Abstract

Indonesia is a country where every law that citizens have rights andobligations which should be protected by law. A right is something that is inherentto the human being, not only a perfect man but also inherent to the human beingless than perfect (disabled). This needed protection which guaranted the rights ofthe disabled to realize equality, independence and disabled priority in KlatenRegency.Regional Regulation of Klaten Regency no. 2 of 2011 on Equality,Independence, and Disabled Prosperity as the basic of law about education,health, employee, social-politics, economy, and culture for the better future ofdisabled in Klaten Regency. This study discuss about the policy study to analyzehow Klaten Regency Government actualize the regional regulation by qualitativedescriptive methode. This study was held in Klaten Regency, Central Java. Bydata collection of interview and documents.Researcher found in Regional Regulation of Klaten Regency no. 2 of 2011on Equality, Independence, and Disabled Prosperity about policy implementationvariabels that influence the implementation performance of Klaten RegencyGovernment effort to create equality and disabled prosperity. At this study, Paguyuban Penyandang Cacat Klaten (PPCK) were been the mediator to regionalregulation implementation. Factors restricting the research is not yet evenlysocialization of local regulations to the disabled and limited budgets in support ofimplementation of the change. Recommendations of the researcher is to saw thefinancial resources and cooperation between the various parties to support theimplementation of local regulations and thorough socialization from Governmentto society in order to identify their contents nor diffable of regional regulationsand created a good relationship between the Government with the disabled.Keywords: Disabled, Implementation, Klaten

Abstract

There is an interesting fact when Indonesian Presidential election 2014 was holding on at Banyumas Regency where one candidate that is Prabowo Subianto who was born and had Banyumas’s blood line were losing his chance to be Indoneisan President for 2014-2019 in his hometown. Prabowo is partner to Hatta Rajasa (Prabowo-Hatta) only gained 346 345 votes from total valid votes that is 959 571 votes, only get 36.09% votes and they got failed 27 Districts in Banyumas Regency. Since his firts candidacy, he is predicted to be Indonesian President of from Banyumas when he win that election. Some banners are blooming on the road which show and give another support to Praboso Subianto by writing down “Banyumas Descent, Leads Indonesia” it means the Banyumas people who lead Indonesia. By this research, the authors used a qualitative descriptive design methods, the research to draw on a carefully about specific individuals or groups on the circumstances and symptoms. Research results show that the cause of failure Prabowo Hatta in Banyumas, among others: Team Success is deemed not solid and just run what was outlined by the DPP, brought the primordialism issue on the ground which is where ancestral Prabowo is an innovation, but should not only it is implemented. In this case the process of political communication, political marketing execution by bringing personal branding and primordial issues are considered less effective and less able to meet the tastes of the public choose. Abstract

Election is one form of political participation . Every citizen has the right to participate in the General Election without exception . So also with women . Women's political participation is an important thing for the achievement of gender equality in politics , the involvement of women in public life has increased but unfortunately their participation and representation in the national legislature and provincial level , and in all government institutions remains low . Many of the Act has been made to increase the political participation of women , the latest is Law No. 5 of 2012 on the Election of Members of the DPR, DPD and DPRD . In addition to the low representation or the representation of women in political life in terms of number or quantity , then another picture accompanying it is a question of quality . The method used is descriptive qualitative research method , the research data obtained through interviews , documentation and library Studii . The low level of women's political participation in Mojokerto basically caused by several factors , including the political partaii awareness to help provide opportunities for women to participate in politics . A further factor is the quality of the women themselves , where most women have not had a quality that qualified as representatives in the parliament . Abstract

One of the programs launced by PNMP Mandiri Perkotaan which is a part ofBLM (Community Direct Assistance) is a Revolving Loan aimed to communities and community groups that own small and medium enterprises as well as newly started businesses and require loans or assistance for business capital at interest affordable. One of the villages in Mojoagung sub-district, Jombang regency of East Java, which implements revolving loan is Gambiran and Mancilan Village, but in both villages there is a difference of sustainability level and success of the Revolving Loan from 2014 to 2016. The research method used in this research is qualitative approach with data collection technique that is data analysis, observation and interview. The informants in this study were Head of Gambiran Village and Head of Mancilan Village, UPK Gambiran Village and UPK Mancilan Village, Economic Facilitator of Gambiran and Mancilan Village, Gambiran and Mancilan Village Community which uses the revolving loan. The result of the research shows that there is a difference of sustainability level and success of the Revolving Loans in Gambiran and Mancilan Village. If it is seen from the analysis of indicators of sustainability and success, the Revolving Loans in Gambiran Village are categorized as continuous and successful while the Revolving Loans in Mancilan Village are categorized as continuous but not successful. Recommendations that can be made to the Government and UPK Mancilan Village is to improve coordination with facilitators and other Community Leaders in 2 the process of socializing and billing the Revolving Loans to the community in order to avoid an installment of credit jam.Keywords: Revolving Loans, PNPM Mandiri Perkotaan, Jombang Regency

Abstract

AbstracThe decrease of potatoes harvest in Banjarnegara Regency was caused by several problem. Such as farmers excessive habit in farm opening, over-control pesticide sprayed, lack of quality seeds, and conventional farming methods. Because of that, Government aid is very needed to make an empowerment.This study was held with quantitaative methods. Using descriptive approach the data was collected by literature studies and interview with associated informants. Such as Head of Agricultural Department, Agricultural conselling bodies, Farmers society, and the farmers whose undergo the problems.The result of this study shown that government rules wich is presented by agriculture, fishery, and ranch services of Banjaregara Regency was not succeeded yet. The data was reflect status quo of Banjarnegara farmings that still very less-quality seeds, lot of farmers were not familiar with advance farming technology, rarely farming counselling from government, unavailable saving and loan bodies, and the environmental damage by farmer excessive eploitations.To solve that problem government need to make several actions : facilitating more farmers group to make an self quality seeds wich approprite with farming standart, to make annual induction government need more instructors, educate rights pesticide usage, establish save and loan department to back up farmers capital to developing its business, and require annual environment conservation to avoid nature damage.Keyword : Government role, Empowering, Potatoes Farmer

Abstract

Leader and leadership is a human natural tendency. National leadership in Indonesia to now has focused more on a leader in harmony with his support community and the plural society that exists. National leadership in Indonesia is also influenced by the many believer of a religion. The research, Leadership of Java-Islam in governance will take the regent with many achievements in the administration of the Batang regency, Yoyok Riyo Sudibyo. The purpose of this study is to know and analyze the leadership of Java-Islam applied by the Regent Yoyok Riyo Sudibyo in the implementation of local government Batang regency.The recearch uses qualitative methods with data collection using in-depth interviews and documents study. Informants in the study are Regent, Vice of Regent, Regional Secretary, Chairman of DPRD, Bureaucracy, Society and Public Figure.Research results explained that the Regent of Yoyok tends to implement leadership of Java-Islam in the administration of Batang Regency. Decision-making in the Regent's tendency is serve like a moon (laku hambeging candra), serve like a fire (laku hambeging dahana),serve like a star (laku hambeging kartika) and serve like an earth (aku hambeging kisma), serve like a wind (laku hambeging samirana) also serve like a water (laku hambeging tirta), while not on serve like a sun (laku hambeging surya) and serve like an ocean (laku hambeging samodra). Then the implementation of leadership by Prophet in terms of shidiq, tabligh and fathonah. His firmness having a relationship with staff and society keep doing serve like a moon (laku hambeging candra), serve like a fire (laku hambeging dahana), serve like an earth (laku hambeging kisma), serve like a wind (laku hambeging samirana), serve like a sun (laku hambeging surya), serve like an ocean (laku hambeging samodra), and serve like a water (laku hambeging tirta) he don’t serve like a star (laku hambeging kartika).  Leadership on Islamic societies tend to do is shidiq, amanah, tabligh and fathonah. Development carried out tends to consider the principle of leadership in Islam. Abstract

This research concerns about the merchants’ resistance that happened after the revitalization of Pasar Ir. Soekarno-Sukoharjo which is located at Jalan Jenderal Sudirman no. 53 Sukoharjo Regency. This study becomes the first study of this locus because most of the research on this locus only examines the aspects of revitalization implementation. Resistance aspect becomes an interesting thing to be studied in this research because in revitalization, it tends to prioritize the aspect of the market’s physical improvement. Meanwhile, on the other hand revitalization done gives less attention to social aspects so that a resistance from the traders emerges. Thus, this study is intended to examine further the case related to Merchants’ Resistance During Post Revitalization of Ir. Soekarno Market in Sukoharjo Regency This study is based on the key questions that emphasize its substance of the policy-making actors and actors who reject the research locus. Specifically, to keep this research in the theoretical corridor, the authors conduct the research by referring to the question "How is the merchants’ resistance during the post revitalization of Ir. Soekarno market, what causes it to happen, and how is the resolution done?". In order to answer the questions, the researcher uses qualitative descriptive analytic research method using observation data, in-depth interview, documentation study, visual data, and online data. Qualitative research is chosen because this research method does not emphasize generalization but more focused on one case, so that the researcher can capture the phenomenon as a whole proper to the real condition.Based on the result of the research, it is found that in the context of post-revitalization in Ir. Soekarno market there are merchants’ resistance really found in the form of refusing to occupy the kiosks and los that have been provided. According to the facts in the field, that the main cause of the merchants’ resistance occured is because of the demands of economic needs. The resolution against the merchant resistance that has been done has not been successful because in reality, there are still many kiosks and los being emptied. The resolution undertaken is considered to be less paying attention to the advice of the merchanst as the main actor of the resolution.Keywords: Resistance, Merchant, Post Market Revitalization

Abstract

Poverty  happens in many areas  in  Indonesia  is  a classic  problem, as poverty will trigger a crime or criminality,because indeed human resource needs to survive  hence the  need for  training and the coaching job for the community.Work Practice UNIT BLK formed Government in effort to overcome poverty and unemployment in the Semarang City with infrastructures and training  places to get skills or who want to deepen their expertise in their fields . This research is a policy studies analyzing the effectiveness of  UNIT  BLK  and  efforts made Semarang Government in running the training program with qualitative descriptive  methods. This research was conducted in Semarang City, Central Java. With the techniques of data collection through interview  and documents.In the implementation of a training program  in  UNIT  BLK  Disnaker  Semarang city researchers found factors that affect success rate of good facility or infrastructure in the process including job training efforts that have been undertaken by Governments. As well as the researchers found effectivity variables of an organization that has not been fulfilled and affect the effectiveness of an organization. Especially in these research, findings one is the lack of permanent trainers and training material that have not been in accordance with the times, which need the ability and expertise to continue to increase. Recommendations of researchers need to  immediately  recruit  instructors  remain and have been officially  training as well as the need to enhance cooperation  with  private parties both companies and so on, in order to improve the learning  material  that suit the market needs, as well as the training of graduates who have  made the standards of  good competence. Abstract

The issue of minimum wage is an interesting thing to study. At the end of each year the government issued a policy to set minimum wages that must be paid by the company to its workers. Surely this is not an easy thing to do. Consider that Parties unions demanding higher minimum wages because the wages have not been able to meet their daily lives. Meanwhile, the employer argued that the wage increase would increase the cost of production which led to the company becoming uncompetitive in the industrialized world.2In this study, researchers used a qualitative method that will generate descriptive data. To obtain research purposes appropriate data sources, researchers used purposive sampling techniques to conduct interviews with National Trade Union (SPN) Kota Semarang and Dewan Pengupahan Kota Semarang.SPN struggle to influence the process of determining the UMK Semarang carried through the political system and from outside the political system. The struggle through the political system is joined the Dewan Pengupahan Kota which had the authorities in determining the value of the Quality of Life (KHL) through a survey in five traditional markets in the city, namely Pasar Karangayu, Pasar Mangkang, Pasar Jatingaleh, Pasar Pedurungan and Pasar Langgar.Researchers recomend, for the creation of a favorable climate in the industrial world, governments need to make improvements from regulation to implementation. Because as the executor of a policy, the government should be able to act decisively. Abstract

Penelitian ini memiliki tujuan untuk menganalisis pelaksanaan pengelolaan aset desa di Desa Cenang dan Desa Dukuhmaja Kecamatan Songgom Kabupaten Brebes dari persperktif Permendagri Nomor 1 Tahun 2016. Mengetahui proses pengelolaan aset desa yang dilakukan oleh pemerintah desa, serta upaya dalam mengatasi masalah dalam pengelolaan aset desa di Desa Cenang dan Desa Dukuhmaja Kecamatan Songgom Kabupaten Brebes.Tipe penelitian yang digunakan dalam penelitian ini adalah tipe penelitian deskriptif analitis melalui pendekatan kualitatif. Sumber data yang digunakan berupa data primer yang berasal dari hasil wawancara mendalam terhadap informan penelitian dan data sekunder berupa arsip dan dokumentasi kegiatan dalam proses pengelolaan aset desa. Teknik pemilihan informan menggunakan purpossive yakni sesuai dengan kriteria yang relevan untuk memperoleh key informan.Hasil dari penelitian ini menunjukkan kecenderungan belum baik dalam pelaksanaan pengelolaan aset desa di Desa Cenang dan Desa Dukuhmaja, karena masih banyak masalah yang ditemukan dalam beberapa kegiatan pengelolaan aset desa. Dari 14 rangkaian pengelolaan aset desa, hanya 4 kegiatan yang telah sesuai yaitu: Perencanaan, Pengadaan, Pemeliharaan, Pengendalian. Sedangkan terdapat 6 kegiatan yang kurang sesuai antara lain: Penggunaan, Pemanfaatan, Penghapusan, Pemindahtanganan, Penatausahaan, dan Pembinaan. Kemudian 4 kegiatan yang tidak sesuai yaitu: Pengamanan, Pelaporan, Penilaian, serta Pengawasan.Rekomendasi yang penulis berikan untuk Pemerintah Desa Cenang dan Dukuhmaja adalah memperbarui format-format dalam pengelolaan aset desa agar sesuai dengan Permendagri Nomor 1 Tahun 2016, mengamankan aset desa dengan mensertifikatkan dan memasang tanda batas untuk aset berupa tanah dan bangunan, lebih disiplin dalam melakukan Pelaporan aset desa, serta meningkatkan komunikasi dan koordinasi dengan pihak terkait agar Pembinaan dan Pengawasan terhadap pelaksanaan pengelolaan aset desa dapat dilaksanakan lebih intensif.
