Abstract

Program Desa Bersih Narkoba (Bersinar) diimplementasikan untuk menurunkan tingkat kerawanan narkoba di kawasan rawan anrkoba. Akan tetapi, di Kelurahan Jambu Hilir tujuan ini belum tercapai secara signifikan. Penelitian ini bertujuan untuk menganalisis kelayakan dan dampak program melalui pendekatan biaya-manfaat (cost-benefit) yang terintegrasi dengan konsep ketahanan sosial. Metodologi yang digunakan adalah metode campuran (mixed method), di mana data kuantitatif dianalisis menggunakan Cost-Benefit Analysis (CBA), sementara data kualitatif digali melalui wawancara mendalam. Hasil penelitian menunjukkan bahwa program ini sangat layak secara ekonomi, dengan nilai Benefit-Cost Ratio (BCR) 8,26 dan Net Present Value (NPV) positif sebesar Rp. 5.544.362.176. Lebih dari itu, ditemukan intangible benefit yang berupa penguatan kapasitas adaptif melalui kegiatan positif berbasis keagamaan, serta menumbuhkan kapasitas transformatif dengan terjalinnya kolaborasi lintas sektor. Temuan tersebut menunjukan bahwa nilai program ini memiliki manfaat terhadap ketahanan sosial masyarakat di kawasan rawan narkoba.

Abstract

This research identifies the challenges faced by women when they want to return to work after caring for their baby, and how these challenges differ depending on the economic level of Asian countries. Founded on Gender Segmentation Theory, the research investigates how care systems and responsibilities limit employment opportunities, commonly leading women into unstable or informal employment. A systematic literature review was conducted in line with PRISMA guidelines, with searches carried out across major databases (Scopus, ScienceDirect, JSTOR and Google Scholar) in February 2026. A total of 20 relevant articles were selected from the 169 articles identified. The findings indicate that there are systemic limitations to labor reintegration. In advanced economies, women are primarily forced into non-regular employment due to continuous care responsibilities, while in developing countries, strict social norms often push them into informal or self-employment. Overall, the research suggests that current labour market regulations persist in exacerbating the gender gap. It emphasizes the urgent need for stronger re-entry pathways and inclusive policy frameworks across Asia to avoid the undervaluation of female human capital.

Abstract

Local knowledge plays a crucial role in strengthening village resilience amidst the challenges of modernization and environmental change. This study examines the contribution of local knowledge to village resilience through four main aspects: ecology, social, economic, and institutional, with a focus on Hanjeli Tourism Village, Sukabumi, Indonesia. Using a qualitative approach with in-depth interviews and literature review methods, this research analyzes how local practices support village sustainability. The findings indicate that in terms of ecology, hanjeli-based agricultural practices contribute to biodiversity conservation and sustainable natural resource management. From a social perspective, strong social capital and intergenerational knowledge transfer play a crucial role in preserving traditional practices. In the economic aspect, the diversification of hanjeli-based enterprises, including educational tourism and derivative products, enhances the community’s economic resilience. Meanwhile, the institutional aspect is reflected in the community’s role in resource management and the village’s recognition as part of the UNESCO Global Geopark. This study recommends policies that strengthen the documentation of local knowledge, enhance community participation in resource governance, and encourage the integration of traditional practices into sustainable village development strategies.

Abstract

The revision of the Broadcasting Law 2024, particularly Article 50B paragraph 2  (c) which prohibits the "exclusive investigative journalism," has sparked controversy among media and democracy stakeholders in Indonesia. This study aims to (1) analyze stakeholders' perspectives on this provision, (2) examine the differences and similarities in perspectives in the context of democratic resilience, and (3) synthesize the underlying issues to provide recommendations for strengthening democracy. Grounded in  democracy theories, this research adopts a qualitative approach using document studies from national media sources and official documents between May and November 2024. The data is analyzed using assumption analysis to identify stakeholder perspectives. The findings reveal a polarization between policymakers, who emphasize restrictions as a protective tool, and the press, which perceives them as a threat to freedom. However, a consensus emerges on the need for clearer media regulation and the protection of public interests. From a democratic resilience perspective, the macro-institutional level is identified as the weakest due to regulatory ambiguity and overlapping institutional authority, which may undermine democratic oversight and impede media control functions. The study concludes that Article 50B paragraph 2 (c) of the Broadcasting Act has the potential to threaten democratic sustainability. It therefore recommends a reassessment of the law and the article, as well as strengthening institutional coordination to harmonize regulations.

Abstract

Online gambling (judol) has become one of the significant challenges in the digital era, causing multidimensional effects, including economic losses, threats to social stability, and weakening of the law. Despite various efforts such as blocking sites and cutting off funding streams, quick adaptation by perpetrators, lack of coordination among agencies, and limitations in technology and human resources remain major obstacles. This study aims to evaluate the performance of stakeholders related to handling online gambling, map the obstacles faced by stakeholders, and formulate strategies for handling online gambling through stakeholder collaboration. The research method used in this study is a qualitative approach with interview techniques with stakeholders, namely Komdigi, Polri, and PPATK, using formal evaluation analysis. The results show that Komdigi's performance is not effective due to resource limitations and technological capacity, POLRI faces obstacles in legal instruments and international cooperation, while PPATK also has resource constraints and secondary data limitations. This study finds that site blocking and cutting off funding streams are effective but hindered by perpetrators' technological adaptation and suboptimal cross-agency coordination. Low public awareness also complicates the handling. Recommendations include strengthening coordination, optimizing detection technology, adaptive regulation, public education, and international cooperation for a more holistic and sustainable approach.

Abstract

Perlintasan ilegal merupakan salah satu bentuk ancaman asimetris yang masih sering terjadi di wilayah perbatasan Indonesia. Aktivitas ini tidak hanya mengancam kedaulatan negara, tetapi juga berdampak serius terhadap stabilitas sosial, ekonomi, dan keamanan masyarakat yang tinggal di sekitar kawasan perbatasan. Penelitian ini bertujuan untuk mengkaji secara mendalam peran kesadaran masyarakat dalam mengatasi perlintasan ilegal, dengan fokus pada studi kasus di kawasan perbatasan Indonesia-Malaysia, khususnya di Entikong (Kalimantan Barat) dan Pulau Sebatik (Kalimantan Utara). Menggunakan pendekatan kualitatif dengan metode studi kasus, penelitian ini menggali persepsi, sikap, dan tindakan masyarakat lokal dalam merespons ancaman perlintasan ilegal. Hasil penelitian menunjukkan bahwa tingkat kesadaran masyarakat berperan signifikan dalam mendeteksi, melaporkan, dan mencegah aktivitas lintas batas ilegal. Kesadaran ini terbentuk melalui proses edukasi berkelanjutan, keterlibatan aktif tokoh masyarakat, serta koordinasi yang baik antara warga dan aparat keamanan seperti TNI, Polri, dan Satgas Pamtas. Partisipasi warga yang tinggi, didukung dengan rasa memiliki terhadap wilayahnya, menjadi modal sosial yang sangat penting dalam menciptakan ketahanan wilayah perbatasan dari sisi non-militer. Dengan demikian, kesadaran masyarakat bukanlah elemen pelengkap, melainkan pilar utama dalam strategi pertahanan negara di wilayah perbatasan. Penelitian ini merekomendasikan penguatan program pemberdayaan masyarakat, peningkatan literasi keamanan perbatasan, serta pengembangan sistem pelaporan berbasis komunitas untuk meningkatkan efektivitas penanggulangan perlintasan ilegal di masa depan.
