Abstract

Penelitian ini dilakukan bertujuan untuk mengetahui permasalahan pokok yang dihadapi oleh manajemen PDAM dalam melaksanakan usahanya, serta untuk mengetahui pula apa upaya-upaya yang dilakukan dalam koordinasi dalam pengembangan infrastruktur PDAM. Metode yang digunakan metode Deskriptif dengan pendekatan Kualitatif. Populasi yaitu karyawan PDAM dan pegawai Dinas Pekerjaan Umum, serta pelanggan PDAM dengan sampel sebanyak 10 Orang. Hasil penelitian dan pembahasan yang dilakukan menggambarkan bahwa infrastruktur air bersih yang disediakan Pemerintah Daerah untuk PDAM pada tahun 2014 berjumlah 12 unit IPA (Instalasi Pengolahan Air), yang tersebar di 10 Kecamatan dari 17 Kecamatan yang ada di Kabupaten Bungo. Bila ditinjau dari target nasional bahwa tingkat cakupan pelayanan yang harus dicapai adalah sebesar 80% penduduk di wilayah perkotaan dan 60% di wilayah perdesaan. Belum optimalnya infrastruktur PDAM dalam melayani air bersih untuk masyarakat di Muara Bungo diharapkan beberapa permasalahan pokok, yakni koordinasi PDAM dan Dinas Pekerjaan Umum belum maksimal, dikarenakan masih banyaknya pengerjaan infrastruktur yang belum sesuai dengan keinginan PDAM, disamping itu keterbatasan SDM dan Sumber Dana juga menjadi hambatan dalam pengembangan infrastruktur PDAM. Selain permasalahan tersebut, PDAM juga belum mampu untuk mengembangkan infrastrukturnya sendiri dikarenakan kondisi keuangan PDAM Pancuran Telago belum memungkinkan untuk infrastruktur tersebut yang membutuhkan biaya relative besar. Upaya-upaya yang dilakukan oleh manajemen PDAM Pancuran Telago dan Dinas Pekerjaan Umum adalah melakukan inventarisasi dan perbaikan sistem infrastruktur, sedangkan untuk pengembangan infrastruktur yang membutuhkan biaya yang besar dengan mengajukan proposal pendanaan melalui Dinas Pekerjaan Umum kepada Pemerintah Daerah Kabupaten Bungo. Upaya lain yang dilakukan adalah memotivasi semangat kerja pegawai dengan menciptakan budaya kerja yang baik dan menerapkan konsep manajemen berbasis kinerja untuk mendapatkan hasil kerja yang sesuai dan dibutuhkan PDAM.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana transparansi pengelolaan Anggaran Pendapatan dan Belanja Desa dalam pembangunan desa, hambatan dan upaya transparansi pengelolaan Anggaran Pendapatan dan Belanja Desa dalam pembangunan desa di Desa Rantau Api Kecamatan Tengah Ilir Kabupaten Tebo.Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Sampel yang pengambilannya dengan teknik purposive sampling. Untuk pengumpulan data dilakukan Teknik Analisis model Miles dan Huberman. Hasil penelitian bahwa Transparansi Pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) dalam Pembangunan Desa di Desa Rantau Api Kecamatan Tengah Ilir Kabupaten Tebo sudah sesuai dengan Peraturan Perundang-undangan yang berlaku hanya saja masih terdapat kelemahan seperti masih kurang mudahnya akses oleh masyarakat umum sehingga masyarakat tidak mengetahui mengenai anggaran yang terpakai, serta kurang keterlibatan masyarakat dalam penganggaran, hal ini karena keterlibatan masyarakat dalam proses penyusunan anggaran masih pada tahap perencanaan anggaran.

Abstract

The use of artificial intelligence (AI) in human resource management (HR) has grown rapidly in recent years. AI has the potential to improve the efficiency, effectiveness and accuracy of HR processes. PT Semen Baturaja Persero (SMBR) is one of the largest cement companies in Indonesia. SMBR has applied AI to various HR processes, including recruitment and selection, training and development, performance appraisal, and compensation and benefits. This research aims to analyze the use of AI in HR management at SMBR. This research uses a qualitative method with a case study approach. Data was collected through in-depth interviews with stakeholders in SMBR. The research results show that AI has provided significant benefits for SMBR in HR management. AI has helped SMBR to improve the efficiency of HR processes, such as recruitment and selection, training and development, and performance appraisal; improving the effectiveness of HR processes, such as recruitment and selection, and performance appraisal; improve the accuracy of HR processes, such as recruitment and selection, and performance appraisal. AI has great potential to improve HR management in SMBR.

Abstract

Indonesia's forests face increasing pressures from deforestation and degradation. While national laws exist to protect these vital ecosystems, their implementation often faces challenges, particularly in areas inhabited by indigenous communities with distinct customary laws and practices. This study examines the role of customary law (adat law) in forest governance and conservation in Jambi Province, Indonesia, focusing on Makekal Hulu village within the customary territory of the Suku Anak Dalam. This qualitative study employed a case study approach. Data were collected through semi-structured interviews with adat leaders, community members, government officials, and NGO representatives. Focus group discussions were conducted to gather diverse perspectives on forest management practices. Relevant documents, such as adat regulations, government policies, and NGO reports, were also analyzed. Additionally, data was utilized to enhance understanding of resource use dynamics and land-use change patterns. The findings reveal that adat law plays a significant role in regulating access to and use of forest resources in Makekal Hulu. Adat institutions, led by the village elder and guided by customary beliefs, enforce rules related to logging, hunting, and land clearing. These rules often complement national laws, providing a localized and context-specific approach to forest management. However, challenges exist in harmonizing adat law with national legislation, particularly concerning land tenure conflicts and external pressures from logging and plantation interests. In conclusion, this study highlights the importance of recognizing and incorporating adat law into forest governance frameworks in Indonesia. By integrating traditional knowledge and practices with national policies, a more effective and sustainable approach to forest conservation can be achieved. This requires collaboration between government agencies, adat communities, and civil society organizations to ensure that adat law is respected and supported within the broader legal framework.

Abstract

Micro, small, and medium enterprises (MSMEs) are vital to the Indonesian economy, especially in rural areas like Dharmasraya. This community service project aimed to empower MSMEs by building their entrepreneurial capacity through publicly funded training programs. Using a participatory action research approach, a needs assessment was conducted with 100 MSME owners in Dharmasraya to identify challenges and training needs. Based on the findings, workshops and mentoring sessions were designed and delivered, focusing on financial literacy, marketing strategies, digital literacy, and business plan development. The training program significantly improved participants' understanding of key business concepts, including financial management, marketing, and digital tools. Participants also showed increased confidence in managing and growing their businesses. The program fostered a sense of community and peer learning among MSME owners. In conclusion, publicly funded training programs are crucial for building entrepreneurial capacity and empowering MSMEs in Dharmasraya. This initiative highlights the effectiveness of participatory approaches in addressing community needs and fostering sustainable economic development.

Abstract

Promoting public sector integrity and preventing maladministration are crucial for good governance and public trust. Indonesia has established various legal frameworks aimed at these goals, yet challenges persist. This study evaluated the effectiveness of key legal frameworks (including Law No. 30/2014 on Government Administration, Law No. 5/2014 on State Civil Apparatus, Law No. 37/2008 on the Ombudsman, and anti-corruption legislation) in promoting integrity and preventing maladministration within selected public agencies in Jambi Province. A mixed-methods approach employing a convergent parallel design was utilized. Data collection occurred between June and September 2024. Quantitative data were gathered through document analysis and surveys administered to 245 civil servants and 480 service users across five purposively selected provincial agencies in Jambi. Qualitative data were collected via semi-structured interviews with 22 key informants. Data were generated based on regional trends and literature. Quantitative data were analyzed using descriptive statistics and ANOVA, while qualitative data underwent thematic analysis. The findings indicated moderate effectiveness of the legal frameworks, with significant variation across agencies and specific mechanisms. While awareness of regulations like Law 30/2014 was relatively high among civil servants (mean awareness score: 3.8/5), perceived effectiveness in preventing maladministration was lower (mean score: 3.1/5). Integrity Zone initiatives showed a positive but limited impact. Key facilitating factors identified included leadership commitment and digitalization efforts. Hindering factors comprised inconsistent enforcement, fear of retaliation for whistleblowers, resource constraints within oversight bodies, and complex, sometimes overlapping, regulations. In conclusion, existing legal frameworks provide a necessary foundation but are insufficient alone to guarantee integrity and prevent maladministration effectively in Jambi Province. Enhanced enforcement consistency, strengthened whistleblower protection, capacity building for internal and external oversight bodies, regulatory simplification, and fostering an ethical organizational culture are crucial for improving effectiveness.
