Abstract

West Nusa Tenggara Province is a national food barn, and it is not surprising because of most people in this province are working in agriculture sector. The Ministry of Public Work, through its Public Work Official at West Nusa Tenggara Province and also River Region Bureau of West Nusa Tenggara I, has allocated the budget to finance the irrigation network every year in order to improve agriculture production. This research is a case study of the performance of the irrigation network. The performance is measured to help the determination of the priority scale of the management of irrigation network. The study area is located at irrigation regions of Batujai, Gde Bongoh and Sidemen. These three regions are under the work region of Water Official of Central Lombok District. Batujai irrigation network has 3,315 ha wide with water sufficiency rate (Factor K) of 58.33 %. Gde Bongoh irrigation network has 2,644 ha wide with water sufficiency rate of 66.67 %. Sidemen irrigation network has 3,315 ha wide with water sufficiency rate of 95.83 %. The assessment methods are based on The Decree of The Minister of Public Work No.32/PRT/M/2007. Result of the assessment indicates that Batujai and Gde Bongoh irrigation network are in low performance category with the point 65,67% and 67,60% respectively.Therefore that need improvement on the area of increase the field of personnel management and organizational management of Farmer Water User Association (P3A). Whereas Sidemen irrigation network is in good performance category with the point of 73.68 %.Keywords: Priority Scale, Factor K, Water Sufficiency, Irrigation Performance

Abstract

Air adalah sumber kehidupan bagi mahluk hidup yang keberadaannya mutlak diperlukan, dengan bertambah tuanya planet bumi ini telah terjadi pemanasan global yang mengakibatkan berkurangnya jumlah volume air hujan. Pertemuan internasional oleh UNED badan dari PBB pada tahun 1996 mengulas tentang hubungan pengaturan air melalui mekanisme ekonomi.Propinsi Bali dengan luas wilayah sekitar 5.632,86 Km2 dan luas daerah aliran sungai di lokasi Bendungan Titab adalah sebesar 69,54 km2 dengan panjang sungai 25 km. Proyek Bendungan Titab berfungsi untuk penyediaan air irigasi di Saba seluas 1396.40 ha dan Puluran seluas 398.42 ha, serta suplai air baku untuk air minum, pembangkit listrik 3,15 MW.Tujuan dari studi ini adalah memberikan sumbangan pemikiran untuk penetapan dan analisa simulasi harga air bersih yang sesuai dengan ketentuan dan kebutuhan masyarakat pengguna setelah berdirinya proyek Waduk Titab tersebut.Lokasi waduk Titab terletak pada Sub Satuan Wilayah Sungai (Sub SWS) Bali Penida, dan secara administratif termasuk di empat wilayah desa, yaitu Desa Telaga, Desa Ularan, Desa Busungbiu Kecamatan Busungbiu dan Desa Ringdikit Kecamatan Seririt, Kabupaten Buleleng. Luas daerah aliran sungai di lokasi bendungan adalah sebesar 69,54 km2 dengan panjang sungai 25 km.Hasil perhitungan uji kesesuaian metode proyeksi penduduk diambil dengan menggunakan metode eksponensial sebesar 0,921115 karena memiliki angka mendekati +1 dibandingkan metode yang lainnya. Penduduk Kabupaten Buleleng pada tahun 2025 berjumlah sebanyak 2,343,380 jiwa yang akan digunakan sebagai dasar perhitungan kebutuhan air bersih. Kebutuhan air rata–rata yang digunakan adalah kebutuhan air rata rata tahun 2025 dimana sebagai acuan untuk perhitungan BCR yaitu 65,095,932 lt/hari x 5500 (Harga air eksisting maksimum) = Rp 130,680,082,750 (Manfaat air bersih). Dalam perhitungan Benefit Cost Ratio dengan tingkat suku bunga 12% B/C Waduk Titab >1 maka dapat dikatakan bahwa proyek ini layak secara ekonomi, atau lebih tepatnya proyek ini melebihi nilai impas. Dari hasil analisa perbandingan dapat diketahui bahwa harga air mimimum eksisting sebesar Rp 800/m³ dan harga air maksimum sebesar 5500/m³, sedangkan dari hasil simulasi didapat harga air minimum sebesar Rp.982/ m³ dan harga air maksimum sebesar 5695/m³ sehingga didapat bahwa untuk mendapakan nilai B/C > 1 maka pihak pengelola air dapat menerapkan harga air yang sudah di analisa.Ketersediaan air pada musim kemarau sangat terbatas, sehingga perlu dilakukan pendekatan kepada petani agar mau melaksanakan pola tata tanam yang sudah di jadwalkan dan hendaknya pihak-pihak terkait selalu meninjau dan turut serta dalam pemeliharaan Waduk Titab agar waduk dapat beroperasi secara optimal sesuai usia gunanya serta terjaga keefektifitasannya.Kata kunci : simulasi, optimasi, harga air bersih, waduk titab.

Abstract

Abstrak: Daerah Irigasi Rambut terletak di Kabupaten Tegal, Provinsi Jawa Tengah dengan luas areal 7.634 ha untuk mengaliri Kecamatan Warureja dengan luas areal 3.740 ha dan Kecamatan Suradadi dengan luas areal 3.894 ha. Permasalahan yang ada pada daerah irigasi ini adalah terbatasnya debit yang tersedia di Bendung Cipero terutama pada musim tanam III. Dalam penelitian ini ditekankan bagaimana mengoptimalkan debit irigasi dengan melakukan modifikasi pola tata tanam (5 alternatif modifikasi pola tata tanam) dan penentuan luas tanam untuk memperoleh intensitas tanam paling maksimum dengan keuntungan paling besar sehingga bisa didapatkan pola tanam yang terbaik.Hasil dari optimasi didapatkan intensitas tanam paling maksimum sebesar 216,24% dengan keuntungan sebesar  Rp 219.754.752.741,74 yang merupakan hasil optimasi alternatif II.  Untuk hasil analisa sensitivitas pada saat MT I harga padi sensitif diantara harga 0 - Rp 15.310.000,00; MT II harga padi sensitif diantara harga 0 - Rp 13.862.500,00 dan saat MT III harga palawija sensitif diantara harga 0 – Rp 8.665.000,00. Sementara itu harga tebu saat MT I, MT II, MT III sensitif diantara harga 0 - Rp 26.585.000,00. Luas lahan MT I sensitif diantara 1.239,71 ha - 7634 ha, luas lahan MT II sensitif diantara 4.562,60 ha - 7634 ha dan MT III sensitif diantara 6.500,36 ha - 7634 ha. Kebutuhan air MT I sensitif diantara 0 –  29.539.900,80 m3, saat MT II sensitif diantara 1.388.893,09 m3 - 2.298.703,41 m3 dan MT III sensitif diantara  1.868.910,43 m3 - 2.138.486,18 m3.Kata Kunci: Irigasi, Optimasi, Sensitivitas, Intensitas Tanam Abstract: Rambut Irrigation district located in Tegal Regency, Central Java Province, with total area of 7.634 ha is used to irrigate Warureja sub-district with 3.740 ha and Suradadu sub-district with 3.894 ha. Main problem in this irrigation district is limited discharge that are available in Cipero Weir especially in 3rd crop season. This study emphasize on optimization of available irrigation discharge by conducting crop pattern modification (5 alternatives) and crop-growing range setting in order to obtain the most effective crop pattern based on the highest cropping intensity which lead to highest yield and economic advantage.Optimization result shows that alternative III of crop pattern modification present highest cropping intensity about 216,24 and provide benefit about Rp 219.754.752.741,74. Value Sensitivity Analysis shows that rice value were sensitive in range of 0 - Rp 15.310.000,00 on 1st crop season (MT I); 0 - Rp 13.862.500,00 on 2nd crop season (MT II), while palawija value is sensitive in range of 0 - Rp 8.665.000,00 on 3rd crop season (MT III). While sugarcane value sensitive in range of 0 - Rp 26.585.000,00 on all crop season (MT I, MT II & MT III). For the Area-Range Sensitivity, 1st crop season (MT1) is sensitive in range of 1.239,71 ha  – 7634 ha, 2nd crop season(MTII) is sensitive in range of 4.562,60 ha - 7634 ha and 3rd crop season (MT III) are all sensitive in range of 6.500,36 ha - 7634 ha. Water requirement sensitivity analysis shows that 1st crop season (MT I) sensitive for water requirement in range of 0 –  29.539.900,80  m3. 2nd crop season (MT II) in range of 1.388.893,09 m3 - 2.298.703,41 m3 and 3rd crop season (MT III) in range of 1.868.910,43 m3 - 2.138.486,18 m3.Keywords : Irrigation, Optimization, Sensitivity, Crop Intensity

Abstract

Kabupaten Nganjuk merupakan daerah agraris, dimana sebagian besar penduduknya bekerja pada sektor pertanian. Pemerintah Kabupaten Nganjuk dalam hal ini adalah Dinas Pekerjaan Umum Pengairan setiap tahun, dalam pengalokasian anggaran untuk biaya jaringan irigasi dalam upaya peningkatan produksi pertanian terus mengalami peningkatan. Hal ini disebabkan karena meningkatnya Anggaran Pendapatan dan Belanja Daerah (APBD) . Dalam penentuan alokasi anggaran suatu kegiatan khususnya jaringan irigasi antara lain harus mempertimbangkan juga kinerja pada aspek kondisi prasarana fisik jaringan dan aspek penunjang yang terdiri dari produktifitas tanam, Sarana Penunjang, Organisasi Personalia, Dokumentasi, Petani Pemakai Air. Sebagai salah satu studi kasus dalam penentuan kinerja jaringan irigasi dalam hal ini penentuan skala prioritas penanganan maka diambil lokasi studi adalah di Daerah Irigasi Bodor yang berada pada Wilayah Kerja UPTD Dinas Pengairan Pace kabupaten Nganjuk dengan luas baku sawah 1886 ha .Pada Daerah Irigasi Bodor mempunyai tingkat kecukupan air sesuai dengan pola pemberian air eksisting pada Jaringan Irigasi Mlilir dengan luas areal tanam 795 ha mempunyai tingkat kecukupan air 55,55% , Jaringan Irigasi Ngrambe Kanan dengan luas areal tanam 112 ha mempunyai tingkat kecukupan air 91,67%, Jaringan Irigasi Ngrambe Kiri dengan luas areal tanam 292 ha mempunyai tingkat kecukupan air 55,55%, Jaringan Irigasi Banaran Kanan dengan luas areal tanam 174 ha mempunyai tingkat kecukupan air 50,00%, Jaringan Irigasi Banaran Kiri dengan luas areal tanam 513 ha mempunyai tingkat kecukupan air 55,55% dalam satu periode tanam.Penentuan Kinerja Jaringan irigasi pada Daerah Irigasi Bodor ditinjau dari aspek prasarana fisik, produktifitas tanam, sarana penunjang, organisasi personalia, dokumentasi, P3A dengan penilaian yang didasarkan pada Peraturan Menteri Pekerjaan Umum no 32/PRT/M/2007 tentang Pedoman Operasi dan Pemeliharaan Jaringan Irigasi diperoleh Jaringan Irigasi Mlilir 74,07 dengan kriteria kinerja baik, Jaringan Irigasi Ngrambe Kanan 79,14 dengan kriteria kinerja baik, Jaringan Irigasi Ngrambe Kiri 76,85 dengan kriteria kinerja baik, Jaringan Irigasi Banaran Kanan 74,51 dengan kriteria kinerja baik, Jaringan Irigasi Banaran Kiri 77,42 dengan kriteria kinerja baik. Penentuan skala prioritas berdasarkan evaluasi Faktor Indeks Kinerja maka ditentukan pada aspek fisik Jaringan Irigasi Mlilir dengan nilai prosentase 32,17 sebagai skala prioritas penanganan yang pertama, selanjutnya Jaringan Irigasi Banaran Kanan, Jaringan Irigasi Ngrambe Kanan, Jaringan Irigasi Ngrambe Kiri, dan Jaringan Irigasi Banaran Kiri.Kata kunci: Tingkat kecukupan air,kinerja irigasi,skala prioritas.

Abstract

At the beginning Tugu dam was planned to supply water demand and irrigation water. In this study will be reviewed on a large electric power can be generated from the utilization of the reservoir outflow discharge and increase the value of benefits when Tugu dam is used as power plant and tourism places.Power generation at Tugu dam is planned in base load. Francis turbine is selected with optimum installed power is 400 kW, which capability of producing energy is 2,140,382.328 kWh / year. Tugu dam tourism region plans to use the land area of 9.86 hectares with cottage, water and tourist playground, swimming pool, restaurant and shop / shopping tour. Based on economic analysis conducted, can increase in the value of BCR, NPV and IRR. BCR value of 1.115 which was originally changed to 1.142; the original NPV of Rp. 36,705,066,329.00 turned into Rp.53.154.809.819,00; the original IRR 13.057% turn into 13.408%.Key words: power generation, tourism, economic analysis.

Abstract

Sutami Reservoir is located in Karangkates Village, Sumber Pucung District, Malang Regency. Its primary benefits are for flood control, irrigation, power generation of 3 x 35 MW, and to supply a minimum discharge of 56 m 3 /sec for downstream regions. Early on, it was planned that the minimum discharge for the hydropower turbine would be 25 m /sec and the maximum discharge would be 51.39 m 3 /sec. In its 40 years of age, the turbine has only been capable of handling a maximum discharge of 46.09 m 3 /sec. Electricity production can be maintained by optimizing the outflow that enters the turbine. A model was designed using a fuzzy linear programming model, which is combined with a simulation model for reservoir operating rule performance evaluation. In this study, an optimization of 11 years was obtained, in the form of optimal energy production of 5606.66 GWh, a new rule curve for the regulation of water surface levels, and a simulated result of 100% reliability for the model and existing implementation.Keywords : Fuzzy linear programming, optimization, simulation, reservoir operation rule, Sutami reservoir.

Abstract

At the Sub Konto watershed upstream, Malang Regency, the success of watershed management was certainly related to the analysis of watershed sustainability performance indicators. Key performance indicators of sustainable management of watersheds in the region was covered environmental sustainability (land use and water management) as well as the sustainability of social, economic, and institutional. Therefore, an increase in cultivation area function requires integrated planning that some watershed management goals and objectives achieved, such as: 1) soil erosion control, 2) optimal water yield, and 3) productivity and carrying capacity of the land preserved. Thus land degradation can be controlled and wellbeing of the community can be assured. The purpose of this study was to determine the performance of sustainability in watershed management upstream Sub Konto watershed, and to know the results of the classification index parameters examined include land cover, land use suitability, erosion index, coefficient of river regime, the coefficient of variance, index of water use, sedimentation, runoff coefficient in Sub Konto watershed upstream. From this study it can be seen the results of the classification and calculation of the average in 2003 - 2012 include indices for land cover classification were 45.71% medium, the suitability of the land use classification of 85.21% good, erosion index of 85.98 classifications medium, the coefficient regime river classification either 8.88 good, coefficient variance of 0.18 medium, classification, water use index of 0.34 good classification, sedimentation of 2.23 medium classification ,runoff coefficient of 0.52 bad classification on the Sub Konto watershed upstream.Keywords: DAS, erosion, land use

Abstract

Abstrak : Di DAS Mamasa terdapat Waduk PLTA Bakaru yang beroperasi sejak Desember 1990. Dari hasil analisa Interpretasi Citra Satelit pengurangan luas hutan sebesar 7003.44 ha, padang rumput/tanah kosong 1185.61 ha, kebun 32.95 ha serta penambahan luas lahan semak belukar 5391.20 ha, tanah ladang/tegalan 1378.35 ha, pemukiman 832.92 ha serta sawah 617.77 ha. Dari Analisis AVSWAT 2000, Tingkat Bahaya Erosi tertinggi pada Subbasin 29, 33 dengan luas 981.75 ha. Dari pendekatan efisiensi jerat metode Brunne diperoleh sisa usiaguna waduk kurang dari 1 tahun, metode Churchill diperoleh kurang dari 3 tahun. Alternatif penanganan dengan bangunan check dam mampu mereduksi sedimen per tahunnya sebesar 62.72%, sedangkan Dredger 9.37 % per tahunnya. Berdasarkan prosentase reduksi sedimen alternatif Konservasi secara mekanik sebagai skala prioritas penanganan waduk.Kata Kunci:  AVSWAT 2000, Erosi, Usiaguna Waduk, KonservasiABSTRACT : There is Bakaru hydropower reservoirs in Mamasa watershed that operating since December 1990. Analysis of AVSWAT 2000, the highest rate Erosion Hazard subbasin 29, 33 with an area of 981.75 ha. Approach meshes efficiency Brunne method obtained remaining life of reservoirs less than 1 year, Churchill method obtained less than 3 years. Alternative treatment with check dam is able to reduce sediment per year, amounting to 62.72%, while Dredger 9:37% per year. Abstract

Watershead management is a serious problem because of increasing number of critical land as the impact of land management that is not accordance with its ability and not accompanied by efforts of conserve soil and water, and also changes in patterns of land use vegetated. Sub watershed of upstream jeneberang with area 38.552 ha located on the upstream of the Dam Bilibili have problems of watershed damage that is erosion and landslides are an indicator of failure in managing the natural resources that have a public benefit. Based on the analysis result of AVSWAT 2000 showed amount of land area that has an erosion rate in class V (>480 tons/ha/year) reached 3.390,21 ha (8.79% of the total sub watershed upstream jeneberang). Then, from the result of classification susceptibility/degradation level in watershed upstream Jeneberang, obtained critical area of high category 5.820,98 ha (15,11%). The amount of critical land dominated by the land use, open land and garden. Whereas for landslide susceptibility levels, obtained the land area is prone to landslides covering an area of 9.819,36 ha (25,47%) in area with slope class 26-45% and 46-65%. Efforts completion of the real problems in the field is done within depth consideration of the characteristics of the watershed upstream. Recommendations is the form of proposed activities is expected to provide a framework and a common perception that fasilitate the stakeholders to cooperate in an effort of utilization and conservation of natural resources effectively and efficiently to improve the ecosystem stability and prosperity of the community and also preservation of the integrity of watershed function.Keywords: Watershed management, AVSWAT 2000, Erosion, Landslide, Conservation.

Abstract

ABSTRAK  Dengan adanya program pemerintah kota Batu pada tahun 2014 dianggarkan pipanisasi dari sumber ke Tandon, berikut tandon penampungan sementara yang ada di jalan Dr. Sutomo yang berkapasitas 72 meter kubik, studi ini dilakukan  dengan metode survey untuk mencari data primer yang diperlukan dan dilanjutkan pengolahan data. Bertujuan agar semua masyarakat di Kelurahan Dadaprejo terlayani oleh sumber air yang ada.  Studi Kelayakan ekonomi dengan bunga bank 9 % dan  dipilih jaringan dengan material pipa galvanis, perbandingan biaya dan pendapatan (B/C) = 1,01  pendapatan sebesar  Rp.2.756.400.00,dengan pembiayaan senialai Rp. 2.720.445.130 maka didapatkan  keuntungan  9,5% pertahun dan kembali modal 5,99 tahun. Kata Kunci : kelayakan, ekonomi, material pipa ABSTRACT  With the goverment of the Batu city in 2014,  budgeted used source to tandon, the following tandon temporary shelter who are in the way of Dr. Sutomo with a capacity of 72 meters cubic, the study was conducted with the methods survey to find primary data needed and continued data processing.
