Abstract

This study aims to identify participatory governance in agritourism and its determinants in Rumbia District, Jeneponto Regency. It is a qualitative research type with a case study approach. Data collection techniques are done through observation, interviews, and documentation. The data analysis technique includes condensation, presentation, and conclusion drawing. The results showed that in the deliberation aspect, the implementation was exemplary. This can be seen from the active involvement of stakeholders and regular deliberations in both villages. In the action aspect, implementing the deliberation results has also been good, as evidenced by the community's involvement in developing agro-tourism and village cleanliness. However, there are infrastructure constraints in Kassi Village and land issues in Rumbia Village. The implementation has been exemplary in the monitoring aspect, as seen from the active role of the village head, Karang Taruna, and Pokdarwis in monitoring agritourism development. The implementation has also been exemplary in terms of coordination, with smooth coordination between village officials, the community, and external parties. In the aspect of democracy school, training and socialization have been good, conducted by the Youth and Sports Office and UNM Polytechnic. This can be seen from the community's enthusiasm for participating in the training. In terms of results, the impact of agritourism development has been good, as evidenced by the increase in MSMEs in Kassi Village and employment opportunities in Rumbia Village. Supporting determinant factors include good access to information through WhatsApp groups and training from village governments to improve community skills. Recommendations from this study are as follows: First, infrastructure improvements in Kassi Village, especially the road to the agritourism site, and the preparation of a more apparent master plan for broader agritourism development. Second, in Rumbia Village, agritourism management needs to be more professional and have more structured land management to support further development.

Abstract

This study aims to identify and describe the process of the Coastal Community Economic Empowerment Strategy. This type of research is descriptive qualitative. Data collection techniques are done through observation, interviews, and documentation. Data analysis techniques include data collection, reduction, presentation, and conclusion drawing. The results of the Research on the Economic Empowerment Strategy of the Coastal Community of Lakkang Island, Tallo District, Makassar City show that the sub-variables (1) standards and targets are good; this can be seen from the strategic steps to optimize the potential of existing natural and human resources. (2) adequate resources; this can be seen from the active involvement of the community in managing natural resources, especially fisheries and tourism, and maintaining existing sustainability. (3) good local leadership can be seen from the good cooperation and coordination between all elements on the island of Lakkang, namely local farmer and fishermen groups, local tourism entrepreneur groups, community or traditional leaders, village government, and related parties. (4) Equitable partnerships with stakeholders have not worked well, as evidenced by the lack of coordination between institutions and stakeholders, with empowerment programs often not well integrated. (5) the use of local technology and data is also not good, as seen from access to modern technology, for example, the use of satellite-based monitoring systems in monitoring fish stocks or more sophisticated processing tools that can help improve product quality. In conclusion, the economic empowerment strategy of the coastal community of Lakkang Island has generally been running well, especially in terms of standards, such as the strategy of optimizing the potential of natural resources and then adequate resources with active involvement from the local community, and coordination between all elements of the community on Lakkang Island. However, there are challenges in using modern technology that are not yet adequate due to limitations and technology training assistance that hampers the economic empowerment strategy of coastal communities on Lakkang Island.

Abstract

Population administration is an integral part of public services that are important in maintaining the administrative order of the country and providing basic rights to citizens, such as the right to identity and access to other public services. In Indonesia, Population Administration is strictly regulated through various regulations to ensure the accuracy and validity of population data, as well as to provide easy access for citizens to obtain population documents such as identity cards (KTP), birth certificates, and other documents. The main regulations governing population administration include Law No. 23/2006 on Population Administration, which is then strengthened by various implementing regulations. This study aims to describe the strategy of improving population administration services at the Population and Civil Registration Office (Disdukcapil) of Bulukumba Regency. This research uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. Data analysis was carried out with the stages of data condensation, data presentation, and conclusion drawing and verification. The results showed that the strategy of improving population administration services at Disdukcapil Bulukumba Regency can be analyzed through five strategic variables, namely: (1) Plan, which has been well organized, can be seen from strategic planning which includes cooperation with sub-districts and the provision of services at the sub-district office to facilitate community access. (2) Ploy (tactic), which is shown by the application of digitalization to speed up the process of verifying population data and improve communication between employees, so that services become more efficient. (3) Pattern, which has been well coordinated through the implementation of services in accordance with Standard Operating Procedures (SOP), although there are still complaints related to injustice in services that prioritize relatives. (4) Position, which reflects Disdukcapil's efforts to position itself as an institution oriented towards community satisfaction by presenting digital-based service innovations. (5) Perspective, which still requires improvement, especially in improving fairness and certainty of service completion time, as highlighted by the community. Although there are several challenges in implementing the service strategy, Disdukcapil Bulukumba Regency continues to conduct periodic evaluations and utilize digital technology to increase the effectiveness of population administration services. With the right strategy, it is expected that services will be more efficient, transparent and responsive to community needs.

Abstract

This study aims to analyze the implementation process of the Family Hope Program (Program Keluarga Harapan, PKH) in Alla District and assess its impact on community welfare. Utilizing a qualitative approach, data collection techniques included observations, interviews, and documentation. The data analysis process involved data reduction and presentation to derive meaningful insights. The findings indicate that the implementation of PKH in Alla District significantly enhances the welfare of impoverished families, particularly in fulfilling their educational, health, and economic needs. The program alleviates the financial burdens faced by Beneficiary Families (Keluarga Penerima Manfaat, KPM) and improves their access to essential health services through the Healthy Indonesia Card (Kartu Indonesia Sehat, KIS). The success of the PKH program is contingent upon several factors, including the accuracy of beneficiary data, effective coordination among stakeholders, and robust management practices. Despite its positive outcomes, the study identifies several challenges that could hinder the program's sustainability. These challenges include the limited number of facilitators available to support KPM and the necessity for a structured graduation process for beneficiaries. Addressing these issues is crucial to ensure that the program not only continues to provide immediate assistance but also fosters long-term economic independence among beneficiaries. Overall, the PKH program has a profound impact on improving community welfare, particularly for KPM, by facilitating access to education, healthcare, and economic resources. It plays a vital role in easing the economic strain on families, especially in financing children's education and healthcare needs. The role of PKH facilitators is critical in ensuring that the assistance provided is utilized effectively. While the direct economic benefits of the program are evident, it is essential to tackle the existing challenges to enhance the program's sustainability and promote the economic self-sufficiency of KPM in the long run.

Abstract

This study aims to determine the Content of Policy and Context of Implementation and to determine the impact of the implementation of the Integrated Referral Service System (SLRT) program at the Pinrang Regency Social Service. Descriptive qualitative research type. Data collection techniques through observation, interviews and documentation. The data analysis technique includes data condensation, data presentation, and data verification. The results showed that the policies affected in the Integrated Referral Service System (SLRT) program are people who cannot afford it. The types of benefits generated are free BPJS assistance, social assistance in the form of PKH and BPNT and money and assistive devices for people with disabilities, and KIP assistance. In the flow of proposing community names to be included in DTKS, it is necessary to process data collection of community names proposed by the village / kelurahan, then deliberated by village / kelurahan officials, after which the minutes are uploaded in the SIKS-NG application. Then the Social Service Office will approve and certify and then send it to the Center, in this case the Ministry of Social Affairs, which determines the final result. The resources used are human resources including the Head of the Social Service, Social Service Managers, Facilitators, Puskesos / Operators and Village / Sub-district officials, and Front Office. The budget sources obtained come from the APBN and APBD and assistance from institutions that work with the Social Service. In the disbursement of names in DTKS, you can check the social assistance check application, while for BPJS deactivation, a letter will be sent or given to the person concerned. The impact felt by the community shows the impact of changes experienced by the community when receiving assistance even though it is only to meet basic needs such as in the education sector, health sector, social protection and social assistance.
