Abstract

The accountability of Regional Heads in regional government is a fundamental aspect that cannot be ignored. This is a realisation of the authority they receive and plays a key role in preventing abuse of authority. This responsibility includes strategic decision-making, budget management, and implementation of policies that affect society at the regional level. In this case, accountability is a defence against potential abuse of authority and violations of the principles of good governance. This is also related to transparency and accountability, allowing the public to monitor Regional Heads' actions closely. This accountability also reflects democratic principles where public officials, including Regional Heads, are responsible to the communities they serve. To carry out accountability effectively, a strong legal framework is needed that regulates the nature and mechanisms of accountability. This includes regulations and laws that regulate the duties and responsibilities of Regional Heads. Thus, the accountability of Regional Heads is an integral element in maintaining a regional government that is effective, transparent and by democratic principles.

The obstacles found were the lack of coordination and cross-sector communication of OPDs in implementing poverty alleviation programs, individual characteristics of unproductive poor communities and low quality of human resources, also invalid data on poor people. As an anticipation of communication constraints between OPDs and validity of the data, the government developed a system called SI-PEKA for monitoring and verifying data on poor people based on database by name by address .

Abstract

This study analyzes the work motivation of Sipodeceng Village government apparatus and the factors affecting public service performance. Unlike previous predominantly quantitative research, this study employs a phenomenological qualitative approach to explore the subjective experiences of village apparatus in understanding their work motivation. Data were collected through in-depth interviews with 8 informants (Village Head, Village Secretary, 2 Hamlet Heads, and 4 village staff), observation, and documentation, then analyzed using NVivo 12 Plus with data validity techniques including source triangulation, method triangulation, and member checking. Results show that work motivation is formed through a combination of intrinsic motivation (responsibility, pride in serving) dominant at leadership levels, and extrinsic motivation (work facilities, allowances) that more significantly influences implementing staff. Findings confirm Self-Determination Theory and Herzberg's Two-Factor Theory, while revealing new dimensions such as local identity-based motivation and the role of paternalistic leadership. Apparatus performance improves through balanced intrinsic-extrinsic factors, supportive work environment, and responsive leadership. Practical implications include the need for performance-based recognition systems, continuous technology training, improved work facilities, and fair remuneration policies at village government level.

Abstract

The issue of waste management in Panca Rijang District, Sidenreng Rappang Regency, is the main focus of this study, considering the high volume of poorly managed waste and its negative impact on public health and the environment. This study aims to evaluate the waste management policy, which is expected to address these issues. The research method used is descriptive qualitative with purposive sampling, involving informants from the local government, UPT Waste Management employees, and the local community. Data were collected through observations, interviews, and documentation, and analyzed using NVivo 12 software. The results of the study show that the waste management policy in Panca Rijang District has had a positive impact on raising public awareness about the importance of waste management. However, its implementation still faces several challenges that hinder the effectiveness of the policy, such as limited facilities, low public participation, and insufficient supervision. The policy evaluation based on indicators of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy reveals that while the policy is fairly effective, there are still disparities in service, especially in remote areas, and inadequate facilities. The main obstacles identified in this study are the lack of waste management facilities, low public awareness, and limited funding for better management. This study provides valuable contributions to the local government in improving waste management, focusing on enhancing facilities, inter-agency coordination, and public education to support the sustainability of more effective, efficient, and equitable waste management policies in the future.
