Abstract

Several studies on the innovation of Indonesian public services only provide general and less specific descriptions of inclusive public services based on local wisdom. This study aims to find innovative models of local wisdom-based public services in Indonesia. This study is a descriptive-exploratory study, and the research method is an archival one emphasizing secondary data use. The findings revealed that  (1) Local government dominated policy innovation proposals based on local wisdom compared to the central government because of the proximity aspect of service distance to objects, so the type of service is specific. 2) Product-oriented service types dominated service innovation due to specific, urgent, and critical service needs that must be resolved immediately. 3) Innovation with the outcome of problem-solving was very dominant because it is related to critical service issues that require solving problems by minimizing existing local cultural clashes. 4) The sectors of education, community empowerment, food security, environmental preservation, and the health sector almost evenly influenced service policy innovations based on local wisdom, because it is a wedge between direct contact with basic community services and the culture adopted by local communities. 5) Innovator originating from Java and Outside Java had competed quite dynamically over the last four years, because Outside Java excelled in the quantity of both organizations and local communities, while Java excelled in its human resources and infrastructure's quality.

Abstract

Desa Hargorejo merupakan desa yang mempunyai banyak potensi, dari mulai potensi, pertanian, pariwisata sampai dengan potensi UMKM. Selain itu desa Hargorejo juga menjadi salah satu desa yang mempunyai produk unggulan gula kristal. Mengingat sejak adanya Pandemi Covid-19 ini banyak sekali UMKM yang berhenti untuk sementara waktu, untuk itu dalam meningkatkan pertumbuhan ekonomi dan menumbuhkan etos kerja masyarakat di sektor UMKM maka perlu adanya inovasi. Inovasi yang dimaksud salah satunya pada bidang pemasaran dan branding menggunakan teknologi informasi. Berdasarkan permasalahan yang ada, maka ada beberapa tawaran solusi yang diberikan, terutama untuk meningkatkan kembali daya saing UMKM di Padukuhan Sangkrek Desa Hargorejo. Adapun solusi yang ditawarkan melalui program program KKN-PPM ini diantaranya adalah (1) Pelatihan Branding dan pemanfaatan teknologi untuk produk UMKM, (2) Pelatihan pengemasan dan pemasaran produk melalui media sosial. Metode atau konsep kegiatan yang akan digunakan dalam penyelesaian masalah dengan beberapa langka, yaitu: Pertama, melakukan survei mengenai sektor UMKM yang membutuhkan pelatihan pemasaran melalui media sosial, Kedua, melakukan pendataan dan pemetaan sektor UMKM unggulan, terutama mengenai pentingnya branding dan strategi pemasaran melalui media sosial, Ketiga, melakukan pelatihan packaging dan pemasaran produk ke media sosial.

Abstract

This research is aimed at analyzing the Transformation of Work Patterns of State Civil Servants in Post-Pandemic Public Services as a Response to Changes in Community Behavior in the Regional Office I of the Yogyakarta State Civil Service Agency. This study used qualitative research methods. The results of this research show that the indicators of the transformation of ASN work patterns in services by Regional Office I of the Yogyakarta State Civil Service Agency (BKN) are still not going well overall.Agile capabilities which is owned by Regional Office I of the Yogyakarta State Civil Service Agency (BKN) must continue to be pursued. Leaders who are an influential factor in the performance of the State Civil Apparatus (ASN) should be more open to information technology. Then there needs to be more specific training regarding adaptive responses to changes determined by the center.

Abstract

The COVID-19 pandemic has had an impact on all sectors, especially the economy in Indonesia and the regions, one of which includes Micro, Small and Medium Enterprises (MSMEs). Data from the DIY Cooperatives and UMKM Service shows that 59% of MSMEs have experienced the direct impact of the COVID-19 pandemic, on the other hand MSMEs have a very strategic role in improving the Indonesian economy. Kulon Progo Regency is one of the districts that has a solution to overcome the problem of marketing MSME products, one of which is belabeliku.com. Having this solution does not mean there are no problems, because there are many MSMEs in Kulon Progo Regency who do not understand digital literacy well. The method used in this study is a qualitative method, one of the techniques is interviews and documentation, besides that this research also utilizes the artificial intelligent Nvivo 12 plus as an analytical tool. Based on the results of the research, it can be concluded that the government has made a special policy by providing training for MSME actors, collaborating with the Yogyakarta Regional Development Bank (BPD) in providing electronic payment services, and creating a marketplace platform. With the policies that have been made, it will be very helpful for MSME actors, especially the platform creation policy in marketing MSME products. However, the platform created is not adequate and optimal, besides that the platform created is still unable to compete with other marketplace applications.

Abstract

The Homelessness and beggars are one of the social problems related to economic and educational factors in a particular society. This situation is not only motivated by physical and mental, but there is a large problem related to the state of powerlessness to meet basic needs, have health vulnerabilities, and the character of independence that erodes. The problem of homelessness and beggars also arises during the Coronavirus disease 2019 pandemic, In the city of Yogyakarta the problem of homelessness and beggars has been regulated of the local regulations in the special region of Yogyakarta number 1 of 2014 on handling homelessness and beggars to advance the welfare of the people of Yogyakarta City. The method used in this study is a qualitative method with descriptive research types, primary data from the results of interviewees and secondary data in the form of literature with data collection techniques to get accurate, clear and specific research. The results of this study are the handling cases of homelessness and beggars is a challenge for policy makers because the problems faced are so complex, The role of the government to deal with homeless and beggars in accordance with the local regulations in the special region of Yogyakarta number 1 of 2014 on handling homelessness and beggars amidst the covid-19 as its implementer is the department of social service of the Yogyakarta city that cooperates with the camp assessment to carry out preventive, coercive, rehabilitative, and social reintegration efforts to protect and empower homelessness and beggars.

Abstract

Hargorejo Village is a village that has a lot of potential, ranging from potential, agriculture, tourism to the potential of MSMEs. With the existence of very supportive geographical conditions, it is important for village governments to realize and implement tourism villages. So that the improvement of the community economy does not only come from one source but can come from various sectors. So far, Hargorejo village is famous for MSMEs and tourism, but the tourism sector has not been managed seriously so that there is still a lot of potential that has not been maximized to be promoted. The methods offered through the community service program include: (1) conducting tourism branding training and socializing the importance of branding for the world of tourism, 2) revitalize tourism ranging from human resources to supporting resources such as branding and social media, (3) install signposts and directions for tourist attractions. Based on the results of the service that has been carried out, tourism branding is formed in an integrated manner and managed by the Tourism Village. In addition, managers of tourist attractions can also understand the importance of branding and the use of information technology for tourism promotion

Abstract

It is recorded that around 80% of DIY MSMEs have no right platform to market their products digitally. DIY MSMEs still lack in terms of innovation and the desire to improve quality through digital. Through the Provincial Cooperative SME Service, the DIY government collaborates with PT JogjaKita Multi Andalan to deal with these problems. Therefore, this research aims to discover the collaboration model between the DIY Government and entrepreneurs through the JogjaKita application in the revitalization of digital-based MSMEs in the digital era 4.0. This research used a qualitative method with a case study approach and analyzed using an interactive model assisted by Nvivo 12 Plus. The research results show that the established collaboration is relatively successful. The collaboration model begins with a face-to-face dialog, and then building trust which takes a long time, around two years due to an internal conflict within the JogjaKita Company. This collaboration is quite helpful for several MSMEs in increasing the capacity and sales transactions. However, some obstacles still need to be faced, such as the small number of MSME actors who use the SiBakul free shipping service on the JogjaKita application, as well as the uneven distribution of infrastructure network in DIY.

Abstract

This article try to analysis strategy for reducing poverty in Samigaluh Municapy, Kulonprogo Region by using Participatory Poverty Assessment (PPA) strategy. PPA known as strategy to reduce poverty by including poor people to find solution of their poverty problem. In Other word, this strategy use bottom up method to reduce poverty. In Samigaluh, Poverty condition clearly seen as so many people live in near poor condition. This research use qualitative approach and data collect technic use interview and observation. From the research is gotten data that poor condition in Samigaluh caused by economic aspect, uncapability, isolation condition. PPA strategy, which is including poor people in solution making, give result that we must do some activities. The Activities are women empowernment, Informal institution empowernment, Increase Education, Training, and so on.

Abstract

The research examines the perception of youngvoters regarding the quality of theimplementation the 2014 election. There are sixindicators to measure the integrity: 1) theelection law, 2) the electoral procedure, 3) thevoter registration, 4) the political party and itscandidate registration, 5) the role of massmedia, and 5) the candidate campaign. Theresearch findings revealed that, in general,young voters have an adequate perceptionconcerning the electoral integrity. Morespecifically, the good perception is only to twothings namely political party and its candidateregistration and the electoral procedure. Therest is adequate perception. In addition, theresearch portrayed that young people havehighest trust merely to the CorruptionEradication Commision (KPK). Abstract

This study seeks to identify innovative models of local wisdom-based public services in Indonesia, addressing the gaps in previous research that primarily provided broad descriptions of inclusive public services. Employing a descriptive-exploratory approach, the research utilized an archival method that focused on secondary data. The findings revealed several key insights: (1) Local governments were more active in proposing policy innovations rooted in local wisdom compared to the central government, owing to their closer proximity to service delivery sites; (2) service innovations were predominantly product-oriented, driven by urgent and critical needs; (3) problem-solving innovations were highly prevalent, effectively addressing critical service issues while minimizing cultural clashes; (4) sectors such as education, community empowerment, food security, environmental preservation, and health significantly influenced policy innovations, acting as a bridge between basic community services and local cultural practices; and (5) a dynamic competition emerged between innovators from Java and those outside it, with the latter excelling in the quantity of organizations and local communities, while Java demonstrated superior human resources and infrastructure. The study's novelty lies in its specific focus on the interplay between local wisdom and service delivery in various sectors, providing empirical evidence on how cultural contexts shape policy innovations. This research contributes to the field by offering a nuanced understanding of how local wisdom informs public service innovation, highlighting the importance of localized approaches in service delivery and advocating for the integration of cultural context in public policy development.
