Abstract

The presence of informal sector, particularly street vendors (PKL), is anunavoidable economic reality happening to nearly all regions in Indonesia thatneeds special attention. On one side, street vendors have brought problems relatedto urban planning, social, health domain and so forth. While on the other side,street vendors are highly needed by the community in terms of fulfilling their needsand reducing the government’s burden. If managed properly, street vendors areable to provide economic improvement and community welfare in a region. NgawiRegency is one region area inseparable from the presence of street vendors. Suchinformal sector has dominated centers of crowd in Ngawi Regency, includingNgawi Regional Square. Street vendors in Ngawi Regency also have also led tomany problems, such as disruption to the city’s immaculacy and congestion. Thisresearch is thereby aimed to more deeply examine the Informal Sector Governancein Ngawi Regency.The present research was conducted using combination method orcombining the qualitative and quantitative research with the use of observationdata, interview, documentation and questionnaire in order to explain the realsituation in details while using triangulation of data source, method and theory.Based on the research performed, the results obtained are: the conditionand presence of street vendors in Ngawi Regency are already in accordance withthe theory and concept of Informal Sector; and Ngawi Regency Government has apolicy plan to relocate street vendors. Legalistic approach employed to managestreet vendors is yet accurate, based on findings in the field. A combination ofempowerment, structuralist and legalistic approaches is recommended in themanagement of street vendors.Keywords: Street Vendors, Policy, Governance Approach

Abstract

Election is one form of political participation . Every citizen has the right to participate in the General Election without exception . So also with women . Women's political participation is an important thing for the achievement of gender equality in politics , the involvement of women in public life has increased but unfortunately their participation and representation in the national legislature and provincial level , and in all government institutions remains low . Many of the Act has been made to increase the political participation of women , the latest is Law No. 5 of 2012 on the Election of Members of the DPR, DPD and DPRD . In addition to the low representation or the representation of women in political life in terms of number or quantity , then another picture accompanying it is a question of quality . The method used is descriptive qualitative research method , the research data obtained through interviews , documentation and library Studii . The low level of women's political participation in Mojokerto basically caused by several factors , including the political partaii awareness to help provide opportunities for women to participate in politics . A further factor is the quality of the women themselves , where most women have not had a quality that qualified as representatives in the parliament . Abstract

ABSTRACTIn the current era of reform the system of government based on absolute good governance to be applied, especially in the implementation of public services. The implementation of public services no longer aims only to meet statutory or considers administrative matters alone, but about government accountability and promote community. Implementation of good governance should be applied at the One Stop Services (OSS) which is where the licensing services ranging from application stage to the stage of issuance of documents in one place. The purpose of this study is to see how far the application of the principles of good governance in the One Stop Central Java Province. In addition, to determine the factors of success and constraints faced in the implementation of the licensing service towards good governance. This research uses descriptive quantitative and qualitative approaches. The data were obtained from questionnaires, interviews with informants, observation, and documentation. This study uses a case study approach.The conclusion of this study indicate that the quality of the services contained in UPT PTSP Central Java province has been referring to the principles of good governance. There are success factors of the background for good governance are among others the implementation of information technology-based services, the absence of charge, PTSP staff who dared to act decisively reject the fraud, and procurement licensing outlets outside the area of the city of Semarang. In addition there are also constraints encountered include the completion of licensing is not timely, the lack of availability of employees, complexity of licensing online filing, and a lack of security or back up to the front office employee. Advice can be given that is more clarified the timing of licenses, in increased numbers of employees in UPT PTSP, online licensing restyled with in facilitates and shorten, and in perkuatnya security or backing up.Keyword : Evaluation, Public Service, One Stop Services

Abstract

one of the programs launced by PNMP Mandiri Perkotaan which is a part of BLM (Community Direct Assistance) is a Revolving Loan aimed to communities and community groups that own small and medium enterprises as well as newly started businesses and require loans or assistance for business capital at interest affordable. One of the villages in Mojoagung sub-district, Jombang regency of East Java, which implements revolving loan is Gambiran and Mancilan Village, but in both villages there is a difference of sustainability level and success of the Revolving Loan from 2014 to 2016.The research method used in this research is qualitative approach with data collection technique that is data analysis, observation and interview. The informants in this study were Head of Gambiran Village and Head of Mancilan Village, UPK Gambiran Village and UPK Mancilan Village, Economic Facilitator of Gambiran and Mancilan Village, Gambiran and Mancilan Village Community which uses the revolving loan.The result of the research shows that there is a difference of sustainability level and success of the Revolving Loans in Gambiran and Mancilan Village. If it is seen from the analysis of indicators of sustainability and success, the Revolving Loans in Gambiran Village are categorized as continuous and successful while the Revolving Loans in Mancilan Village are categorized as continuous but not successful.Recommendations that can be made to the Government and UPK Mancilan Village is to improve coordination with facilitators and other Community Leaders in the process of socializing and billing the Revolving Loans to the community in order to avoid an installment of credit jam.Keywords: Revolving Loans, PNPM Mandiri Perkotaan, Jombang Regency

Abstract

Abstract The wood craft industry is one of business that has a big contribution in Jepara’s economy. The wood craft industry GDP’s value higher than others make this industry has been choosen by majority of Jepara people. Moreover, because so strong products created on the national of international scene, Jepera City has a nickname “Carving Center”. In this case, researcher would try to investigate what is the role of Jepera’s Local Goverment in Keeping the continuity and existance of wood craft industry in “Carvung Center”.The goal of this research is to know the roles performed by Jepara local goverment in keeping continuance and the existance of wood craft industry. This research is a type of qualitative research. Than type of research used in this research is descriptive analytic research. The  data capture through interviews and and Departement of Industry and Comerce Jepara’s documents.Based on research result, it is known that the role of Jepara’s local goverment in keeping the existance of wood craft industry divided into 3 funtions, those are as regulatory policies, facilitatory, and motivator. As regulatory policies, the local goverment has published Perda No. 17 year 2013 about industry potection. Then as facilitators, the local goverment often has contribution to advance the wood craft industry enterprises. One of which is increas the quality of Human Resources. The activities of the local goverment in order to improve the quality of human resources are training, aid equipment and apprenticeship for craftsmen and entrepreneurs. Then, the last is motivator for wood craft industry, the local goverment has built cooperative relationship with institutions that take care of the wood craft industry.Research that has been done to provide information that in keeping the existance of wood craft industry in Jepara, local goverment have contribute and carry out takes according to their working area. But, one thing that needs to be underline that is basically the wood craft industry needs regulations that give special attention to wood craft industry. Because with the rules that focus in wood craft industry can walk up. Therefore, when there issue and problems that arise and threaten the survival of the wood craft industry in Jepara can be overcame well. Keywords: the role of goverment, wood craft industry

Abstract

One of the types of public services offered by the Local Government of Surakarta since 2010 is public transportation service of Batik Solo Trans (BST). However, until now Batik Solo Trans is consideredyet been able to attract people's interest to move using public transportation. It is characterized by the increase number of private vehicles in Surakarta. Therefore, management of Batik Solo Trans needs a network in which there are some actors or stakeholders involved and having different resources and respective role to side by side improve Batik Solo Trans’s service quality. This research has a purpose to understand and explain the partnership between the Local Government of Surakarta with some other actors involved in Batik Solo Trans’s service network in order to improve the quality of public transportation in Surakarta. The research is conducted in Surakarta. The type of research is descriptive qualitative with officials informantof Department of Transportation, Communications and Informatics, Surakarta’s Regional House of Representatives member, operators of Batik Solo Trans, NGOs, entrepreneurs of city bus, andthe general public who useor don’t use the service of Batik Solo Trans. The technique of determining the informantuses purposive sampling technique. The method of collecting data in this research is non participatory observation, in-depth interviews, and literature review. The analysis of datais donethrough interactive model, whereas the validity of data is done throughdata triangulation. Based on the results, the networking in the service of Batik Solo Trans in Surakarta is well-executed butthere are still some barriers or obstacles occurs,that is the different of perception between the actors involved so that the impact leads to the service of Batik Solo Trans which then be less maximal.Suggestions for the Local Government of Surakarta are improving service management of Batik Solo Trans, establishing good communication with stakeholders, and providing sanctions firmly against operators of Batik Solo Trans who violate the Minimum Procedure Standards (SPM). Abstract

Currently Semarang City government has been intensively carry out improvements to the implementation of government information towards good governance through public information disclosure is packed with good public service. This is intended to facilitate the public in obtaining various information in the information of the government. During this time, information disclosure is considered important for some people, while ordinary people sometimes take little care of it.The formation of perceptions needs to be built so that people can use the information provided by the government. Therefore, good governance is the practice or procedure of government and society managing resources to solve public problems. This study aims to explain how the public perceptions of Semarang city against public information disclosure. The method used in this research is qualitative, by doing data collection techniques using interviews, observation and literature study. Data analysis is done by data reduction phase, data presentation, verification and conclusion.The results showed that 1) Semarang City knowledge about the existence of KIP has not been fully referring to UU KIP. 2) lack of understanding of the community abaout the implementation of KIP. 3) people's assessment of KIP generally tends to require only satisfactory outcomes but does not change their behavior to participate in government. The solution to overcome this is the government is more proactive by providing intelligence to the community through innovative programs related to public information disclosure.Keywords: Good governance, Public information disclosure, Perception

Abstract

Bureaucratic reform is an important thing in order to reach national development. The realization of bureaucratic reform in Indonesian government is the implementation of Open Biding which focuses to filling the positions of echelon III and IV in Department of Highways and the Department of Youth and Sports of Central Java province. In organizing the auction policy positions, there is some evaluation on every implementation of its selection process. Therefore the formulation of problem in this research is “How the realization of open biding is implemented in Department of Highways and the Department of Youth and Sports of Central Java province in order to fill the positions of echelon III and IV, what is the problem happened in the process of open biding, and how is the process of open biding evaluation implemented. The direction of this research is to obtain some information detailly about the mechanisms of implementation of the open biding that focuses on filling the post of echelon III and IV in the Department of Highways and the Department of Youth and Sports of Central Java and knowing the problems that happen in the implementation of the open biding selection. The research method is descriptive qualitative. Primary source data retrieved from interview and secondary data from document, archieve, and the other source which it is still connect with research. Analysis technique using qualitative data with analyst in form essay, depiction, and drawing the conclusion of indication research. From the result of research, showing that implementation of open biding that focuses on filling the positions of echelon III and IV in Department of Highways and the Department of Youth and Sports of Central Java province uses the concept of talent scouting to find talent pool who is worthy occupying some structural positions in the Government of Central Java Province.. In addition, the concept of talent scouting that is used in the post auction also impact on effectiveness and appropriate of the necessary of provincial government officials will be able to occupy technical positions are supported by the specification of skills and capabilities. The Regional Employment Board as the organizer of this policy should be able to monitor the performance of assessment center team more objective in doing the assessment of managerial competence. In addition, the Regional Employment Board should be more transparent in disseminating the results of the assessment to every department in Central Java in order to provide explanation detailly related to how the results of the selection which is followed by the entire of government employees from each SKPD and any indicator about criteria of participants who qualify and do not qualify to be will be an evaluation for all employe of government. Abstract

The existence of regional autonomy with decentralization gives more authoritytowards regional to mantain its household business. Head of regional has authority tomanage Human Resources (HR) or managing officialdom through Country CivilApparatus management which is regulated in Law No. 5 of 2014 contained CountryCivil Apparatus one of them is to do Civil Servants’s mutation. In doing mutation, ofcourse it is not surprisingly that it is thick of interest loads as the efforts to supportvision and mission implementation, program and loyalty to leader even sometimesbecomes defensive strategy to win the regional election. This research is to analyzecivil servants’s political mutation in structural position 2nd echelon in SenoSamodro’s leadership as Boyolali Regent whether appropriate with regulation or not.Based on Human Resource management theory or officedom management HasibuanMalayu overwhelms recruitment, selection, inauguration, and placing.Method of this research in answering problrms inthis research is qualitativedescriptive research by type of main data are words and action. Source of data whichwas found were from primary data and secondary data. Technique of data collectionin this research used documents method and interview to program organizer whichwere BKD Boyolali Regency, BAPERJAKAT, Selection Committee and mutatedparty in 2nd echelon. Technique of data analysis by using data reduction, data servingand concluding.Mutation of civil servants in structural position 2nd echelon which was regulated inLaw No. 5 of 2014 was a new and good regulation as a step to do mutationtransparantly by involving external party from academics and public figure.Remembering the strength of Boyolali Regent’s authority and interest as itsdeterminant.Results of this research later hopefully can give benefit for government to mantainand control the mutation implementation in order to produce professional civilservants, and appropriate with their track records and far from interest.
