Abstract

An integrated dynamic archiving information system aimed at managing electronic official documents within the Bekasi City Regional Secretariat was established in accordance with Bekasi Mayor Regulation Number 54 of 2023, which outlines the Guidelines for the Implementation of an Integrated Dynamic Archiving Information System for the Management of Electronic Official Documents in the Bekasi City Government. Management of Electronic Official Documents at the Bekasi City Regional Secretariat is carried out by all Office Holders and Policy Implementers within the Bekasi City Regional Secretariat. The reality that appears in the field is that there are still apparatus and office holders who do not understand the regulation massively, manual culture is still a pattern in the management of official documents, the standardization of the policy has not been determined so that it can be said that its implementation has not gone well. Therefore, the author wants to explore this topic further. This study uses descriptive using a qualitative approach. Data collection techniques include interviews, observations, and documentation. Data analysis methods consist of data reduction, data presentation, and drawing conclusions. The study findings show that the Implementation of the Policy on Guidelines for the Implementation of Integrated Dynamic Archiving Information Systems in the Efforts to Manage Electronic Official Manuscripts at the Bekasi City Regional Secretariat is not yet optimal, however, the author suggests that the solution that needs to be considered is Substantive Socialization to Officials and Implementers, Increasing the Capacity of Apparatus and Preparation of Standard Operating Procedures. In the future, it is hoped that this policy can be implemented in accordance with the provisions that apply to all Officials and Policy Implementers at the Bekasi City Regional Secretariat.

Abstract

The bureaucratic simplification policy is a direct direction from the President and that policy was the first policy which changed structure massively form structure to functional. Ministry of Administrative and Bureaucratic Reform as a pilot project for that policy implementation. This research aims to know The Policy Implementation of Simplification Bureaucracy For Performance Improvement in The Ministry of Administrative and Bureaucratic Reform and whats is the problems that opportunities and challenges the policy implementation of Simplification bureaucracy for Performance Improvement and what is the ideal model for Bureaucratic Simplification and then find what is the ideal models for optimize policy implementation. This research focuses on functional officers who were transferred from structural officers to functional) and locus in the Ministry of Administrative and Bureaucratic Reform. Research design uses qualitative with description approach. The object of this research is a number of 141 officer structure which transferred to functional (52 from echelon 3 and 89 echelon from 4). Data is obtained by using interview, observation and documentation study from 35 informants . Primary data that was obtained by interview and processed with analyzes on theory Policy Implementation by Edwards George III 1980, Theory and Simplification Bureaucracy with Guollart & Kelly with Development Organization Theory and for increasing performance using Cascio Theory 1992. All primary data especially from interview put in to coding with each informant as formulation regulator (Echelon I), implementor (echelon II) and target group (functional from echelon 3 and 4), but cause of the covid situation, part of officers work from home, I do less observation but do in deep interview via zoom. The result finds that the implementation policy of simplification bureaucracy has not optimize yet in accordance with the goals and objectives or has not brought significant changes especially in increasing performance. To do implementation for this policy needs another policy (lack of policy) especially for reward and punishment, performance appraisal, work mechanism) and changed culture organization (mindset and culture set).

Abstract

The phenomenon occurring in regional government administration, especially the large budgets in regional financial management, has not yet been able to drive economic growth. Central Java Province, which is one of the provinces with the largest regional budget (APBD) in Indonesia, experiences the same situation with economic growth that is not significantly better compared to other provinces in Indonesia. Therefore, the aim of this research is to analyze the extent of the influence of regional financial performance on economic growth in Central Java Province. This study employs a mixed-method approach, with quantitative research conducted initially followed by qualitative research across 35 regencies/cities in Central Java and the province itself. The results of this study indicate that the influence of regional financial performance on economic growth in Central Java during the period 2017-2022 was 0.021285 or 2.1285%, for the period 2017-2019 before the COVID-19 pandemic it was 0.021300 or 2.13%, and for the period 2020-2022 during the COVID-19 pandemic it was 0.089764 or 8.9764%.

Abstract

In the development of tourism in the region requires planning, strategy and innovation where managers and governments must seriously develop their regional tourism sector to improve the regional economy and society is descriptive qualitative with an inductive approach. Sources of data obtained from primary and secondary data. Data collection is done by observation, interviews, and documentation. Data analysis techniques through data reduction, data presentation, and drawing conclusions. The results showed that the partnership pattern in the development of tourism in Purbalingga District had gone quite well but not yet at maximum. This is stated by fulfilling the 3 principles of partnership namely mutual respect, respect and trust. To realize partnerships in tourism it is necessary to agree on the perception of partnerships between the private sector, the government and the community

Abstract

Tourism villages are a potential sector in the development of an area with very minimal risk of environmental damage. This makes village tourism a leading sector for all villages, including villages in Ciamis Regency. The development of tourist villages in the normative and empirical process needs to be carried out through collaborative governance because tourist villages have multidimensional characteristics. The development of tourist villages in Ciamis Regency is still not optimal because even though it has great potential and is supported by the Tourism Information Center, it turns out that the development process is still carried out separately between all parties involved. The aim of this research is to analyze collaborative government governance in developing tourist villages and find an ideal collaborative governance model in developing tourist villages in Ciamis Regency. For this purpose, Ansell and Gash's government collaboration theory is used which includes four dimensions, namely initial conditions, facilitative leadership, institutional design, and collaboration processes. The research uses a qualitative approach with descriptive research type. Data analysis was carried out through data reduction and drawing conclusions. The research results show that the ongoing tourism village development process has not fully adopted collaborative governance. This is because trust has not been formed in each of the actors involved. The ideal tourism village development model that adopts collaborative governance is the Tourism Development Model. This model prioritizes building trust and sustainable commitment to each actor in tourism village development.

Abstract

The aim of this research is to analyze the implementation of parking management policies in Pekanbaru City, the obstacles faced in implementing parking management policies in Pekanbaru City and the ideal and effective policy implementation model for parking management in Pekanbaru City. This research uses the policy implementation theory proposed by Smith which consists of idealized policy, target groups, implementing organization and environmental factors. The research method used is a qualitative approach with descriptive research type. The data analysis technique used is data reduction and drawing conclusions. The results of the research show that the implementation of local government policies in organizing parking in Pekanbaru City has gone well, this can be seen from: idealized policy, proper parking management in Pekanbaru City is able to support the existing transportation system, target groups, very closely related to taking decisions that involve many people, especially the community. implementing organizing, this difference in capacity and competency is one of the aspects that makes the implementation of this policy not optimal. Environmental factors, the obstacle for the Pekanbaru City Parking UPT is the lack of qualified human resources. Barriers to implementing parking policies in Pekanbaru City: commitment to service quality, quality of human resources for government officials and parking attendants, well-developed public communication.

Abstract

The Directorate General of Higher Education, Research, and Technology (Ditjen Diktiristek), as one of the main units within the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek), holds the responsibility as the Authorized User of State-Owned Assets (BMN), one of which is land. However, in its implementation, there are still various internal and external hindering factors that make the management of BMN in the form of land owned by Ditjen Diktiristek less than optimal. The research question is: what is the SWOT analysis of BMN land management at Ditjen Diktiristek, and what strategies should be formulated based on this analysis. The objective of this study is to describe and analyze the strategies needed to overcome obstacles in the implementation of BMN land management policies at Ditjen Diktiristek. The research method used is a qualitative research method with a descriptive approach, using data collection techniques obtained from a literature review. Furthermore, in analyzing the collected data, the researcher provides in-depth arguments and compares them using source triangulation to ensure the validity of the objective analysis. The research results show that there are four strategic issues in the policy of BMN land management at Ditjen Diktiristek, namely building cooperation with external parties, proposing budget increases, drafting detailed SOPs related to handling problematic land, and maximizing SAKTI and SIMAN as integrated information systems.

Abstract

The main problem in our study is the Unorderly Administration of Population and Civil Registration Services at the Population and Civil Registration and Community and Village Empowerment Service of Merauke Regency. This is because South Papua Province is a new province. this research aims to analyze the implementation, obstacles, and efforts in applying Ministerial Regulation No. 6 of 2022 for state civil servants at the service in question. The research method we use a qualitative descriptive approach was used, with a Likert Scale method applied to measure respondent tendencies through questionnaires. Data was collected from 5 leaders, 10 task implementers, and 135 community representatives across 4 sub-districts. Primary data came from interviews and questionnaires, while secondary data was obtained from documents. The results show that key dimensions, including resource availability, facilities, performance, SOP clarity, and effectiveness, did not meet performance standards, with scores ranging from 33-66%. However, dimensions such as knowledge, budget, skills, and innovation were within acceptable standards. Based on these findings, the study recommends transitioning from manual to digital services to improve efficiency and reduce costs. Further research and collaboration between government and universities are also recommended to support community service efforts.
