in the misuse of pedestrianhappening continuoslyand harming the pedestrians.Keywords : Supervision, Functions, Pedestrian, Walking

Abstract

This study, entitled Supervision Camats Against Disadvantaged Rural DevelopmentRural District of Fullness Ulak Patian Rokan Hulu in 2012. Research is motivated by RokanHulu Regency Regulation No. 39 Year 2011 on the transfer of part of the authority to theregent Rokan Hulu District Head for performance of Local Government, which where camatdituntuk participate actively in monitoring the development of the village, sub-district andvillage as required in order to run in running the village administration tasks,synchronization between the village and district governments can influence the motion of thegrowth of rural development.Problems in this sekripsi that control sub-districts, rural development tertinggalanPatian Ulak village and village government administrative services. For this study aims todetermine how the monitoring of the progress of the village sub-district head, the constraintsin rural villages as well as the supervision of village administrative services. The methodused in this study is a qualitative method that describes the data descriptively. Datacollection techniques used were dokumentasidan field study by interviewing while the sourcedata used is primary data collected from the study site and supported by secondary data.From the research conducted hasi, camat supervision in rural development is notmaximized, it is influenced by several factors, namely: its lack of synchronization between thevillage government districts, villages lack proper policies, as well as the physical condition ofthe road is inadequate. However, the village government to do some role to support theeconomic growth of the community one of which is to improve the quality of education.Keywords: Delegation of authority, development, underdeveloped villages.

Abstract

The role of the village head is as a motivator and community mobilizer; Facilitators, planners, implementers, controllers, supervisors and tutors; And mediators between communities and governments. The role of Village Head to increase community participation is part of efforts to accelerate the level of community welfare development in Tanjung Medang Village.The purpose of this study is to: (1) Know the factors that cause low level of participation activities of members of Economic Enterprises Savings and Savings Village Forward; (2) Describe the Village Head's Role to Increase the Participation of Members of the Savings and Borrowed Country-Owned Economic Enterprises in Tanjung Medang Village. This research uses qualitative research method with descriptive research type, which can be interpreted as problem solving process which is investigated by describing the state of research subject based on facts that appear during the research which then continued with based on the existing theories. Data analysis is done by data reduction, data presentation, and conclusion or verification. The subjects of this study were the Village Head, the Chairman of the Village Consultative Board (BPD), the UED-SP Mekar Maju management, the Village Assistant, the Community Leader and the UED-SP Mekar Maju Member.Based on the results of this study concluded that with the role of village head then the level of public participation in activities UED-SP Mekar Maju in Tanjung Medang Village is increasing. But the fact that the participation of the less active community is caused by several factors, namely the mindset of the community is a factor that influences the progress of UED-SP Mekar Maju, a closed or passive mindset is a factor that hampers public participation in UED-SP Mekar Maju program. Inhibiting factors in the role of village heads to the community: lack of cooperation or coordination between village and village heads, village heads who are less sociable with communities and communities who are less concerned with the environment.Keywords: Role, Village Head, Community Participation

Abstract

 Bandar Raya Payung Sekaki Terminal is a public transport terminal that functions as a road transportation infrastructure for the purpose of loading and unloading people and / or goods as well as regulating the arrival and departure of public vehicles, which is a manifestation of a transportation network node that in its management and implementation functions is given guidance and supervision of the Department of Transportation. The purpose of this study was to determine the governance of the Bandar Raya Payung Sekaki terminal at Pekanbaru City and to find out what factors are hampering the management of the Bandar Raya Payung Sekaki terminal at Pekanbaru City. This research was conducted at the Bandar Raya Payung Sekaki Terminal in Pekanbaru City. The informants in this study are parties related to this research.From the results of this study it can be concluded that the Management of Payung Sekaki Bandaraya Terminal by BPTD (Land Transportation Management Center) IV Riau Kepri has not been implemented optimally. From the results of interviews and observations, it was found that many of the activities carried out were not in accordance with the planned targets. If seen from the development of the Bandar Raya Payung Sekaki terminal, no satisfactory results have been seen that can overcome traffic problems in the city of Pekanbaru. This is because the management of the terminal manager in the supervision process in the activities carried out does not do routinely, so that each PO is still operating based on their own concept. The quiet of the terminal also makes many of the facilities available in the terminal neglected, such as counters that are still empty, stalls that have not been rented, lodging that is rarely used and also other facilities in the management of the terminal still get treatment. From the findings in the field there are several factors that hamper the management of the Bandar Raya Payung Sekaki Pekanbaru City terminal, namely human resources, and the lack of facilities and infrastructure owned by the terminal to assist in the terminal management process, this will certainly lead to ineffective terminal management processes. Keywords: Governance, Bandar Raya Payung Sekaki Terminal

Abstract

Transportation is one of the keys to the development of an area or city. The development and progress in the implementation of transportation needs to be supported by good and quality planning and development and also needs to involve various groups. As in the case that occurred in Pekanbaru City related to the planning for the construction of the Trans Metro Pekanbaru City Bus Stop. Although the operation of the Trans Metro Bus has been running, in the process there are still many people in Pekanbaru who have not used the services of the Pekanbaru Trans Metro Bus as a means of land transportation that can help facilitate traffic activities in Pekanbaru City. The formulation of the problem in this study is how the Pekanbaru City Transportation Service Planning in the Construction of the Pekanbaru Trans Metro Stop in 2020. This study aims to describe the shelter development planning by the Pekanbaru City Transportation Service. In addition, this study uses a qualitative approach and data collection techniques through interviews (interviews) and documentation. The result of this study is that the planning for the construction of shelters in Pekanbaru City carried out by the Pekanbaru City Transportation Service is carried out through a government system for the convenience of the community, in this case the Government has an important role for the construction of a good shelter. The development carried out in general has touched public roads that are easily accessible by the community so that it is easier to access them. It was also found that there were obstacles in the planning for the construction of the bus stop, such as the lack of funds owned by the Pekanbaru City Transportation Service, then the process of determining the location that had problems with the community and poor coordination between stakeholders. Abstract

In community empowerment to alleviate Pekanbaru City’s poverty issues. Pekanbaru City Government launched the Community Empowerment Program Based Rukun Warga or shortened by PMB-RW. However, in the discussion of local draft regulations on PMB-RW at the stage of meeting the formulation, they agreed to the establishment of PMB-RW is rejected, returned for revision and improvement by BAPPEDA, then there walked out number of Pekanbaru’s legislators include PDI-P, Nasdem and PPP in a plenary meeting. Based on the argument, the researcher wanted to know the dynamics that occur during the discussion and approval of the Provincial Regulation on PMB-RW Pekanbaru. The research is objective: First, to determine the stage of preparation of local draft regulations on PMB-RW. Second, to determine the stage of discussion. Third, to know the dynamics at the ratification local draft regulations on PMB-RW. This type of research is qualitative research methods. The location of this research is in BAPPEDA Office of Pekanbaru city and the Parliament Secretariat Office of Pekanbaru city. The data collected by completing the information through necessary interviews and requested documentation. While analysis of the data was performed using the method of qualitative analysis. Based on the result, the authors conclude that in the preparation of local draft regulations on PMB-RW is BAPPEDA had a problem at that time of collecting the data and information. After the exposition in this program turned out to be profitable and therefore the enactment of discretion. At the plenary meeting of the ratification local draft regulations on PMB-RW Pekanbaru number of legislators walked out because the legal framework is unclear and makes dual function of activities in Pekanbaru City Government.Keywords: PMB-RW, Dynamics, Counsil Of Pekanbaru City

Abstract

The success of the election is influenced by how much public participation is in the election process. To increase community participation can be realized through political socialization. This outreach is one of the duties of the General Election Commission (KPU). The participation of the people of Tanah Datar Regency in the last 2019 legislative election experienced a significant increase compared to the previous election, reaching 72%. In the previous election, public participation only reached 65%. This means that the participation of the people of Tanah Datar has increased by 7% compared to the previous election, namely the 2014 election. This increase in participation is certainly inseparable from the role of the KPU, which is carrying out socialization regarding the holding of elections to the public. The purpose of this study was to determine the KPU's role in political socialization to increase public participation in elections and to determine the KPU's internal and external constraints in carrying out socialization. This research uses a descriptive research type with a qualitative approach located at KPU Tanah Datar. Primary data sources were obtained from interviews, secondary data sources were obtained from documents related to the research topic. Data collection techniques obtained through interviews and documentation. The data analysis technique used is qualitative data analysis. The results showed that the role played by the Tanah Datar KPU in increasing community participation was carried out through outreach activities. In carrying out socialization activities, the KPU of Tanah Datar Regency pays attention to the factors that influence the socialization, namely the material, methods and actors in carrying out the socialization. In carrying out socialization activities, KPU has internal constraints, namely a lack of budget and limited means of transportation to carry out socialization. While the KPU's external constraints are the lack of public response to socialization activities and there are still people who are apathetic towards politics. Abstract

The purpose of this study was to determine the effect of supervision, work discipline and communication on the performance of employees of the Ujung Batu sub-district office, Rokan Hulu Regency, either partially (alone) or simultaneously (together). This type of research is survey research using a quantitative approach, which in data collection the author collects information from 34 respondents using a questionnaire as the main method. Determination of the research sample with saturated sampling technique. Saturated Sampling is a sampling technique when all members of the population are used as samples, so that the data obtained is general in nature. Multiple Regression Analysis, Partial Test (t test), Simultaneous (F test) are data analysis techniques in this study using the IBM SPSS Statistics 25 application. The results show that (1) Partially the Supervision variable (X1) has a significant effect on Employee Performance (Y) in the Ujung Batu Sub-District Office, (2) Partially the variable of Work Discipline (X2) has a significant effect on Employee Performance (Y) in the Ujung Batu Sub-District Office, (3) Partially the Communication variable (X3) has no effect significantly on Employee Performance (Y) in the Ujung Batu Sub-District Office, and (4) Simultaneously the variables of Supervision (X1), Work Discipline (X2) and Communication (X3) have an influence on Employee Performance (Y) in the Ujung Batu Sub-District Office. Abstract

ABSTRACT The village government is the organizer of government affairs and the interests of local communities in the government system of the Unitary State of the Republic of Indonesia. One of the functions of the village government in administering government affairs is to organize population administration. To bring order to population administration, the village government must make efforts. One effort that can be made by the village government is by implementing policies. This research aims to determine the efforts of the Pandau Jaya Village government in controlling population administration in 2020-2022 and to determine the inhibiting factors in controlling population administration in Pandau Jaya Village. The method used is a descriptive method with a qualitative research type. Data collection techniques use interview and documentation methods. The types of data in this research are primary data and secondary data. The analysis technique used is qualitative descriptive data analysis. The results of this research are that the Pandau Jaya Village Government has made efforts to control population administration through implementing the policies of Law Number 24 of 2013 concerning Population Administration, Kampar Regency Regional Regulation Number 8 of 2019 concerning Population Administration, and Pandau Jaya Village Circular Letter Number 470/ PEM/PJ/I/2018 Concerning Village Administration management. In this case, the Pandau Jaya Village Government has carried out policy implementation by conducting outreach to the residents of Pandau Jaya Village. The aim of this outreach is so that residents of Pandau Jaya Village who still have family cards outside Pandau Jaya Village can immediately move their family cards to Pandau Jaya Village. The existence of inhibiting factors means that the efforts made by the Pandau Jaya Village Government in controlling population administration have not achieved their objectives. So until now there are still many residents of Pandau Jaya Village who have family cards outside Pandau Jaya Village. Keywords: Policy Implementation, Population Administration, Inhibiting Factors.

Abstract

Indonesia has the second longest coastline in the world after Canada, with great potential for coastal abrasion. One of the areas that has the potential for abrasion is Dumai City, which is geographically located on the east coast of Sumatra. For this reason, regulations in the form of clear authority are needed to prevent these problems. The purpose of this research is to find out the authority delegated to the Regency / City Government in taking care of its coastal and marine areas after changes in previously established regulations and to see the role of the Dumai City Environment Office in preventing coastal abrasion in Mundam Village, Medang Kampai District, Dumai City in 2020. This research method uses a qualitative approach with descriptive research type. The research location is in Dumai City, to be precise at the Dumai City Environmental Agency, the Dumai City DPRD and Mundam Village which is the area that is the most location point of abrasion in Dumai City in 2020. The type of data in this study is divided into primary data with purpsive sampling technique and secondary data in the form of supporting documents related to coastal abrasion in Dumai City. The result of this research is that the existence of regulatory changes has an impact on the limited authority of the Regency / City Government in managing its coastal and marine areas, especially in abrasion prevention efforts, where the authority is fully given to the provincial government. For this reason, the Dumai City Environment Agency can only carry out the authority of assistance tasks delegated from the provincial government in the form of monitoring the quality of the coastal and marine environment, and the Covid-19 outbreak in 2020 has an impact on the programs carried out in abrasion prevention efforts.
