Abstract

Women’s political participation constitutes a fundamental indicator of inclusive and gender-equitable democracy. Although Law Number 7 of 2017 on General Elections mandates that political parties allocate at least 30% of legislative candidacies to women, local political dynamics continue to reveal a persistent gap between descriptive and substantive representation. This study examines the strategies and challenges of the Gerindra Party in Bandung City in enhancing women’s political representation in the 2024 Election. This research employs a qualitative descriptive-analytical approach, drawing on in-depth interviews, observation, and document analysis. The analytical framework integrates Hanna Pitkin’s theory of political representation and Anne Phillips’ concept of the politics of presence. The findings demonstrate a substantial increase in women’s descriptive representation within the Gerindra faction of the Bandung City Council, rising from 12.5% (2019–2024) to 42.9% (2024–2029). Despite this quantitative progress, substantive representation remains constrained by structural and cultural barriers, including entrenched patriarchal norms, unequal access to political resources, and limited leadership development opportunities. The study concludes that numerical gains in representation must be accompanied by institutionalized empowerment mechanisms to ensure meaningful political influence. Transforming the politics of presence into the politics of influence requires sustained party reform, systematic cadre development, and the cultivation of a gender-inclusive political culture.

Abstract

This research aims to analyse the application of Collaborative Governance in the development of Gunung Masigit Tourism Village in Cipatat Sub-district, West Bandung Regency, with a focus on the impact of village digitalisation. Through a qualitative approach, this research explores how interactions between stakeholders, including the village government, community, and private sector, influence tourism development in the village. The analytical model used refers to Ansell and Gash's concept with key indicators such as Face-to-Face Dialogue, Building Trust, Commitment to Process, Sharing Understanding, and Small Wins. The results show that effective face-to-face dialogue allows all parties to build trust and understanding, which is very important in the context of collaboration. The successful development of Gunung Masigit Tourism Village is not only determined by the presence of digital infrastructure, but also by the active commitment of the local community and support from the private sector. Small wins in this process, such as the launch of local tourism programmes and the use of technology for promotion, contributed to increased community participation and tourist visits. From these findings, it is recommended that the village government continue to strengthen cooperation between stakeholders, as well as utilise digitalisation as a tool to increase the attractiveness and sustainability of tourism in Gunung Masigit Tourism Village. This research is expected to provide insights for better policy development in sustainable tourism village management.

Abstract

Village-Owned Enterprises are economic institutions at the village level to manage village potential and prosper the village community which is managed by the village government together with the community. This study aims to determine the Strategy for the Development of Village Owned Enterprises (BUMDES) in Improving the Village Economy in Kertajaya Village, Padalarang District, West Bandung Regency. The various potentials of the village as an attraction for development resources should be utilized properly by stakeholders (interested) in an effort to promote equitable development. The research method used is a descriptive method with an inductive approach. Data collection techniques used are interviews, observation, and documentation. The results of the study indicate that the strategy for developing BUMDes in improving the village economy in Kertajaya Village is trying to be carried out as much as possible even though it has not been able to significantly improve the community's economy, this is due to the Covid-19 pandemic. However, the village government tries to carry out several strategies such as providing money from the beginning to BUMDes, and there are several business items that are constant so that BUMDes can still run such as selling ATK needs and so on, providing capital to MSMEs, maximizing the existing budget to develop the BUMDes economy. Kertajaya and Bumdes villages can run even with the Covid-19 pandemic, absorption of community resources by boosting PAD, community empowerment in developing the village economy, making E-warung innovations to control the village economy, food security programs that are 20% of village funds by providing training , providing tools such as livestock seeds, agricultural seeds, with fertilizers, the Budikdamber program (Fish Cultivation in a Bucket) where the village government provides plant seeds assistance.

Abstract

Kondisi alam Desa Sumberwetan, Kecamatan Jatitujuh, Kabupaten Majalengka memiliki potensi yang cukup menarik di wilayah Jawa Barat karena merupakan salah satu wisata budaya. Namun potensi wisata tersebut masih memerlukan pengelolaan dan promosi yang lebih optimal terutama bagi beberapa desa atau kecamatan yang objek wisatanya belum ada pengembangan dari pemerintah maupun swasta. Kondisi ini dikukung oleh potensi ekonomi berbasis lokal menunjang daya tarik tumbuhnya wisata desa. Namun demikian pengelolaan wisata dan promosi belum ditangani secara professional. Kegiatan pengabdian ini bertujuan (1) Untuk memberikan pemahaman kepada pemerintah desa, pengelola objek wisata, kelompok sadar wisata dan karang taruna berkaitan dengan manajemen pariwisata untuk meningkatkan potensi wisata melalui digitalisasi desa di Desa Sumberwetan (2) Untuk meningkatkan pengetahuan dan pemahaman bagi para pelaku usaha jasa usaha wisata di Desa Sumberwetan dengan meningkatkan manajemen pariwisata dan ekonomi kreatif. Metode pelaksanaan yang digunakan adalah pendekatan partisipatif, pendekatan kelompok, pendekatan individual, metode ceramah, metode diskusi/FGD. Indikator keberhasilan kegiatan dilihat dari tingkat partisipasi masyarakat dan hasil pre test dan post tes setelah kegiatan. Hasil kegiatan menunjukkan adanya peningkatan kemampuan manajerial Pariwisata dalam menyusun rencana kegiatan jangka pendek, termasuk rencara promosi dengan bekerjasama dengan sekolah-sekolah untuk edukasi wisata. Pegiat ekonomi kreatif telah memahami strategi pemasaran kolaborasi dan penjualan online.
