Abstract

This article aims to explore the implementation of Village Government accountability in financial, administrative and policy aspects, by taking the object of research in Temuwuh Village, Dlingo District, Bantul Regency, DIY which is a representation of villages in the border region. The method used is a qualitative method with an exploratory approach, using depth interviews, FGD, observation and documentation in collecting . The results showed that the accountability of the performance of the Temuwuh Village Government had been running in accordance with applicable regulations, but it was not optimal. The community is still passive and has not been involved in the program and budget preparation process. The role of the community to be involved in the policy formulation process is also low, as well as the lack of administrative accountability due to the unavailability of SOPs and the support of adequate information systems.

Abstract

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.

Abstract

This service program focuses on developing competitive and cultured superior village tourism, with the leading partner as the latar omah art of kaki langit village tourism. This service is carried out with an empowerment approach (active participation) through training, mentoring, and facilitation. Some of the programs carried out are (1) training and practice of painting fire for the community of mangunan and surrounding areas, which aim to support the fire painting program and improve human resources in the field of crafts; (2) excellent service training for culinary and homestay managers, homestay managers are expected to have practical, friendly, professional homestay management; (3) facilitation of fire painting tools as a medium for innovating craft tourism; (4) tourism packaging and promotion as a means to introduce and develop tourism villages in a sustainable manner.

Abstract

Kota Layak Anak merupakan kabupaten/kota yang mempunyai sistem pembangunan berbasis hak anak melalui pengintegrasian komitmen dan sumber daya pemerintah, masyarakat, dan dunia usaha, yang terencana secara menyeluruh dan berkelanjutan dalam kebijakan, program dan kegiatan untuk menjamin terpenuhinya hak dan perlindungan anak. untuk mewujdukan Kota Layak Anak diperlukan Collaborative Governance melalui keterlibatan pemerintah, swasta dan civil society untuk bersama-sama mengupayakan pemenuhan hak anak. Penelitian ini bertujuan untuk mengetahui proses Collaboratuve Governance dalam pelaksanaan program Kampung Ramah Anak (KRA) dengan menggunakan pendekatan kualitatif deskriptif. Kampung Ramah Anak RW 07 Pakuncen telah melibatkan pemerintah, swasta dan civil society dalam melaksanakan program Kampung Ranah Anak (KRA).

Abstract

Public service innovation is the primary key to good governance development launched in most countries in the world, including Indonesia. There have been many innovative programs carried out by several Ministries, Institutions, and Local Governments in practice. Still, there is no comprehensive portrait related to the tradition of public service innovation. The study aims to obtain a complete description of the public service innovation practices in 2020 using indicators of innovators, types of innovation, goals and achievements of innovation, policy sector and geographical aspects. This descriptive-explorative research type applies an archival method that focuses on secondary data usage, and the results are then analyzed using both Nvivo 12 and SPSS. The result shows that: (1) Innovators are dominated by local governments because the scope of service issues is more varied and specific. (2) The type of policy innovation that is oriented to the process aspect dominates the proposed proposal because of the ease and implementation factor. (3) Most innovation outcomes are in problem-solving, which shows the orientation to problem-solving that is more practical and real impact. (4) The health sector is getting more attention in policy innovation because of the trend of actual needs in the field, making it the primary sector. (5) The institution participants in Java island are much higher than outside Java, showing the imbalance in the quality of human resources

Abstract

KEK Mandalika yang ditetapkan melalui Peraturan Pemerintah Nomor 52 Tahun 2014 untuk menjadi KEK pariwisata. Dengan adanya pembangunan KEK Mandalika ini merupakan langkah pemerintah daerah maupun pemerintah pusat dalam memberikan kontribusi dibidang pariwisata yang besar bagi perekonomian daerah maupun negara. Akan tetapi permasalahan yang kerap terjadi di area KEK Mandalika yaitu persoalan payung hukum mengenai tumpang tindih soal lahan tanah dengan masyarakat sekitar. Hal tersebut menjadi salah satu faktor melatar belakangi penulis untuk meneliti bentuk Collaborative Governance.Penelitian ini menggunakan metode penelitian kualitatif dimana salah satu prosedur penelitian yang menghasilkan data deskriptif berupa ucapan atau catatan dan prilaku orang-orang yang diamati. Peneliti juga melakukan wawancara, observasi, dan studi kepustakaan melalui stakeholders yang terlibat di dalamnya. Berdasarkan hasil penelitian yang dilakukan menunjukan peran masing-masing satakeholders dalam pengelolaan dan pengembangan KEK Mandalika adalah pihak BUMN yaitu Indonesia Tourism Development Corporation (ITDC) sebagai pengolala utama atas KEK Mandalika, DPMPTSP Kab. Lombok Tengah sebagai administrator pemerintahan daerah, masyarakat sebagai wirausaha atau pedagang, dan pihak swasta yaitu PT. Bunga Raya Lestari sebagai rekan kerja penyedia jasa pembangunan. Sedangkan pengelolaan dan pengembangan KEK Mandalika dengan menggunakan 4 indikator untuk mengukur proses kolaborasi sudah berjalan baik, akan tetapi masih ada beberapa yang harus diperbaiki dan ditingkatkan lagi mengenai meningkatkan lagi pada aspek dialog dan komunikasi, agar tidak terjadinya miskomunikasi lagi dengan masyarakat setempat sehingga dapat mempelancar dalam pengerjaan KEK Mandalika.

Abstract

The purpose of this article is to see how effective the campaign model carried out by the State Civil Apparatus Commission is, especially with the #JagaASN jargon. The government through the State Civil Apparatus Commission has launched a bureaucratic neutrality campaign through social media. This is done considering the implementation of regional head elections during the COVID-19 pandemic. In addition, this campaign also hopes to reduce the number of ASN neutrality cases in Indonesia. So, with this campaign, it is hoped that the government can provide quality services and realize regional head elections with integrity. This study uses qualitative research methods, using several research tools. The research tools used are Nvivo and VOSviewer. Based on the results of the study, the case of ASN neutrality in Indonesia, especially in the 2020 regional head election, is still quite high. Where this can be seen based on data from the State Civil Apparatus Commission that violations in the 2020 regional head elections are quite high with several cases as many as 864 ASN reported, while for 635 ASN violating and receiving KASN recommendations to be followed up, for ASN who have sanctioned by the staffing officer of 500 ASN. In addition, based on the processed results of NVivo 12+, it was also found that 82% of ASN were declared to be in the category of bureaucratic/ASN neutrality violations. The details are that 18% of ASN became a candidate pair's success team, 9% used state facilities, 31% participated in activities and sided with one of the candidates, and the last 21% ASN participated in the candidate pair's campaign.

Abstract

This article discusses applying a merit system based on job auctions, especially regarding the mechanism for selecting structural officials in the Bantul Regency. They considered that the merit system is a new method for determining structural positions and has become one of the models that local governments have begun to implement in the placement of civil servants, especially echelon II structural officials. The application of this merit system model is one form of implementing Law Number 5 concerning the State Civil Apparatus. Enforced The application of the merit system because a lot of structural position determinations were not based on competence. Still, the structural position determination was based on proximity and political factors. Therefore, with the existence of this Law, it is significant to immediately implement a merit system so that employees who occupy structural positions are competent and professional people. In data analysis, this study was based on the theory of open selection. The method used in this study was qualitative. The data collection techniques used were interviews and documentation. Based on research conducted that the application of the merit system within the Bantul Regency Government was by applicable regulations, as well as in the application of the merit system using several selection methods including administrative selection, assessment centre method/competency test, paper making, track record tracking, percentage of papers and interviews.

Abstract

The Kulon Progo Regency Government has implemented various policies to improve the economy and welfare of the community, including the Bela Beli Kulon Progo program and the Belabeliku.com marketplace. This study emphasizes the importance of government policies in empowering communities through MSMEs and the marketplace to enhance the economy and improve people's living conditions. To conduct this study, the descriptive qualitative research method was used. The People-Owned Stores Economic Development Policy (TOMIRA) is a special policy that has been developed by the local government in Kulon Progo Regency to revitalize and improve the welfare of Micro, Small, and Medium Enterprises (MSMEs) in the area. The policy involves collaborating with modern stores to safeguard local products and traditional markets from the capitalist system that exists in Indonesia. The government's commitment to preserving traditional markets and local products can be seen in the Kulon Progo Regency Regional Regulation Number 11 of 2011 on the Protection and Empowerment of Traditional Markets and the Structure of Shopping Centers and Modern Stores. The implementation of this policy began in 2014 and continues to this day, with approximately 19 TOMIRA in Kulon Progo Regency partnering with modern stores the government's collaboration with modern shops involves marketing, provision of business locations, and acceptance of MSME supply from big businesses. The TOMIRA policy is an important step in improving the economic growth and welfare of the region, and it sets an example for other local governments to prioritize innovation and prioritize MSMEs.

Abstract

This study aims to see the efforts of the Bantul Regency Government in increasing the capacity of public services after the Covid-19 pandemic through the implementation of the Bantul Sehat Ekonomi Karo Jamu (Bantul Seroja) innovation program which is reviewed in the agile governance paradigm. The focus of this research lies in the application and development of Bantul Seroja innovation in meeting the needs of services to the community by the Bantul Regency Government. This research is qualitative research through a case study approach. Data collection was conducted through in-depth interviews, and documentation studies. The results of the data obtained are then analyzed using SWOT analysis (Strength, Weakness, Opportunities, and Threats). The selection of the analysis is to determine several aspects such as strengths, weaknesses, opportunities, and threats from increasing public service capacity after the Covid-19 pandemic through the Bantul Seroja innovation program. The results of this study show the impact of this program, namely improving the community's economy and the realization of public health services by involving the potential of traditional medicine as a supporting medium in carrying out community treatment.
