Agricultural development occurs when efforts to optimize the use of natural resources and appropriate technology . Government attention in agricultural development, demonstrated through Integrated Farming Systems Program ( Simantri ) . Simantri Program is a program to increase the number of farm production which might be expected to have an impact on the increase in income and welfare of farmers . The data in this research is the analysis of structural equation with alternative Partial Least Square ( PLS ) . The evaluation results indicate that the goodness of fit of the structural model to get the value of Q2 in this research model of 0.873 means that the information contained in the data 84.2 percent can be explained by a model that is the characteristic variables farmers, social capital , productivity of farming and Simantri program success , while the remaining 15.8 percent is explained by other variables not included in the model. Ketimpangan pendapatan kabupaten/kota di Provinsi Bali masih berlanjut. Kebijakan distribusi pengeluaran pemerintah yang tepat sasaran dan ketepatan arah investasi ke daerah-daerah yang dapat menciptakan kesempatan kerja akan meningkatkan pertumbuhan ekonomi, tetapi apabila distribusi belum dapat dilakukan secara merata maka ketimpangan distribusi pendapatan kabupaten /kota tetap akan terjadi dan cenderung meningkat dan tidak lagi memberi ruang untuk masyarakat terutama berpenghasilan rendah ikut ambil bagian dalam proses pembangunan. Penelitian ini bertujuan untuk menganalisis pengaruh pengeluaran pemerintah dan investasi terhadap kesempatan kerja kabupaten/kota di Provinsi Bali, untuk menganalisis pengaruh investasi dan kesempatan kerja terhadap pertumbuhan ekonomi kabupaten/kota di Provinsi Bali, untuk menganalisis pengaruh pengeluaran pemerintah, investasi, kesempatan kerja dan pertumbuhan ekonomi terhadap ketimpangan pendapatan kabupaten/kota di Provinsi Bali, untuk menganalisis pengaruh tidak langsung pengeluaran pemerintah dan investasi terhadap ketimpangan pendapatan melalui kesempatan kerja dan pertumbuhan ekonomi kabupaten/kota di Provinsi Bali. Data yang digunakan merupakan data kuantitatif berbentuk panel seluruh kabupaten/kota di Provinsi Bali periode 2005-2013. Penelitian ini menggunakan data sekunder dari Biro Keuangan Provinsi Bali dan BPS Provinsi Bali yang menggunakan analisis jalur dengan program AMOS. Hasil penelitian menunjukkan bahwa pengeluaran pemerintah dan investasi berpengaruh positif dan signifikan terhadap kesempatan kerja. Investasi berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi. Kesempatan kerja berpengaruh positif tetapi tidak signifikan terhadap pertumbuhan ekonomi. Investasi berpengaruh positif tetapi tidak signifikan tehadap ketimpangan pendapatan kabupaten/kota di Provinsi Bali. Pengeluaran pemerintah, kesempatan kerja, dan pertumbuhan ekonomi berpengaruh positif dan signifikan terhadap ketimpangan pendapatan kabupaten/kota di Provinsi Bali. Pengeluaran pemerintah dan investasi secara tidak langsung berpengaruh positif terhadap ketimpangan pendapatan melalui kesempatan kerja dan pertumbuhan ekonomi kabupaten/kota di Provinsi Bali. Berdasarkan hasil pengujian hipotesis, pemerintah harus melakukan kajian serius dan hati-hati dalam menetapkan stategi alokasi belanja dan investasi agar pertumbuhan ekonomi berdampak kepada perluasan kesempatan kerja di Provinsi bali

The problems facing nations that need the right process of handling are poverty. As part of development, poverty alleviation requires a common perception of stakeholders that they require alignment in their implementation in order to achieve targeted, effective, efficient and sustainable results. In poverty alleviation programs, strategies are applied using the principle that if poor people have an opportunity to make independent decisions, they will be able to do much for themselves, their families and communities. Efforts that have been made by the Provincial Government of Bali in improving welfare and poverty alleviation through several strategies and policies. The Provincial Government of Bali has launched the Integrated Village Development Movement Program Mandara / Gerbang Sadu Mandara (GSM) as a place for rural communities to jointly build themselves and their communities independently and participatively. The Gerbang Sadu Mandara Program covers the development of rural infrastructure and the development of productive economic enterprises in rural areas which is one of the main programs in accelerating poverty reduction in Bali Province. This study aims to analyze the direct and indirect influence between Empowerment variables, Village Leadership Leadership, Community Participation and Success of Integrated Village Development Movement Program Mandara in District Karangasem. And the influence of moderation of advisory variables on empowerment relationship and leadership of village head to community participation. This research uses descriptive analysis technique and structural equation with SEM alternative PLS. The results showed that Empowerment and Leadership of Village Head variable have positive and significant influence to Community Participation System with R-Square value of 0.795. In addition, Empowerment variables, Village Leadership, Community Participation also have a positive and significant impact on Program Success with R-Square value of 0.867.

The implementation of good governance is a prerequisite for the government in realizing the aspirations of the people and achieving the ideals of the nation and state. After a review of the external and internal audit results, there is a tendency to increase the number of recommendations given to the findings of the examination results. Recommendations are given by external and internal auditors in the framework of improvement and follow-up on the findings of examinations. This study analyzed the direct and indirect influence between the variables of Regional Financial Management, SPIP, SAKIP, and Good Governance in Bali Provincial Government by using primary data of quantitative in the form of associative supported by secondary data. Analytical techniques are descriptive and alternative structural equations of SEM PLS. The results showed that the variable of Regional Financial Management and SPIP have a positive and significant effect on SAKIP with R-Square value of 0.647. In addition, the variables of Regional Financial Management, SPIP, SAKIP also have a positive and significant effect on Good Governance with R-Square value of 0.784.

The main goal of development reduces the gap in society, the main challenge of development in our time is the challenge of inclusion. The concept of development for Bali should be adapted to the potential and conditions of Bali itself, always looking closely at the changing gaps that occur all the time. The tourism sector is a potential development to develop. The tourism sector in Bali province is the income-generating sector. The development of tourism sector in Bali spread throughout the district / city, one of which is Gianyar regency. Development of development in tourism sector should be done continuously (sustainable) by utilizing local community as a manager, so as not to shift the tourism paradigm in areas rich in customs, natural potential (rice fields, mountains and sea). Analytical technique used is the analysis of structural equations with alternative Partial Least Square (PLS). The result of research shows that the R Square coefficient value of 0.685 means that 68.5 percent of the variation in the quality of Community Based Tourism can be explained by the variation of the quality of social capital, tourism potential, and community empowerment, while the rest of 31.5 percent is explained by other variables not included in the model. Social capital, empowerment and tourism potential has a positive and significant impact on the quality of Community Based Tourism (CBT). The empowerment variable moderate the influence of social capital and tourism potential to community based tourism (CBT) in Gianyar, Sukawati and Blahbatuh Subdistricts.

This study aims to determine the effect of community empowerment on community based tourism (CBT) and community welfare at the Ceking Rice Terrace tourist attraction, Tegallalang, Gianyar. The sample of this study were 88 people through simple random sampling. The data collection method used was questionnaire distribution. The data analysis technique used is the Structural Equation Model (SEM) with the Partial Least Square (PLS) approach. The results showed that community empowerment had a positive effect on CBT and community welfare, community empowerment and CBT had a positive effect on community welfare, and CBT was able to positively mediate the effect of empowerment on community welfare. Community empowerment should be further improved because there are still many people who do not participate in the development of tourist objects, especially Ceking Rice Terrace, which causes economic disparities in Tegallalang Village and there are still people who do not have a job, or in other words, the welfare of the community has not yet been realized.

In order to avoid the worst impact of development toward the natural resources and environment, it should be considered the new development paradigm that called as sustainable development. Hence, all the development indicators also should be changed, not used the PDB based on SNA (System of National Account) but used The Green PDB system of calculation, that is measured based on the integrated calculation between environmental and economic (System of Integrated Environmental and Economic Account). This research that was carried out in Karangasem Regency, aims to know the contribution of forestry sector toward The Green PDRB, using depletion factor (conflagration and illegal logging) and the environmental degradation of forest management. The research indicated that the green contribution of forestry sector to PDRB of Karangasem Regency is Rp 54,83 million, Rp 75,86 million, and negative Rp 46,64 million from the year 2004, 2005 and 2006, respectively. The negative value of green contribution in year 2006 indicated that of forestry sector as reported on the Brown PDRB Karangasem Regency is less than nature capital which sacrificed due to forest depletion and degradation.

Human capital is a term that refers to human self-development in the fields of education, health, and other potentials for increasing productivity. These efforts will be realized if there is awareness, willingness, and ability to live healthily in everyone. This study aimed to analyze the Econometric Model in increasing Life Expectancy with Environmental Sanitation, Health Services, and Immunization Interventions in West Nusa Tenggara. This research was carried out in 10 the Regency/City of West Nusa Tenggara Province, using econometric modeling, namely performing panel data regression with eviews 11 as an analytical tool. The results of econometric modeling found that the life expectancy in West Nusa Tenggara in 2035 was 0.57 months under normal conditions. After intervention with the environmental sanitation variable, the life expectancy in 2035 was 1.08 months, meaning there was an increase of 0.4 months; Health variables, especially delivery assistance carried out by health workers, become the main priority in the model, which can increase life expectancy by 11 months three weeks six days; and the increase in Life Expectancy in West Nusa Tenggara from the aspect of community behavior.

MSMEs typically do not comprehend the financial products provided by financial institutions. This harms corporate performance. This study's objective is to examine the role of financial literacy based on social capital, the function of financial literacy in the business performance of MSMEs, and the impact of social capital in enhancing business performance. The Scale guides the writing of narrative reviews for the Assessment of Narrative Review Articles. The article's notability is determined independently by examining the title and abstract. Articles were searched using the databases of Google Scholars, Science Direct, Emerald, Taylor Francis, and SciFinder with the keywords' financial literacy', 'social capital,' 'business performance,' 'MSMEs,' 'microenterprises,' 'finance,' and 'civic organizations. The results show that high financial iterations both help entrepreneurs in making financial decisions well and have a positive effect on business performance. If MSME owners are 'blind' to the organization's finances, insufficient financial knowledge will have implications for a decrease in the ability to compete, loss of access to financing sources, and failure of MSMEs. A high level of social capital can make it easier for people to work together in related fields and help the MSME sector and business performance.
