Abstract

Foreign investment has a significant role in the development of the tourism industry in Bali and contributes to local economic growth. However, the dominance of foreign capital can pose challenges to the existence of local wisdom, economic dependence, and exploitation of local resources. This paper examines foreign investment in Bali’s tourism industry through the perspective of new imperialism using a descriptive qualitative approach. This research shows that there are still foreign investment practices that are not accordance with local wisdom values, but only concerned with profit expansion. This can cause cultural degradation and socio-economic inequality, especially for local Balinese people. With this, concrete steps are needed in the form of collaboration between the government, local communities, and foreign investors to be able to create sustainable tourism development and maintain local traditions.

Abstract

Bali’s Micro, Small, and Medium Enterprises (MSMEs) are increasingly adopting green business models to sustain local enterprises in line with the Sustainable Development Goals (SDGs). With their significant role in the regional economy, Bali’s MSMEs have the potential to advance sustainable practices while creating inclusive green jobs. This study analyzes the application of the Hexagon Model for Local Economic Development (LED), combined with the big push theory, to unlock these opportunities. Using qualitative methods through interviews and literature review, the findings highlight the need to strengthen ecosystems and resources to enable MSMEs to generate effective, productive, and inclusive jobs. Despite strategic potential, green MSMEs face challenges such as low awareness of eco-friendly practices, limited financing, and weak cross-sector collaboration. The Hexagon Model offers a structured framework for policymakers and practitioners to build synergy, broaden perspectives, and formulate concrete strategies for sustainable job creation. By linking upstream and downstream actors in local business ecosystems, Bali’s green MSME sector emerges as a replicable model for the Global South, generating opportunities for both the productive-age population and marginalized groups, including persons with disabilities. Keywords:

Abstract

Today's deeds of terrorism are difficult to get rid of with the notion of radicalism which threatens state security. The tragedy of the Bali Bombing 1 in 2002 and 2 in 2005, sparked public concern that made the government must be more profound in strengthening the strict flow of entrances in every area, such as airports, terminals, and ports. This study aims to explain how the strategic security measures carried out by the Regional Government, especially Jembrana Regency as the owner of Gilimanuk Port access, which is directly adjacent to the island of Java, to overcome the entry of the threat of terrorism into Bali. This study uses a qualitative descriptive method with a human security framework. This research obtained an answer through a series of measures such as a series of policies in terms of legal instruments, a series of socialization in terms of a grass-roots approach, and formulating policies for the formation of a Conflict Team and the formation of an Early Awareness Team (Wasdin) equipped with a regional Wasdin Team and The Integrated Team for Handling Social Conflict. Furthermore, the Jembrana Regency Government is said to have been relatively good in foreseeing and overseeing terrorism issues in Bali, primarily in Gilimanuk Port.
