Abstract

Perkembangan teknologi yang pesat telah mendorong pemerintah untuk menyediakan layanan yang memenuhi kebutuhan saat ini. Pelayanan yang menggunakan teknologi informasi dinilai dapat memenuhi kebutuhan masyarakat akan pelayanan publik yang cepat, efisien dan nyaman. Pemerintah pusat dan daerah berusaha menyediakan layanan secara elektronik. Dalam rangka menjaga kualitas pelayanan secara elektronik pada pemerintah, telah diterbitkan pedoman pengelolaan berbasis Sistem Pemerintahan Berbasis Elektronik (SPBE) melalui Peraturan Presiden Republik Indonesia Nomor 95 Tahun 2018. Kementerian PAN-RB selanjutnya menerbitkan Peraturan Menteri PAN-RB Nomor 59 Tahun 2020 tentang Pedoman Evaluasi Pelaksanaan SPBE untuk mengubah Peraturan Menteri PANRB Nomor 5 Tahun 2018, yang sebelumnya diterbitkan karena beberapa amanat pada Peraturan Presiden Republik Indonesia Nomor 95 Tahun 2018 belum terakomodasi. Terdapat satu domain baru dalam pedoman Evaluasi pelaksanaan SPBE yaitu Domain Manajemen SPBE. Bila nilai indeks tingkat kematangan penerapan Domain Manajemen SPBE tidak diketahui, berarti tingkat penerapan Domain Manajemen SPBE juga tidak bisa diukur sehingga dapat mengakibatkan kesulitan dalam perencanaan penerapan SPBE di masa yang akan datang. Efeknya adalah penerapan SPBE berjalan tidak sesuai rencana atau bahkan dapat mengakibatkan terjadinya kegagalan dalam penerapan SPBE.Penelitian ini bertujuan untuk mengetahui tingkat kematangan penerapan SPBE khususnya pada Domain Manajemen SPBE di Pemerintah Kota Yogyakarta melalui penilaian 2 aspek yaitu Aspek Penerapan Manajemen SPBE dan Aspek Audit TIK. Melalui hasil proses wawancara, klarifikasi tanya jawab dan pengumpulan bukti pendukung, maka bisa dilakukan penilaian terhadap indikator-indikator pada Aspek Penerapan Manajemen SPBE dan Aspek Audit TIK. Berdasarkan nilai indeks dari 2 Aspek tersebut, kemudian dapat ditentukan nilai indeks dari Domain Manajemen SPBE. Hasil penghitungan nilai indeks Domain Manajemen SPBE kemudian dihubungkan dengan tabel predikat penilaian SPBE untuk mengetahui predikat penerapan Domain Manajemen SPBE.Hasil penelitian menunjukkan nilai indeks Aspek Penerapan Manajemen SPBE adalah 2,6 dan nilai indeks Aspek Audit TIK adalah 1 sehingga didapatkan nilai indeks Domain Manajemen SPBE adalah 2,2. Berdasarkan tabel predikat nilai indeks SPBE, maka tingkat penerapan SPBE pada Domain Manajemen SPBE di Kota Yogyakarta termasuk kedalam predikat “Cukup”. Hal ini dikarenakan ada indikator-indikator yang bernilai rendah yaitu indikator 23, indikator 25, indikator 26, indikator 29, indikator 30 dan indikator 31. Beberapa hal yang dapat dilakukan untuk meningkatkan nilai indikator-indikator tersebut antara lain mengembangkan regulasi internal tentang tata cara pengelolaan data, merekrut tenaga teknis dengan kompetensi tertentu untuk memenuhi kebutuhan kompetensi SDM, menambahkan aplikasi manajemen pengetahuan pada platform Jogja Smart Service (JSS), mengirimkan permohonan audit infrastruktur dan audit aplikasi TIK kepada Badan Riset dan Inovasi Nasional (BRIN) serta membuat permohonan untuk audit keamanan TIK kepada Badan Siber dan Sandi Negara (BSSN). Kata kunci: SPBE, Evaluasi, pelayanan publik elektronik, E-Government, maturity level.

Abstract

Penerapan sistem informasi pada jajaran pemerintah dan lembaga dibawahnya diharapkan dapat menjadi  kunci suskses Sistem Pemerintah Berbasis Elektronik (SPBE). Namun demikian, banyak institusi pemerintah yang menemui kegagalan dalam menerapkan sistem informasi. Oleh karena hal tersebut, maka perlu dilakukan kajian untuk menganalisis kegagalan sistem informasi pada studi-studi yang sudah ada. Penelitian ini adalah studi literatur dari 36 jurnal dan artikel internasional mengenai faktor penyebab kegagalan sistem informasi di jajaran pemerintah dengan tujuan menghasilkan dimensi kegagalan, indikator, serta model evaluasi sistem informasi. Dari analisis yang dilakukan, dihasilkan 5 dimensi kegagalan sistem informasi yaitu Organisasi, SDM, Teknologi, Layanan dan Proses dimana masing-masing dimensi tersebut memiliki indikator yang digunakan untuk mengukur tingkat kegagalan sistem informasi. Penelitian ini juga merumuskan 8 model evaluasi sistem informasi sesuai dengan literatur yang dikaji yaitu TAM, TRA dan UTAUT yang termasuk dalam fokus penggunaan; HOT-Fit dan ITPOSMO yang termasuk dalam fokus kemanfaatan serta EUCS dan EIM yang termasuk dalam fokus kepuasan pengguna.

Abstract

Sistem pemandu museum merupakan salah satu penerapan teknologi informasi (TI) pada museum yang diharapkan dapat membantu pengunjung menelusuri museum. Untuk dapat memberikan informasi yang sesuai, sistem pemandu membutuhkan informasi posisi pengunjung. Informasi posisi tersebut dapat diperoleh dari Sistem Penentuan Posisi (SPP). Teknologi Global Positioning System (GPS) sebagai standar SPP tidak cocok untuk diterapkan untuk lingkungan di dalam ruangan. Oleh sebab itu diperlukan SPP yang khusus bekerja di dalam ruangan. Untuk membangun sebuah SPP yang bekerja sesuai dengan lingkungan museum, diperlukan pemilihan komponen penyusun arsitektur yang berdasarkan pada kebutuhan dan kondisi museum. Studi kasus di Museum Sonobudoyo memberikan hasil bahwa arsitektur yang sesuai sebaiknya menggunakan teknologi WLAN dengan teknik scene analysis berbasis RSSI yang memberikan output berupa informasi posisi absolut.

Abstract

Internet of Things (IoT) is a well-known technology globally, which helps to connect things such as sensors, vehicles, hospital-instruments, industries, and consumer-goods through the internet. Compact smart devices constitute an essential part of IoT. They range widely in use, size, computing resources, and memory. However, integrating these intelligent things into the internet introduces several security challenges, because most internet technologies and communication protocols were not designed specifically to support IoT. Moreover, IoT's commercialization has led to public security concerns, including personal privacy issues, threats of cyberattacks, and organized crime. This review aims to provide a comprehensive list of IoT vulnerabilities and counter-measures against them. To achieve this goal, we first describe three widely-known IoT reference models and define security in the context of IoT. Second, we discuss the potential motivations of the attackers who target this technology. Third, we discuss different attacks and threats. Fourth, we describe possible countermeasures against these attacks. Finally, we describe emerging security challenges in IoT system.

Abstract

In the present paper, a dynamic resource allocation scheme in orthogonal frequency-division multiple access (OFDMA) femtocells is proposed. In the proposed scheme, each femto base station dynamically selects the most appropriate subset of resource blocks (RBs) in a decentralized manner in order to mitigate the downlink cross- and co-tier interference. A game theoretic approach is used to model the interactions among autonomous entities, where each player attempts to maximize its own utility by choosing the best subset of RBs among the available RBs. The proposed utility function captures the cooperative behavior to manage the cross- and co-tier interference, which can be formulated as a potential game and demonstrated to converge to a Nash equilibrium. The simulation results show that the proposed scheme guarantees the convergence to Nash equilibrium and facilitates the femtocells to improve the throughput where the average 50% of user throughput above 7.3 Mbps, while minimizing the cross-tier interference to the macrocell network.

Abstract

PT. Smartfren Telecom, Tbk. is a provider of telecommunications services based on CDMA technology that is the largest licensed cellular and limited mobility (fixed wireless access), and has network coverage CDMA EV-DO (equivalent broadband mobile network with 3G) in Indonesia. Smartfren also the first telecom operator in the world that provides CDMA EV-DO Rev. B (equivalent to 3.5 G with download speeds up to 14.7 Mbps) and the first CDMA operators providing Blackberry services. This research covers what are the factors that influence the use of information systems to identify the level of customer service and customer service information system acceptance in the telecommunications industry. Factors affecting the public who had used the customer service information system PT. Smartfren Semarang is a benefit to using the customer service information system, the ease in using the customer service information system, the purposes in the customer service information system usage, frequency of use of customer information service system, the interest to use the customer information system service, and the rates in accordance with the benefits received in the customer service information system.

Abstract

Aspects of user acceptance become one the main factors for success of the application of information technology. Use of Electronic School Book (BSE) led to a transformation of the how getting a book and learning from the manual into an electronic system, which lead to the attitude and behavior of the user to accepting and use it for real. This study analyzes user acceptance BSE in the Regency of Kulon Progo, measured from the level of user acceptance.Technology Acceptance Model (TAM) is used as a framework for modeling acceptance BSE. Model generated identifies three exogenous variables are: ease of use, usefulness, and behavioral intention to use and 4 endogenous variables are: subjective norm, system relevance, accessibility quality and computer self-efficacy. The model was analyzed using the Structured Equation Modeling (SEM) with AMOS 21 program.The results showed that the TAM model to explain the factors that influence user acceptance BSE. Based on a sample of 167 respondents that are teachers as BSE users, of the total 10 hypotheses suggests that the accessibility variable quality not significantly affect the perception of usefulness and perceived ease of use of BSE. BSE Actual use is low, need to encourage the willingness to use BSE with respect to user acceptance variables.

Abstract

The COVID-19 pandemic that has been occurred since March 2020 has forced learning activities to be carried out online. Online learning activities can generally be done using a learning management system (LMS) and video conference applications. However, in some subject topics, practicum activities are needed, such as in practicum using a computer laboratory. To accomplish computer practicum activities during the pandemic, a computer laboratory that can be accessed online is required. One of the online practicum solutions is a virtual laboratory (Vlab), which is a virtual computer laboratory that uses virtualization technology. Vlab provides a virtual machine (VM) that is accessed online with a remote access application (Remote Desktop Protocol/RDP, Virtual Network Computing/VNC, Secure Shell/SSH). Vlab infrastructure can either use on-premise or public cloud infrastructure. Compared to on-premise infrastructure-based Vlab, public cloud-based Vlab does not require an expensive initial investment and eliminates routine complex hardware maintenance. This study proposes a cloud-based Vlab application with Azure Lab Services in the case of an Object-Oriented Programming class. Vlab was designed based on the technical needs of the programming practicum, which included VM specifications (CPU, RAM, and storage), operating system, and software that must be installed up to the number of VMs in one class. Based on the total cost of ownership analysis, the cost of providing cloud-based Vlab was potentially up to 26% cheaper than on-premise infrastructure-based Vlab. A cloud-based Vlab installation performed using a Powershell script could be completed in six interactions and an installation time of 132 minutes. Vlab access could be done with a standard computer/laptop with an internet connection and an RDP client application. The bandwidth required to access a cloud-based Vlab ranged from 0.13 Mbps to 3.09 Mbps. The bandwidth range is still within the average speed range of the 4G networks available in Indonesia.

Abstract

Traffic congestion is one of the main problems in transportation sector and it causes a lot of drawbacks to public. The traffic light system is used to reduce the level of occurring traffic congestion. Generally, the available traffic light systems use a fixed time setting. This old traffic control system is no longer able to manage the ever-changing traffic conditions effectively and efficiently, causing a long queue of vehicles. To overcome this problem, a traffic light control system that can adapt to actual conditions of road density and can run automatically is offered. This system utilizes Google Map API as a road density data source. The result of this study is a traffic control system that can adjust the green light time duration based on the obtained density values and density trends, simulation of this adaptive system as well as simulation results analysis. A prototype of this adaptive control system was also produced in this study.

Abstract

Microservices have been applied on several major systems including airlines. The characteristics of microservices which are independent and also interconnected need to be tested. The testing is done to preserve the system’s sequential stage processes, especially the online ticket reservation. Four features which are the search, booking, payment, and booking info feature are tested. This research performed three stages of testing on the microservices, those are unit testing, integrity testing, and end-to-end testing. Unit testing was conducted to test every function on every nodule, integrity testing was done to test interconnection between microservices, and end-to-end testing was to test the final results obtained after the unit test and integrity test were carried out. The three stages of testing must be done sequentially. The system on the airline provides the valid or correct response. Three stages of testing can be applied on other airlines by obtaining a legal API and can be accessed publicly.
