Abstract

Corona Virus Disease (COVID 19) is an infectious disease caused by acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The disease was first identified in December 2019 in Wuhan, the capital of China's Hubei province, and has since spread globally, resulting in the ongoing 2019 coronavirus pandemic. The Gowa Regency Government since the discovery of the first case of Covid 19 in Indonesia has made various innovations in handling Covid 19 in Gowa Regency. The research method is descriptive qualitative. Respondents of this study consisted of elements of policy makers, namely the Regional Secretariat and DPRD of Gowa Regency, elements of policy implementers, namely the District and District Task Force Units, and the policy target, namely the people of Gowa Regency. The results of this study can be concluded that the Gowa Regency Government is very concerned about the handling of Covid-19 marked by the existence of a legal basis in the application of Health Protocols through Regional Regulation No. 2 of 2020. However, there are still obstacles in its implementation, namely regulations related to Health Protocols and Vaccinations that inconsistent, causing controversy in the community, the application of less strict sanctions from policy implementers in accordance with the Perda no. 2 of 2020, the resources of the medical team in Gowa Regency are still lacking compared to the Coordinating Minister for People's Welfare Decree No. 54 of 2013, there were irresponsible news (hoaxes) circulating on social media that affected public confidence in Covid-19, as well as the lack of example from several local government elements in implementing health protocols. Corona Virus Disease (COVID 19) adalah penyakit menular yang disebabkan oleh sindrom pernapasan akut coronavirus 2 (SARS-CoV-2). Penyakit ini pertama kali diidentifikasi pada Desember 2019 di Wuhan, ibu kota provinsi Hubei China, dan sejak itu menyebar secara global, mengakibatkan pandemi coronavirus 2019 yang sedang berlangsung. Pemerintah Kabupaten Gowa sejak ditemukannya kasus pertama Covid 19 di Indonesia telah melakukan berbagai inovasi dalam penanganan Covid 19 di Kabupaten Gowa. Metode penelitian adalah deduktif kualitatif. Responden penelitian ini yaitu terdiri dari unsur pembuat kebijakan yaitu Sekretariat Daerah dan DPRD Kabupaten Gowa, unsur pelaksana kebijakan yaitu Satuan Gugus Tugas Kabupaten dan Kecamatan, dan sasaran kebijakan yaitu masyarakat Kabupaten Gowa. Hasil penelitian ini dapat disimpulkan bahwa Pemerintah Daerah Kabupaten Gowa sangat concern terhadap penanganan Covid-19 ditandai dengan adanya landasan hukum dalam Penerapan Protokol Kesehatan melalui Perda No 2 Tahun 2020. Akan tetapi masih terdapat kendala-kendala dalam pelaksanaannya yaitu aturan terkait Protokol Kesehatan dan Vaksinasi yang tidak konsisten sehingga menimbulkan kontroversi di masyarakat, penerapan sanksi yang kurang tegas dari pelaksana kebijakan sesuai yang tertuang dalam Perda No. 2 Tahun 2020, sumber daya tim medis di Kabupaten Gowa yang masih kurang dibandingkan dengan Kepmenko Kesra No. 54 Tahun 2013, adanya berita-berita yang tidak bisa dipertanggungjawabkan (hoax) yang beredar di media sosial yang mempengaruhi kepercayaan masyarakat terhadap Covid-19, serta kurangnya keteladanan dari beberapa oknum pemerintah daerah dalam menerapkan protokol kesehatan.

Abstract

Measuring the quality of public services in the Building Permit in the one-stop services office of Bone Regency, using indicators of the ability of the apparatus, system services and influential factor in the service of Building permit. The data was collected through interviews, observation and documentation, as a way to know the description of the organizational structure, education and training, ability to work completion on schedule, the convenience in obtaining services, clarity of information, security and protection services to consumers in the Office of One-Stop Services (KPTSA) of Bone Regency. The factors that affect the public service of Building Permit (IMB), among others; timeliness, ease of filing, the accuracy of service, the cost of service. Factor is a barometer of the consumer or the use of the service, so whether or not the services provided by the government back to the things mentioned above. In the public service should further develop the quality of human resources and democratization, leadership model must shift from power to the approach of expertise (from macho to maestro) and democratic in spirit, close to the subordinates and apply humanistic model of bureaucracy is putting a human in its proportions.Mengukur kualitas pelayanan publik dalam Izin Bangunan di kantor pelayanan satu atap Kabupaten Bone, dengan menggunakan indikator kemampuan aparatur, sistem layanan dan faktor yang berpengaruh dalam pelayanan Membangun izin. Data dikumpulkan melalui wawancara, observasi dan dokumentasi, sebagai cara untuk mengetahui gambaran struktur organisasi, pendidikan dan pelatihan, kemampuan untuk bekerja selesai sesuai jadwal, kenyamanan dalam memperoleh pelayanan, kejelasan layanan informasi, keamanan dan perlindungan kepada konsumen di Kantor Pelayanan Satu Atap (KPTSA) Kabupaten Bone. Faktor- faktor yang mempengaruhi pelayanan publik Izin Mendirikan Bangunan (IMB), antara lain; ketepatan waktu, kemudahan pengajuan, akurasi pelayanan, biaya pelayanan. Faktor adalah barometer konsumen atau penggunaan layanan, sehingga apakah layanan yang diberikan oleh pemerintah kembali ke hal-hal tersebut di atas. Dalam layanan publik lebih lanjut harus mengembangkan kualitas sumber daya manusia dan demokratisasi, model kepemimpinan harus bergeser dari kekuasaan ke pendekatan keahlian (dari macho untuk maestro) dan berjiwa demokratis, dekat dengan bawahan dan menerapkan model birokrasi humanistik adalah meletakkan manusia dalam proporsinya.

Abstract

This study aims to determine the process of implementing the Kampung KB program. This research will focus on what factors determine the process of implementing the village family planning program. The Kampung KB program is a central government program as a manifestation of the Nawacita development priority agenda for the 2015-2019 period. This research was conducted in Pangkajene and archipelago districts by taking two samples of KB village locations, namely in Bungoro sub-district as a sample for mainland sub-district and North Tupabiring sub-district as a sample for archipelago sub-district. The number of informants in this study were 16 people, with the criteria of informants; The leadership of the BKKBN of South Sulawesi Province, the leadership of the DPPKB of Pangkep Regency, the Family Planning Counselor and the community. This study uses a qualitative research method with a case study approach. Primary data were collected through interviews with informants, while secondary data were obtained from documents relevant to this research. Primary and secondary data were then analyzed using Miles and Hubernan's theory with three steps, namely data condensation, data presentation, and drawing conclusions or verification. The indicators used in this study are indicators of policy implementation according to Merilee S Grindel. The results showed that the aspects of the type of benefits and expected changes were supporting aspects and were considered to have run as expected, so it can be said that the implementation of the Kampung KB Program could be declared successful, while the aspects of the resources used still needed to be addressed because of the budget allocation and support. facilities and infrastructure from the central government, family planning instructors are expected to be more creative and innovative in implementing this program.

Abstract

Sustainable development goals, or SDGs, are still difficult to realize, especially the goal of ending poverty in all its forms. The Covid-19 pandemic, which has been around for more than a year, has actually exacerbated the condition of poverty in the community. In the city of Makassar, the poverty rate increased dramatically from 4.1 percent to 7.2 percent during 2020 (Makassar Ministry of Social Affairs data). Ironically, the poor who live on islands such as the people of Kodingareng, Barrang Lompo, Barrang Caddi, Lumu-Lumu, Laikang and others, are now getting poorer because of the Covid-19 outbreak. Therefore, this paper seeks to describe the problems of accelerating the handling of fishermen's poverty during the COVID- 19 pandemic in the city of Makassar in accelerating the SDGs. The method used is descriptive qualitative, and the data processed are secondary data and primary data. This research begins with identification and problem formulation, data collection, data processing and analysis including data classification and reduction, conclusion drawing and verification. The results of this study conclude that, the poorer fishermen on the islands, due to the decreasing number of fish catches, decreasing fish prices, higher operating costs at sea, swelling third party loan funds, social restrictions during the pandemic and the impact of sea sand mining in Makassar. . In addition, the social structure of island fishing communities is still trapped by structural poverty conditions. As a suggestion, it is necessary to accelerate intervention in implementing the implementation of village SDGs so that poor fishermen in the islands of Makassar city can get out of poverty.

Abstract

Badan Perencanaan Pembangunan Daerah (Bappeda) is a body that has an important task in regional development planning. Bappeda assists the Regional Head in determining policies in the field of regional development planning and assessing their implementation. This research aims to find out the role of the Regional Development Planning Agency in the development planning process in the Pasangkayu Regency area and also to find out the policy formulation process. This research uses a qualitative approach with a case study method, which is a method used to elaborate on and understand the meaning ascribed to social or humanitarian problems. The result of this research is that the Regional Development Planning Agency has an important role in carrying out the function of coordinating regional development planning with all agencies in the government in order to realize a new planning system that must be comprehensive. Factors supporting policy formulation include coordination, community participation, and government commitment. Meanwhile, the factors that hinder the policy formulation process include budget adjustment and readiness, too many proposals, and limited supporting documents.

Abstract

Pada penelitian ini bertujuan untuk untuk mengetahui bagaimana Kinerja Pegawai pada Kantor Kelurahan Pasir Putih Kecamatan Sinjai Borong. Penelitian ini menggunakan deskriptif kualitatif, teknik pengumpulan data yaitu observasi, wawancara dan dokuemntasi dengan teknik analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan .Berdasarkan hasil penelitian mengenai Kinerja Pegawai Kelurahan Pasir Putih Kecamatan Sinjai Borong di atas maka dapat disimpulkan bahwa para pegawai Kelurahan Pasir Putih Kecamatan Sinjai Borong memiliki Kinerja yang Baik yang mana dapat di ukur melalui beberapa indikator yaitu 1) tujuan, dimana tujuan yang dimaksud adalah visi dan misi yang hendak diwujudkan oleh para pegawai di kantor Kelurahan Pasir Putih telah berjalan optimal dimana para pegawai berupaya menerapkan prinsip-prinsi good governance yang sesuai dengan visi yang hendak di capai; 2) Standar, standar penilaian kinerja pegawai kemudian di ukur menggunakan Standar Kinerja Pegawai (SKP) yang terdiri dari orientasi pelayanan, integritas, komitmen, disiplin, kerjasama dan kepemimpinan dan beberapa poin tersebut telah diterapkan secara efektif; 3) Umpan balik, telah di laksanakan dengan optimal dengan memberikan reward serta punishment terhadap kinerja pegawai; 4) Kompetensi, telah ditingkatkan dengan optimal dengan melibatkan para pegawai pada kegiatan pelatihan serta adanya kesadaran pribadi dalam meningkatkan potensinya dengan memanfaatkan fasilitas teknologi yang telah disediakan; dan 5) Peluang, telah berlangsung efektif pula dengan adanya kegiatan pelatihan, rapat dan beberapa kegiatan lapangan yang melibatkan para pegawai.

Abstract

Tujuan penelitian ini untuk menganalisis pengawasan pemerintah daerah dalam mengatasi kelangkaan pupuk bersubsidi di Kabupaten Bone. Fokus penelitian ini akan mengkaji konsep pengawasan yang dikemukakan oleh William H. Newman dalam (Handoko, 2016) yang terdiri dari Penetapan standar pelaksanaan, Penentuan pengukuran pelaksanaan kegiatan, dan Pengambilan Tindakan. Hasil dari penelitian ini menunjukkan bahwa Pemerintah daerah Kabupaten Bone perlu mengoptimalkan pengawasan pupuk bersubsidi dengan mengupayakan pemantauan dan pengawasan swadaya oleh masyarakat pengguna pupuk bersubsidi. Hasil (1) Standar pengawasan sudah efektif, tapi masih ada hambatan seperti ketepatan waktu dan harga jual yang berbeda dengan HET. (2) Pemantauan di distributor dan penyalur belum maksimal, menyebabkan penyimpangan. Pemantauan lebih fokus pada pelaporan, membuka peluang penyimpangan. (3) Tindakan yang diambil pemerintah daerah adalah mendorong petani untuk membeli pupuk non-subsidi demi keselamatan tanaman.

Abstract

This research aims to find out the government's role in stabilizing rice prices. This research focuses on what things are being done by the government, in this case Perum Bulog and Disperindag, Central Sulawesi to reduce the increase in rice prices. The method used is qualitative. Collection uses observation, interviews, documents and internet searching. The location of this research includes the city of Palu, Kab. Parigi Moutong, Kab. Donggala, and Kab. Sigi. The theory used is the role of government in the economy based on its activities which consist of the role of government as regulator, producer and consumer. The results of the research show that the government's role is not optimal, it can be seen from the government's role as a regulator, to implement various policies and programs, the government has a basis, namely the government purchasing price (HPP) and the highest retail price (HET), which then created the SPHP rice program by Bulog and cheap market by Disperindag. The role of the government as a producer, the government has constraints or problems with the amount of rice stock, the lack of stock it has means that the efforts made do not run optimally so that it has not been able to stabilize or withstand the increase in rice prices. The role of the government as a consumer, the government has difficulty absorbing local rice and imported rice, HPP regulations seem to make it difficult for the government because prices at the milled farmer level are high above HPP and importing countries impose export restrictions and some even stock exports.

Abstract

Employee performance plays a vital role in determining the success of an organization, particularly in government institutions where efficiency and effectiveness in public service delivery are crucial. This study analyzes the performance of employees in the General and Protocol Section of the North Toraja Regency Regional Secretariat based on six key indicators: quality, quantity, punctuality, effectiveness, independence, and work commitment. The research employs a qualitative descriptive approach, utilizing primary data from interviews and observations, as well as secondary data from relevant documents. Findings indicate that while employee performance is generally good, several areas require improvement, including the update of Standard Operating Procedures (SOP), asset management, and training participation. Furthermore, independence in task execution is still influenced by hierarchical decision-making, and financial realization has not fully met the targeted budget allocation. Strengthening work discipline, improving resource allocation, and enhancing communication and collaboration among employees are recommended to optimize performance outcomes.

Abstract

Budaya patriarki menjadi akar dari tejadinya opresi terhadap perempuan dan alam. Budaya patriarki memiliki andil besar dalam pembentukan perilaku perempuan dalam pengelolaan lingkungan hidup. Penelitian ini bertujuan untuk melakukan presisi analisis tentang bagaimana konstruksi sosial budaya terhadap perilaku perempuan dalam pengelolaan lingkungan hidup. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa perilaku perempuan dalam pengelolaan lingkungan hidup di pulau Bontosua merupakan hasil dari konstruksi sosial yang melalui tiga dimensi yaitu eksternalisasi merupakan aktivitas yang dilakukan perempuan dalam pengelolaan alam seperti membuang sampah di laut, membakar sampah plastik, menggunakan ulang botol plastik bekas, menanam pohon, mengurangi penggunanaan produk tidak ramah lingkungan. Obyektivasi merupakan proses perempuan mulai memperhatikan feedback dari aktivitas eksternalnya misalnya membuang sampah ke laut bukanlah sesuatu yang salah karena mereka tidak mendapatkan dampak langsung dari aktivitasnya tersebut. Internalisasi yaitu perempuan mulai menerima, mengendapkan serta mengulang-ulang perilakunya dalam pengelolaan lingkungan hidup. Dari analisis sosiologis tersebut, terlihat bahwa perilaku perempuan dalam pengelolaan lingkungan di pulau Bontosua cenderung tidak proaktif dikarenakan proses konstruksi sosialnya yang memang kurang memperhatikan isu lingkungan.
