Abstract

Designing a Performance Management System (PMS) is anintegral part of management control systems. This paper presents ahybrid framework for the design of a PMS for the Indonesiancontext, and the tailor-made design is expected to overcome theshortcomings of earlier models. The present hybrid PMS modelseeks to improve the earlier research models using the followingnovel approaches: (1) implementation of a Knowledge-Based (KB)expert system, (2) Gauging Absences of Prerequisite (GAP) analysis, and (3) Analytical Hierarchy Process (AHP) methodology in anintegrated KBPMS. The paper shows that the present hybrid (KB-AHP-GAP) approach to developing a PMS model is a realisticmethodology. The combination of the KB-AHP-GAP approachallows detailed benchmarking of the PMS existing in an Indonesiancompany. Furthermore, this approach can assist in identifying andprioritising the key decisions that need to be executed to overcomethe existing PMS shortcomings.symbiotic strategic alliances. Con-versely, affiliate firms prefer competitive strategic alliances withcompetitors when they are not dependent on the parent firm.

Abstract

Perencanaan struktur pondasi pada pembangunan storage tank kapasitas 900 liter,Tanki adalah sebuah penumpukan benda cair atau padat yang memiliki bebanbegitu besar, oleh karena itu untuk pembuatan atau pengerjaan pondasi itu harusdisikapi dengan serius, karena strutur pondasi menentukan kekuatan dari bebanyang di bawa oleh isi tangki tersebut.Perencanaan pondasi konstruksi ini melalui tahapan-tahapan seperti,pengumpulan data actual lapangan (data topografi dan data penyelidikan tanahsampai pada analisa dimensi dan stabilitas konstruksi.Konstruksi ini yang nantinya akan menerima beban dari tangki yang beradadiatasnya, sehingga kerawanan akan penurunan pondasi dapat diatasi denganmenggunakan struktur pondasi yang kuat.Pengamatan di lapangan menujukan bahwa pengetahuan di bangku kuliahbanyak di lengkapi dengan pengetahuan dan wawasan di lapangan, khususnyabidang manajemen lapangan untuk mencapai proyek yang berhasil.

Abstract

Artikel ini mengemukakan rancangan variable kinerja, pembobotan tiap variable kinerja, dan penentuan standar kinerja dalam kerangka rancangan sistem manajemen kinerja yang konstekstual pada PT PLN Distribusi Jawa Barat dan Banten. Rancangan variable kinerja yang dikemukakan merupakan langkah penyempurnaan dan penggabungan dari pendekatan the Balanced Scorecard (BSC) yang diusulkan dan key performance indicator (KPI) yang saat ini diterapkan serta menggunakan sistem pembobotan dengan metode Analytic Hierarcy Process (AHP). Penentuan standar kinerja dilakukan berdasarkan data actual dan masukan dari para pakar serta praktisi yang sehari-hari berkecimpungan dalam operasional PLN DJBB. Dengan menggunakan data pada tahun 2004 model yang dikemukakan divalidasi sehingga dapat diketahui kemampuan terapan model yang disusun. Rancangan variable kinerja, pembobotan dan penentuan standar yang dikemukakan dalam paper ini merupakan rincian dari kerangka kerja sistem manajemen kinerja yang telah dikemukakan dalam artikel terdahulu: Rancangan Kerangka Sistem Manajemen Kinerja Kontekstual pada PT PLN Distribusi Jawa Barat dan Banten. Katakunci: manajemen kinerja, the balanced scorecard, analytic hierarcy process, key performance indicator, PLN.

Abstract

Dago Engineering (DagoEng) adalah perusahaan konsultan enjiniring yang mayoritas konsumennya perusahaan yang bergerak di bidang eksploitasi migas. Beberapa isu yang menghambat perkembangan DagoEng namun hingga kini belum dapat dipecahkan, yaitu turn-over karyawan yang tinggi, tidak mengetahui area-area yang membutuhkan upaya perbaikan/pengembangan, kegiatan R&D yang terlantar, inkonsistensi kualitas pekerjaan, tidak mengetahui tingkat kepuasan konsumen, dan kesulitan dalam meramalkan potensi pendapatan masa depan. Daftar problem tersebut dipetakan didapatkan akar masalahnya adalah tidak memadainya sistem manajemen kinerja (SMK) DagoEng saat ini. Dari hasil rancangan yang dilakukan dengan menggunakan pendekatan Integrated Performance Management System (IPMS) didapatkan variabel-variabel kunci untuk proses perbaikannya yang tercakup ke dalam tiga perspektif, yaitu keluaran organisasi, proses internal, dan kemampuan sumber daya. Keluaran organisasi memiliki aspek finansial dan aspek non finansial. Proses internal memiliki aspek inovasi, aspek proses kerja, dan aspek pemasaran. Sedangkan kemampuan sumber daya memiliki aspek sumber daya insani, aspek sumber daya teknologi dan infrastruktur, dan aspek sumber daya organisasi. Variabel kinerja yang diusulkan terdiri dari aspek finansial 4 variabel, aspek non finansial 4 variabel, aspek inovasi 3 variabel, aspek proses kerja 7 variabel, aspek pemasaran 3 variabel, aspek sumber daya insani 3 variabel, aspek sumber daya teknologi & infrastruktur 3 variabel, aspek sumber daya organisasi 4 variabel. Untuk masing-masing variabel kinerja dipilih indikator pengukuran, cara perhitungan, dan data yang dibutuhkan. Dari analisis ditemukan bahwa masih banyak data-data dan sistem pencatatan yang belum tersedia di DagoEng sehingga kaji banding kinerja belum dapat dilakukan.Kata kunci: Sistem Manajemen Kinerja, Konsultan Enjiniring, Migas, IPMS

Abstract

Designing and implementing PMS in an integral part of management control systems. To be effective, performance measures need to reflect the changes in competitiveness. However, traditional PMS is criticized for being obsolete, irrelevant to managerial decision making, unrelated to strategic objectives and detrimental to organizational improvements. Given the shortcomings of traditional PMS, there is need for a new framework that can lead to the design of a PMS that balances short-term and long-term measures, internal and external measures, and financial and operational measures. This paper presents on designing and managing performance of a manufacturing unit from the corporate level to the shop floor level. Abstract

Paper ini mengemukakan rancangan sistem manajemen kinerja yang kontekstual terhadap kebutuhan PT. PLN Distribusi Jawa Barat dan Banten (PLN DJBB) menggunakan kerangka kerja the Balanced Scorecard (BSC) sebagai pengganti metode Key Performance Indicators (KPI) yang digunakan perusahaan saat ini. Kelemahan metode KPI yang saat ini diterapkan menyangkut kerangka kerja yang tidak komprehensif, pemilihan variable yang terikat pada aspek birokratik yang hanya didasarkan atas keputusan Menteri Negara BUMN, terlalu menitikberatkan pada aspek keuangan dan tidak mengeksplorasi intangible assets. Dengan metode baru yang diusulkan, semua kelemahan tersebut dapat dipecahkan sehingga penilaian kinerja perusahaan lebih akurat dan responsive dalam menghadapi persaingan maupun melayani pelanggan. Kerangka kerja yang dipakai dalam perancangan sistem manajemen kinerja yang kontekstual terhadap kebutuhan PLN DJBB dalam paper ini menggunakan pendekatan BSC yang mengukur kinerja perusahaan secara menyeluruh dari empat perspektif yaitu perspektif keuangan, pelanggan, proses bisnis internal serta pembelajaran dan pertumbuhan. Mekanisme perancangan yang ditempuh melalui analisis sistem KPI saat ini, rancangan matriks TOWS,peta strategi, dan penentuan variable kinerja yang kontekstual dalam tiap perspektif. Katakunci: manajemen kinerja, the balanced scorecard, PLN.

Abstract

This paper presents on designing and managing performance of a manufacturing unit from the corporate level to the shop floor level. A Hybrid Knowledge Based (KB) Analytic Hierarchy Process (AHP) Gauging Absence of Pre-requisite (GAP) analysis of Performance Measurement System (PMS) Model is developed that considers five levels of company performance: Business Perspective, Customers Perspective, Manufacturing Competitive Priorities Perspective, Internal Process Perspective, and Resources & Method Availability Perspective. The research validation was confined to four industry sectors: aircraft component manufacturing, electronics manufacturing, computer and office equipment manufacturing and telecommunication product manufacturing. The results of the validation exercise indicate that the present Hybrid PMS Model is suitable decision-making tool to assist the practitioners of PMS and provides consistent and detailed results. Keywords: Performance Measurement System, Knowledge Based, Analytic Hierarchy Process, GAP Analysis, Manufacturing

Abstract

AbtractIndonesia rated shoe market is worth 29.3 trillion rupiahs, with spending on footwear family unit expands by 47% during the period 2007 to 2012 (Euromonitor International). Minen Leather is a manufacturer of leather shoes and other leather goods. But after running for five years, had several problems, as they can not increase revenue. The purpose of this study was to develop a vocational school, which is output in the form of Key Performance Indicators (KPI), in Minen Leather, to achieve that goal required an understanding of the IPMS Framework and Strategic Management process. The method used to develop the vocational school is to analyze the vision and mission, evaluate the internal and external situation, identify the Critical Success Factors (CSF), choose the variable performance based on the perspective of the framework IPMS.According to the data analysis showed that Minen Leather need to change their vision and mission should be formed to control the activities of the company. Assessment external and internal conditions revealed that Minen Leather should apply the "Hold and Maintain" strategy, the which can be detailed as a market penetration and product development strategy.The results of the analysis of external and internal conditions Minen Leather currently produces nine Critical Success Factors (CSF), which is a factor that must be considered Minen Leather. The CFS ninth translated into fifteen key performance indicator. After 3 years running the business, the company still doesn’t have PMS to measure their performance. Abstract

Abstract-Indonesia is one of the biggest coconut fiber-producer countries in the world beside Philippines, India and Sri Lanka (vdeltafuel, 2016). This condition led to the growth of coconut fiber trader companies and coconut fiber producer companies in Indonesia. Many new companies are emerging to seize this business opportunities. One of these new companies is Pamarican Agro Industry which established in 2016 as a coconut fiber producer company that based in Ciamis, West Java.  Since established in August, 2016 Pamarican Agro Industry does not have any appropriate tools to measure their performance. To become a major player in the market, Pamarican Agro Industry has to increase their competitiveness by evaluating their performance. Therefore, Pamarican Agro Industry owners decide to implement a performance management system for measuring their performance to evaluate the strategy. However, to effectively implement performance management system it is important to understand company’s current external and internal conditions and identifies which factors that will affect company’s performance. The external conditions consist of factors that are outside the organization and internal conditions consist of factors that are within the organization itself. Moreover, through further company’s current conditions analysis researcher is able to select which performance management system frameworks that feasible for the company. The primary data is gathered through discussion, interview and field observation. In this research, the data is gathered by qualitative method through field observation and interview with the owner. Secondary data gathered are vision and mission, organizational structure, production report and financial report. This research used PESTEL Analysis, Resource Based View Analysis, and SWOT Analysis to identify company business condition. After conducting several analyses to determine company condition, researcher found that appropriate performance management system that suitable for Pamarican Agro Industry is Integrated Performance Management System Framework. Therefore, a new performance management framework was developed to be proposed for Pamarican Agro Industry which based on Integrated Performance Management System Framework. Keyword: Performance Management System, Key Performance Indicators, Integrated Performance Management, Critical Success Factors, Pamarican Agro Industry
