Abstract

The improvement of public services to the community is one of the indicators of reform employees that is echoed by the current government. The province of Bali as a tourist attraction and destination for investors engaged in tourism should make electronic services in the land sector an important thing. Obstacles that hinder the development of E Government are human resources, infrastructure and organization. Qualitative research methods. This research was conducted at the Buleleng Regency Land Office. Researchers obtained the necessary data, namely activities to improve the quality of electronic ready data in supporting the optimization of electronic services at the Buleleng Regency Land Office. The data sources in this study were obtained from interviews, observations, documentation, and Focus Group Discussions. Mapping of human resources at the Buleleng Regency Land Office, especially the implementers of electronic data quality improvement activities, is still dominated by high school graduates whose competence is still lacking for parcel validation. The parcel validation activity requires human resources who have an educational background in the field of mapping. From ABK activities to improve the quality of electronic ready data from 2022 to 2024, the number of human resources for validation activities is still lacking and needs to be added.

Abstract

This study aims to analyze the implementation of the policy of shifting structural to functional positions and to compare employee job satisfaction in structural and functional positions in the Buleleng Regency Government. The total population in this study were 308 echelon III and IV employees who were affected by the transfer of positions and the number of samples was 174 employees who were determined by purposive sampling technique. Data analysis used a mixed method approach through qualitative descriptive analysis and quantitative analysis. The results showed that the implementation of the policy of shifting positions from structural to functional in the Buleleng Regency Government was one of the changes in the organization that occurred because of the rules/policies from the center with the aim of improving public services. This transfer of position will change the organizational structure and affect the career, mindset and job satisfaction of Civil Servants (PNS) but the implementation of this transfer is still not optimal because there are still obstacles faced, such as the process and procedures for assessing credit scores for promotions that do not exist. clarity. Based on the results of quantitative analysis with descriptive statistics that the perception of civil servants is higher in structural positions than in functional positions because civil servants feel a high level of job satisfaction while still occupying structural positions compared to after being transferred to functional positions. There is a significant difference in the job satisfaction of civil servants before the transfer of positions (structural) and job satisfaction of civil servants after the transfer of positions (functional). Job satisfaction in structural positions is greater than after being transferred to functional positions with dominant indicators shown by promotion, competence and income/salary.

Abstract

This study is aimed at understanding the CSR (Corporate Social Responsibility) program which is still applying in Buleleng regency, in order to explore the company’s perception regarding the plan of CSR (Corporate Social Responsibility) integration with regional development plan in Buleleng regency and arranging a CSR (Corporate Social Responsibility). This study uses a qualitative method with study subjects including company and the corporate social and environmental responsibility Facilitation team of Buleleng regency. The study’s results show that (1) CSR (Corporate Social Responsibility) program which has been applying so far in Buleleng regency has encountered several obstacles such as the data form and activity administration. (2) The company perception of integration plan shows that the company supports the plan in general as long as it continues to adopt the company’s business interests. (3) The form of integration expected by the company can be carried out at the planning and implementation stages of activity. (4) The priority areas that planned to receive CSR (Corporate Social Responsibility) founding, they are must be the areas which is in line with goals and objectives of the Buleleng regency local government plan. (5) The Strategic Plan for Integration of CSR (Corporate Social Responsibility) with regional development plan is described in the strategy for implementing activities and in the form of activity proposals.

Abstract

This study aims to determine the management of waste management organized by the Buleleng Regency Environmental Service and to explore information related to problems that occur in the implementation of waste management, especially source-based waste management organized by the Buleleng Regency Environmental Service. This study uses descriptive qualitative analysis as a research methodology. The data collected was obtained through observation of documents and reports, in-depth interviews, focus group discussions. Observation of data and reports, in-depth interviews and focus group discussions were conducted to obtain data related to waste management at the Buleleng Regency Environmental Service with sources namely officials Structural and Environmental Extension Officer at the Buleleng Regency Environmental Service. The results showed that the general waste management and source-based waste management organized by the Buleleng Regency Environmental Service were not optimal, both in terms of waste reduction and handling activities. The researcher found that from the waste balance report compiled every semester from 2019 to 2021, there was a gap between the achievements and the targets set in the Strategic Policy for the Management of Household Waste and Waste Similar to Household Waste (Jakstrada). Waste management activities are more focused on waste handling
