Artikel ini mendiskusikan kondisi eksisting pengelolaan Rusunawa dan bagaimana strategi kebijakan pemerintah Kota Serang Indonesia dalam pengelolaan Rumah Susun Sewa (Rusunawa) bagi Masyarakat Berpenghasilan Rendah (MBR). Metode penelitian menggunakan metode campuran (mix method research). Teknik pengumpulan data melalui observasi dan wawancara terhadap 12 responden yang berasal dari Dinas Perumahan dan Kawasan Permukiman Kota Serang dan MBR penghuni Rusunawa di Kota Serang. Analisis data secara kualitatif menggunakan analisis deskriptif, sedangkan secara kuantitatif menggunakan analisis SWOT dan QSPM. Hasil penelitian menunjukkan bahwa nilai matriks EFE adalah 3.490 dan matriks IFE sebesar 2,278. Dengan demikian berdasarkan analisis SWOT perhitungan matriks EI diperoleh perbandingan EFE : IFE = 3,490 : 2.278 jatuh pada sel I dan V. Keputusan strategis yang dilakukan adalah melalui EFE dan mempertahankan strategi kebijakan IFE. Sedangkan hasil analisis QSPM menunjukkan total skor kemenarikan (TAS) pada faktor eksternal (2,947) lebih besar dari TAS faktor internal (2,226). Hal ini menunjukkan bahwa keputusan strategi kebijakan yang tepat adalah memanfaatkan loyalitas masyarakat umum terhadap program rusunawa dan dukungan masyarakat sekitar objek rusunawa. Kemudian faktor strategis eksternal diperoleh nilai TAS terbesar pada pelaksanaan sistem dan prosedur sering ada hambatan dan lemahnya kerjasama lintas sektoral (0,225).

The purpose of this study was to find out how much the level of community satisfaction with public services in urban public sector organizations, namely Cipare Serang Urban Village. The research method used is a quantitative approach. The population in this study amounted to 80 people with an error rate of 1% and obtained results of 44 people as a sample. Data collection techniques use observation (observation), interviews (interviews) and questionnaires (questionnaires). The research instrument as stated in the Minister of Administrative Reform and Bureaucratic Reform Regulation Number 14 of 2017 concerning Guidelines for Preparing the Community Satisfaction Survey. The results of the study, it can be concluded that the Community Satisfaction Index in Cipare Village has gone well. This can be seen from 9 (nine) appropriate indicators (Permenpan-RB) Number 14 of 2017 with the average service quality in the Good category with the IKM conversion value of = 77,650. However, there are still shortcomings in the completion time indicator and indicators for handling complaints, suggestions and inputs in the unfavorable category.

Dinamika kehidupan sosial masyarakat di Indonesia semakin berkembang seiring perkembangan tatanan kehidupan yang berdampak langsung terhadap hubungan antar masyarakat maupun hubungan masyarakat dengan pemerintahan. Indonesia merupakan negara hukum yang termanifestasikan kedalam konstitusi negara yang memberikan jaminan bagi masyarakat untuk turut serta menyelenggarakan tujuan-tujuan negara. Pasca runtuhnya rezim pemerintahan orde lama yang melahirkan reformasi birokrasi dan tatanan hukum pemerintahan. Momentum tersebut menjadi landasan terbentuknya berbagai gerakan sosial masyarakat dalam rangka menunjukan aspirasi dan kehendak masyarakat yang ditujukan baik antar masyarakat maupun terhadap pemerintahan. Perkembangan teknologi informasi serta adanya aras globalisasi yang tidak dapat dihindari, semakin mempercepat laju perubahan gerakan sosial yang sebelumnya hanya gerakan biasa, menjadi gerakan sosial yang terorganisir baik dibidang ekonomi, politik, sosial hingga agama. Lahirnya gerakan sosial merupakan dampak dari prinsip demokrasi yang memberikan ruang dan kesempatan bagi masyarakat untuk memperjuangkan hak-hak secara konstitusional. Perkembangan teknologi informasi terhadap gerakan sosial masyarakat perlu mendapatkan perhatian pemerintah, terlepas bahwa gerakan sosial merupakan bagian bagian prinsip demokrasi konstitusional. Gerakan sosial yang tidak diperhatikan oleh pemerintah di era globalisasi saat ini dikhawatirkan terpengaruh paham-paham radikalisme yang mengancam stabilitas pemerintahan. Gerakan sosial adalah hak setiap orang, dan mempertahankan serta menciptakan stabilitas negara adalah tanggungjawab pemerintah.

The complexity of the problems, such as the uneven placement of water storage infrastructure, low public awareness of healthy living behavior, less than optimal socialization of the companion team, and weak coordination between DPOs are some of the problems that concern this study. The purpose of this study is to discuss how the implementation of the Sanimas Program in Kasemen District, Serang City and what the inhibiting factors are. The study used a qualitative descriptive approach with data collection techniques through interviews with eight informants and data analysis through the data classification process (coding data), then the results of this data classification were made labels (labeling) and then the categories were arranged. The results showed that in general the implementation of the Sanimas Program in Kasemen District, Serang City was still not successful and running optimally. This is due to unequal access to clean water, lack of community involvement and the absence of local regulations. As for the inhibiting factors from an internal perspective, namely the inadequate quantity of human resources, a lack of coordination between interested parties, and from an external perspective, it includes the socio-cultural factors of society and the geographical conditions of the environment.

Program pemeliharaan infrastruktur irigasi menjadi bagian penting terwujudnya pertanian yang berkelanjutan, dengan demikian pemeliharaan prasarana jaringan irigasi harus dilaksanakan secara rutin dan berkala guna menjaga terjadinya penurunan fungsi layanan jaringan irigasi. Metode penelitian menggunakan penelitian deskriptif dengan pendekatan kuantitatif dengan populasi sebanyak 59 responden dan teknik analisis data menggunakan uji validitas dan uji reliabilitas melalui piranti lunak Statistical Program Social Science (SPSS) versi 22. Pengujian uji T-Test dengan hipotesis pada penelitian ini yaitu hipotesis nol (Ho) kurang dari atau sama dengan (≤) 65% dan Hipotesis Alternatifnya (Ha) lebih dari () 65%, sehingga yang digunakan adalah uji pihak kanan. Hasil penelitian menunjukkan bahwa efektivitas implementasi program pemeliharaan infrastruktur irigasi di Kabupaten Lebak belum berjalan efektif karena mencapai angka 56%, artinya angka tersebut kurang dari angka ideal yang diharapkan yaitu 65%. Hasil diuji menunjukkan bahwa t-hitung jatuh pada penerimaan Ho dengan t-hitung = -0,11 dan t-tabel 0,678 sehingga dapat diketahui bahwa t-hitung lebih kecil dari pada t-tabel maka Ho diterima. Rekomendasi dalam penelitian ini adalah Pemerintah Kabupaten Lebak melalui Dinas PUPR Kabupaten Lebak harus meningkatkan lagi kualitas pemeliharaan jaringan irigasi dan bisa bermanfaat sesuai dengan fungsinya, peningkatan sumber daya aparatur dan penyelesaian pemeliharaan irigasi sesuai dengan SOP dan waktu yang sudah ditentukan.

This study discusses the interactions of collaborative governance actors in the revitalization program of the Banten Religious Tourism Area. The purpose of this study is to show the factors that influence the cooperation of local governments as well as analysis of the interaction between local government in the Revitalization Program of the Banten Religious Area. The research method is qualitative descriptive with interview and observation data collection techniques. Data in this study were obtained through primary data and secondary data. The results showed that various factors such as commitment, identification of priority needs, the process of integration and harmonization, participatory and institutional models supported the success of regional cooperation in the revitalization program. The interaction between regional cooperation policy actors in the Revitalization Program of the Old Banten Tourism Area in Serang City at the implementation level has run well, although there are still problems, which include interactions that are indirectly influenced by systems such as politics, economic and social systems. Problems also include the behavior of elites and officials who lean on certain groups.

The purpose of this study was to analyze on how the effectiveness of the Featured Product ofRural Areas Program (Prukades) in improving the economy of rural communities and to determineon how the level of success of Featured Product of Rural Areas Program (Prukades) in improvingthe economy of the community. This study used descriptive study with analytical descriptiveapproach. The technique of collecting data was conducted by using interviews, observation andquestionnaire. Respondents in this study were 23 respondents who are actively involved inPrukades with data analysis techniques that were used to measure the effectiveness of Prukadesby using simple statistical methods and the submission of questions presented in the form of aquestionnaire, then of the response is given a score. These results indicated that the program ofPrukades in Teluk Village of Pandeglang Regency, included into the category of quite effective.Referring to the four indicators of the effectiveness used, that are the appropriate targeting,socialization, objectives and monitoring, the indicator of monitoring conducted by the part ofDPMPD remains a constraint for the community, because even though it is regularly checked,people still do not feel the impact. And the success level of Prukades program is indicated by theabsorption of 20 members who joined from three types of Prukades in Teluk Village.

The potential of abundant natural resources in Gunungsari Village, Serang Regency, is still unable to improve the economic standard of life of the community, this is due to the lack of community skills and the lack of public knowledge in optimizing the potential of these natural resources into economic added value. This method of community economic empowerment through optimization of natural resource potential in Gunungsari Village, Serang Regency uses an environmental communication strategy which includes 1) Material Stage; 2) Energy Phase; 3) Information Stage, and 4) Evaluation Stage. The results of community service concluded that community economic empowerment through optimizing the potential of natural resources received a positive response and enthusiasm from the community, with the success rate of training program indicators being on an interval scale with an average value of 70% or a fairly good category. Thus it can be concluded that encouraging the skills training of the Gunungsari Village community in utilizing the natural resource potential of the papaya fruit is very important to improve the welfare of rural communities.

As one part of local wisdom, traditional art of Ngarak Pengantin Buaya Putih in Padarincang Village, Serang Regency experienced various dimensions of change in facing social change. The tendency is that people are slowly starting to display the outside culture in the wedding. This indicates a social change in Padarincang society, this social change is characterized by the reluctance of some younger generation to preserve the arts of " Ngarak Pengantin Buaya Putih ". The purpose of this study is to find out how the representation of cultural communication of White Buaya bride in the changes of social change at this time, the identification of efforts made in maintaining the traditional arts of white crocodile bride, the obstacles faced and the model of cultural communication in social change. The method used in this study is phenomenology with data collection techniques using interviews, observation and documentation. The results of the study and discussion show that the interaction and transactional communication model between Padarincang community and the outside community has resulted in the impact of social change which resulted in the local cultural stragnation. Although Padarincang society still strives to maintain the existence of art of " Ngarak Pengantin Buaya Putih " in the middle of social change and communication model that occurs in a responsive and transactional interaction. Various efforts of the stakeholders have been done in maintaining the existence of art of white crocodiles bride like the presence of sanggar, socialization and appreciation of local art displays in various community activities.

The purpose of this community service activity is to co-ordinate with the community in developing innovative and participatory development planning policy formulation in a sustainable manner to produce the document as reference and recommendation of RPJMD and RKPD. The expected impact factor is to encourage the strengthening of the capacity of villagers both individually and in groups through the active participation of the community by utilizing local potentials and resources so as to generate village development planning cadres and transforming them into development policy actors as the subject of policy formulation. Strengthening Community Capacity-based innovation policy formulation is implemented through the following principles: (i) the community is the main actor of the development planner and is positioned as the decision maker / policy maker; (ii) prioritizing the values of local wisdom included in social capital in accordance with social, cultural and geographic characteristics; (iii) village governments are facilitators who facilitate village communities in developing innovative development planning policy formulations. The method used is Participatory Rapid Appraisal (PRA) or participatory village appraisal. The results of community service activities run in accordance with the predetermined plans. The stages of advisory activities are running well from socialization, observation and survey, identification, problem solving analysis and preparation of development planning documents to be handed over to village government as recommendation / reference materials for the preparation of RPJMD and RKPD.
