The environment and water quality status of the open waters of the rivers and lake including ground water surround DKI Jakarta was evaluated on the base of the data collected by local government of the environmental agency of DKI Jakarta (BPLHD) period of 2004. The result shows that water quality of those open waters has degraded due to the impact of the domestic and industrial waste that flowing through the rivers. The DO, total suspended solid (TSS), ammonia, organic matter, BOD and COD of the open waters in general have more than intemperate of the environmental standard of the water quality for drinking, fisheries, animal husbandry and industrial need. While the ground water has degraded due to the increasing of the Fe, Mn and detergent. Ã‚Â To eliminate and minimize the degradation of the water quality of the open waters and ground water surround Jakarta, strict regulation should be established following the regular monitoring of the whole area of the open and ground waters. Recent water quality decrease has caused difficult in finding clean water source for people and their daily life. Monitoring on water quality had been carried out many times, from up stream to down stream. ItÃ¢â‚¬â„¢s necessary to do Online Monitoring on ground and underground water quality continuously, so that the effect of water quality decrease could be detected earlier and handle directly. The output of water quality data needs to be processed so that the society and the decision makers could see the information publicly. So, we need a design of structured database of online and real-time water quality data processing. In global industrial era, more than 70% industrial growth especially in Java will centrally around urban region. This matter can increase the environmental pollution as long as the progress of industry and technology development. Central and regional governments have continued to cope with the environmental pollution problem, although many environmental cases difficult to be resolved. This matter caused by the limited ability of observation technology and monitoring which conducted by the relevant institution and also because of the limited existing fund which allocated for the environment management. To increase the ability of environmental quality observation and monitoring technology in this time, we need the role of information and computation technology which can be used to observe and monitor online the source of pollution that resulting the environmental damages. To support this article we used the data of the case of information technology usage by the environmental institution in Japan. Since the Internet was introduced virtual network, the globalization of information gradually changes. One positive result of the globalization of this information is the geographical boundaries are not visible in the face of the earth. Information wide open to anyone who would like to access and contribute in it. To protect the rights and obligations of both the information providers and the users from the cyber crime, the government has prepared several law and legislation. On this paper, the regulation of public information opennes (Law Number 14/2008) will be discussed, which protect the rights of people to access information held by public agencies and institutions. The environment of the rivers surround Jakarta was polluted due to the increasing of the domestics and industrial waste as response to the rapid development of the anthropogenic activities within the city since the decades. As consequence, the carrying capacity of the water ecosystem was degraded including Jakarta Bay as the estuary of the passing rivers of the Jakarta City. This article briefly discusses the pollution problem within the Jakarta Bay that is supported by the data collected from various sources including the result from in-situ survey. The result has shown the fact of what the causing factors that stimulated the pollution problem within this area. Ã‚Â Katakunci : Pencemaran Lingkungan Perairan. Salah satu permasalahan yang timbul selama proses penerapan teknologi online monitoring (Onlimo) adalah munculnya biofilm pada permukaan sensor multiprobe yang digunakan. Kehadiran biofilm ini dapat mengganggu performa sensor dalam melakukan pembacaan. Oleh karena itu diperlukan suatu kajian mendalam terkait metode dan teknologi yang dapat digunakan untuk mencegah munculnya biofilm pada permukaan sensor. Tulisan ini disusun berdasarkan kajian literatur dan hasil riset yang dilakukan oleh berbagai universitas dan lembaga penelitian baik diluar maupun dalam negeri, baik dalam skala laboratorium, bench, ataupun pilot-plant. Penggalian literatur meliputi proses pembentukan biofilm, identifikasi teknologi pencegahan pembentukan biofilm secara konvensional, serta identifikasi teknologi pencegahan pembentukan biofilm terkini. Tulisan ini diharapkan dapat menjadi informasi dan bahan rujukan dalam memilih teknologi yang tepat untuk diaplikasikan.Kata kunci: biofilm, pemantauan online, sensor, teknologi pencegahan

Ciliwung River Ã‚Â is one of the rivers that pass through the administrative area of Jakarta. Ciliwung river has been categorized as a heavy polluted river. The water quality monitoring needs to be installed to control river pollution. The Water quality monitoring should be performed at any time continuously. For that reason, The trial water quality monitoring that placed in the area of Ciliwung part Istiqlal Mosque has been installed. The installed system that based on GSM network is an online and realtime water quality monitoring. In this paper discusses the process of installation, monitoring results, modification of protective structure and the problems were encountered. From this activity bring out some conclusions about: shape of suitable protective building, sensor calibration period, the obstacles encountered, system reliability, and efforts to improve system performance.Ã‚Â Keywords: Protective building, Ã‚Â calibration period, monitoring result, water quality, realtime.

Tegal is a maritime town that mostly its resident has living as fisherman. Most existing industry in this town is fishery industry. Besides fishery industry, other small industrial also produce waste water which together with domestic waste water partake to contaminate Gung river, Sibelis river, Kemiri river and other channel which pass through Tegal town. Tegal town government trough the Office Operation of Environmental Impact (KEPADEL) have conducted various effort to reduce the impact of environmental contamination by giving counseling, training and other compilation of book containing information technology and technical guidance of waste water management to industrial activity exist in Tegal. Nowadays the water quality monitoring project that had been doing by government institution is increase due to decreasing of water quality. Many methods and techniques are developed for water quality monitoring. The communication technology development such as GSM/CDMA technology can be used as new network infrastructure for water quality monitoring. People over the world are now using this technology as new communication medium. With SMS as the one of services from GSM technology people can send or receive messages easily. By using the integration of digital sensor for water quality, digital data logger and GSM modem as communication unit, the water quality can be monitored as cheap as sending the SMS by phone cell. The critical value of water quality parameter also can be monitored and sent to the phone cell of decision maker.Ã‚Â Kata Kunci : Pemantauan Kualitas Air, Teknologi SMS, Radio Telemetry, Early Warning System (EWS), sistem komunikasi GSM (Global System Mobile Communication), SMS (Short Messages Service).

One of the activities undertaken within the framework of environmental sanitation management by the government is to publish a variety of regulations governing the wastewater disposal problem. Sources of pollution of the most dominant in urban areas are domestic wastewater. Government institutions through BPLHD have conducted regular monitoring of river water quality in Jakarta. Management of water quality data from domestic waste sources is needed to control river water pollution. This requires data management system of urban domestic waste water quality. In this article will be discussed the development of data management systems for domestic waste water quality with reference to the current applicable regulations.Ã‚Â Key words : water quality database, Ã‚Â domestic waste water quality
