Abstract

Land Transportation Sector is part of the Department of Transportation West Java Province which has the authority to handle land transportation in West Java province. Performance of land transportation sector can be measured using indicators that reflect increased land transportation services in accordance with Law No. 22 of 2009. The root of problem obtained from the translation of the issues highlighted faced by the Land Transport Sector was it does not have a data report, it has no measurable performance variables; do not have an adequate system performance, and the difficulty to find data. Objective of this final project is to make a proposal of the performance management system for Department of Transportation West Java Province in Land Transport Sector. Performance management system that the most appropriate is Integrated Performance Management System. The method of collection data is use available literature as the primary data, and conduct a SWOT analysis. Integrated performance management system has three perspectives, namely the output of the organization, internal processes and resource capabilities. Perspective of organizational output using non-financial aspects of 4 measurement indicators and 22 measurement indicators recommendations derived from overseas. Internal process perspective aspects of innovation use 1 indicator and 4 indicators for this aspect of the operation. Perspective of resource capabilities have 6 indicator using human resources aspects, technology resource aspects and organization resources. Every indicator of each aspect made the measurement indicators, responsible person for each indicators, standards and performance targets to be achieved. Performance results can be displayed in the view that the proposal submitted. From the results of subsequent performance to do review of the appeal by Department of Transportation Central Java Province and the Department of Transportation and road & transport East Java Province. Abstract

In the current dynamic environment, measuring a company’s performance becomes exceedingly complex since Performance Measurements Systems (PMS) not only measure a company’s performance but also reflect their organizational culture and philosophy. Designing and implementing PMS is an integral part of management control systems. However, traditional PMS are criticized for being obsolete, irrelevant to managerial decision making, unrelated to strategic objectives and detrimental to organizational improvements. Given the shortcomings of traditional PMS, there is need for a new framework that can lead to the design of a PMS that balances short-term and long-term measures, internal and external measures, and financial and operational measures. This paper presents issuesassociated with the needs of a dynamic PMS, observe past research achievements in PMS and review past PMS frameworks that have been introduced. The paper then proposes an improved methodology for the design of a realistic PMS and its effective implementation in a manufacturing environment with case for Indonesia’s company.

Abstract

Penelitian ini menganalisis secara komprehensif dan mengusulkan implementasi Knowledge-Based Performance Management System (KB-PMS) di Mitra Persada, dengan latar belakang persaingan ketat dalam industri kemasan yang dipicu oleh perkembangan teknologi, inovasi, dan peningkatan kualitas sumber daya manusia. Mitra Persada menghadapi tantangan untuk mempertahankan kinerja tanpa sistem penilaian yang komprehensif dan dinamis. Penelitian ini menggunakan kerangka kerja KB-PMS yang disesuaikan untuk menyelaraskan visi, misi, dan strategi perusahaan dengan ukuran kinerja melalui data kuantitatif (laporan keuangan 2018-2022) dan data kualitatif (wawancara dengan eksekutif dan staf). Implementasi KB-PMS akan berfokus pada output organisasi, proses internal, dan kapabilitas sumber daya, dengan tujuan meningkatkan efisiensi, efektivitas, dan budaya perbaikan berkelanjutan. Hasil yang diharapkan mencakup keselarasan tujuan jangka panjang, penilaian produktivitas yang tepat, integrasi pemangku kepentingan, dan pengambilan keputusan yang lebih efektif. Abstract

This study addresses a gap in Indonesia’s mineral-downstream policy research by identifying the optimal policy scenario for enhancing the added value of primary metal mineral commodities. This research examines competitive and comparative advantages and economic impacts using system dynamics modeling. Initially, qualitative interviews are conducted to identify elements affecting domestic refining facilities’ growth, followed by quantitative surveys and the Analytic Hierarchy Process (AHP) to prioritize factors fostering these advantages. Findings suggest that developing existing theories to fit Indonesia’s specific context is crucial, and focus group discussions with key mining company decision makers are recommended to develop relevant indices. This method evaluates policy options to determine those offering the most significant economic advantage for each mineral type by analyzing unique characteristics and mapping them to suitable policies. Integrating competitive and comparative advantages into the mineral-added value policy context maximizes economic returns and provides practical recommendations for policymakers, addressing a critical gap in the literature.

Abstract

Swimming at an early age boosts children's physical and motor skills, builds confidence, and ensures safety around water. High parental awareness and enthusiasm, along with a lack of structured swimming programs in elementary schools, have led to a rise in swimming schools, presenting a significant business opportunity. Jogjarenang International Swimming School, established in 2020 in Yogyakarta City, offers specialized swimming programs for children using the Swim School International (SSI) curriculum. With increasing competition from new schools, Jogjarenang needs a strategic plan to stay competitive. This research uses a mixed-method approach, combining qualitative observations and interviews with quantitative surveys. The SWOT analysis highlights Jogjarenang’s strengths, such as experienced instructors and a strong reputation, but also reveals weaknesses like limited physical resources and instructor shortages. Opportunities include growing swimming awareness and supportive regulations, while threats come from rising competition. The TOWS analysis led to 15 strategic alternatives, with four prioritized strategies in the W-O matrix being recommended.

Abstract

PT. SPU is a private metal casting company located in the Ceper industrial area, Klaten, Central Java. The company operates a metal casting factory equipped with an Induction Melting Furnace. Their product portfolio includes a wide range of materials, such as Cast Iron, Stainless Steel, Steel, Aluminum, Brass, and various alloy metals, meeting diverse industrial demands. This study focuses on proposing a Knowledge-Based Performance Management System (KBPMS) to address the company’s operational challenges. PT. SPU faces issues like fluctuating income, reliance on conventional marketing methods, frequent product defects, project delays, and the absence of well-defined key performance indicators (KPIs). These obstacles hinder sustainable growth and operational efficiency. The KBPMS framework offers a structured approach to performance management, integrating business knowledge and systematic evaluation to overcome these issues. By establishing clear KPIs, the system ensures alignment with organizational objectives, providing tools to track progress and identify areas for improvement. Additionally, the framework promotes a culture of continuous enhancement, ensuring quality, timeliness, and customer satisfaction. Implementing KBPMS is expected to stabilize financial performance, modernize marketing, reduce defects, and improve project completion rates, ultimately fostering a more resilient and competitive organization.

Abstract

CV. MD is a Bandung-based SME clothing brand founded in 2003, offering products such as T-shirts, pants, bags, shoes, caps, and accessories. With nine stores and numerous resellers across Indonesia, the company faces challenges like production delays, employee disengagement, and competition. This study proposes implementing a Knowledge-Based Performance Management System (KBPMS) to improve performance. The KBPMS framework is structured into five phases: (1) Foundation (2) Background Information; (3) Design Process; (4) Implementation Process; and (5) Refreshment. The focus of this study is on the design process. Twenty-one Key Performance Indicators (KPIs) were developed across three perspectives of KBPMS: business results, internal processes, and resource capabilities. The Analytic Hierarchy Process (AHP) was used to prioritize the KPIs importance. An implementation plan was also outlined for future use. Adopting KBPMS will enable CV. MD to monitor performance, reduce delays, improve productivity, and strengthen its competitive edge.

Abstract

This study investigated renewable energy strategies in Malaysia, Denmark, and Japan to derive actionable insights for Indonesia’s energy transition. The objective was to explore effective approaches for achieving net-zero emissions in state-owned energy enterprises within developing countries. A comparative analysis methodology was employed, incorporating benchmarking interviews with policymakers, industry experts, and regulators from the three countries, as well as the review of official energy strategy documents. Malaysia emphasized diversifying its energy mix through supportive policies and advancements in solar, hydro, and biomass technologies. Denmark achieved remarkable success through a liberalized energy market and robust regulatory support, particularly for wind power. Japan, shaped by its post-Fukushima context, focused on energy independence via investments in solar, wind, and geothermal technologies. The findings revealed that Indonesia could benefit from adopting a diversified energy portfolio, establishing stable policy frameworks, increasing investments in research and development, modernizing its power grid, and engaging local communities. This study concluded that aligning Indonesia’s energy policies with technological capabilities and regulatory environments is essential to achieving a sustainable energy transition and meeting net-zero targets.

Abstract

The dynamic mining industry landscape requires organizations like PT Bukit Asam Tbk. (PTBA) to ensure robust strategic alignment to achieve world-class standards. This study investigates the perception gaps and alignment issues in the implementation of the Balanced Scorecard (BSC) within PTBA’s Mining Division. Three research questions guide this work: whether perception differences exist between management and executor levels regarding strategy execution; the gap between expected and actual realization of strategy; and the alignment between employee-perceived priorities and formal the BSC structures. The study applies a quantitative approach using Likert-scale surveys, gap analysis, and the Analytic Hierarchy Process (AHP). Statistical tools include descriptive analysis, Mann-Whitney U tests, Spearman correlation, and the AHP weight calculation. Results reveal notable perception gaps, particularly at the executor level, and significant differences between groups across all constructs. The AHP analysis indicates that internal business process and learning and growth perspectives are prioritized by employees, though misalignments with formal strategy remain. An implementation scenario is proposed through the Enhanced BSC Framework that includes phased strategic communication, dynamic KPI review using AHP, and integrated data-driven feedback systems. This study acknowledges several limitations, such as its single-case scope, the use of self-reported data, a limited observation period, and the absence of external benchmarking. This research contributes to performance management practices by highlighting the importance of aligning strategic priorities across organizational levels to support PTBA’s transformation journey.

Abstract

Purpose: The NGO XYZ, a prominent Indonesian NGO, faces the dual challenge of demonstrating accountability and sustaining growth in the competitive philanthropic sector. This study proposes a Performance Management System (PMS) tailored to NGO XYZ using the Performance Prism framework, which emphasizes stakeholder satisfaction, contributions, strategies, processes, and capabilities. Method: This research utilizes qualitative and quantitative methods, including organizational analysis, stakeholder interviews, and the Analytic Hierarchy Process (AHP), to identify and prioritize key performance indicators (KPIs). Results: These indicators span multiple stakeholder groups including donors, beneficiaries, employees, regulators, and suppliers. This study highlights the importance of metrics such as donor growth, program impact, and regulatory compliance in aligning NGO XYZ’s strategic objectives with its operational practices. The key findings reveal that donor satisfaction and retention, beneficiary empowerment, and employee productivity are critical for enhancing the performance of NGO XYZ. The research identifies gaps in innovation, donor engagement, and program sustainability and recommends strategic interventions to address these challenges. Conclusions: Enhancing NGO XYZ’s performance requires a multifaceted approach that prioritizes donor engagement, employee development, and technological innovation. Strategic alignment with community needs and stakeholders further ensures long-term program sustainability and impact. By integrating personalized services, digital tools, and continuous capacity building, XYZ can improve operational efficiency and maintain a competitive edge in the nonprofit sector. Limitations: This analysis is limited by the absence of longitudinal data and direct stakeholder feedback, which may restrict the depth of insights into long-term effectiveness. Contributions: This conclusion offers a strategic roadmap for nonprofit organizations aiming to improve performance through integrated stakeholder engagement, digital transformation, and capacity development.
