Abstract

Di perkotaan Indonesia, banyak permukiman informal dibangun di atas tanah negara sehingga menjadikannya ilegal dan rawan penggusuran. Namun, karena kurangnya sumberdaya untuk melakukan proses penggusuran atau karena kepentingan politik para pengambil keputusan kota, pemerintah secara informal mengizinkan adanya permukiman informal tersebut. Interaksi politik dalam birokrasi perkotaan di Indonesia menimbulkan ketidakpastian bagaimana regulasi diimplementasikan oleh pemerintah terhadap penduduk perkotaan, sektor swasta, dan antarlembaga pemerintah. Studi ini menggunakan stakeholder analysis dan social network analysis untuk mengidentifikasi kesenjangan informasi dan kohesi dalam birokrasi pemerintah yang mempengaruhi agenda politik di balik pengaturan proyek yang berkaitan dengan permukiman informal. Studi ini menemukan bahwa kekuatan politik broker dapat menyebabkan terjadinya ketidakpastian dalam peraturan. Sebaliknya, broker juga memiliki kemampuan untuk menyalurkan sumberdaya ke permukiman informal dengan mengkombinasikan hubungan formal dan informal yang dimilikinya. Kata Kunci : informal, politik, birokrasi, social network analysis.

Abstract

One of the largest slum areas is located in Malang's Kotalama sub-district, which is distinguished by a considerable area that has undergone development along the riverbanks. The main challenge encountered in the area which has undergone development along the riverbanks, pertains to the insufficient management of sanitation. The aim of this research is to identify the sanitation conditions in the slum settlements within Kotalama sub-district and analyze the driving and inhibiting factors influencing sanitation management efforts in these slum settlements. The research method used is qualitative research. The results of the study concluded that 1) sanitation conditions in Kotalama District were in the "moderate" category with a score of 41.1. 2) The regulatory aspect reveals that the availability of policies serves as a driving factor, whereas the control and content of policies act as inhibiting factors. In the bureaucratic structure aspect, the presence of Micro SOPs serves as a driving force, while the availability of micro SOPs and fragmentation act as inhibiting factors. The resources aspect, encompassing human, budgetary, and infrastructural components, functions both as a driving and inhibiting factor. the communication aspect, effective communication among implementers and between implementers and the community is a driving and inhibiting factor. The Environmental aspects, including social conditions, community support, physical environment, and technology, have a dual role as both driving and inhibiting factors. The institutional aspects, such as capacity and government support, manifest as inhibiting factors. Furthermore, in the spatial aspect, both driving and inhibiting factors influence sanitation management in the Kotalama sub-district.

Abstract

This research aims to evaluate the aspects that can increase the Station's service area by maximising the integrated Jitney as the other public transportation modes that can increase reachability for the people near the Station. Evaluating the accessibility of some stations in the Depok area is needed to identify the infrastructure upgrading priorities, such as providing pedestrian roads and giving better access to the Station to increase the Station's service area. The methodology used in this research is analysing method using a GIS application to assess and discover the pattern of travel behaviour for public transport in the Depok municipality area. The GIS Database Design in this research uses the Spatial Database and Attribute Database, which are integrated with the QGIS application to become Maps for the service area of public transportation in the Depok Municipality. The road network in Depok municipality is dominated by the jitney route as intracity public transportation, which travels on the arterial and collector road. Then the railway is located in the central area of Depok that stretches from South to North. There are some areas that do not have access to jitney services due to this residential area being far from the arterial and collector road travelled by Jitney. Looking at its planning for jitneys in the Depok area, the availability of jitneys follows the demand of the passenger population, and there are no travel analyses from the Transportation Department of Depok Municipality or local public transport organisations (ORGANDA) as private jitney operators. The ineffective jitney route planning is the other reason that there are some uncovered residential areas from public transport access. Subsequently, there are different travel time characteristics among four commuter line stations in the Depok Municipality area. The Citayam and New Depok Stations have wider access for pedestrians which these two stations have a more extensive service area than Old Depok Station, whereas Old Depok Station has restricted access to the west area of this Station. The rearrangement of the Station access is needed, especially for Old Depok Station, by adding road access on the west side to increase the service area of the Station.

Abstract

Digital technology is significantly transforming the documentation, analysis, and preservation of historic buildings from the past. The recent development of digital tools and techniques can be helpful for various activities such as documentation, monitoring, and decision-making processes. An in-depth study of the advantages and disadvantages of digitalization highlights the importance of integrating digital approaches into urban cultural heritage governance practices. This paper aims to explore advances in digitalization tools, focusing on the Kayutangan heritage in Malang, Indonesia, highlighting the importance of incorporating virtual tourism through precision and accuracy in visual data mining and enriching the diversity of uses of the latest digital technology. These innovations cover many aspects, including the art of complex 3D modeling applied to historical editions, the creative fields of virtual reality and augmented reality and progressive developments in Metaverse technology. This study also points out the strengths and weaknesses of various types of digital technology development in historic buildings and areas. Eventually, this study emphasizes implementing a web-based Kayutangan digital heritage information system integrated with the Metaverse gateway and complemented by a comprehensive user assessment survey to improve the overall user experience. This study unveils a favorable public assessment regarding the Kayutangan Metaverse development and, all at once, strengthens efforts in advancing smart governance innovations for managing the historic Kayutangan area. The findings from user assessment questionnaires and analysis calculations indicate that the development of Kayutangan Metaverse technology is highly rated. Furthermore, it is essential to focus on enhancing the representation of individuals and objects, improving virtual surroundings, and increasing the accessibility of human-related information content in such environments.

Abstract

In maximizing the benefits of forests and forest areas for the welfare of the people, all forests and forest areas must be utilized by taking into account their nature, characteristics, and vulnerabilities, while maintaining their basic functions that cannot be changed. Land needs in Poncol District, Magetan Regency continue to increase along with population growth, and social and economic structure development. Changes in land use due to continuous development give rise to forest areas. Although spatial planning and forestry laws prohibit land use change, forest land conversion still occurs by utilizing instrumental regulations in the decision-making process. This paper aims to identify the consistency of the practical decision-making process on land use change in Alastuwo Magetan City against Law Number 41 of 1999. By taking a Grounded Theory approach, this paper uses Atlas. ti as a tool to analyze practical processes and motivation. By comparing policy and practice, the study found that incomplete documents and discussions were serious weaknesses in the practice process in Alastuwo District, Poncol District, and Magetan Regency
