Abstract

This article will discuss and analyze the implementation of the Samarinda Mayor Regulation Number 12 of 2016 concerning Additional Income Allowances for Civil Servants at the Regional Personnel, Education and Training Agency of Samarinda City. By using a qualitative approach, data collection through observation, documentation, and interviews, as well as a descriptive analysis model with coding techniques, the results of the research shows that the implementation of the additional income allowance policy still experiences several obstacles that reduce the optimization of policy implementation, such as communication errors that still occur between implementers and employees, limited resources that affect the quality of performance, the process of disposition and division of tasks that are still not optimal, and SOPs that have not been optimally implemented are related to too large a workload, so that the role and function of monitoring cannot be carried out.Keywords: implementation, allowances, additional income

Abstract

This research was using SWOT analysis to consider internal and external factors that influenced the tourist development in Manggar region. The result showed that there were a need for strategic policy which include increasing interest in sports especially sports like, jetsky, parasailing; next was to build networks with other available objects in Manggar Beach nearby such as breeding crocodiles house, Ambalat Beach and Lamaru Beach; together with tour and travel agents both in Indonesia and overseas; and then tighten the relationship between district and central governments; and last, create a website for Manggar Coastal Ressort.

Abstract

The purpose of this study is to describe and analyze the development of Employee Work Motivation in the Food Security. This type of research conducted by the author, including qualitative descriptive. Source data extracted from key informants and informant. Analysis of the data used is Interactive models. The results showed that the development of work motivation of employees in the Food Security East Kutai Regency is done through the provision of incentives, giving apprecition, work placement employees as expertise, providing the opportunity take part in education and training, as well as providing working facilities it can motivate employees to implementation job good. From the set parameters, such factors rated most powerful incentive to spur the spirit of employees in their duties. While the appreciation factor and the factor of education and training is quite motivating employees to perform their duties. While the factors of employment and provision of working facilities are less encouraging employee motivation.Keywords: Development, Employee, Work Motivation

Abstract

The purpose of this research is to know how the Implementation of Infrastructure Development in Acceleration of Development of Inland Region in Kecamatan Malinau Selatan Malinau District. This research uses descriptive research and will be analyzed by using the inductive approach method. From the results of the research, Implementation of Infrastructure Development in Acceleration of Rural Development in Kecamatan Malinau Selatan has been running well, from year to year, there is a significant change but still needed sustainable development. Abstract

Bureaucracy is a service provided by the government to the people. Up till now Society consider that the bureaucracy is a state instrument that needs to have its own rules and it is supported by its own laws, therefore the correlation between the bureaucracy and the executive should be arranged so the bureaucracy can do hardworking as a servant of the state and not as a man of power . Further, bureaucracy reformation needs to be implemented so that the bureaucracy is able to carry out their tasks more efficiently and effectively then a clean government and a good governance can be realized as well as the establishment of a good governance, clean and dignified governance.

Abstract

This study aims to evaluate the policy of the Regent of Malinau Number 7 of 2013 on Guidelines and Procedures for Medical Service of Malinau District General Hospital as Referral Hospital. This study uses a descriptive quantitative approach with a view to obtaining an in-depth description of the incentive package policy evaluation. The data obtained were surveyed by questionnaires, observations, and data from Malinau District Hospital, which was then analyzed. The results of the research indicate that the incentive regulation policy stated in the Regent of Malinau Regulation No. 7 of 2013 on Guidelines and Procedures of Medical Service of Malinau District General Hospital as Referral Hospital has not been running well because of the six dimensions of Dunn's Evaluation Policy version there is one that has not yet fulfilled ie Dimension Efficiency.Keywords: Evaluation, Policy, Services

Abstract

This study aims to see how the policies carried out by the Mahakam Ulu Regency Government in handling Covid-19. This is based on the fact that in the midst of the widespread spread of Covid-19 cases in East Kalimantan, Mahakam Ulu Regency was able to maintain a status of zero cases from March to early August 2020. Furthermore, this research is a qualitative study. Primary and secondary data are used as data sources in this study. This study uses a purposive sample approach to select sources to determine informants. There were two informants in this study including the Head of the Department of Health, Population Control and Family Planning of Mahakam Ulu Regency who also served as the Covid-19 Rapid Response Team (first informant) and Chairman of Commission III of the Mahakam Ulu Regency DPRD (second informant). The results of the study stated that temporary opening and closing access was carried out with a period of 2 weeks open and 2 weeks closed. Furthermore, in the closed situation, travelers are not allowed to enter except with special permission from the Regent of Mahakam Ulu Regency and during the opening period for travelers who want to enter Mahakam Ulu Regency, they must first fill out SIMAS (Entry Permit) through the Task Force Team and follow the requirements- other requirements such as PCR or Antigen Swab Test according to the decision of the Task Force Team.

Abstract

The purpose of this study was conducted to determine and analyze the Influence of Service Quality And Value Satisfaction Services Academic Administration Faculty of Economics and Business, University of Mulawarman. This study uses Partial Least Square (PLS) which can be used on any kind of scale of data (nominal, ordinal, interval, ratio) and assuming a more flexible terms. PLS is one of the Structural Equation Modeling (SEM) capable of analyzing latent variables, indicator variables and measurement error directly, the samples are 98 students of the Faculty of Economics and Business, University of Mulawarman. he results showed the influence of service quality on student satisfaction through value generated path coefficient value of 0.244 and t p value of 2.155 and 0.032. While the influence of the value of service to satisfaction of students through path coefficient value of 0.442 and t p value of 3.726 and 0.000. And impact of service quality and value of service to satisfaction of students simultaneously generated value Fh of 6126 with R square of 0338, so it can be concluded that the quality of service and the value of service has a significant influence on student satisfaction either partially or simultaneously.Keywords: Service Quality, Service Value, Satisfaction

Abstract

Desa Budaya Pampang merupakan kawasan wisata budaya yang berada di Kecamatan Samarinda Utara. Jumlah wisatawan yang berkunjung terus mengalami peningkatan. Wisatawan datang untuk melihat festival budaya, kesenian dan identitas khas masyarakat suku Dayak. Masyarakat Desa Budaya Pampang masih sangat menjaga kelestarian budaya dan lingkungan alam sekitarnya. Peran pemerintah Kecamatan Samarinda Utara sangat dibutuhkan dalam upaya memberdayakan masyarakat dalam menghadapi berbagai tantangan pembangunan. Tujuan penelitian ini adalah untuk mengetahui peran Pemerintah Kecamatan Samarinda Utara dalam pemberdayaan masyarakat Desa Budaya Pampang. Metode penelitian yang digunakan adalah pendekatan kualitatif. Penelitian ini berkaitan dengan tema entitas sosial dan kultural masyarakat dalam pola pembangunan masyarakat Desa Budaya Pampang. Hasil penelitian menunjukkan bahwa Peran Pemerintah Kecamatan Samarinda Utara sebagai regulator adalah mengkoordinasikan, mengawasi, dan melaksanakan kebijakan dengan acuan Peraturan Wali Kota. Peran pemerintah sebagai dinamisator adalah melibatkan seluruh pihak pemerintah, masyarakat dan swasta atau perusahaan. Peran pemerintah sebagai fasilitator adalah memberikan fasilitas dan akses permodalan berupa swakelola. Peran pemerintah sebagai katalisator adalah mendukung dan mempromosikan pengembangan budaya Pampang menjadi religius dan berskala internasional.
