Abstract

Population administration is an integral part of public services that are important in maintaining the administrative order of the country and providing basic rights to citizens, such as the right to identity and access to other public services. In Indonesia, Population Administration is strictly regulated through various regulations to ensure the accuracy and validity of population data, as well as to provide easy access for citizens to obtain population documents such as identity cards (KTP), birth certificates, and other documents. The main regulations governing population administration include Law No. 23/2006 on Population Administration, which is then strengthened by various implementing regulations. This study aims to describe the strategy of improving population administration services at the Population and Civil Registration Office (Disdukcapil) of Bulukumba Regency. This research uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. Data analysis was carried out with the stages of data condensation, data presentation, and conclusion drawing and verification. The results showed that the strategy of improving population administration services at Disdukcapil Bulukumba Regency can be analyzed through five strategic variables, namely: (1) Plan, which has been well organized, can be seen from strategic planning which includes cooperation with sub-districts and the provision of services at the sub-district office to facilitate community access. (2) Ploy (tactic), which is shown by the application of digitalization to speed up the process of verifying population data and improve communication between employees, so that services become more efficient. (3) Pattern, which has been well coordinated through the implementation of services in accordance with Standard Operating Procedures (SOP), although there are still complaints related to injustice in services that prioritize relatives. (4) Position, which reflects Disdukcapil's efforts to position itself as an institution oriented towards community satisfaction by presenting digital-based service innovations. (5) Perspective, which still requires improvement, especially in improving fairness and certainty of service completion time, as highlighted by the community. Although there are several challenges in implementing the service strategy, Disdukcapil Bulukumba Regency continues to conduct periodic evaluations and utilize digital technology to increase the effectiveness of population administration services. With the right strategy, it is expected that services will be more efficient, transparent and responsive to community needs.

Abstract

This study aims to analyze the optimization of Bhabinkamtibmas performance in public service delivery in Lilirilau District, Soppeng Regency. The analysis is based on six key performance indicators for public officers: work results, work proficiency, job knowledge, initiative, attitude, and discipline. The research employs a descriptive qualitative approach with data collected through observation, interviews, and documentation. Data analysis includes data condensation, data display, and conclusion drawing. The findings indicate that Bhabinkamtibmas performance remains suboptimal. A gap exists between the officers' perceptions and community expectations across almost all indicators. Although administrative reporting and forum participation are being conducted, the presence of officers in the field and their impact on enhancing community security remain limited. Identified obstacles include ineffective time management, inconsistent responsiveness, low technology utilization, weak initiative and empathy, and a lack of professionally driven discipline. Performance optimization requires a systemic approach grounded in participatory, collaborative, and public-oriented principles. Recommendations include need-based local training, strengthened inter-agency coordination, utilization of information technology, development of professional attitudes, and integration of local wisdom values in service delivery. These strategies are expected to enhance the role of Bhabinkamtibmas as responsive, human-centered, and trustworthy public service agents.

Abstract

Artificial Intelligence (AI) menjadi teknologi strategis dalam transformasi pemasaran dan mengubah cara pemasar merancang serta mengevaluasi kampanye. Penelitian ini menganalisis 30 artikel menggunakan studi literatur dan analisis tematik untuk mengidentifikasi faktor-faktor yang memengaruhi minat pemasar dalam menggunakan AI Marketing. Hasil menunjukkan bahwa minat dipengaruhi oleh faktor teknologi, individu, organisasi, risiko–etika, dan kepercayaan. Persepsi manfaat dan kemudahan penggunaan menjadi pendorong utama, didukung kualitas sistem dan kecerdasan algoritmik. Inovasi personal, literasi digital, serta kesiapan teknologi turut meningkatkan intensi penggunaan. Dukungan manajemen, budaya digital, dan infrastruktur organisasi memperkuat kesiapan implementasi. Hambatan muncul dari risiko privasi, transparansi algoritma, dan isu etika. Kepercayaan terhadap AI menjadi faktor kunci karena penerimaan sangat bergantung pada akurasi dan keandalan sistem. Penelitian ini memperjelas determinan minat adopsi AI Marketing dan merekomendasikan studi lanjutan dengan mixed methods atau keterlibatan praktisi untuk validasi empiris.

Abstract

This study examines the role of street-level bureaucrats (SLBs) in resilience governance, using the 2021 earthquake in Majene Regency, Indonesia, as a critical case. Moving beyond conventional interpretations of discretion as merely a reactive coping mechanism, the article reconceptualizes SLB discretion as a strategic capacity embedded within institutional resilience. Drawing on qualitative methods—semi-structured interviews, field observations, and document analysis—the study identifies how SLBs enact three forms of resilience capacity: absorptive, adaptive, and transformative. These roles enable SLBs to respond effectively to uncertainty, resource constraints, and procedural rigidity. Theoretically, the article advances the integration of resilience governance and street-level implementation theory by proposing an analytical framework that maps SLB practices across key dimensions of resilience. Empirically, the findings show that SLBs operate as informal first responders, adapting disaster policies in real time through the use of discretion, tacit knowledge, and social networks to bridge gaps between centralized systems and local needs. The study recommends formal recognition of SLB discretion through adaptive standard operating procedures (SOPs), flexible budgeting arrangements, and decentralized coordination mechanisms. Strengthening SLB institutions, underpinned by trust and institutional flexibility, can enhance the agility of the public sector. Overall, the findings offer conceptual and practical guidance for integrating local institutions into national resilience frameworks, particularly in fragile and disaster-prone settings across the Global South.

Abstract

Advances in digital technology have shifted marketing strategies and require students to develop digital marketing skills. Students of the Management Study Program at Patompo University still show limited understanding of digital strategies and content planning. This community service program aims to strengthen digital literacy through digital marketing training and mentoring in content planning. The activity was conducted on August 28, 2025, at the Faculty of Economics Auditorium, Patompo University. The results show improved student abilities in designing digital strategies, producing structured content, and using social media for promotional purposes. The program enhances students’ practical readiness for digital-based industry demands.
