Abstract

Pengelolaan sampah plastik di pelabuhan perikanan nasional menghadapi permasalahan sistemik dan multidimensi. Studi ini bertujuan untuk mengidentifikasi dan menganalisis permasalahan utama dalam pelaksanaan kebijakan pengelolaan sampah di pelabuhan perikanan berdasarkan pendekatan kualitatif melalui wawancara semi-terstruktur dan kajian literatur. Hasil penelitian menunjukkan lima isu krusial yang saling berkaitan: (1) kurangnya infrastruktur dan fasilitas dasar, (2) lemahnya koordinasi lintas kelembagaan, (3) rendahnya partisipasi dan kesadaran pelaku perikanan, (4) keterbatasan anggaran dan sumber daya manusia, dan (5) inkonsistensi serta lemahnya penegakan hukum. Sebagai contoh, di beberapa pelabuhan, meskipun tersedia kebijakan nasional seperti Perpres No. 83 Tahun 2018, ketidakhadiran SOP yang jelas, kurangnya anggaran, dan minimnya keterlibatan pelaku usaha menyebabkan kebijakan tersebut tidak dapat dijalankan secara efektif. Visualisasi data melalui bubble chart dan network mapping memperkuat temuan bahwa hambatan tersebut saling terhubung dan memerlukan pendekatan kebijakan yang holistik dan kolaboratif. Oleh karena itu, beberapa strategi kebijakan pengelolaan sampah plastik pelabuhan perikanan seperti penguatan struktur kelembagaan, pemberian insentif ekonomi, peningkatan kapasitas teknis, dan reformasi penegakan aturan menjadi kunci dalam mewujudkan sistem pengelolaan sampah pelabuhan perikanan yang berkelanjutan.Plastic waste management in Indonesia’s fishing ports is facing a serious systemic crisis that not only threatens the sustainability of the marine environment but also disrupts the long-term viability of the national marine and fisheries sector. As the world’s second-largest contributor of plastic waste to the ocean, Indonesia generates a staggering 1.29 million tons of plastic waste annually. Fishing ports, which serve as key hubs for capture fisheries activities and seafood distribution, have become critical points in the waste management chain that urgently require rapid, targeted, and comprehensive policy interventions. A gap analysis of policy implementation reveals five interrelated and mutually reinforcing problems. First, waste management infrastructure in ports remains limited, with only around 30% of ports equipped with adequate Temporary Waste Storage (TPS) facilities. Second, waste management institutions remain fragmented and lack synergy, as evidenced by overlapping authorities among at least 12 related agencies. Third, stakeholder participation remains low. Fourth, there is a significant budget deficit, amounting to approximately 70% of the minimum required funding for effective waste management. Fifth, law enforcement is still suboptimal, with compliance rates for waste management regulations at only 40%. In response to the complexity of these challenges, the “Integrated Waste Management System” policy has been selected as the most feasible strategic solution, based on William N. Dunn’s  criteria analysis. This system integrates four main pillars: strengthening a coordinative institutional framework capable of harmonizing inter-agency roles; developing environmentally friendly, technology-based waste management infrastructure; enhancing the active participation of coastal communities and fishing groups; and enforcing laws firmly and consistently through incentive and disincentive mechanisms.

Abstract

Kasus covid-19 varian India pertama kali diumumkan di Cilacap pada 22 Mei 2021[1] Penelitian ini bertujuan untuk mengetahui apakah terjadi perbedaan signfikan antara harga saham dan volume transaksi saham di PT. Solusi Bangun Indonesia Tbk., karena salah satu pabrik PT. Solusi Bangun Indonesia Tbk., berada di Kabupaten Cilacap. Data penelitian ini diambil 30 hari sebelum dan 30 setelah diumumkanya kasus pertama covid-19 varian India di Cilacap. Data diolah dengan independent sample t test, dengan menggunakan perangkat lunak statistik. Dari hasil pengolahan data, menunjukkan terjadi perbedaan signifikan pada harga saham sebelum dan sesudah diumumkannya kasus covid-19 varian India di Cilacap. Hal ini ditunjukkan dengan nilai signifikasi 0,002 < 0,05. Harga saham mengalami penurunan dibandingkan sebelum adanya kasus covid-19 varian India di Cilacap. Sedangkan untuk volume transaksi saham menunjukkan tidak ada perbedaan yang signifikan 0,199 > 0,05 sebelum dan sesudah covid-19 varian India di Cilacap.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh penerapan sistem e-filing, tingkat pemahaman perpajakan, dan kesadaran wajib pajak terhadap kepatuhan wajib pajak pada era pandemi covid-19 di Kantor Pelayanan Pajak (KPP) Pratama Cilacap. Penelitian ini menggunakan metode kuantitatif. Data yang digunakan untuk pengujian hipotesis menggunakan data primer yang diperoleh melalui penyebaran kuesioner kepada wajib pajak di wilayah Cilacap dengan jumlah sampel sebanyak 175. Metode analisis yang digunakan untuk menjawab kebenaran hipotesis adalah dengan pengujian regresi linier berganda. Setelah dianalisis, dapat diketahui bahwa variabel penerapan sistem e-filing, tingkat pemahaman perpajakan dan kesadaran wajib pajak secara parsial dan simultan berpengaruh terhadap kepatuhan wajib pajak pada era pandemi covid-19 di Kantor Pelayanan Pajak (KPP) Pratama Cilacap. Hal ini dibuktikan dengan nilai signifikansi dari ketiga variabel kurang dari 0,05.

Abstract

UMKM is an economic sector that has an important role in national development. However, MSMEs still face various challenges, such as low mastery of digital marketing and business legality. Therefore, the purpose of this community service activity is to provide digital marketing training and legal assistance for MSME Entrepreneur Expo UNAIC. This community service uses a participatory method, where the service team works with participants in planning, implementing, and evaluating activities. The results of the community service show that the participants experienced an increase in knowledge, skills, and motivation in developing their business through digital marketing and business legality. Participants also received assistance and consultation from the service team in overcoming problems encountered in digital marketing and making legal business identification numbers and halal certificates. This community service activity provides benefits for participants, the service team, and the wider community. This activity also contributes to the development of science and technology in the field of digital marketing and business legality, especially halal certificates. This activity is expected to be an inspiration and model for other similar community service activities.

Abstract

Despite strong policy support, vertical housing in Bandung struggles to gain public acceptance. This reveals a significant gap between policy goals and residents’ experiences, which shape their long-term housing preferences. Aims: The study identifies the key economic, socio-spatial, and institutional factors that predict resident satisfaction and influence the decision to leave vertical housing. Methodology and results: Using a mixed-methods comparative design was used, including a survey of 75 residents. The results show that institutional factors, such as low management satisfaction (mean < 3.1/5) and infrastructure issues, are the primary drivers of dissatisfaction. Commercial residents prioritize transactional attributes, such as location and aesthetics, while rental flat residents apply a communal logic, linking satisfaction to their entire living environment. Conclusion, significance, and impact of the study: The study reveals a striking convergence: the majority of residents in both commercial (72%) and public rental flats (62%) desire to move to landed housing. This indicates a policy Implementation dilemma, where failures in management and maintenance push residents to desire moving back to landed houses, which in turn undermines the policy's goal of curbing urban sprawl.

Abstract

The slum relocation program is a government strategy to provide decent, safe, and affordable housing for low-income communities. The Rumah Deret Tamansari (RDTS) in Bandung City is a relocation project for residents of the Tamansari slum area that aims to improve the quality of housing and the urban environment. This study aims to evaluate the level of satisfaction of residents with the quality of housing and the environment of RDTS. The research method uses a mixed approach through the distribution of questionnaires to 24 residents, semi-structured interviews, and field surveys to assess the physical condition of the building and environmental facilities. Aspects evaluated include room size, thermal comfort, lighting, cleanliness, security, accessibility, public facilities, and social adaptation of residents. The results indicate that 63% of respondents expressed overall satisfaction with the housing and environmental quality of RDTS. Satisfaction levels were highest for location and accessibility (over 80% agreement), cleanliness (71%), and security (75%). In contrast, dissatisfaction was most evident in domestic space size (42% dissatisfied) and shared facilities management, particularly elevator functionality (55% dissatisfied). The field survey revealed that the building quality is relatively good with the implementation of passive designs such as inner courts and cross-ventilation. This study emphasizes the importance of continuous evaluation and participatory management to realize sustainable vertical housing that is oriented towards the housing quality of residents’ life.
