Abstract

Background: Femur fracture is one of the most common orthopedic cases which may occur in all age groups. Its incidence can be characterized by several aspects, such as patient’s age, sex, causes, location and many more. The aim of this study was to understand the characteristics of femur fracture patients in Dr. Hasan Sadikin General Hospital Bandung Indonesia during the period of January to December 2011.Methods: A descriptive study was conducted using 89 medical records of femur fracture patients in the Department of Orthopedic and Traumatology Dr. Hasan Sadikin General Hospital Bandung from January to December 2011. The inclusion criteria of the study were medical records containing patient aged 20-59 years data who were diagnosed with femur fracture, sex, cause of fracture, type of fracture, location of fracture, type of treatments given, and the length of hospitalization. Data were analyzed using frequency distribution. Results: Of 60 cases of motor vehicle accidents, there were more male (77.53%) than female who suffered from fracture. Closed fracture was more common with 52 cases of closed fracture compared to 29 cases of proximal fracture. Of 35 patients accepted treatment, 30 patients were treated by surgery  and hospitalized for 21–30 days. Conclusion: Young male adults are the most common group suffering from femur fracture. A continuous epidemiology study must be carried out on annual basis so that a better view of the incidence and the location of femur fracture as well as the type of treatment given to patients can be observed. Keywords: Adults, characteristics, femur fracture  DOI: 10.15850/amj.v2n1.428

Abstract

This study discusses the contradiction between Village Law Number 6 of 2014, which states that villages have the authority to regulate and take care of their own households. However, the regulation clashes with its derivative regulation, namely Permendes Number 21 of 2020 concerning General Guidelines for Village Development and Village Community Empowerment. The contradiction occurs in a clause of the Village Law, namely Village Regulation based on: recognition; subsidiary; Diversity; Togetherness; mutual cooperation; Family; deliberation; democracy; Independence; participation; Equality; Empowerment; and sustainability. The principles of recognition, democracy and independence then clash with the Ministerial Regulation which regulates the policy direction of: Village Development and Village Community Empowerment policy direction; Village Development; Village Community Empowerment; and monitoring, evaluation, supervision, and coaching. This research uses the Theory of Utility, Utility is always associated with Jeremy Benthamdan's theory of utilitarianism and Hans Kelsen's Grundnorm theory. The purpose of the law must meet three aspects, namely Justice, Certainty, and Utility. The research method in this study uses an exploratory qualitative method with the type of case study research. The location of this research was carried out in Wonokerto Village, Kapanewon Turi, Sleman Regency, Special Region of Yogyakarta. The results of this study show that Constructing interests, pragmatism, and formality are often the basis for making a policy. This also happened in the making of Permendes No. 21 of 2020 concerning General Guidelines for Village Development and Village Community Empowerment. The existence of contradictions between one rule and another is a domino effect on the making of government policies under it, even at the village level. Formality policies such as the existence of an application, instead of providing benefits to the village community, actually make it difficult for the community. Villages are increasingly exclusive and the top-down policy is also the impact of the authority of the village which is castrated by the rules under the Village Law.

Abstract

Abstract

Detection of disease in rice plants is important to avoid damage and reduce yields. In this study, the influence of data augmentation techniques on the application of a combination model of Convolutional Neural Network (CNN) and Multilayer Perceptron (MLP) was carried out to detect diseases in rice plants. This study uses a dataset of rice images for disease detection which contains 6034 images of rice with five categories, namely Bacterial Leaf Bligh, Blast, Brown Spot, normal, and tungro. This dataset is divided into three parts, namely training data, validation data and test data. The data augmentation techniques used are rotation, brightness and zoom on rice images. The combination model of CNN and MLP is built using the Python programming language and the TensorFlow deep learning framework. In measuring the success rate of the built model, it can be measured using the accuracy, precision and recall values obtained in the model test. Several scenarios were carried out to produce the best model, namely the use of data augmentation techniques, the number of layers and the number of iterations (epochs). From the experiments that have been carried out which have been tested with data as many as 25 digital images, the best model is obtained with an testing accuracy of 92%, 94% precision and 92% recall. This model applies a random zoom augmentation technique with a value of 0.5 – 1.0, CNN+MLP with 3 layers and a dataset ratio of 80:20 and an epoch early stop, This result has increased by more than 10%.

Abstract

The article discusses the mainstreaming of mediation as a mechanism in the dispute resolution process in elections in Indonesia. In various elections or elections, it is reflected that this mediation mechanism is minimally used as an instrument in resolving disputes in the election process. In fact, theoretically, this mediation process has many advantages compared to the litigation process. The number of disputes in the election process that prioritize the litigation process reflects the low interest or trust of participants, as well as the lack of maximum Election Supervisors who are positioned as referees to maximize this role and function properly. It was recorded that from the 2014 election to 2024, there were 789 dispute complaints filed by election participants. This article uses normative juridical law research methods that are used using primary, secondary and tertiary legal literature and materials. The results of the discussion show that Bawaslu as an institution attributed by law to resolve election disputes in the majority is still taking the path of litigation. It is understandable that mediation has been carried out but has failed to be carried out. However, this condition must again be encouraged by the spirit of mediation to reach a consensus so that election disputes can be channelized not only through adjudication.

Abstract

This study illustrates the dominance of the state through subdistrict governments and the private sector in managing water as a shared resource in the Special Region of Yogyakarta. The state's dominance in managing water resources, as a collectively owned resource, results in limited community access to water as a resource that should be enjoyed together. The need for waterfalls in DIY is very large every year, especially when entering the dry season. Girikerto's location at the foot of Mount Merapi means that the area has abundant water resources. However, the local community actually has limited access to water due to the cooperation between the district government and the private sector in dropping water into Gunungkidul Regency. The aim of this research is to illustrate how the state, through sub-district governments, can still provide local communities with access to utilize the water resources they need to meet their daily living needs. The results of this research show that the state, through the village government, has provided access to local communities to enjoy water.
