Abstract

Pariwisata berbasis masyarakat (community based tourism/CBT) merupakan konsep baru dalam mengelola pariwisata, dimana dalam konsep ini sangat mengedepankan partisipasi aktif masyarakat dengan tujuan untuk memberikan kesejahteraan bagi mereka namun tetap menjaga kualitas lingkungan, serta melindungi kehidupan sosial dan budayanya. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan prinsip-prinsip dari konsep community based tourism dalam pengembangan desa wisata di Desa Tanjungan. Fokus penelitian ini melihat partisipasi masyarakat dari pendekatan konsep community based Tourism, dengan indikator yang dikemukakan oleh Suansri (2003:12) dan telah disimpulakan ke dalam beberapa prinsip pengelolaan community based tourism, antara lain: 1) Prinsip keikutsertaan anggota komunitas ke dalam setiap kegiatan pariwisata; 2) Prinsip menjaga lingkungan hidup; 3) Prinsip kelestarian budaya; dan 4) Prinsip pemerataan pendapatan. Teknik pengumpulan data yang digunakan dalam penelitian ini yakni observasi, wawancara, dan dokumentasi. Subjek penelitian ini ditentukan dengan menggunakan teknik purposive sampling. Hasil penelitian menunjukkan bahwa partisipasi pada kelompok pemuda masih sangat rendah. Partisipasi dalam menjaga lingkungan sekitar, juga belum maksimal. Hingga saat ini, pemerintah dan masyarakat Desa Tanjungan sangat menjunjung tinggi kebudayaannya. Budaya yang dimiliki desa ini adalah Kirab Budaya Sewu Takir Dewi Sekar Tanjung dan gamelan. Pemerintah dan lembaga Desa Tanjungan memanfaatkan potensi desa untuk dijadikan salah satu wisata lokal yang bertujuan meningkatkan pendapatan asli desa. Community based tourism (CBT) is a new concept in managing tourism, the concept highly emphasizes the active participation of society in order to provide for their welfare but still preserve the quality of the environment, and protect its social and cultural life. This study aims to describe the implementation of the principles of the concept community based tourism in the development of tourist villages in Tanjungan village. Focus of the study is on community participation from the concept of community based tourism, with indicators presented by suansri (2003:12) and has been defined by some community based tourism management principles, including: 1) Involve community members from the start in every aspect; 2) Ensure environmental sustainability; 3) Preserve the unique character and culture of the local area; and 4) Contribute a fixed percentage of income to community projects. The data collection techniques used in the study are observation, interviews, and documentation. Subject of this study was determined by using an purposive sampling technique. Studies show that participation in youth groups is still very low. Participation in the principles of environmental sustainability has not been maximized. Until now, the government and society of Tanjungan Village have given much credence to the culture. The culture of this village is Kirab Budaya Sewu Takir Dewi Sekar Tanjung and Gamelan. Village governments and institutions utilize the village's potential to be one of the local tourism aimed at boosting the village's native income. Abstract

Konsep otonomi daerah membuat pemerintah pusat membagi kekuasaan kepada pemerintah daerah. Sebagai daerah otonom daerah mempunyai kewenangan untuk mengatur serta mengurus rumah tangganya sendiri termasuk dengan upaya peningkatan pendapatan daerahnya. Kabupaten Magetan mempunyai potensi pariwisata yang dapat mendongkrak Pendapatan Asli Daerah. Penelitian ini bertujuan untuk mengetahui upaya optimalisasi pariwisata dalam meningkatkan Pendapatan Asli Daerah Kabupaten Magetan Menggunakan Prinsip Dasar Manajemen. Penelitian ini menggunakan metode kualitatif, dimana jenis penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data dalam penelitian ini melalui wawancara, observasi dan dokumentasi. Subjek penelitian ini adalah Kepala Dinas Pariwisata dan Kebudayaan Kabupaten Magetan dan Kepala Bidang Pengelolaan Pariwisata dinas Pariwisata dan Kebudayaan Kabupaten Magetan. Penelitian ini menggunakan model prinsip dasar manajemen penerimaan daerah yang dikemukakan oleh Mahmudi (dalam siamita, 2019). Hasil penelitian menunjukkan bahwa 1) perluasan basis penerimaan, dimana dinas memunculkan pariwisata baru sebagai objek wisata penyangga yaitu desa wisata, 2) pengendalian kebocoran, dimana terdapat aplikasi e-ticketing untuk mencegah kebocoran akibat pungutan liar, 3) efisiensi administrasi pendapatan, dimana terdapat SOP administrasi dinas untuk mewujudkan efisiensi, 4) transparansi dan akuntabilitas, dimana media sosial sebagai tempat keterbukaan publik Dinas. Dari hasil analisis secara keseluruhan upaya yang dilakukan Dinas Pariwisata dan Kebudayaan Kabupaten Magetan sudah cukup baik jika dilihat dari Prinsip Dasar Manajemen, namun masih belum maksimal dalam pemanfaatan Teknologi Informasi untuk menunjang efisiensi administrasi dan anggaran. Saran dari peneliti adalah mulai bertransisi menuju digital agar terjalinnya efisiensi program dinas dan keterbukaan informasi publik pada Dinas Pariwisata dan Kebudayaan Kabupaten Magetan. The concept of regional autonomy makes the central government to divide power to local governments. As an autonomous region, the region has the authority to regulate and manage its own household, including efforts to increase regional income. Magetan Regency has tourism potential that can boost Regional Original Income. This study aims to determine the efforts of optimizing tourism in increasing the Regional Original Income of Magetan Regency using the Basic Principles of Management. This study uses qualitative methods, where the type of research used is descriptive qualitative. Data collection techniques in this study through interviews, observation and documentation. The subjects of this study were the Head of the Tourism and Culture Office of Magetan Regency and the Head of the Tourism Management Division of the Magetan Regency Tourism and Culture Office. This study uses the model of the basic principles of regional revenue management proposed by Mahmudi (in Siamita, 2019). The results of the study show that 1) expansion of the revenue base, where the office creates tourism as a new buffer tourism object, namely tourism villages, 2) leakage control, where there is an e-ticketing application to prevent leakage due to illegal levies, 3) revenue administration efficiency, where there is an administrative SOP services to achieve efficiency, 4) transparency and accountability, where social media is a place for public disclosure of the Service. From the results of the overall analysis, the efforts made by the Department of Tourism and Culture of Magetan Regency are quite good when viewed from the Basic Principles of Management, but are still not optimal in the use of Information Technology to support administrative and budgetary efficiency. Suggestions from researchers are to start transitioning to digital so that the efficiency of service programs and public information disclosure at the Tourism and Culture Office of Magetan Regency can be established.

Abstract

BUM Desa Wage menjadi instrumen penting dalam pendayagunaan potensi lokal dan motor penggerak perekonomian desa.Tujuan mendeskrisikan Peran BUM Desa Wage dalam memajukan UMKM Desa Wage Kecamatan Taman Kabupaten Sidoarjo. Jenis Penelitian deskriptif metode kualitatif, teknik pengumpulan data wawancara secara langsung, observasi UMKM yang tergabung dan dokumentasi berupa foto. Subyek terdiri dariPengawas BUM Desa, Ketua BUM Desa, pemilik UMKM di Desa Wage, dan Ibu PKK Desa Wage. Hasil penelitian terdiri dari 4 indikator menurut Prasetyo(2019:60) antara lain, 1) meningkatkan kesejahteraan masyarakat, mengelola unit usaha BUM Desa Wage untuk kesejahteraan masyarakat, 2) pengawasan terhadap penyelenggaraan BUM Desa, pengawas BUM Desa melaksanakan rapat sekurangnya satu tahun sekali dan seminggu sekali memonitoring kinerja pengurus BUM Desa Wage dan unit usaha UMKM Desa Wage, 3)Pemerintah desa mengembangkan sumber potensi alam dan manusia menjadi sumber ekonomi BUM Desa, mengelola lapangan dewata dan tanah fasum desa untuk bazar produk UMKM Desa Wage dan pelatihan bersama stakeholder, 4) media pemerintah desa untuk mewujudkan rencana pengembangunan BUM Desa bidang ekonomi,produk UMKM, hingga laporan keuangan BUM Desa Wage ke webiste BUM Desa Wage. Berdasarkan hasil penelitian pengawas BUM Desa Wage kekurangan anggota sehingga mengerjakan tugas lebih dari satu dan tidak efektif dalam melaksanakan tugas mengawasi dan memonitoring kinerja pengurus BUM Desa dan pemilik UMKM Desa Wage. Saran dari peneliti kepada Kepala Desa Wage selaku pembina BUM Desa untuk menambah dan melakukan perekrutan pengawas BUM Desa agar seluruh kinerja badan pengawas BUM Desa Wage dalam berjalan dengan baik dalam memonitoring kemajukan UMKM Desa Wage berjalan dengan baik. Kata Kunci: peran,BUM Desa, UMKM Village-owned enterprises Wage is an important instrumen in the utilization of local potential and a driving force for the village economy.The objective is to describe the role of village owned enterprises Wage in advancing small and medium enterprises in Wage village, Taman districk, Sidoarjo regency. This type of research is descriptive qualitative methods,data collection techniques are direct interview, observations of small and medium enterprises that are incorporated and documentation in the form of photo.The subjects consisted of the village owned enterprises supervisior, head of village owned enterprises, treasurer Village-owned enterprises, owner of small and medium enterprises in wage village and mrs PKK in wage village. The results of the study consist of 4 indicators according to Prasetyo (2019:60) including, 1)improving community welfare, managing the wage village owned enterprises business unit for community welfare, 2) monitoring the implementation of village owned enterprises, supervisory village owned enterprises holding meetings at least once a years and once a week monitoring the performance of the wage village owned enterprises management and wage village small and medium enterprise business unit, 3) the village goverment develops natural and human potential sources into vilage owned enterprises economic resources, manages the Dewata fields and village public fasilities for a bazar small and medium enterprise product in wage village and training with stakeholder, 4).village goverment media to realize the development plan for Village-owned enterprises in the economicfield to the financial reports of village owned enterprises Wage to the village owned enterprises Wage website. Based on the results of the research, the Wage Village village owned enterprises supervisor lacks members so that they carry out more than one task and are not effective in carrying out the task of supervising and monitoring the performance of the village owned enterprises management and the owners of the Wage Village small and medium enterprise.
